According to a statement by the Chief Minister of Tripura in the State Legislative Assembly on March 2, 2004, 952 civilians and 182 security force (SF) personnel were killed in the State in the last five years, between 1998 and 2003. A total of 633 civilians were injured and 1269 were abducted by terrorists of whom 332 are still in captivity. During the same period, 183 service weapons, including 65 Self-Loading Rifles, twenty nine .303 rifles, 18 carbines and 10 Kalashnikov rifles were looted by the terrorists. According to the Chief Minister, who is also in charge of the State Home Department, 43 major massacres were carried out by the terrorists and 836 terrorists have surrendered between 1998 and 2003.

In the first incident, a group of about 30 KRA terrorists raided Uden Tisso and Sarpo Terong villages under Bokajan police station jurisdiction and killed 27 persons and wounded eight others. Separately, another group of KRA terrorists attacked Jari Teron, a Karbi village under Manja police outpost, and killed another six Karbis. Inspector-General of Police (Special Branch), Khagen Sharma, told The Hindu that the attacks were carried out by separate hit squads of the KRA who also set fire to many houses in these villages. Media reports have indicated that two terrorists affiliated to the Hmar People’s Convention -Democratic (HPC-D) and a civilian were killed during a fresh round of internecine clash between the HPC-D and Zomi Revolutionary Army (ZRA) at Rengkai village in the Churachandpur district of Manipur on March 31. The slain terrorists were later identified as Lalsang Hmar of the North Cachar Hills district in Assam and Chunga Hmar of Churachandpur district.

On March 31, four United Liberation Front of Asom (ULFA) cadres surrendered before the army at Agomoni in the Dhubri district of Assam. They also deposited two AK-56 Rifles, four magazines, 150 rounds of live cartridges, two grenades, a Pakistani made pistol and a Chinese made revolver. On the same day, three more ULFA cadres surrendered before the district administration at Tinsukia. Another ULFA cadre also surrendered at Patacharkuchi police station in the Barpeta district.

Speaking to the media in Dhaka, Foreign Minister M Morshed Khan ruled out the possibility of handing over United Liberation Front of Asom (ULFA) leader Anup Chetia who is now in jail, to the Indian authorities. He reportedly said that "law will take its own course. The government should refrain from taking any measure which disrupts the judicial process." Ruling out the possibility of signing an extradition treaty with India he said, "I have no knowledge of any negotiation going on at any level between the two countries on such a treaty."
