Two gunrunners, identified as Athokpam Tenzing Singh alias Tejbaba and Koijam Herachandra, were arrested in a joint raid conducted by Bishnupur district police and Imphal East district police at Bashikhong in the Imphal East district on the same day, reports Telegraph. Two hand grenades, nine detonators, 94 bullets of 9-mm pistol, two bullets of .38-calibre revolver and two Nokia mobile handsets, SIM cards and one vehicle were recovered from them. According to police sources, they had procured the ammunition from Chandel district and were planning to hand over the ammunition to militants belonging to the Dimasa group of Karbi Anglong district in the neighbouring State of Assam.

According to Telegaraph, arrested human rights activist and United Liberation Front of Asom (ULFA)-appointed mediator, Lachit Bordoloi, had been emailing statements on the outfit’s behalf to the media with ‘chairman’ Arabinda Rajkhowa’s scanned signature on them, police said on March 2. Bordoloi was arrested in February 2008 on charges of helping the ULFA under the cover of being a mediator for peace.

Two Kanglei Yawol Kanna Lup (KYKL) cadres, Sougaijam Santosh alias Rishi and Laishram Sunil alias Amujao, were arrested by Imphal East district police commandos during a search operation on March 3 in front of the Central Reserve Police Force camp at Mantripukhri. While one magazine of M-20 pistol loaded with 3 live rounds of 9 mm and 6 nos. of AK-47 ammunition were recovered from Santosh, one magazine of .32 pistol loaded with 2 live rounds of .32 ammunition were recovered from the possession of Sunil. They confessed that they were operating under the command of one Sana Macha of the KYKL. On the same day, one People’s United Liberation Front (PULF) cadre, Mohammed Najir Ahamed alias Ningthem alias Laskar, was arrested by police during another search operation at Hatta Golapati in the Imphal East district. He confessed that he joined the outfit in March 2007 through one Mohammmed Khalique of Yairipok Ningthounai and was operating in the ‘finance section’ of the PULF.

At least 60 medicine shops near Jawaharlal Nehru Hospital at Porompat in the Imphal East district were closed for an indefinite period on March 3 in protest against extortion demands made by four militant outfits, according to Telegraph. Two outfits demanded INR 300 each from the shops as monthly ‘tax’, while the third group demanded INR 200 each per month and the fourth one asked the shop owners to give INR 5,000 each as annual ‘tax’. The shop owners, however, declined to disclose the names of the outfits, fearing reprisal.

Telegraph quoting police sources reports that the National Democratic Front of Bodoland (NDFB) has set up an office-cum-transit camp in Guwahati for extortion and other illegal activities in violation of its cease-fire with the government. Police located the camp following the confession of two militants, Bhim Boro and Aviram Basumatary alias Anjalu, who were arrested on March 3. An unnamed police official said the extortion campaign was being carried out under the supervision of the ‘3rd Battalion commander’, Bhupen Boro. He said, “A police team raided the office-cum-transit camp and seized CDs and several incriminating documents, including extortion notices.” He added that nobody was in the house during the raid, and no arms and ammunition were found either. The owner of the house, Harsha Sharma, told police that two youths who identified themselves as Robin Boro and Babul Boro became his tenants three months ago. The CDs contain video footage of NDFB ‘chairman’ Ransaigra Nabla Daimari alias Ranjan Daimari, addressing his cadres in a camp somewhere in Bangladesh on June 5, 2007. “The arrested militants confessed that there were two M-20 pistols in their office-cum-transit camp. It is a serious violation of the ceasefire ground rules, which stipulate that an NDFB member should stay in a designated camp and not move about with weapons,” the official said. Investigators believe there were at least six NDFB militants in the camp and that four of them managed to escape after Bhim and Aviram’s arrest. “Going by the information available to us now, the outfit is targeting professionals, businessmen and government officials,” the official said. The report added that some NDFB militants are working even for ULFA to make easy money.

There were reports of miscreants damaging EVM in five places of Wokha and Phek districts. Angami said complaints of booth capturing had been lodged in some places. "We have decided to urge the Centre and the state to grant general amnesty to all the surrendered HNLC militants. We want the government to provide a better rehabilitation package to prevent them from going astray," Dorphang said. There are more than 100 surrendered HNLC militants in capital Shillong. "Most of these boys are poor and are finding it difficult to sustain themselves," he said, adding that many of them are yet to receive the rehabilitation package. Dorphang said. He also refuted allegations that the surrendered HNLC militants had campaigned for the ruling Congress party in the recently-concluded legislative Assembly elections. "The allegations are not true. The police recovered an AK-47 rifle with nine rounds of ammunition and a pistol from their possession. The DGP stated that Robert was a "corporal" in the KYKL ranks, but had never been arrested. An arrested KYKL cadre, Laishram Homen alias Korou, is suspected to be one of those who planned the selective killings. The DGP also said the police were on the trail of four more KYKL members who killed five migrants in Imphal East district the day after the Heiyen Hangool attack. Three National Liberation Front of Tripura (NLFT) militants who along with HNLC militants were opening fire on police personnel managed to escape from the encounter site. Four SBBL shot guns, two AK-56 assault rifles and 33 rounds of live ammunition, a country-made .22 revolver, two Chinese-made hand grenades and two sets of Japanese-made wireless handsets, three torches, a mobile handset and two authorisation letters for extortion were recovered from the encounter site. According to police sources, the HNLC and NLFT ran a joint camp at Wahlymbong for about two months to extort money from coal traders and businessmen of Jaintia Hills. The encounter took place when police personnel raided a militant hideout in Umkiang area following the arrest of 6 HNLC militants, including an 'area commander’ Syrpailin Mawlong alias Bhalang, and a courier Riskin Phawa, during a search operation in Malidor area and Umkiang village on March 26. Four others were identified as Emanuel Umthlu alias Shwa, L. Marngar alias Willinder Marngar, Aibor Sawian and Chedrak Wanniang.
