According to Assam Tribune, the ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), Paresh Baruah, has started reorganising the outfit. Security sources said that at least 30 to 40 members of the outfit are still in Bangladesh. The ‘central committee headquarters’ of the ULFA is still located in the Bakapura area in Sherpur District of Bangladesh. After the arrests of the top leaders of the outfit, the ‘commander-in-chief’ is now the most powerful man in the outfit and Jiban Moran is the ‘second in command’. Sources added that ULFA has made three ranks among the remaining senior members. Most of the members of these three groups are still in Bangladesh. Sources further said that all is not well in the ‘28th battalion’ headquarter of the ULFA in Myanmar and the top leaders have ‘suspended’ a senior member Sujit Mohan. Though Bijoy Das alias Bijoy Chinese is now heading the ‘28th battalion’, still considered the strongest wing of the outfit, personality clashes among the senior members have created problems.

Four suspected militants of Bengali Tiger Force (BTF), were shot dead in an encounter with Security Forces (SFs) at Chereng Chapori in Darrang District on March 1, reports Telegraph. Three 7.65 bore revolvers, a 9-mm pistol, three hand grenades, two magazines of a 9-mm pistol, 14 rounds of ammunition and some incriminating documents were recovered from the possession of the slain militants. This is the first major incident involving BTF militants in the State after a majority of their cadres laid down arms in 2006. A resident of Chereng Chapori claimed that the slain rebels did not hail from that area and he had not seen them earlier.

Reports indicate that a new outfit with both Muslim and Reang militants had been formed. Some local sources said a splinter group of Atabur Bahini led by Abdul Salem had formed a new outfit called the United Revolutionary Army of Barak Valley with the help of some Reang tribals. It is to be noted that militancy in the south Hailakandi, which shares its border with Mizoram, was started by Panchuram Reang who formed an outfit called United Liberation Front of Barak Valley (ULFBV). Panchuram later surrendered to the State government and subsequently joined the Congress. But militancy did not came to a halt with his surrender and another Reang outfit was formed by Dhanyaram Reang, once a cadre of Panchuram. Atabur, joined the United Democratic liberation Army (UDLA), the outfit Dhanyaram had formed. In 2009, Dhanyaram, along with his wife was arrested in Mizoram. Meanwhile, in the backdrop of a series of kidnapping, in maximum cases Muslims being the victims, relation between the Reang and Muslims started to sour. A group of Reang youths, once associated with Panchuram’s outfit, were mercilessly assaulted by villagers. Panchuram squarely blamed the Muslims for the incidents and subsequently.

Telegraph reports suspected militants of the Puranthaba Meiraba faction of the Kangleipak Communist Party (KCP), in the night of March 1 attacked the house of a computer engineer, Oinam Tombi Singh, working at the Thoubal Deputy Commissioner’s office. No one was injured in the incident. Further, three gunmen came to the house on March 2 and forcibly took away INR 70,000 and one mobile phone from the family. Meanwhile, wife of the engineer alleged that a gunman, who claimed to be a cadre of Puranthaba Meiraba faction of the KCP, came to their house on February 27 and wanted to know why the engineer could not pay INR five lakh as demanded by them through a letter delivered to the engineer on an unspecified date in the month of January. He had also warned that the amount must be paid.

"It is pretty long time that we have been talking to Government of India and it is high time that the government should take the matter seriously. In more than 10 years, they could not solve the problem so they are responsible for that," Thuingaleng Muivah said. "No, sovereignty cannot be withdrawn because sovereignty is with the people. It is the people who should decide their fate and that cannot withdrawn but the question is how to understand, how are we going to understand Government of India or it should understand us. This is the problem," he said.

Patnaik said that the Government is ready for talks with the militants within the framework of the Constitution of India. In his speech, the Governor said that there has been perceptible improvement of the law and order situation mainly because of constant pressure by the SFs. A number of top United Liberation Front of Asom (ULFA) leaders were arrested in last few months, while, two important militant groups – Karbi Longri North Cachar Hills Liberation Front (KLNLF) and Black Widow surrendered arms. “While we will continue to deal with any act of violence firmly, I would like to say that the doors are open for negotiation within the framework of the Constitution of India,” the Governor added.

Telegraph reports that the Minister for relief and rehabilitation Joygobinda Debroy told the State Assembly on March 2 that till the latest round of violence that had rocked Mizoram, the number of Reang refugees registered with the camps at Kashirampur, Longthariakami, Hezacherra, Kasko, Khakchang and Hamchhapara had remained stagnant at 37,466. But in November-December, 2009, 2,746 new refugees had arrived at the camps, raising the total to 40,212. Debroy further said “They arrived in October 1997 and instead of repatriation the number of refugees has actually increased, and practically no progress has been made in initiating the process of repatriation.” He added that the Government would try to ensure early repatriation of the inmates.

Pandey in New Delhi on March 2 and the group submitted a list of 30 demands including sovereignty for Nagaland, according to Nagaland Post. During the meeting held at undisclosed location a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Government’s interlocutor, however, conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. The Centre offered more autonomy for Nagaland under Article 371 (A) of Indian Constitution but won’t integrate Naga-inhabited parts of Arunachal to Nagaland. The Centre prepared a 29-point counter proposal for the discussions, which included financial sops and greater autonomy. Also, the NSCN-IM leaders met Prime Minister Manmohan Singh and Union Home Minister P. Chidambaram in New Delhi. Muivah during his meet with Prime Minister conveyed the seriousness of his outfit to find a lasting solution to the Naga issue. Muivah later met Union Home Minister during which the two sides had a comprehensive discussion on finding a lasting solution to the six-decade old vexed issue which includes boundary dispute with neighbouring Manipur and Assam. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah said. “If the Centre is serious then we will talk,” he said. While the Centre said there would be no discussion on sovereignty Muivah said the NSCN-IM would not compromise on sovereignty.

A three-day conclave of the Achik National Volunteer Council (ANVC) concluded at Balonggre, in the outskirts of Tura town in West Garo Hills District on March 7, according to Shillong Times. The conclave was attended by a conglomerate of Non Governmental Organisations, student and social organizations, church elders, senior citizens, public representatives from Assam and political activists from Meghalaya to discuss ways to push forward the tripartite peace talks. The people who attended the conclave expressed apprehension over the last Joint Monitoring Group (JMG) meet between the ANVC, Meghalaya Government and Union Government at Tura in which the central delegation was in favour of a periodical cease-fire extension in place of an indefinite one citing violation of ground rules. In the JMG meeting, the Government delegation had accused the ANVC of giving its support to a new militant group- Garo National Liberation Army (GNLA) and engaging in sporadic extortion, an accusation the outfit denied. The ANVC, on the other hand, has expressed disappointment that its charter of demands with its main focus of creating a Garoland Territorial Council has not been seriously considered which, according to the group, is a ‘benign’ and ‘reasonable’ demand within the ambit of the Indian Constitution.

Chief Minister Okram Ibobi Singh informed the State Legislative Assembly that suspected involvement of the PLA cadres behind the January 13 killing of a woman, Angom Ongbi Chanbi, and her daughter Meneka alias Ibemcha (17) of Phayeng was cited in a Police report. One N. Meghachandra (29), who is suspected to be involved in the killing, was arrested. Meghachandra confessed during interrogation that he had gone along with a PLA cadre, N. Sunil alias Piktru, to the house of Chanbi in June-July 2009, the Chief Minister said. The Chief Minister further informed the House that Meghachandra disclosed that after going to the house of Chanbi, Sunil had threatened her to produce one of her sons who was also a PLA cadre but deserted along with arm. Besides Sunil, the identity of 12 to 13 other persons who were also suspected to be involved in the killing was established. Chief Minister, while responding to a question raised by Legislator Morung Makunga in the State Legislative Assembly, said that 104 weapons recovered from militants had been auctioned off to private buyers in the last two decades. The Chief Minister further clarified that in all 1728 numbers of all categories of arms were seized during the same period.

According to other sources, Hojai could remain in hiding till the political process with the BW begins and he manages to get amnesty. "In that case, he doesn’t have to go to jail although the process of getting amnesty could be time consuming. Otherwise, he lands in jail as soon as he surfaces," a source said, adding the court could soon declare him a "proclaimed offender". Assam Forest and Environment Minister Rockybul Hussain said that action would be taken against the cadres of the militant groups who had fled their designated camps. Manipur Legislator Morung Makunga, on the third day of the ongoing seventh session of the ninth State Legislative Assembly on March 10 said that militant outfits under the Suspension of Operation (SoO) are not in compliance with the agreements laid down under SoO and so it must be suspended as the Government is incurring extra expenditure on it. According to him, Assam reported 1297 terror incidents during 2009. The figure was 1561 in 2008. The number of extremists killed was 571 while 2164 terrorists were arrested during 2009 in the State. The number of security personnel killed was 42 and the number of civilians killed stood at 264. “There were 85 such incidents till January 31, 2010. While the number of extremists/terrorists arrested was 149 during this period the number of extremists killed was 31 and that of civilians killed was 12. The main aim of the Maoists is to divert the attention of the Government and SFs. The Maoists have already tried to establish links with the United Liberation Front of Asom (ULFA) as such a move would be beneficial for both sides. Sources also indicated links between Maoists and cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and sources said that the Maoist insurgents received training from trained cadres of the Naga group despite the fact that the NSCN-IM is under cease-fire agreement with the Government of India. The Maoists have also signed an agreement with the Revolutionary People’s Front (RPF) of Manipur, political wing of People’s Liberation Army (PLA), to extend cooperation to each other.

As per the list submitted by the Assam Government in the State Assembly, the ULFA topped the list of surrendered militants as during the period from 1998 to March 5, 2010, more than 4260 militants belonging to the outfit have laid down arms. The list included 2711 militants of the Bodo Liberation Tiger (BLT), which was disbanded following the signing of the Memorandum of Settlement between the Government and the outfit in 2003. The list included 514 Karbi Longri North Cachar Hills Liberation Front (KLNLF) and 416 Black Widow (BW) militants. These outfits surrendered weapons to come for talks with the Government for political solution of their problems.

According to Assam Tribune, the Union Government has ruled out the possibility of the United Liberation Front of Asom (ULFA) maintaining permanent camps in Arunachal Pradesh. “There is no report of any permanent camp of the ULFA in Arunachal Pradesh, although there are reports of some activities of ULFA in the State,” said Union Minister of State for Home Affairs M. Ramachandran in Rajya Sabha (Upper House). In 2009, Assam recorded 424 incidents, marking an increase over 2008, when 387 incidents took place. However, killing of civilians had declined last year with 152 deaths, while in 2008, 245 civilians fell to bullets of insurgents, he added. Manipur continued to lead the table, with the State recording 659 incidents last year, which was marginally less than the previous year, when 740 incidents were recorded.

The SFs have received “disturbing” inputs about ULFA ‘commander-in-chief’ Paresh Barua re-allocating specific tasks and responsibilities among his top rung leaders. The outfit has finalised its blueprint for regrouping at a meeting held at its central command headquarters, known as Rupohi Ashroy Shibir, at Bakapura in Sherpur District of Bangladesh recently, sources added. According to the Police, cadres will function under the direct supervision and command of Barua and self-styled ‘major’ Jibon Moran. “Although Ulfa has weakened, we can’t afford to lower our guard as no one knows how long this lull will last. Lapang, who called on Union Home Minister P. Chidambaram in New Delhi on March 17, apprised him of the outcome of March 16 talks between the ANVC and Centre's interlocutor P C Haldar. Chidambaram told the Chief Minister that there had been instances of violation of conditions of the suspension of operation (SoO). But at the same time the Centre would like to continue the SoO with the outfit, he said. Chidambaram assured that all necessary steps would be taken by the Centre to maintain peace and tranquillity in Meghalaya. The Home Minister asked Lapang to assess the ground realities and suggest suitable measures for the successful culmination of the peace process.

According to sources, DSP Champion R. Marak recently joined the outfit after he had gone missing for quite sometime. He joined the Police Force in 2004 and belonged to Songsak region of East Garo Hills. The report adds that GNLA is being led by the DSP Champion Marak while former Achik National Volunteer Council (ANVC) ‘area commander’ of East Garo Hills, Sohan D. Shira, is believed to be the ‘commander in chief’. The group is also said to be in close ties with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and presently has 20 well-armed cadres who have recently served extortion notes demanding huge amounts of ransom in East and South Garo Hills. The group is also trying to wean away many of the disgruntled ANVC cadres who are annoyed with their leadership over the handling of the ongoing peace process.

The outfit is procuring sophisticated weapons, arms and ammunition — mostly of Chinese origin — and getting clear support from a neighbouring country, said the agencies. "We’ve registered an FIR against some NSCN members and started the investigation. The IB report clearly points to the outfit’s nefarious designs to destabilise the Northeast. We are also probing the extent of their links with China,” said a senior National Investigation Agency (NIA) official. According to intelligence sources, two hardcore women cadres of the PLA, identified by name in their teens, are on recruitment mission and extortion drive. Resources are also being pulled up through ransoms. The PLA in particular is active in certain areas of Nagaon where a middle aged woman cadre is looking after the interests of the organization. UNLF, which has virtually no strength in the valley except in the fringe areas bordering Manipur in Lakhipur sub-division, is making desperate bid to regroup in order to make its presence felt with the sole objective of extortions to replenish its depleted coffers. A woman cadre of the outfit is looking after recruitment and resource generation. Both the outfits are however operating independently, said the sources.

A bayonet was recovered from the possession of the duo. The Police said the two had gone to extort money from a businessman in the tea estate and were caught by the people. The Ranjan Daimary faction of the NDFB had demanded INR 30,000 from that businessman who owns a grocery shop in the estate. A Police official said, “We were informed about the incident by the estate management. By the time we arrived at the garden, one militant was already dead. We rescued the other.”

They were identified as Sunil Singh alias Kiyamlakpa and Herojeet Singh alias Silongba. Kiyamlakpa joined ‘293rd battalion’ of the UNLF on October 27, 2007 and got training at Tuambual camp for 60 days. Silongba joined the People's Liberation Army (PLA) in 2005 before he defected to the UNLF on April 14, 2009. He was trained at Mintha camp for 45 days.

He would visit Arunachal Pradesh on April 1 during which he would also visit Tawang, Tirap, Changlang, Lower Subansiri and Papum Pare Districts to take stock of the situation along the China-India and India-Myanmar borders. Cadres of United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) are said to be hiding in the forest camps in Myanmar’s Sagaing division where the National Socialist Council of Nagaland–Khaplang (NSCN-K) has its headquarters. Source said Chidambaram would address a high-level security meeting with officials of the Army and other security agencies on April 3 after visiting Tirap and Changlang Districts, which border Myanmar, and have been affected by insurgency in an otherwise peaceful State.

Assam Forest Minister Rockybul Hussain in the State Legislative Assembly on March 29 said that among the active militant groups, the ULFA has a strength of 875 cadres, while the anti-talk faction of the National Democratic Front of Bodoland (NDFB) has 225 cadres, All Adivasi National Liberation Army (AANLA) has 30 cadres, Kuki Revolutionary Army (KRA) has 40 cadres, Hmar People's Convention- Democracy (HPC-D) has 50 cadres, Muslim United Liberation Tigers of Assam (MULTA) has 110 cadres and Assam unit of the Harkat-ul-Mujaheedin has 45 cadres. The Minister further said that the Unified Command structure is active in the State for launching coordinated operations against militants. The Minister informed the House that in the last two years, 535 persons, including 494 civilians and 41 SFs, were killed by militants, while, during the same period, 333 militants were killed by SFs in counter-insurgency operations. As the SFs reached the house of one village farmer Chinta Ram Barua, the militant lobbed three grenades upon the troops, which immediately exploded on the spot, in an attempt to escape. But the retaliation made by the SFs resulted in the killing of the militant on the spot. Manipur Cabinet on March 30 gave its approval to the signing of a tripartite agreement for Suspension of Operations (SoP) with the Lallumba faction of the Kangleipak Communist Party (KCP), according to Telegraph. “The cabinet has agreed to the signing of suspension of operations agreement by the home ministry, state government and the KCP (Lallumba) group. The signing of the agreement will take place as soon as the Centre decides the date in consultation with the group,” a senior Cabinet Minister said. The Assam Rifles initiated the talks with the group and officials of the State Government and the Union Ministry of Home Affairs (MHA) joined the process. Officials of the State Government and the MHA had held several rounds of talks with the leaders of groups both in New Delhi and Imphal. An official source said the Centre and the State Government decided to sign the agreement after the group had agreed to the pre-condition set by the MHA. The MHA had said during the preliminary round of talks that the group would have to surrender weapons and give up violence. The source said the Government would set up the designated camps for the KCP cadres at a Manipur Rifles post at Leikun of Chandel District.
