against the backdrop of the visit of NSCN-IM ‘Chairman’ Isak Chishi Swu to Dimapur on March 1, reports of clashes between the two factions of NSCN in Myanmar considered to be the stronghold of National Socialist Council of Nagaland-Khaplang (NSCN-K) have surfaced posing the biggest threat to reconciliation. The NSCN-IM ‘Chairman’ will hold its highest level meeting with the leaders of Naga civil societies “on invitation” and also expected to meet his old comrades belonging to other factions which may include chairman of NSCN-K, S. S. Khaplang. The ‘general secretary’ of the NSCN-IM, Th. Muivah will also arrive in Dimapur soon.

Nagaland Post reports that the National Socialist Council of Nagaland -- Isak-Muivah (NSCN-IM) on March 2 held the first round of talks with the Government’s newly appointed interlocutor R S Pandey during which the group submitted a list of 30 demands that includes sovereignty for Nagaland. The meeting, held at undisclosed location, lasted for about 90 minutes during which a NSCN-IM delegation led by its ‘general secretary’ Thuingaleng Muivah submitted their 30-point demands. Another round of talks will be held on March 3 (today). Pandey conveyed to them that there was no possibility of sovereignty for Nagaland and the talks could be held around granting more autonomy. “The government hasn’t given us any counter proposal, we have had comprehensive discussion, we will continue with the talks,” Muivah told reporters after the meeting. While the Centre said this time there would be no discussion on sovereignty, Muivah has said the NSCN-IM would not compromise on sovereignty.

Telegraph reports that traffic was disrupted on March 2 for over three hours on National Highway 31 as the All Bodo Students Union (ABSU) staged a “people’s revolution” at Barama in Assam’s Baksa District to press for Bodoland State. ABSU president Promode Boro said that the Centre created three new States in 2000 and “if Telangana is going to be created, why not Bodoland?” He warned that “any isolated decision on the creation of a new state will not be tolerated. There must be a comprehensive policy.” He said the creation of a full-fledged state was necessary, as “autonomy with amended arrangement and limited mandate” could not fulfil the aspirations and mitigate the grievances of Bodo people.

three days after the Forum for Naga Reconciliation (FNR) cautioned that any one/group opting out of Naga reconciliation would be answerable to the Nagas, the National Socialist Council of Nagaland-Khaplang (NSCN-K) and Naga National Council/ Federal Government of Nagaland (NNC/FGN) announced that they would not participate at the forthcoming highest level summit because of the ongoing military offensive and several past instances of violation of the Covenant of Reconciliation (COR) by NSCN-IM. While appreciating NSCN-IM ‘Chairman’ Isak Chishi Swu’s call for Reconciliation in the local dailies, they said the arrival of NSCN-IM cadres in eastern Naga homeland nearly a month back and motives of the military offensive could not be ignored.

Nagaland Post on March 3 reports that against the backdrop of the decision by the National Socialist Council of Nagaland-Khaplang (NSCN-K) and Naga National Council/Federal Government of Nagaland (NNC/FGN) not to participate in the proposed highest level talks for reconciliation till the National Socialist Council of Nagaland-Isak-Muivah (NSCN- IM) stops its military offensive in Eastern Nagaland, NSCN–IM ‘General Secretary’ and ‘ato kilonser’ (Prime Minister) Th. Muivah has asserted that the NSCN-IM was at liberty to send its men on duty and that the top leadership are in Nagaland to talk about reconciliation. Muivah said he and ‘Chairman’ Isak Chishi Swu have come to Nagaland to hold talks with other leaders, since signatures have already been appended for Naga reconciliation. The Anti Talk Faction of the United Liberation Front of Asom (ULFA-ATF) and the anti-talk faction of the National Democratic Front of Bodoland (NDFB-ATF) recently sent small batches of new recruits to the neighboring country for training in handling of weapons. The sources revealed that the militant groups of the North East are coming closer to each other in Myanmar in the interest of their own survival and most of the outfits of the region are having strong bases in the Taka (Taga) area in the Sagain division of Myanmar. Further, the ‘vice chairman’ of the anti-talk faction of the NDFB-ATF, G Rifikhang, who is heading the outfit after the arrest of Ranjan Daimary, is still believed to be in Bangladesh, while, the IK Songbijit, the ‘Army chief’ of the outfit is now near Myanmar-China border and security agencies are of the view that he also visited China recently.

The Supreme Court on March 7 directed the Jharkhand and Tripura Governments to ensure that all schools and hostels of educational institutions are free from the occupation of Security Forces (SFs) within two months, reports Times of India. The apex court also expressed its displeasure against the Assam Government for not furnishing details about the number of schools occupied by the SFs and threatened that non-compliance of its orders would compel it to summon the Chief Secretary. A Bench comprising Justices BS Sudershan Reddy and SS Nijjar refused to give longer breathing period to the State Governments for implementing its direction. The Jharkhand Government counsel said 26 of the 47 school buildings have been freed from the presence of the para-military and State Police and sought another six months to fulfil the apex court order. Declining the plea, the Bench said, "the Jharkhand Government is directed to free the schools from the occupation of security forces within two months". The identical direction came for the Tripura Government which said only 16 schools out of 4000 are under the occupation of the central forces and due to insurgency reason it would take another six months for its removal. Further, the bench, which had asked the Ministry of Development of North Eastern Region (DONER) to hold meetings with seven North Eastern States on various aspects of development, made it party to the petition. The court during the earlier hearings had expressed its displeasure that Government did not respond to its order on the "serious" issue of ensuring that all schools and hostels of educational institutions should be kept away from the occupation of SFs.

However, there are inputs suggesting visit of some leaders of insurgent groups in the Northeastern Region to China on several occasions, with the objective to establish rapport with Chinese authorities to facilitate procurement of arms and ammunition from arms agents in that country. The armory acquired from China by the insurgent groups is smuggled through Thailand and Sino-Myanmar border to the Northeastern States. The acquisition of arms is facilitated by the easy availability of weapons in the Sino-Myanmar border towns like Tengchong, Ruili and Yingjiang in Yunnan province.

However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. UKLF is one of the Kuki armed groups which have been under a tripartite SoO with Central and State Governments. Oinam Sanatomba Singh (55) of Kyamgei Khoirom Leikai was abducted by 4-5 cadres of UKLF from his work site at Gelmol Lamkhai in Bishnupur District on March 15. The security team also arrested a UKLF cadre identified as Thangminlen Lhungdim alias Lelen (30) of Churachandpur Tuibong Peace Ground who was there in the house to keep a watch on the abducted head mason. One 9 mm pistol and a Honda Activa (MN-01N/1817) which was used in the abduction of Sanatomba were seized. As per information available with the Security agencies, senior ULFA cadre, Jiban Moran, was given the status of ‘Lieutenant Colonel’ by Paresh Baruah and by virtue of his rank, he is now the second in command of the outfit. Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

The decision to extend the six-year-old tripartite truce between the Union Government and Meghalaya Government and the ANVC was taken after intense negotiations. The meeting was attended by Joint Secretary in Home Ministry (North East Affairs-in-charge) Naveen Verma, Meghalaya Principal Resident Commissioner AK Bhalla and ANVC ‘General Secretary’ Wanding K Marak. "We have agreed in principle that the ceasefire will be extended for another three months from this day," ANVC ‘spokesman’ Arist Sangma told after the joint monitoring group meeting in New Delhi. ANVC, a tribal Garo militant outfit operating in Garo Hills region of Meghalaya, is fighting for creation of Garoland Territorial Council. Nagaland Director-General of Police (DGP) K. Kire said Lieutenant General Jacob had replaced Mandhata. "The new chairman of the ceasefire monitoring group will take charge by April 3," DGP K. Kire added. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), however, said it was not aware of any such development. The NSCN expressed strong resentment over the appointment of Gen. Jacob as the new chairman without informing them. The ceasefire monitoring group consists of representatives from the Union Government, the State Government, Army, the paramilitary forces, Police and the NSCN-IM. It enforces ceasefire ground rules and monitors violation of rules by the security forces and the militant group.

the ‘chairman’ of a faction of the People United Liberation Front (PULF), MI Khan, announced his retirement from the ‘chairmanship’ of the outfit on March 25, after he was released from central Sajiwa Jail in Imphal East District following the revocation of National Security Act (NSA) imposed against him, reports Kanglaonline. MI Khan also announced that he is competing in the forthcoming 10th Assembly elections in the Keirao Assembly constituency (Inner Manipur constituency). MI Khan disclosed that he decided to retire from the outfit following some personal problems, adding that the decision to enter into politics was owing to strong public pressure especially the Keirao Assembly constituency. “I apologize to the people for the mistake committed by my party and its cadres, I appeal the people to extend their cooperation and accept this step of becoming a social leader”, said MI Khan. He revealed that he joined the outfit on October 1, 2004. MI Khan was last arrested by a combined team of Imphal East Police and Karnataka Police from Belgaum, Karnataka on May 23, 2010, adds Sangai Express.

Sangai Express reports on March 31 that the Hmar People’s Convention-Democratic (HPC-D) has slammed the Government of Mizoram for purportedly putting strategic impediments in the run up to the Hmar-Government of Mizoram political talks by insisting on new and narrow pre-conditions and interpretations in clear violation of the mutually agreed ground rules. In a press release issued by its department of ‘Information and Publicity Secretary’ John F Hmar, the HPC-D alleged that the repeated attempts by the Government of Mizoram to dictate terms and conditions outside the purview of Suspension of Operation (SoO) Agreement was an attempt to sabotage the peace process. The HPC-D decried that the pre-conditions set by the Mizoram Government have not only betrayed the spirit and mutual trust but also seriously tarnished the credibility of Mizoram Government and its presumed seriousness for the talks. It further condemned the attitude of Mizoram Government as divisive and a sinister attempt to further thwart the political aspirations of the Hmar people.

Kanglaonline on April 2 reports that, an enraged mob killed a couple, identified as one Majibullah and Noorsana of Sora area in Thoubal District for their alleged involvement in the killing of a member of the Pallel Zilla Parishad (District level local self-Government body), Muhammad Shahabuddin (58). Shahabuddin was found shot dead near a canal of Sora Awang Leikai on March 31. Two .9 mm pistols were recovered from among the burnt remains of the house which is suspected to be used by the couple in the killing. Majibullah was a former Central Reserve Police Force (CRPF) Constable who reportedly fled from his post after stealing INR one million.
