He said the cadres would be compelled to take the path of agitation if the government fails to take measures for complete rehabilitation.

Pro-Talks faction of NDFB (NDFB-PTF) led by its General Secretary, Gobinda Basumatary, Home Secretary, M. Gerema, Publicity Secretary, S. Sanjarang and Education Secretary, I. Damini had visited the Union Home Minister P. Chidambaram in New Delhi on March 3 and submitted a memorandum demanding settlement of core issues of the militant formation . In the memorandum submitted by the NDFB-PTF, the militant formation articulated that the cut-off year 15 August 1971 as per Assam accord signed in 1985 for deportation of foreigners from the State has no constitutional validity, as it will not protect the land of the indigenous tribal people. The group therefore appealed to the Government of India to reconsider 1951 as the cut-off year for detection and deportation of foreign nationals illegally settling in the State. The NDFB-PTF demanded that the rules embodied in the Bengal Eastern Frontier Regulation, 1873 should remain in force in Bodoland so that the illegal influx of foreign nationals and encroachers could be checked. Apart from these, the NDFB-PTF demanded that the government of India should upgrade the non- territorial autonomous councils-Rabha Hasong Autonomous Council, Tiwa Autonomous council, Mising Autonomous Council, Sonowal Autonomous Council, Thengal Kachari Autonomous Council and Deuri autonomous council under 6th schedule of the Indian constitution and Bodos living within Karbi Anglong should be included in to the Scheduled Tribe-Hill (ST-H) list.

Mizoram State Home Minister R Lalzirliana on March 14 stated that the recent split in Hmar People’s Convention- Democratic (HPC-D) into two camps deterred the peace negotiations between the militant outfit and the Mizoram Government. “Despite the Centre’s instructions to the Mizoram Government, resumption of peace talks with the HPC-D is not possible as the outfit has split into two. The Mizoram Government does not know with which faction – that of Lalhmingthanga Sinate or Zosangzuala – to resume the peace negotiations, with both factions claiming to be original,” Lalzirliana said. Lalzirliana’s remarks were in reaction to the Union Home Ministry’s recent instructions to the State Government to resume peace talks with the outfit which had derailed due to misunderstandings between the two in 2011. The peace process ran into deadlock when Mizoram Government refused to accept “a US citizen” (read Rochunga Pudaite) as HPC-D interlocutor. The Government had earlier accused the outfit of violating a suspension of operation (SoO) it had signed with the central Government by indulging in illegal activities whereas it was supposed to surrender arms in designated camp.

The National Investigation Agency (NIA) in its investigation into the illegal activities the United National Liberation Front (UNLF) revealed that it has invested a huge amount of money in various business ventures in the United Kingdom (UK), reports The Telegraph. The UNLF, with the help of two of its sympathisers, including a Bangladeshi national, had formed a company named South East Asia Conglomerate Private Limited in 2006 with its office at Elton House in Durham in England and nominated its ‘chief’, R.K. Meghen, as one of the directors. The NIA claims to have collected evidence of the UNLF investing money accumulated through illegal means, including extortions, in the construction of a market complex in New Delhi, a food park project at Neelkuthi in Manipur, a fruit processing unit at Mantripukhri in Imphal and a taxi-way near Imphal airport. It has alleged that the registered society which runs the fruit processing unit — Association for Extensive Growers Innovative Service (AEGIS) — is a frontal organisation of the UNLF.

Veteran Nagaland legislator and former Congress Legislature Party (CLP) leader Chingwang Konyak, on March 15, announced in the State Assembly that Nagas of Manipur and Arunachal Pradesh were not willing to be part of ‘greater Nagaland’. Konyak, who had been long-time backing the Naga integration move, told the Assembly that Nagas of other States were not willing to merge with Nagaland even though the 16-point agreement had clearly kept the doors open for them. Nagaland was born out of a 16-point agreement in 1960, clause 13 of which had mentioned integration. He said the doors should be kept open for all Nagas as mentioned in the agreement, but urged Naga leaders not to waste time and money on the integration issue. “We should be realistic about the issue,” he said, adding, “We know what is possible and what is not possible.”

Non-Dimasas under the banner of North Cachar Hills Indigenous Students’ Forum (NCHISF) staged a dharna at Dispur Last Gate on March 16 to draw the attention of the State Government towards their long-standing demands of immediate bifurcation of the North Cachar Hills (now Dima Hasao) District under Article 244 (2) of the Sixth Schedule of the Indian Constitution, reports The Sentinel. NCHISF general secretary Seiminthang Thangngew said, “Despite our repeated protests, the nomenclature of the North Cachar Hills district was changed to Dima Hasao meaning ‘hill district of the Dimasas’. This proved that the government pays attention to the terror-tactics of the gun-toting militants supported by vested elements. By succumbing to the terror-tactics of the Dimasa militants, the State Government has set an unhealthy precedent of militancy triumphing over democracy. The government has left the non-Dimasa people at the mercy of the Dimasas who have tactfully manipulated the autonomous council and the district administrative machinery to exploit and intimidate other communities. We demand bifurcation of the North Cachar Hills district and will settle for nothing less.” Thangngew further added, “Any further delay in dividing the district will be a step-motherly treatment on the part of the government which will have serious consequences in the long run.”

State Home Minister HDR Lyngdoh categorically stated that the State Government would not invite any militant groups for talks if they do not abjure the path of violence and lay down arms. Lyngdoh said, “The government is not adverse to talks and it will initiate dialogue with the militant outfits if they shun violence and lay down arms”. Lyngdoh about the violent activities perpetrated by the GNLA since January 2010 said that during this period, the GNLA killed 25 civilians and injured three besides killing 10 police personnel and injuring eight others. Home Minister on the action taken by Security Forces said, “During the period, police arrested 156 militants. 31 militants were killed and 65 others surrendered. 93 sophisticated arms were also recovered.”He claimed that the Hynniewtrep National Liberation Council (HNLC), a Khasi militant group has been crushed and the Government is determined to ensure that it does not raise its ugly head again. He said the increasing militant activities and a low Police-Population-Area ratio posed a ‘big challenge’. “We recognise that there is a need to improve our police-population ratio and to stengthen the police network so that the problem (militancy) can be nipped at the initial stage,” Lyngdoh said. Meghalaya has 13,394 police personnel, which works out to 110 Police personals for a lakh population and one police covering an area of 6.83 square kilometer, Lyngdoh said. Lyngdoh said the Central Government accorded sanction of INR 50 crore from the 13th Finance Commission for the setting up of a Meghalaya Police Academy, aimed at developing it as a centre of excellence for police training.

A Police officer further added that apart from HTF, Dimasa National Revolutionary Front (DNRF) is also getting support from NSCN factions. "Since the major Dimasa outfits of DHD Nunisa [Dima Halim Daogah-Nunisa] and Jewel factions [Black Widow / Dima Halim Daogah-Jewel] are engaged in peace talks, both faction of NSCN are trying to stir trouble in the hill district through some local groups. They have launched a massive extortion drive here," said the Police officer.

The UTLA which was formed in 2002 with about 150 cadres, had agreed to sign the agreement during the fourth round of talks with Government officials in December 2011.The peace pact, however, could not be signed immediately because of the Assembly elections in January 2012. The outfit mainly operates in Churachandpur District and Jiribam subdivision of Imphal East District. The PRA was formed in 2007 at Khobung in Chandel District with a few hundred cadres. They mainly operate in Chandel District. With this, the number of militant groups signing peace pacts will go up to 22. The first tripartite agreement was signed in 2009 with 19 Kuki militant groups under two umbrella organisations — the Kuki National Organisation (KNO) and the United Peoples Front (UPF). In 2010, the Lallumba faction of Kangleipak Communist Party (KCP-Lallumba), a valley based outfit also signed the agreement. The cadres of these 20 groups, numbering more than 1,500, are now accommodated in 12 designated camps.

According to a March 24 media report in the Assam Tribune that quotes security sources, the North East militant outfits have changed their routes to bring in weapons and explosives to the North East region after the improvement of relation between India and Bangladesh. The militant groups of the region do not have any shortage of weapons but they are facing shortage of ammunition, highly-placed security sources said. Sources told the media that the militant groups have stopped bringing in weapons through Bangladesh and most of the weapons are now brought into the region through Myanmar where most of the militant groups of the region have their strong bases. The weapons are brought through different routes along the India-Myanmar border and though Mizoram is now one of the most peaceful states, the militants are also bringing in weapons through that state. In recent times, Dimapur has become one of the hubs for transactions for weapons, sources added.

India has moved Bangladesh with a request to track financial assets belonging to the Manipur-based insurgent outfit, the United National Liberation Front (UNLF), in that country. Investigating agencies have evidence that suggest that UNLF chief R.K. Meghen had amassed assets in Bangladesh with money extorted from Manipur. India and Bangladesh had signed a mutual legal assistance treaty last year which allows transfer of each other’s sentenced prisoners so that the convicts can complete the rest of their jail term in the prisons of their own country. National Investigation Agency (NIA) has also come across evidence that suggest that the UNLF leadership had held two meetings in China in 2009. The first meeting was on January 18, 2009, and the second was on September 28, 2009, at Rulli in China.

The Government of India took up the issue with China on several occasions but the Chinese authorities always denied the same. Sources said that the militant groups are facing shortage of ammunition for the weapons and that fact came to light during interception of communication of the militant leaders on several occasions.

Bodo National Conference (BNC) on March 25 urged the Central Government to release top leaders of Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD) in order to create positive atmosphere for the peace talks with the outfit, reports The Telegraph. In this regard, NDFB-RD ‘assistant information and publicity secretary’ B. ULFA [United Liberation Front of Asom] leaders were released from jail and they are engaging in open consultation with intellectuals as well common people over their issue, but the NDFB leaders, including President Ranjan Daimary, are in jail”. Samijing further said, “We demanded equal treatment for Ranjan Daimary and other leaders of the organisation. We demand the release of NDFB leaders from jail because the peace process cannot be held inside a jail. The peace process will be more effective if the NDFB leaders are released. The peace process is much awaited by the organisation and common people,” he said, adding that the Centre’s interlocutor, P.C. 52 cadres of United Tribal Liberation Army (UTLA), which has inked the tripartite Suspension of Operation (SoO) involving State and Central Governments on March 24, laid down arms in a ‘Homecoming Ceremony’ organised at Red Shield auditorium, Leimakhong in Senapati District on March 27, reports The Sangai Express. The surrendered cadres brought 42 high quality automatic weapons, which include nine weapons looted during their raid on India Reserve Battalion (IRB) Post at Chekra Cham in South Assam on November 13, 2009. Speaking at the occasion, Chief Minister O Ibobi said prolonged armed movement in Manipur could not achieve anything for the people of the State except bring disorder and chaos in the society. Maintaining that there is no place for violence in a democratic country, the Chief Minister observed that violence does not solve any problem but creates more problems. For bringing peace and normalcy, Government’s door is always kept open for negotiation and talk with all concerned, he reiterated. He also assured the surrendered cadres that the Government would try its best in providing them a peaceful life in the mainstream. Chief Minister also warned that if any of SoO group violates the ground rules, the SoO agreement would be revoked.

Achik National Volunteers Council (ANVC), which is on a tripartite ceasefire agreement with the Government of India and the Government of Meghalaya, finally split which may have an impact on the ongoing peace process. A leader from the anti talks faction of ANVC, on March 30, told The Shillong Times that around 300 cadres, including ‘officers’, have joined the anti-talk faction of the ANVC. “The designated ANVC camps are isolated and many cadres have returned to the jungles”, the leader added. When asked why the split, the leader blamed the peace talks which have become a non-starter as a result of which the cadres are dissatisfied. The lukewarm response of the Government of India to the ANVC demand for a Garoland Autonomous Council (GAC) is one reason for the dissatisfaction of the cadres. “Another reason which forced the cadres to return to jungle was to safeguard the common people from the pressure of Garo National Liberation Army (GNLA) and the motive is to bring down the activities of GNLA,” the leader added.
