In the aftermath of the PLA’s attack on Security Forces (SFs) between S Kotlen and Torbung Bangla along Tidim road under Churachandpur Police station on February 26 in which one trooper was killed and three others injured, the SFs have been threatening local villagers demanding handover of PLA cadres taking shelter there, the Revolutionary Peoples Front (RPF), the political wing of PLA alleged. The Indian military was threatening the local villagers as they were unable to face the PLA. It is an attempt to use civilians as their human shield, claimed a press release issued by the outfit’s publicity secretary Roben Khuman.

Ahmed was set free following the sentence, as he had already spent more than three years in prison during the investigation and trial of the case The sentence ran concurrent with the three-year sentence he was handed on August 10, 2012 under the same section in NIA case number 01/2009. Normal life was affected and a bike was set on fire on the first day of the 100-hour bandh (shutdown strike) called by the Peoples’ Joint Action Committee for Boroland Movement since midnight March 1, reports The Telegraph. The committee has called the bandh in the proposed Bodoland area, comprising Bodoland Territorial Area District (BTAD) and adjoining tribal-dominated areas, in protest against the State Government’s “lackadaisical” attitude towards their demand for a separate state under Articles 2 and 3 of the Constitution. The committee also wants the Centre to hold a dialogue with the Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF) at the highest political level.

The Shillong Times reports on March 2 that the former ‘chairman’ of the Hynniewtrep National Liberation Council (HNLC), Julias Kitbok Dorphang, who successfully made the transition from a rebel to a legislator in the State Assembly, has offered to mediate between the Government and the outfit if he is entrusted with the task. Dorphang, who is all set to support the Congress in Government formation on March 5, urged the HNLC to join the mainstream and exploit the window of opportunity for discussion with the State to resolve their grievances. The former chairman of the outfit said, “I don’t regret that I was a part of HNLC”, even as he expressed disappointment over the fact that some of his colleagues were ‘still on the other side of the fence’. “During youth one can go in any direction but with age the same should be streamlined,” the founding member of the HNLC who came overground in 2007, said. It may be mentioned that Dorphang had emerged victorious in the recently concluded Assembly election from Mawhati in Ri-Bhoi as an Independent candidate beating his nearest rival by 1159 votes.

Three militants belonging to the People's Revolutionary Party of Kangleipak (PREPAK) were arrested along with explosive materials during a search operation by Police commandos from Bashikhong area in Imphal East District on March 2, reports the Times of India. The three PREPAK cadres were identified as N Inao Singh (32), Ngangbam Mangal Meitei (29) and Ngangbam Inaocha Singh (38). Highly explosive materials, including three plastic explosives Kirkee (PEK), two China-make hand grenades and a remote-controlled device were recovered from their possession, sources said. During the interrogation, they confessed to the police that the explosive materials were handed over to them by a senior cadre of PREPAK identified as Dinesh Singh, who is now allegedly staying in an interior part of Myanmar, sources said.

It was still under the consideration of the RGI. The six communities involve Koch Rajbongshis, Tai Ahoms, Morans, Mottacks, Chutias and tea tribes. State welfare of plain tribes and backward classes minister (WPT & BC) Minister, Rajiv Lochan Pegu then informed the State Assembly that the rumour that the RGI had rejected the proposal to grant ST status to the six communities was baseless. “To ensure that the six communities get included in the ST list, the Assam Government had formed an expert committee and the ethnographic report prepared by the committee has been sent to the RGI. A Press Information Bureau (PIB) - Defence Wing press release said, the civil vehicle was searched and 100 kg of explosive (ammonium nitrate), three pistols with live ammunition and 1290 detonators were recovered. “The explosives would have killed hundreds of innocent Manipuris and Indians in various areas of India where this dangerous consignment was intended to be transported”, it said. Preliminary investigation revealed that this dangerous consignment started from Aizawl (Mizoram) and was heading for Thinghat (Churachandpur District) where it was to be handed over to some valley based insurgents groups. The suspected militants from whom the explosives were seized have been identified as H Vantal Biak and Thangzalunmang.

Manipur Governor Gurbachan Jagat, on March 6, appealed to militants operating in the State to shun violence and participate in the peace process so that development work could be speeded up, reports The Shillong Times. Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

The commander in chief was identified as Thairying Hakamausa alias Rohit Hakamausa alias Sujit Hakamausa (29) while his accomplice was identified as “private” Ujjal Thousan (26). Police recovered a 7.67 pistol, one magazine and five live rounds. Deputy Superintendent of Police (DSP)-Special Branch, Israel Xuiv said that Sujit had extorted INR 290,000 from Dimapur and was suspected to be involved in many unreported cases like extortion and abduction in Dimapur. He said that DNLF was established in 2009 and has around 40-50 cadres. Sujit had also given INR 200,000 in advance to “someone” for procuring arms, Israel said. Meanwhile, Israel said as per the record, Sujit had escaped from a jail in Dima Hasao District of Assam in August 2012 after he was arrested in July 2012 from Guwahati.

He pointed out that SoO is the strategy to suppress the true revolutionary movement of the Kukis and create enmity among the people of Manipur and Kuki society in particular. The Centre’s latest move was conveyed to the team of pro-talk leaders at the tripartite meeting held in New Delhi on March 7. At the meeting, Union Home Secretary, R.K. Singh reviewed the progress so far made in talks with ULFA. After detailed discussion, it was decided to follow up on a few specific steps on some issues, said official sources. The outfit is demanding amendment of the Constitution to safeguard the identity and culture of the indigenous people, greater control over the State’s natural resources and more autonomy.

The Sangai Express reports on March 8 that the proposed political dialogue between the Government of India, Government of Manipur and Kuki rebel groups under Suspension of Operation (SoO) pact which has been deferred on more than one occasion because of the elections in three Northeastern States is likely to be set into motion very soon. A spokesman of United Peoples Front (UPF), one of the two conglomerates of Kuki armed groups under SoO pact, told The Sangai Express that the proposed political dialogue was put off repeatedly because of the Assembly elections in Tripura, Nagaland and Meghalaya. As the elections of the three States are now over, UPF would urge the Government of India to initiate political dialogue. He speculated that the political dialogue would be put into full gear by April.

The Times of India reports that in a major arms haul, Mizoram Police and Assam Rifles seized 31 AK-47 assault rifles, one Singapore-made LMG and 1 US-made Browning automatic rifle, 809 rounds of ammunition and 32 magazines from a farmhouse near Lengpui Airport in Mizoram. Mizoram Police's Superintendant of Police, CID (Crime), Joseph Lalchhuana, said acting on a tip off, they seized 23 AK-47 rifles, 1 LMG and 1 Browning rifle on March 7. He added that another seizure was made on March 8 after interrogation of the three arrested persons identified as Robi Chakma, Soboz Chakma and Moni Tripura, suspected to be members of a militant outfit in Bangladesh. Lalchhuana added that 8 AK-47 assault rifles and 809 rounds of ammunition were seized in the second raid which was conducted at a place which is near the first spot of seizure. The militants intended to take the arms across the border to Bangladesh for their cadres.

The Times of India reports that the Dima Halam Daogah (DHD), a southern Assam-based militant outfit, was disbanded on March 9. At the same time, Dilip Nunisa, the chief of the outfit, announced the formation of a new political party called Halali Progressive Groups (HPG) at a home-coming ceremony in Haflong, the headquarters of Dima Hasao district. The DHD was officially disbanded during the day as part of a tripartite memorandum of settlement (MoS) between the Centre, the State Government and the surrendered DHD militants belonging to the Nunisa and Jewel Garlosa factions signed on October 8, 2012. It paved the way for creation of a territorial council for Dima Hasao District, which is yet to be implemented. According to the MoS, the DHD was supposed to dissolve itself within six months from the signing of the accord. Nunisa was spearheading an armed struggle for the creation of Dimaraji, a separate Dimasa State comprising Dimasa-inhabited areas of Assam and Nagaland, till his outfit signed a ceasefire agreement with the Centre on January 1, 2003. He said his new party will contest in the coming election to the Dima Hasao Autonomous Council. He said the HPG will work for a peaceful, developed and progressive Dima Hasao.

In a statement, ANVC-B leader Rimpu Marak said that foul play has begun as the election is over. Marak stated that the outfit had signed the draft agreement to bring peace to the people, but the moment elected politicians have taken over, the killings have started again. “My cadres were not extorting but were mobilizing the villagers about the draft agreement and they were shot by suspected unknown attackers even though police have claimed the attack,” the statement added. Claiming ‘foul play’ in the incident, the ANVC-B leader stated that the act will create differences among the cadres as the slain cadres were teenagers. “We have come overground for peace and not to be hunted down,” the statement added.

A total of 1,989 people have died in violence by militants and miscreants in the present Bodoland Territorial Autonomous District (BTAD) areas since the movement for a separate State of Bodoland in 1987, reports The Assam Tribune on March 11. Further, only one accused out of the 426 has so far been punished. The trial of 49 cases has been completed, resulting in the acquittal of 48 and the rest of the cases are pending. In addition, 198 of the total 416 cases pending against the Bodo Liberation Tigers (BLT) had been withdrawn as on January 2012. Of the remaining 218 cases, petition has been filed for withdrawal of 209 cases following recommendation by the screening committees of the districts concerned. Six cases are under consideration of the screening committees and three are under investigation. The next of kin of those killed in violence during 1987 to June 22, 2004 have been paid compensation of INR 100,000, and for those killed after June 22, 2004, an amount of INR 300,000 has been paid to the next of kin. A total of INR 19.80 crore has been spent in the compensation since 2007-08 till date. This was revealed in a written reply by Forest Minister Rockybul Husain (on behalf of the Home Minister) to a question by HB Ahmed of All India Democratic Front (AIUDF) in the State Assembly on March 11.

About 200 militants active in the State have surrendered before the Government and many others will follow suit in the next three months, Union Home Minister Sushilkumar Shinde said on March 11. One hundred and ninety-seven cadres of United Revolutionary Front (URF), Kangleipak Communist Party (KCP) and two factions of KYKL laid down their arms on February 13. The result is a part of a major initiative being taken by the Ministry of Home Affairs and the Government of Manipur to rehabilitate militants fighting against the State, UHM, Shinde said. The URF, comprising various factions of KCP and its military wing, Manipur Army (MA) have agreed to the surrender of its cadres within the next three months, Shinde told reporters here during a monthly press conference. About 80 cadres of two factions of KYKL— Athouba and Achouba— will surrender over a period of three months, UHM, Shinde said.

Police added the three Chakma tribals arrested from the farmhouse belonged to the PCJSS, which is a breakaway group of the Shanti Bahini. CID (crime) Superintendent of Police (SP) Joseph Lalchhuana said the arms - 31 AK-47 rifles, a Singapore-made LMG, an America-made browning automatic rifle and over 800 rounds of live ammunition - were smuggled from Myanmar and were to be delivered to PCJSS rebels in Bangladesh. Nagaland Post reports on March 13 that Nagas in Myanmar have taken strong exception to the remark made by deputy union minister for immigration U Win Myint, who purportedly stated that Nagas were one of the 53 ethnic minorities in Chin state. A statement issued by at least five Naga organisations in Myanmar responded to deputy minister’s statement by pointing out the “desire and proclamation” of Naga people. They asserted that Naga people were the indigenous people in Myanmar and India and they have their own dialect, culture, customs, long history and distinctive identities. Further, the signatories pointed out that the region in which Nagas were residing has been recognized as Naga Self-Administered Zone in the 2008 Constitution of the Union of Myanmar according to their cultural distinctive identities, geographical territory and population ratio. They reiterated that deputy minister’s reply in the parliament in which Naga people were included and put in the 53 tribes of Chin ethnic group cannot be accepted. The Naga leaders feared that “baseless, unacceptable and non-logical reply” of deputy minister could impact on the national unity. Stating that Nagas rejected the reply of the deputy minister, the Naga organisations sought for re-issuing the making amendment and addendum on the nationality lists legally issued by the State.

The incident took place while the legislator was heading for his home town from Shillong and was passing through Rongmil village near Dainadubi on NH-62 at around 11:30 pm. Sources informed that as soon as the legislator and his convoy reached Rongmil village, three armed militants in camouflage ambushed them by opening fire. There was an exchange of fire between the two security personnel assigned to the legislator and the militants for some time, before the three militants fled the scene. The representatives of the Manipur government had also reportedly stated that the demand for the `Alternative Arrangement` for the Nagas in Manipur was beyond the brief and mandate of the team and that could be taken up only at the political level and that they would like the `tripartite talk` to examine how equal development could be brought to the hills. Making an official statement in the house during zero hour, he said five people were abducted by a group of Bru and National Liberation Front of Tripura (NLFT) militants on February 19 from Dampa Tiger Reserve while they were working on a road construction project. He added State Police could not use force or pursue the abductors as they were hiding with the hostages in Bangladesh and the State Government has asked the ministry of external affairs to get help from the Bangladesh Government in the matter. "The state government also used interlocutors and messengers from Tripura to contact the militants so the captives could be released safely," he said. "Our intention is to secure the release of the hostages without payment of ransom," he said. The NLFT cadres demanded INR 10 million ransom and even set a three-day deadline on March 6.

During a recent visit to New Delhi, a 13-member ADC delegation met many central leaders and highlighted their woes. The ADC members are demanding adequate devolution of powers with respect to central schemes and the 26 subjects (government sectors) provided under the provisions of the Manipur (Hill Areas) District Council (Third Amendment) Act 2008. They also want a separate budget for the six ADCs. "Since the state government ignored our demands, we went to New Delhi and met many central leaders between February 22 and March 9," said ADC coordinating committee secretary Hemjathang Khongsai. "The central leaders took serious note of the issue and assured to intervene in the matter to ensure our legitimate demands are complied with by the state government soon," he said at a media conference at Imphal on March 14. Goalpara District topped the chart in arms recovery with a total of 123 arm recoveries in 2012. Also, 654 rounds of ammunition, 14 grenades and 36 Improvised Explosive Device (IED) s were recovered from the District. SFs said that Goalpara District has seen a steep increase in the seizure of arms and ammunition as the Garo National Liberation Army (GNLA) and the Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) are highly active along the Assam-Meghalaya border. "Last year, there were at least 50 arms, 148 rounds of ammunition, six grenades and five IEDs recovered from Kokrajhar District," added the report. As many as 36 and 21 arms were recovered from Baksa and Udalguri Districts of Bodoland Territorial Council (BTC) respectively last year. The report cited that the highest number of 42 grenades was recovered from Baksa District. While in the Hill Districts, of Karbi Anglong and Dima Hasao, 33 and 31 arms seized respectively in 2012. SFs seized almost 2,967 rounds of ammunition from these two Districts alone. As per the records available, 2,438 rounds of ammunition were recovered from Guwahati city, which topped the charts in the ammunition seizure category. Further, 22 arms and five explosives were also seized from the city in 2012. Besides, the Government Railway Police (GRP) too seized at least 16 arms and 1,035 rounds of ammunition during the same period in the State.

An Assam Rifles trooper sustained minor injuries in an exchange of fire with National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants at Soha village near Deomali town in Tirap District on March 16, reports The Times of India. The exchange of fire lasted for about three hours, informed Tirap Superintendant of Police (SP) Vikramjit Singh. "As per our source, the NSCN cadres were numbered around 40 and were heavily armed. Though lesser in number, the Assam Rifles personnel stood their ground and bravely fought them," Singh said. The incident happened when the cadres of NSCN-IM, on March 16, launched an assault on healthcare workers, including doctors, of Soha for not meeting their ransom demands. The circle officer and a Police team rushed to the village, but found the road blocked by the insurgents, who directed them to go back. When the officials refused to head back, the militants reportedly fired on them and set the circle officer's vehicle afire. This prompted the Police, along with Assam Rifles personnel, to fire in retaliation.

In a confessional statement given to Manja Police, Thomas Daulagapu revealed that around 30 DJNA cadres were receiving training in NSCN-K camp. The arrested cadre told Manja police that DJNA was to pay a huge sum to NSCN-K for “imparting training and arming the group.” The arrested cadre admitted that the newly formed outfit was also active in Karbi Anglong and Dima Hasao district for collecting fund by “means of extortion.” Thomas said a former Dima Halam Daogah (DHD) cadre Runit Jidung engaged him to send out extortion notices to various individuals and organizations. A Policeman was injured when supporters of the 36-hour Goalpara District bandh (general strike) clashed with the Police at Pancharatna under Kharmuja Police outpost on March 19, reports The Telegraph. Officer-in charge of Kharmuja Police Outpost, Marmuj Ali, was injured when nearly 500 strike supporters staging a blockade on the road allegedly attacked the Security Forces (SFs). The situation turned violent when the Police tried to clear the road for vehicles. The supporters then attacked a Tata Sumo at Pancharatna about 300 metres away from Naranaryan Setu and set it ablaze. The driver of the car was also injured in the attack. Protesters also set ablaze a truck at Kumri area in the District. Police later had to fire blank shots in the air to disperse the mob. With the arrival of additional SFs and senior Police officials, a semblance of normalcy returned. The bandh was called by non-Rabha and non-tribal organisations under the Non-Rabha Co-ordination Forum (NRCF) to register its protest against the inclusion of non-Rabha and non-tribal dominated villages in the Rabha Hasong Autonomous Council (RHAC). The first phase of the NRC update approved by the Registrar General of India (RGI) will take place in seven Districts - Tinsukia, Dibrugarh, Sivasagar, Jorhat, Golaghat, Nagaon and Sonitpur. According to official records, the districts that are scheduled for the NRC update in the first phase have no records of the NRC of 1951; only partial records of the rolls of 1966 and 1971 are available in Sivasagar District. Among the other first phase Districts, names of 208 villages are not in the electoral rolls of 1966 in Tinsukia. In Nagaon, 19 villages are not included in the rolls of 1971 and names of another 11 villages are not there in rolls of 1966. But we would share it with the ANVC if there is any such fine tuning to the text to avoid any hiccups at the last moment,” Sangma said. He, however, maintained that the Government cannot make the agreed Text of Settlement public since it is still under active consideration of the Union Cabinet. He said that the basic objective of the negotiation is to empower the Garo Hills Autonomous District Council (GHADC). Mukul also admitted that the agreed Text of Settlement would have an impact on the other two ADCs (Khasi Hills ADC and Jaintia Hills ADC) in the State. The ANVC had demanded upgrade of the existing membership of the GHADC from 30 to 40, adds The Telegraph. It had proposed that 35 members would be directly elected while five, comprising two ANVC members, two nokmas (village head) and one woman, would be nominated. In a reply to a question in the Rajya Sabha on March 20, Union Minister of State (MoS) for Home Affairs RPN Singh said, “The Assam–Arunachal border has emerged as another theatre for Maoist activities. The CPI (Maoist) are trying to establish organizational base in the Northeast with a view to forge relations with other insurgent groups to meet its military requirements.” According to him, while Maoist activities have been reported in 2012 in Dhemaji and Tinsukia Districts of Assam, Maoist influence has been noticed in Dibrugarh, Sonitpur and Chirang Districts. The movement of the Maoists have also been reported in Lohit and lower Dibang valley Districts of Arunachal Pradesh. The Upper Assam Leading Committee (UALC) of the CPI (Maoist) is operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortion from local villagers. The UALC is also engaged in recruitment and training of cadres of militant outfits in Assam. The foray of CPI (Maoist) into the sensitive north–eastern States is fraught with serious strategic implications since it has potential trans–border possibilities. MoS for Home affairs RPN Singh further said that the Centre has alerted the State Governments concerned in this regard. The Home Ministry is also monitoring the situation closely and is sending advisories, as and when required, based on intelligence inputs, the Minister added.

The Shillong Times reports that a militant, identified as Dikki M Sangma alias Bandi of Garo National Liberation Army (GNLA) escaped from one of the outfit’s camps and surfaced in Jengjal (West Garo Hills District) to surrender before the Border Security Force (BSF) on March 21. The militant fled from the outfit’s camp located in forests of Chokpot in South Garo Hills District during the night and managed to reach Baghmara from where he boarded a public transport to head to Jengjal where he contacted BSF officials from the field intelligence unit to hand himself over. The militant was a private soldier in the outfit and hailed from Rangdokram village of Baghmara in South Garo Hills. The official surrender ceremony took place at the BSF Station Headquarters in Dobasipara on March 21. During the surrender, he handed over his GNLA identity card bearing army number 111, date of issue 10/10/2011 and valid upto 10/10/2014, which was signed by GNLA ‘commander-in-chief’ Sohan D Shira. The surrendered militant revealed to authorities that he had joined the GNLA in April 2011 and underwent training at Durama Hills of East Garo Hills for six long months.

The Shillong Times reports on March 25 that the hurriedly done draft peace pact with the Breakaway faction of Achik national Volunteer Council (ANVC-B) just prior to the Assembly elections, without asking the cadres to surrender their weapons in time, has resulted in extortion and formation of splinter groups. An official source said that the defect of the draft agreement lies in the fact that no deadline was given to the ANVC-B leaders to deposit their arms with the Police or keep them in joint custody as was done in the case of its parent group, ANVC. There are reports that the ANVC-B ‘commander’ Singbirth N Marak alias Norok, who was involved in the killing of the jail staff along with a few other cadres, have already formed another outfit in Garo Hills, shattering the peace pact. It was on January 8, 2013 that the officials of the State Government, Centre and the ANVC- ANVC-B groups had signed the draft peace pact in Shillong (East Khasi Hills), which had also evoked criticism from the Opposition National People's Party (NPP) as the party considered it as an election stunt. The Chief Minister Mukul Sangma recently told the Assembly that the draft agreement is still pending with the Centre for finalization.

Nagaland Post reports that North East Students Organisation (NESO), on March 25, asked Prime Minister Manmohan Singh to expedite the ongoing peace process with various rebel groups in India’s northeastern states. “The Indian government must demonstrate its sincerity and commitment to all the ongoing political dialogues with different armed groups operating in the Northeastern states,” NESO Chairman Samuel B Jyrwa said. “A time-frame mechanism with a focus for an acceptable, honourable and solution must be worked out (with the rebels) and there should be no procrastination towards this the initiative,” Jyrwa said. On the “unabated influx of illegal migrants from neighbouring countries” that has brought a serious demographic change in the North East, NESO urged the prime minister to extend Bengal Eastern Frontier Regulation, 1873 in the entire North Eastern states. Briefing media persons at their Daitwi base camp situated along Indo-Myanmar border on March 25, KNF-N spokesman KS Elson said that Nehlun Kipgen set up KNF on March 18, 1987 in a village near the Indo-Myanmar border. Since then KNF has split into three/four factions thereby creating a confusing situation to the people. Nevertheless, KNF-N has been following the ideology of Nehlun Kipgen to secure a Kukiland as desired by the late leader, stated KS Elson. KNF-N is not an organisation set up anew. A parliamentary standing committee on Home Affairs has recommended increased pressure on countries bordering the Northeastern region during trade discussions to close down Indian rebel training camps operating on their soil, reports The Telegraph on March 28.The Venkaiah Naidu-led department-related parliamentary standing committee on Home Affairs stated in its report submitted on March that all trade discussions with the countries bordering states of the Northeast should include a clause demanding closure of rebel training camps being run on their soil. The committee observed that despite adoption of various strategies to bring peace to the Northeast, an environment conducive to investments to ensure accelerated economic growth was yet to become a reality. “The need of the hour is to undertake confidence-building measures and employment generation, besides ensuring security and safety of human beings and their belongings,” it stated. The committee opined that counter-insurgency strategies in the Northeast should be multi-pronged and that Union development ministries along with the State Governments of the region could play effective roles in countering these insurgent groups.

"We expect them to arrive at the border (Bangladesh) by midnight. We'll receive them there and provide them with necessary medical attention if required," Thangzuala said. He said the abductors were not militants, but a group of criminals belonging to the Bru community. Some of the gang members were involved in a robbery at the BDO's office at Zawlnuam last year, Thangzuala further said. The gang had a nexus with a National Liberation Front of Tripura (NLFT) ‘area commander’ helped them extort money by resorting to abducting of innocent people, he said, adding that the criminals apparently did not obtain permission from the NLFT high command to carry out the abduction on this occasion, sources said.

The Shillong Times reports on April 1 that the magisterial probe into the attack on Williamnagar jail, which resulted in the death of two jail staff, has failed to pinpoint which militant group was involved in the crime. Assistant Jailor Neil Warjri and Warder Sarai Sing Thabah were killed in the attack by a gang of militants on the night of February 2. The findings revealed that the primary target of the attackers was assistant jailor Warjri and not Thabah. Soon after the incident, the Police claimed that it was the handiwork of Garo national Liberation Army (GNLA). Later, Police confirmed that the attack was carried out by breakaway faction of Achik National Volunteer Council (ANVC-B) led by its commander Senbirth Marak alias Norok.However, the probe report, a copy of which is available with The Shillong Times, does not clearly point out which group was involved in the attack as it said that Police should investigate into the matter further.
