Top Nagaland Police and government officials are allegedly occupying land along the disputed stretches of Assam-Nagaland border, reports The Sentinel on March 2. Officials from the level of sub-divisional officers to superintendents of police are “owners” of plots in the B Sector of the inter-State border in Golaghat district, according to information with Assam Police. “Nagaland has a traditional land holding system where the laws are customary. The officials have in turn settled people, mostly Adivasis, who cultivate the land and pay a lease in the form of paddy to the owners,” said an Assam Police official. The Union Ministry of Home Affairs (MHA) hasn’t fixed the date of the tripartite meeting and signing of the agreement for the extension of the Suspension of Operation (SoO) with Kuki armed outfits, stated Deputy Chief Minister and Home Minister Gaikhangam, on March 2, reports Kanglaonline. He stated that SoO didn’t extend beyond August 21 last year but Government was waiting for fixing a date for the tripartite meeting and the signing of an agreement for extension from the UMHA. SoO has been extended from time to time by both Kuki National Organisation (KNO) and United Peoples Front (UPF) but this time around both have requested the Government of India (GoI) to hold a tripartite talk in New Delhi. Editors of various newspaper establishments have got threats from unknown militants, reports The Shillong Times. Editors’ Guild, Manipur (EGM) has requested the Manipur Government to provide security personnel to Khoirom Loyalakpa, an Editor of Naharolgi Thou-dang, a Manipuri newspaper who was threatened by armed persons. The threat was reportedly given to pressurise the journalists to suppress publication of newspapers. Also, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) had taken strong exception to the statement of Zeliangrong United Front (ZUF) in connection with the recent skirmishes that occurred in Tamenglong District, on February 27, reports The Sangai Express. NSCN-IM on March 1 stated, that ZUF, which was created by "adversary" of Naga people to put holes in our political aspiration, rings false alarm of having a gunfight with NSCN-IM at Luangreng and Tamlok village of Tamenglong District and accusing us of fighting them in collaboration with the Assam Rifle is nothing but seeking attention’ in a very wrong way.

State Government on March 3 again urged the Central Government to take steps to send over 31,000 Bru tribal refugees back to Mizoram to maintain ethnic harmony in the northeastern region, reports Tripurainfo. The Bru, have been living in the seven camps in Kanchanpur since October 1997 when they fled western Mizoram after the killing of a Mizo forest officer triggered ethnic troubles. After replying to a series of questions of the legislators, Revenue and Relief Minister Badal Choudhury told the assembly: "We urge upon the central government to ask the Mizoram government to take back the refugees.” The central and Mizoram governments recently took a fresh initiative to repatriate the refugees in view of the Supreme Court directions January 16. Union home minister Rajnath Singh and his deputy Kiren Rijiju recently visited Tripura and persuaded the refugee leaders to go back to their homes in Mizoram," Union home minister tried to hold a meeting with the chief ministers of Tripura and Mizoram to finalise a road map to repatriate the refugees to Mizoram. However, Mizoram Chief Minister did not attend the meeting nor did he send his representative. It is very unfortunate that the tribals despite being Indians nationals and permanent inhabitant of a state are unable to live in their homeland said Badal Choudhury. ‘’This is dangerous for the ethnic amity, stability and peace," the minister warned. He further said: "A serious socio-economic problem has cropped up due to the long stay of the refugees in Tripura. The refugees have damaged vast areas in forests in Kanchanpur causing serious environmental problems. Some refugees are involved in terrorist activities. The refugees also work for cheap wages, creating an awkward situation for local labourers ".

Meanwhile, the state Government has announced an ex-gratia of INR 750,000 each to the next of kin of the deceased, and INR 50,000 for the injured Police men reports The Shillong Times. Government of India (GoI) is unlikely to extend cease-fire (CF) with the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) as it finds the top leaders of the outfit did not care about Nagas in India, provides shelter to anti-Indian insurgent groups in its domain and also “happily settled in Myanmar”, reported Nagaland Post on March 13. The year-long cease-fire agreement with the NSCN-K is scheduled to expire on April 29, 2015. Sources said that the Union Government has been “extremely unhappy” over the inordinate delay in reaching a final settlement to the 17-year long marathon peace talks with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). It was in this context, that the Union Ministry of Home Affairs (MHA) was likely to reject any more extension of cease-fire agreement with NSCN-K. GoI also believed to be upset over a report that other insurgent groups such as Peoples liberation Army (PLA), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), Independent faction of United Liberation Front of Asom (ULFA-I) and National Liberation Front of Tripura (NLFT) leader Biswamohan were “getting shelter and allowed to roam freely in the Khaplang domain in Myanmar.” A senior intelligence official stated that in India they roam freely under garb of cease-fire agreement and at the same time hobnob with anti-Indian terrorists in Myanmar. This dubious role can’t be allowed any more. This Government means business and it will not allow any such misadventure.” Apex student’s body of the Lotha community, Kyong Students’ Union (KSU), has apprised the Deputy Commissioner, Wokha, to devise a pro-active and pragmatic policy with regard to Inner Line Permit (ILP) to control influx of illegal immigrants in the District, reports Nagaland Post on March 13.

He also added that due to long-drawn negotiation for arriving at the peace settlement, many splinter groups of the ANVC were formed, including Garo National Liberation Army (GNLA) and A'chik Songna An'pachakgipa Kotok (ASAK). He also added that many youths who join militant outfits in the Garo Hills region come from Assam and Bangladesh.

He stated that “It is seen that any incident of individual crime is often communalised by negative elements for their vested interest. We must combat them. Tribalism, communalism and factionalism are the weapons of enemies of the people. The psychology of the Nagas today needs to be rebuilt,”. He also added that “We believe solution can be worked out only through discussion and interaction between the contending parties. Some groups say India must quit Nagalim, some say they will go for a separate solution for a part of the people and some others say they prefer prolonging the movement to solving the problem for commercial motive. Overlooking the present they glorify the past and dogmatize the future. They are indeed road blocks, not solution. But NSCN is for a negotiated settlement that guarantees the future of the Nagas,”

The Times of India on March 27 reports that due to various terror attacks, 413 people died in North East India in 2014. Assam is the worst sufferer of human casualties in terror attacks among all Indian states. In 2014, Assam accounted for 168 deaths in 246 insurgency incidents. As many as 144 deaths were at the hands of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS). A security official stated that "The focus on the northeast, though emphasized by this government, has been far behind both the emotional and physical investments the Centre has made in Left Wing Extremism (LWE) and J&K over the years. It took massacre of over 80 people in Assam last year for government to launch an offensive against NDFB-IKS In a matter of weeks the outfit has been significantly weakened. No one is asking what stopped the Government from doing so earlier." Of the 40 deaths recorded due to insurgency in the state in 2013, 16 were in NDFB-IKS attacks. Comparatively United Liberation Front of Assam (ULFA) claimed just three lives while Karbi People's Liberation Tigers (KPLT) killed 12. According to Government Data, in the last three years (up to February 28, 2015) insurgent outfits in Assam have killed 242 people including 14 security personnel.

Khaplang faction of NSCN (NSCN-K) is heading for another split as SS Khaplang expelled Wangtin Naga, 'supervisor' of the outfit’s Cease Fire Monitoring Supervisory Board (CFSB) on March 28. Wangtin participated in the Cease Fire meeting with the Government of India (GoI) representatives in Dimapur, reports The Assam Tribune. In a statement NSCN-K stated that ‘chairman and president’ of NSCN-K has expelled ‘kilonser’ (minister) Wangtin Naga and ‘kilonser’ Tikhak from both the ‘party’ and the ‘government’. The Telegraph further adds that sources state that the "expelled" leaders accused of toeing the "Indian government's" line, are likely to enter into a ceasefire agreement with GoI under a different name shortly. The outfit may represent "eastern Nagaland". Also GoI will now talk only to rebels who are on the Indian side. The new faction will ostensibly be led by Wangtin Naga. GoI also intends to "seal" the border with Myanmar to prevent hit-and-run attacks by NSCN-K. NSCN-K’s Khaplang's rival factions may help Security Forces (SFs) in this and this may have a larger implication as there are routes in Nagaland dominated by NSCN-K which were used by other groups for transit such as Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Socialist Council of Nagaland (NDFB-IKS) and valley-based groups of Manipur. Khaplang has sheltered all these groups in Myanmar where he holds sway over a huge territory where Yangon hardly has any administration. The ‘military commander’ of NSCN-K Niki Sumi, is with Khaplang.

Prime Minister Narendra Modi has assured a solution to the Indo-Naga peace talk within the next 18 months, reports The Sangai Express on March 31. According to a well placed source, the Government of India (GoI) assured Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) leadership in December last year that the political dialogue would be brought to a logical conclusion within the next 18 months. However, no one is sure when political dialogue will start between Government of India, Government of Manipur and the two conglomerates of Kuki groups such as United Peoples Front (UPF) and Kuki National Organisation (KNO). The matter could not be settled as both UPF and KNO have been insisting that the political dialogue be held at Delhi. NSCN-IM leaders are quite impressed with the new initiatives taken up by the Government of India to expedite the peace process. The political dialogue between NSCN-IM and New Delhi may arrive at a solution by November or December this year.

Some startling facts were revealed in the findings of Comptroller and Auditor General (CAG) of India with regards to the function of Police in Assam, reports Times of India. Again, 18 police stations do not have rest rooms for personnel and two others do not even have drinking water facilities. One Police Station in the State is operating from a market shed, another from a private club and a third from a quarter of Public Works Department. The CAG further points out that for combating modern day cyber crime; Assam Cyber Crime Investigation Lab was set up in October, 2013. But the lab remained no-functional till December, 2014 due to the primary requirement of a broadband connection, shortage of equipment; skilled manpower and separate automated power back up. Not just the lack of basic human facilities, the CAG has also pointed out that 26% of weapons and same percentage of ammunition with the state police force are obsolete. Besides, its existing analog communication system is also vulnerable to easy interception. The CAG states that the objective of establishing the Counter Insurgency and anti-Terrorist Training Schools (CIAT) has not been achieved as the 4,769 personnel, who completed training at these schools, were not trained in night training, underground firing and jungle warfare.
