A loud explosion at the residence of the Kangpokpi Additional Deputy Commissioner (ADC) DK Thangboi shook the neighbourhood of K Salbung located along the major Tiddim Road in Senapati District late night on March 1, reports Kanglaonline. However, there was no human casualty. The Kuki Independent Organisation (KIO/ KIA), a non-Suspension of Operation signatory, has owned the responsibility for the bomb explosion inside the campus of the officer. The outfit’s ‘secretary’ information and publicity Thomas Anal had informed the press on the phone, claiming that the act was the result or repercussion of the MCS officer’s insulting and defying words against the outfit. He added that in case the MCS officer fails to clarify on the issues before the outfit by March 10, the group will act.

A teacher died after allegedly being physically assault by suspected cadres of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) at Aimol Satu Village in Tengnoupal Tehsil (revenue unit) in Chandel District on March 1 (today), reports Business Standard. T S Hegin Haokip (48) of Molnam village was taken away by suspected NSCN-IM militants last night around 7 PM and was severely assaulted, a senior Police officer said. He succumbed to his injuries this morning, triggering tension among ethnic Kuki population of the area. The body of the deceased was taken by a crowd from his village towards the residence of a suspected killer at Aimol Satu village. They were stopped due to random firing by suspected NSCN-IM militants, the officer said. Later, the crowd regrouped and blocked Imphal-Moreh route and prevented vehicular traffic. It also set ablaze a few shops, he said.In the meantime, Kuki Inpi Manipur (KIM - an apex body of the Kukis) and Kuki Students Organisation-General Headquarters (KSO-GHQ) give 24 hour ultimatum to the state Government to arrest the culprits in the killing of T S Hegin Haokip before cautioning that if the Government fails to response positively within the stipulated time, the Kuki community could engage in anything that could fetch us justice over the incident, reports Kanglaonline.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on March 1, has denounced the allegation made against it for the death of an assistant teacher in Chandel District on February 29, reports Kanglaonline. The caretaker, Khurmi Region of the NSCN-IM in a statement has denounced the allegations made against the outfit and said it is neither involved not have anything to do with the incident. The statement said the caretaker Khurmi region has also advised United Kuki Liberation Front (UKLF) not to indulge in tribalism amongst indigenous people in the region. Peace will prevail only when one’s identity is respected, it said. It said the civil organisations should not resort to cheap politics by alleging the outfit as the cause of the death without proper verification. The statement further said it is a baseless allegation with a view to tarnish the image of the outfit.

One unidentified Garo National Liberation Army (GNLA) militant was killed in an encounter with the Police special operation team at Rongtok gate areas in West Khasi Hills District on March 2, reports The Sentinel. This is another success story of the ‘Operation Hill storm-3’ launched by the police against the GNLA. According to the source, the encounter took place after the Police team acted on the tip off by the villagers about the presence of the militants who were on an extortion spree. There were eight militants under the leadership of Megam, an ‘area commander’. On sighting the Police operation team, the militants numbering eight fired upon them. “It was a fierce one hour encounter that led to the dead of one unidentified militant,” stated the source. One AK 47 rifle, two magazines, 12 live rounds of ammo, one .32 pistol and several ID cards were recovered from the site of occurrence.

The Joint Action Committee (JAC) against the murder of Thongkhogin Haokip, a teacher of Molnom Junior High School in Chandel District, has decided to resume the indefinite bandh (general shut down strike) on Imphal-Moreh section of National Highway 102 from March 2 midnight, reports The Assam Tribune. The committee is compelled to resume the indefinite bandh, according to a press statement issued by JAC Convenor. The decision was taken after the authorities failed to book the culprits involved in the murder, the statement added.Meanwhile, the Kuki Students Organisations (KSO), in a memorandum, on March 2, has urged the Union Home Minister to ensure that the killers of the teacher are arrested and brought to justice, reports The Assam Tribune. It urged both the Central and State Governments “to rein in the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) militants holing up in Chandel District and place them in their designated camps. Prior to any final agreement between the government and NSCN-IM, the government must settle the issue of NSCN-IM atrocities against Kukis in which 905 innocent Kukis were murdered; 360 Kuki villages were uprooted and its lands seized,” said the memorandum. “More than 100,000 were rendered homeless and landless. The rights of the Kukis with respect to their land and identity in Manipur can not be violated by the NSCN-IM peace accord”, it added.

Two persons were arrested on charges of demanding money from the traders in the name of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) in Kohima town on March 2, reports The Nagaland Post. In a press statement, Sub Divisional Police Officer (SDPO) & Public Relations Officer (PRO), Kohima, Atu Zumvü said acting on a tipoff, a joint team comprising of District Executive Force (DEF) Kohima mobile unit, District intelligence branch and North Police Station arrested one person identified as Shikuto Assumi (31) from Southern Gate local ground, Kohima. On being interrogated, the arrested revealed that he along with one Kahoto Assumi (51) was demanding money from the traders in the name of NSCN-K, PRO said. Accordingly, a manhunt was launched and Kahoto was arrested from Razhü Point, Kohima within two hours. The two in their confessional statement said that they were carrying out instruction of Khetoshe, a ‘Deputy Secretary’ in NSCN-K to collect money from traders operating in and around Kohima Town area, PRO said. The vehicle Maruti car (NL 0H 5318) used by the two was also seized. “One demand note dated 25/02/16 signed by S.K Assumi, finance in charge Kohima District and issued in the name of Government of the People's Republic of Nagaland (GPRN), Office of the Military Finance GPRN/NSCN-K was also recovered”, PRO said.

Since early morning, a large number of bandh supporters including womenfolk blocked the Imphal-Moreh road at H Kotlenphai, Pallel, Senam and Chahmol by burning tyres and piling woods. One white colour Alto car was vandalized on Saivom-Tengnoupal road for defying the bandh called by the JAC. Some unidentified assailants attacked a temporary designated camp of Soviet Ngangom alias Chingkheinganba led faction of United Liberation Front (URF) (Soviet) at Napet Mamang Leikai in Imphal East District on March 3, reports The Sangai Express. Sources said that the miscreants hurled a grenade and fired some rounds at the camp at around 11.30 pm. However, the grenade did not explode and nobody was injured due to the firing as well. Some portions of the wall of the camp were damaged due to the firing. One Chinese hand grenade along with safety pin was recovered from the complex of the camp. The outfit is currently under a Memorandum of Understanding (MOU) with the Government. It may be mentioned that Soviet group broke away from URF (Lalheiba group) after two cadres were found buried inside the designated camp located at Loitang Khunou Spinning Mill some years back. Since then, around 38 cadres of Soviet group have been staying at Napet Mamang Leikai.

During interrogation it was revealed that they crossed over to India three days back through the forest path near Rajbari border out post under Raisyabari Police Station and went to Mog Para. The arrested persons admitted that they are residents of Kharam Karbari Para under Panchari Police Station in the Chittagong Hill Tracts of Bangladesh. The deeply wooded border terrains in the Raisyabari is yet to be fenced and considered to be very sensitive as the insurgents frequently use this for their movement to Tripura from their Bangladeshi hideouts.

Based on their confession six other members of the gang were arrested from Gosingpita area of Bajengdoba, reports The Shillong Times. Police recovered a 9mm pistol which they were planning to sell to one Simeon Marak alias Matsram and a woman identified as Panita Marak. Accusing the Government of the People’s Republic of Nagaland (GPRN)/ National Socialist Council of Nagaland (NSCN), of apprehending its workers and “continuously punishing them in inhuman way”, the Reformation faction of National Socialist Council of Nagaland (NSCN-R) on March 10 said it “strongly warns perpetrators in Khehoi Camp” as government approved designated camp was being used as ‘concentration camp’ for NSCN-R workers, reports Nagaland Post. In a press release, 'Ministry of Information & Publicity (MIP)' NSCN-R stated that since its inception in May 2015 almost 37 cadres of the group have been apprehended by GPRN/NSCN in Dimapur and Kohima and kept in their custody. It alleged that some workers of NSCN-R released after severe punishment have displayed multiple bruises on their bodies. Stating that such act of cadres belonging to the GPRN/NSCN in Khehoi camp totally violated the human rights and deserved strong condemnation, the MIP said “some of the perpetrators have been identified and the NSCN/GPRN-Reformation will take it as individual issue who will be paid with same coin what so ever.” NSCN-R MIP said it would continue to stand for Naga unity and reconciliation as committed by its collective leaders, but cautioned that it “cannot just leave perpetrators unpunished.”

The outfit further threatened the Non-Governmental Organizations (NGOs) and Church elders blaming them for the offensive launched by the Police. The statement comes in the wake of the Police announcing the continuance of ‘Operation Hillstorm – 3’ for three months to flush out militants from Garo Hills region. In a statement, GNLA publicity ‘secretary’, Garo Mandei Marak, threatened, “If Government of Meghalaya doesn’t withdraw or stop the ongoing Operation Hillstorm 3 against GNLA, then we will push the buttons for serial blasts in all the five districts of Garo Hills.” The outfit also threatened the Inspector General of Police (IGP) leading the ‘Operation Hillstorm’, GHP Raju, Chief Minister Mukul Sangma, along with NGOs and Church elders stating that the leaders would have to bear responsibility for the loss of life and property that will take place. “They are the ones who called upon GNLA to gather together at Durama Hills to come forward for peace talks. This gave the opportunity for the government for the Operation Hillstorm 3 to be launched,” said Marak. “We have observed in the past too that the NGOs and Church leaders are inviting the militants to come forward for “Peace talks” and ask our cadres to either surrender or give up our struggle,” the release added. Meghalaya Chief Minister (CM) Mukul Sangma on March 11 asserted in the State Assembly that the Centre must take care of the international borders and stop illegal smuggling of arms and ammunition by militants, reports The Shillong Times. Summing up the debate on the Governor’s address, the CM said that it is only with the active involvement of the Centre and the support of various governments in the Northeast that the problem of infiltration of arms and ammunition to Meghalaya and the rest of the region can be stopped. Sangma said that many splinter groups sprang up in Garo Hills due to easy availability of sophisticated arms. “There are too many guns available at throw away prices. The recent recovery of spares of anti-aircraft gun in Garo Hills, explosives and IEDs (Improvised Explosive Devices) procured from too many sources is alarming,” the CM said.According to the CM, the trend is that militants procure new consignments after selling their old weapons at cheaper rates. “The easy availability of sophisticated arms is a cause of concern; both the Centre and the Northeast governments should actively participate to contain the trend,” Sangma said. Commenting on the statement of Garo National Liberation Army (GNLA) that it will resort to serial blasts to stop operations, the CM said that sustained efforts through operations are meant to exert pressure on the outfits.On the suggestion that there should be unconditional talks with the militants, the CM said that with both GNLA and Hynniewtrep National Liberation Council (HNLC) continuing with their anti-national stands, talks cannot be held. “We had firmly stated that outfits should refrain from anti-national activities. The ban extended against HNLC was mainly due to its anti-national stand by way of calling bandhs on days of national importance,” the CM said. According to the CM, the militants are welcome to hold stalks soon after they stop calling bandhs during Republic Day and Independence Day celebrations.

A wanted Arunachal Pradesh Deprived People’s Front (APDPF) operative identified as Babu Chand Chakma was arrested by Police at Chongkham in Namsai District on March 12, reports The Sentinel. Chakma was arrested, during a joint operation by Army and Arunachal Pradesh Police, an official report said in Itanagar on March 15. The Security Forces (SFs) arrested Chakma, when he was planning to meeting the outfit’s leader Gyan Ratan Chakma, in order to revive the outfit. A pistol was recovered from his possession, Police said. Chakma had gone underground in 2014 and was reportedly undergoing training in Bangladesh along with eight other youths, in order to form APDPF, Police said. The operatives were escapees of the Chongkham jail in 2013, who were accused in a rape case. The outfit is led by Gyan Ratan, who was instrumental in drafting the outfit’s bye-laws, Police added. The outfit’s operatives were trained by one Sukesh, who is an active member of United People’s Democratic Front (UPDF), an underground outfit based in Bangladesh.

The first encounter took place at Dilnegre village of Gasuapara that leads towards Chokpot interior in the District. Militants taking shelter in the village opened fire on the Police team leading to an exchange of fire for close to eight minutes after which the militants fled into the forests. Sources said a ten-member armed GNLA team was taking shelter when the raid took place. They reportedly had three AK rifles and two INSAS rifles, besides small arms. One of the militants who fled has been identified as Chandra who is in the wanted list of the Police. From the encounter site a pistol with six live rounds along with a country-made gun and two mobile phones were recovered.An hour later another Police team scouting the forests of Rongdotchigre village under Baghmara Police Station in the District, came across a cadre of the ASAK outfit who had been sent by ASAK militant ‘chief’ Reding T Sangma to bring some food from the village. Seeing the Police teams, the cadre abandoned his leader’s meal as well as a high frequency communication handset and ran down the slopes of the village and escaped. Police believe the wanted militant leader was holed up deep in the jungle not far from the village when the encounter with his cadre took place.

After a thorough search, a bullet ridden body was found while others managed to escape under cover of darkness. "...I accept and acknowledge their leadership and completely support the present Indo-Naga talk as the only acceptable foundation for our Nation's survival," he announced. A group of United National Liberation Front of Western South East Asia (UNLFWSEA) and some other extremist organizations entered Upper Dihing Reserve Forest in Tinsukia on March 8. Police official said the group was a conglomerate of ULFA-I, People’s Liberation Army (PLA), Kanglei Yawol Kanna Lup (KYKL), and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and was led by self-styled ‘Lieutenant’ Prodip Gogoi alias Akon and their intention was to carry out subversive activity in Tinsukia before or after March 16, which is “ARMY DAY” of ULFA-I. On getting information Police, Army, Central Reserve Police Force (CRPF) and Sashastra Seema Bal (SSB) jointly conducted search operation in probable hide outs, as a result of which two ULFA-I militants namely War Asom and Biman Asom deserted the group along with arms/ammunitions and expressed their willingness to join the mainstream. In a statement issued in Tura on March 14, Garo Mandei was all praises for Sohan and instead accused the CM of working together with the leaders of the Achik National Volunteer Council (ANVC) to harass him and eventually driving him back into the jungles. “He was well established in different lines of business but the leaders of the ANVC couldn’t accept his success ultimately taking away his legal sources of income (businesses) and even trying to eliminate him. The arrested over ground GNLA worker was identified as Nikman T Sangma alias Singbaat alias Dorenky, resident of Dorengkigre under Williamnagar Police Station in East Garo Hills District. Voter ID card, caste certificate and school education certificates were recovered from his possession. The cadre joined GNLA in 2009 and worked for one year with Changjang M Sangma, the GNLA cadre who was killed in an encounter. Security Forces (SFs) arrested two hardcore Isak-Muivah factions of National Socialist Council of Nagaland (NSCN-IM) and one National Socialist Council of Nagaland-Unification (NSCN-U) cadres from Lothang village and Borduria area of Tirap District in two separate operations on March 17, and recovered huge quantities of arms and ammunitions from their possession, reports The Arunachal Times. Acting on input about the presence of National Socialist Council of Nagaland (NSCN) militants in Lothang village in the District, SFs (Assam Rifles) cordoned off the entire village area and launched massive search operation. The team succeeded to arrest one militant. Based on information from the arrested cadre, the SFs arrested another cadre from the nearby jungles. Arrested cadres have been identified as Neytun Nokbi (35) and Manlang Wangsa (18) of NSCN-IM factions. One 7.62 mm AK 47 Rifle, 7.65 mm Automatic Pistol, grenades, explosives, detonators and huge quantity of ammunitions were recovered from their possession. In the interim, the NSCN-U cadre was arrested from Bordurua area after more than 24 hours of massive search operation by the SFs. The arrested cadre was identified as Sambam Tangdong. Police target had been to capture wanted GNLA militant Bartius Momin, operated under the GNLA command of northern ‘commander’ Pilliport Shira, and is wanted in several cases of abduction and extortion. The militant who went by the name of Wallang hails from Megam Akong village of Kharkutta and was involved in encounters with SFs as well as abduction of traders from Adokgre market. Although police were unable to get the militant, they were successful in recovering his self loading rifle (SLR) which he used for several criminal activities. Along with the SLR Police also recovered 18 live rounds for the weapon along with GNLA demand notes and receipt books signed by the GNLA finance secretary, mobile phones and personal items. Police are in the process of scrutinizing the serial number of the weapon to check whether it was snatched from SFs during ambush by the banned outfit. The SLR is a standard weapon given primarily to central paramilitary and state Police Force in the country. There have been previous instances when the banned GNLA had ambushed Police teams and decamped with SLRs, INSAS and AK rifles.

Reminding the 60-member Assembly of the "truly significant point of time that Government is passing through without an Opposition," Zeliang said "the unique development is more the result of a mutual understanding among the members of the need to come together in one mind and one accord, and move single mindedly for a resolution of the long standing Naga political issue”.Zeliang also called upon Naga people not to make speculations on the outcome of the ongoing talks between NSCN-IM and the Centre as it would be "risky as well as dangerous without knowing the real inside story". Speculations can be endless and unproductive and does not help us in anyway, he said, adding that none of us can tell with certainty at this juncture what is going to be put in place. But, Zeliang said "we are all looking forward to a peaceful and lasting solution that will encompass all the Naga political groups, an agreement that is honourable and acceptable to all." The CM also reiterated that any settlement or solution should be inclusive. A civilian driver, who was transporting Security Force (SF) personnel in a truck, was killed following an Improvised Explosive Device (IED)blast at Bokchung village in West Khasi Hills District on March 20, reports The Shillong Times. Police said that the driver of the requisitioned truck identified as Lupen Basumatary from Machpara Dorangre, Goalpara in Assam succumbed to his injuries sustained in the IED blast carried out by suspected Garo National Liberation Army (GNLA) militants. The truck, meanwhile, was partially damaged. However, there were no injuries to Police personnel and a platoon of Central Reserve Police Force (CRPF) with officers who were travelling in a public vehicle.

Union Home Minister (UHM) Rajnath Singh on March 21, admitted the need to strengthen security the international border in the North-Eastern (NE) states to curb the smuggling of arms, reports Nagaland Post. “We are trying to ensure border security through all possible mean and to curb cross-border terrorism in the region,” Singh told journalists while replying to a query on Maoists getting arms through Myanmar and Bangladesh. UHM arrived in Shillong on a two-day visit to attend the 181st Raising Day of Assam Rifles (AR) at Nongkrem in East Khasi Hills District of Meghalaya. “We (central government) will discuss with chief ministers of the north-eastern states to check the smuggling of arms from across the international border and smuggling of arms to other states in the country,” Singh said. He assured that the central government would provide whatever assistance required to all those state governments. On holding talks with militant groups, Singh said the Centre is ready to hold talks with any militant groups if they shun violence unconditionally. “We are ready for talks with anyone provided they shun up violence unconditionally,” he stated.Meghalaya Chief Minister (CM) Mukul Sangma had expressed concern on the easy availability of arms at “throwaway prices”, resulting in the mushrooming of armed militant groups in the state. “There are pockets in the region (Northeast) where arms are easily available. There are too many guns available at throwaway prices and the Centre should take care of the international boundaries located in the region to prevent arms smuggling,” he said.India shares a 1,600-kilometres unfenced border with Myanmar and 1,880-kilometres border with Bangladesh in the North-Eastern states.

The slain area commander was involved in the gruesome killing of a woman and a mother of five on May 12, 2015 at Chokpot. He was also the prime accused in the killing of Head Police constable Kamaraj Bhatarrai and businessman Batchu Jain. Police sources said acting on an intelligence input about the presence of four to five GNLA militants in the village, the Special Weapons and Tactics (SWAT) team launched operation resulting a heavy exchange of fire with the militants. Stating that everyone should remain alert to such developments of Maoists infiltrating into the region, Singh said. “We have to check this (Maoists setting bases in the region)” the UHM added. “There is an attempt to destabilise the country. I am proud of the Armed forces, para-military forces and our police forces. The way they deal with the extremists by discouraging and nabbing them…we should appreciate that,” he stated.Meawhile, Singh said there is no thought of replacing the Assam Rifles (AR) from the Myanmar border. An official source told on March 24, that the fugitive was apprehended in an operation led by Karimganj Superintendent of Police (SP) Pradip Ranjan Kar. "The operation was conducted on basis of a tip-off," he said.He said the accused had fled to Bangladesh following Sahanur's arrest in November 2014 and since then he was hiding in the neighbouring country. He crossed over to India to escape the crackdown on the outfit launched by the Bangladesh security forces.Ali, who hails from Kaplabari village in Mukalmua Police Station area of Assam's Nalbari District, is known as Moinul Islam and Ismail Hussain within the organisation. "Karimganj police handed him over to the Special Operation Unit (SOU) of the Special Branch (SB) of Assam police in Guwahati last Tuesday after which he was produced before a court here and remanded in police custody for ten days in a case registered against the JMB with the SOU," the source said.He is currently being interrogated at the SB headquarters here at Kahilipara about his possible involvement in the Bardhaman blast case and other anti-national activities of the JMB.Investigation conducted by the National Investigation Agency (NIA), Asad was given arms training in JMB's Assam hideout. "He had visited the Simulia madarsa in Burdwan on several occasions, where young boys and girls used to be given motivational training with radical speeches and arms training. Talukdar, along with bus conductor Gurmit Koch and handyman Hojoi Koch, were abducted from near Boldamgre village under Purakhasia outpost and a demand of INR 5 million was made for their release. However, a close member of Talukdar’s family denied any ransom being paid for the release of the trio. The Superintendent of Police (SP) of South West Garo Hills District, Ramesh Singh confirmed the release of the trio, although Police teams were sent to confirm the details. “The three were released today and have reached their homes. The kidnappers have been identified and we are looking for the group. Hopefully, there will be a breakthrough in the case soon,” said Singh. The National Investigation Agency (NIA)sleuths on March 27 will interrogate Jamaat-ul-Mujahideen Bangladesh (JMB) activist Asad Ali alias Asadullah, who was arrested by Assam Police while he was trying to cross over from Bangladesh to India at Sutarkandi in Karimganj District on March 20, reports The Telegraph. The accused is close to Burdwan-blast accused Sahanur Alam, who was charge sheeted by the NIA in the case. An official source said, a team of NIA officials will come from its Calcutta office and interrogate the JMB member to ascertain if he had any role in the Burdwan blast. The team will question him in the custody of Assam Police. Ali, who hails from Mukalmua Police Station area in Nalbari District, has been remanded in 10-day Police custody after he was produced in court in Guwahati on March 22. "If we find during the interrogation a direct link with the Burdwan blast case then we will arrest him and take him into our custody," the source said.

The Reformation faction of National Socialist Council of Nagaland (NSCN-R) will observe Monday (March 28) as a black day to protest against a year of abrogation of ceasefire by the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) group, reports The Assam Tribuneon March 28. “March 28 is a black day for us as instead of considering peace, the Khaplang group last year abrogated the ceasefire with the Indian government,” Wangtin Konyak, president of NSCN-R, said. The NSCN-R came into existence in April 2015, immediately after the NSCN-K broke the ceasefire with New Delhi. The founders of the NSCN-R, who were formerly senior leaders of the Khaplang group and opposed to abrogating the peace pact, now have a ceasefire with the Indian government.

The Zeliangrong United Front (ZUF) has blamed the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) for the frequent incidents of looting along NH-37(Imphal - Jiribam Road), reports TheSangai Express on March 29. In a statement, A Longmei, information and ‘publicity secretary’ of ZUF said that the NSCN-IM has looted goods carrier and passenger vehicles at Longkao numerous times and had robbed INR one million from betel leaf carrying vehicles at Khumji recently right in front of the Indian Army. It also said that house tax of INR 1500 per household was forcibly collected at Khoupum. The poor villagers being afraid of the barrel of guns have to pay and National Rural Employment Guarantee Scheme (NREGS) funds were also deducted as taxes. INR 5000 each from every household was collected from Taosang and Lungreang as house tax, it alleged. The NSCN-IM slaughtered two cows from Thanagong village by force and beaten innocent villagers on March 10 and 15. They also thrashed labourers from Nepali and Meitei community at Khoupum Thingdouhap, it alleged. Further on March 23, NSCN-IM had burnt down a betel leaf vehicle at Shanti Khunou (NH-37) and falsely blamed the ZUF for the act, it said. It further said that in the name of operating against ZUF, the NSCN-IM and Indian Army have been playing double standard disturbing the tranquil atmosphere of the public and warned that it will not remain as mute spectator, but defend the rights and freedom of the people

A tribunal set up by the central government has upheld the ban on Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for five years, reports Nagaland Post on March 31. The Centre had set up the Unlawful Activities (Prevention) Tribunal comprising of a Delhi High Court judge for adjudicating whether there is sufficient cause for declaring NSCN-K an unlawful association under sub-section (1) of Section 3 of the Unlawful Activities (Prevention) Act, 1967. The Union Ministry for Home Affairs (UMHA) had on September 16, 2015 declared NSCN-K an unlawful organisation for a period of five years under this law. It said the group had unilaterally abrogated the ceasefire with the Centre and conducted an attack on Army on June 4, 2015. The Centre also blamed the NSCN-K for an ambush on the Assam Rifles in May that left eight Security Force (SF) personnel dead. The ban will pave the way for the National Investigation Agency (NIA), which is probing the June 4, 2015 ambush, to freeze the assets and properties of NSCN-K leaders in India. According to officials, NSCN-K had abrogated the 14-year-old ceasefire with the Centre on March 27, 2015 and carried out several attacks on SFs in Nagaland and outside.

The disbanding ceremony for United A'chik Liberation Army (UALA), which was slated for this week in Meghalaya, was postponed on March 30, as the outfit sought more time from the government to bring all its cadres together, reports The Telegraph. In December 2015, the outfit had signed a formal peace pact with the state government and the disbanding was scheduled for February, 2016 and then postponed to March, 2016. However, an emergent meeting was held at circuit house in Tura with the officials of Police and District Administration, which was attended by the outfit's ‘chairman’ Novembirth Ch. Marak, ‘commander-in-chief’ Norok X. Momin and ‘general secretary’ Nagra Marak, amongst others. The meeting on March 30, holds significance, as ‘commander-in-chief’ Norok attended the talks for the first time. He had remained absent during the signing of the peace pact as well, citing health issues, which had raised fears that Norok might not join the peace talks. "His presence at the meeting today shows UALA's sincerity towards the peace talks. They have sought additional time for the disbanding ceremony, as they have not been able to establish contact with their cadres, who are spread across Garo hills," said Pravin Bakshi, Deputy Commissioner of West Garo Hills and Chairman of the disbanding ceremony for UALA. The outfit has strength of 70 cadres. About 25 cadres have come forward and are camping on Baljek airport premises, near Jengjal in West Garo Hills, which has been designated as a "transit camp". Bakshi said the disbanding is likely to take place in May, 2016, though the date for the ceremony has not been fixed.

Police and Central Reserve Police Force (CRPF) personnel launched an operation in the District near the Assam-Mizoram border to rescue the two persons who had been abducted from Silchar in Cachar District on March 25. Insurgent group People’s Revolutionary Party of Kangleipak (PREPAK) on March 31, claimed responsibility for an attack at an AR post near the Manipur capital, Imphal on March 30, reports The Sentinel. A press release issued by ‘Captain’ Achouba, leader of the outfit, said they attacked the post of the AR 40 Battalion located at Lilong in Thoubal District about 15 kilometres away from the state capital, Imphal. AR sources said there was no casualty in the bomb blast at 8.40 p.m. on March 30. Though the Security Force (SF) personnel fired at the militants, they managed to escape. Achouba said a “special force unit of the Red Army”, the military wing of PREPAK, had carried out the attack as part of the ongoing “war” to reclaim “independence”. Such attacks will continue, he said.
