Mizoram Additional Secretary for Home Lalbiakzama stated that repatriation of over 5,000 Bru families from Tripura is not likely to take off as scheduled from this month, as the refugees rejected a central Government proposal for financial assistance, reports The Telegraph on March 2. The official stated that the 5,413 refugee families last month that each family would be provided with a package of INR 1,30,000 besides INR 5,000 per family per month and free ration for two years. The Additional Secretary stated that ‘Bru people in the relief camps rejected the proposals of the ministry during a meeting at Naisingpara relief camp on February 23. It is unlikely that the repatriation will begin according to schedule’. The repatriation was scheduled to begin from first week of March.A memorandum submitted to Union Home Minister Rajnath Singh by the Mizoram Bru Displaced People's Forum in January had demanded a provision of INR 1.5 million to each repatriated Bru family, reports The Telegraph on March 2. The forum had also demanded that all repatriated able-bodied youths should be given government jobs

Myanmar has indefinitely deferred signing an agreement with India to streamline the free movement of people within 16 kilometers of Indo-Myanmar border, reports The Hindu on March 4. Myanmar sighted ‘domestic compulsions’ for deferring to sign the agreement and asked more time before the agreement is sealed. A senior government official stated that ‘Myanmar has been dragging its feet on the agreement. They have asked for more time and are reluctant due to domestic compulsions. They fear that if they sign the pact, the international agreement will have to be adhered to’. On January 3, the Union Cabinet had approved the agreement between India and Myanmar on land border crossing to enhance economic interaction between people of the two countries. The Government of India (GoI) had asked Arunachal Pradesh, Nagaland, Manipur and Mizoram to distribute “border pass” to all the residents living within 16 km from the border.

The Assam State Government on March 3 announced extension of the Armed Forces (Special Powers) Act (AFSPA) by another six months in the Sate, reports Northeast Today. According to a statement, the Home and Political Department of Assam, through a notification issued on February 28, declared the entire State a “disturbed area” under AFSPA. Additionally Director General of Police (DGP) Mukesh Sahay stated that though there has been vast improvement of the overall law and order situation in Assam, there is need for consolidating the position to prevent militants from regrouping and that is why, AFSPA was extended. He also added that , the process of updating of the National Register of Citizens (NRC) and ensuing Panchayat (village administration) polls also contributed to the decision to further extend the Act. He further stated that though incidents of violence involving the militants have come down drastically militant groups still have bases in Arunachal Pradesh and Nagaland and they try to sneak into Assam from such bases to indulge in acts of violence. He said that the coordination of the Assam Police with the police forces of Arunachal Pradesh and Nagaland improved considerably. The personnel of the armed forces are also operating in the areas frequented by the militants to sneak into Assam from their bases in Myanmar through the states of Arunachal Pradesh and Nagaland. The Assam Police cannot go and operate in the neighbouring states and the personnel of the armed forces are of big help in launching operations in such places. Moreover he also added that Saigora faction of National Democratic Front of Bodoland (NDFB-S) including senior leader G Bidai are still at large in the areas bordering Bhutan. He also admitted that efforts are ongoing by Independent faction of United Liberation Front of Asom (ULFA-I) to launch extortion drive, particularly in upper Assam areas as the outfit is facing severe financial crisis. He also added that there is a need to check the flow of funds to the militants. Similarly, the supply lines of the militants need to be totally cut off to ensure that they cannot sustain for a long period. He pointed out that in past one year, there have been several instances of seizures of supplies meant for the militants and if the police and security forces can totally cut off the supply lines, it would be difficult for the militants to sustain.

The agreement was reached between the two sides during the “political level talks” held in Aizawl. The Political Adviser to Chief Minister of Mizoram who headed the 10 member government delegation stated that both sides have unanimously agreed to sign the Memorandum of Settlement (MoS) based on the framework of agreement made earlier. He also said the peace accord between the two sides will be inked very soon. Additionally, HPC-D ‘spokesperson’ Lalthalie stated that an agreement will be finally signed after two decades of arm struggle. Telegraph adds that Political Adviser to Chief Minister of Mizoram stated that ‘We have discussed a wide range of issues concerning the Hmar political problems. The security agencies of India are of the view that most of the militant groups of North East, who have bases in Myanmar, are under the influence of the Chinese agencies. Sources also added that in recent years, the NSCN(K) witnessed several splits and at present, most of the senior leaders of the outfit are of Myanmar origin. An official stated that ‘such leaders want that the Naga inhabited areas of India and Myanmar should be together, which is not possible. The objective of the Cyberdome is to develop a defence mechanism against the eminent threats of Cyber attacks. The mechanism would be cooperation from the Government departments, ethical hackers, and experts in law-enforcement agencies, said an unnamed official. Initially, about 1,750 Myanmarese refugees, mostly Buddhists, entered Mizoram in November 2017 after fleeing armed clashes between the Myanmar Army and the Arakan Army (AA). Nearly 488 people are still at Hmawngbuchhua village in Lawngtlai District on the Indo-Myanmar border.Initially, the refugees were lodged in four villages in Lawngtlai district - Hmawngbuchhua, Zochachhua, Laitlang and Dumzautlang. Later, they were shifted to Hmawngbuchhua in Bumthlang sub-division for administrative convenience. The repatriation process, planned in the last week of December 2017, had to be stalled after the refugees refused to return to their respective villages fearing persecution. Sources said over 1,200 refugees have already returned while the rest are expected to leave Mizoram within this month.

UNC was represented by Kamei, general secretary S. Milan, president of All Naga Students' Association, Manipur Seth Shatsang, and president of Naga Women's Association Asha Wungnam.The last round of talks was held on November 10 2017 where the UNC gave the government three months to work out a proposal relating to its demand. The state Government on March 23 assured to finalise its stand by April 10. Seven new Districts were created in November 2016 bifurcating seven districts, two in the valley and five in the hills, which resulted in UNC imposing a blockade in the state. He later formed a group identified as Asong Rakgipa which was active in western Meghalaya where GNLA presence had been reduced.The ex militant also stated that his group was involved in the abduction of a businessman from Krishnai in Goalpara District of Assam on December 31, 2017. He was later rescued on January 4, 2018. Most of the abduction by his group was conducted in Nangal Bibra (South Garo Hills), Baghmara (South Garo Hills), Chokpot in South Garo Hills and William Nagar in East Garo Hills.

National Investigation Agency (NIA) has arrested 3 more Nagaland state government officials in connection with an investigation pertaining to monetary collection on behalf of National Socialist Council of Nagaland-Khaplang (NSCN-K), reports Morung express on March 25. The arrested officials included a Director of the Department of Agriculture, an Executive Engineer of the Department of Rural Development and a Divisional Accounts Officer of the Department of Urban Development. According to an official release, the officials face charges of ‘providing substantial amount to NSCN (K) by way of contributing Government funds’.The release also said that the officials had also paid money to other Naga National Political Groups (NNPG) during 2012-2016. The arrest of the three officials and others before them began after the NIA arrested two NSCN-K cadres in 2016 which subsequently resulted in a paper trail. As per the release, the NIA had arrested NSCN-K cadres – S. Khetoshe Sumi, ‘finance-in-Charge of Kohima and Dimapur” and another militant identified as Victo Swu.

During the period 2014 to 2016, 873 cadres and linkmen of National Democratic Front of Bodoland-Saoraigwra (NDFB-S) have been arrested and 50 cadres have been neutralized in operations.

It was also decided that both states would withdraw security forces from the inter-state boundary. The fact finding team will submit its report to the Union Home Secretary on April 5 after which it will be discussed in a follow up meeting with the Chief Secretaries of Mizoram and Assam.

Mizoram Home Minister R. Lalzirliana on March 29 informed the Legislative Assembly that Mizoram was likely to accede to the demands of the displaced Brus, reports The Telegraph. In a written reply, the Minister stated that displaced Brus have raised 13 demands in a writ petition filed in the Supreme Court. These include allocation of five acres of land to each repatriated family, cluster village, increment of compensation from INR 80,000 to I,00,000 inclusion of all repatriated families in the electoral roll and creation of Autonomous District Council (ADC) under Sixth Schedule of the Constitution. Lalzirliana said Mizoram has so far prepared four road maps for repatriation of the Brus and received INR 4860 Million from the Government of India (GoI). Under road map-I, Mizoram received INR 24.38 Million while under road map II they received 24 Million. Under Road Map-III 178 Million was received and under Road Map IV 259 Million was received.

The missing pistols were reportedly part of consignment of 570 pistols purchased on September 11, 2014, by Manipur government for State Security Forces. Missing of the firearms was discovered after Commandant of 2nd Manipur Rifles P. Manjit examined the current holdings of arms and ammunitions of both the unit and police head quarters (PHQ) Pool. According to Police authorities, two personnel of Manipur Rifles identified as Damodaran NP and Narayan Chetri have been arrested in relation to the incident.Meanwhile, one of the missing pistols was recovered from a Kuki Revolutionary Army (KRA) militant identified as ‘2nd lieutenant’ Ngamboi Haokip alias Raju and Seineo Khongsai on August 13, 2017.
