The miscreants allegedly burnt 11 copies of the Quran, three copies of the Hadith and some other religious articles. Following the incident, hundreds protested in the area against the incident.

Kangleipak Communist Party-Peoples War Group (KCP-PWG) ‘chairman’ Lamyanba Khuman and his associate, Hijbur Rehman were arrested on March 1, from Nirankari Sarovar Bus Stand of Burari in North Delhi District of Delhi, reports E-pao. Northeast now adds that Police stated that the militants were operating from Delhi to raise funding for the rebel group. Nagaland Post adds that Khuman had surrendered after a suspension of operation truce was inked with Manipur Government. However, Khuman reportedly left the designated camp arranged by the government for lodging the surrendered cadres and allegedly started committing several terror-related activities like lobbying of grenades, shootouts, killings, planting of bombs, running extortion networks by intimidating businessmen and politicians.

On March 1, a hideout of National Socialist Council of Nagaland-Khaplang Yunga Aung faction (NSCN-K YA) and United Liberation Front of Asom-Independent (ULFA-I) was busted at Panikheti village in Mon District in Nagaland, tweets Eastern Army Command. Two militants were arrested in the operation. Assam Rifles adds that one ULFA-I and one NSCN-K YA militant was arrested in the operation. A pistol, a .303 rifle and three rounds of ammunition were recovered as well.

Tension erupted along the Nagaland-Assam border, near New Field check gate in Dimapur District of Nagaland on March 1, after hundreds of people from across the border congregated near the check gate and halted vehicles from crossing the area, in protest against Inner Line Permit (ILP), reports Nagaland Post. The incident started following rumours of arrest of some ILP defaulters. The Joint Committee for Prevention of Illegal Immigrants (JCPI) had served an ultimatum on Chief Minister to issue notification on Register of Indigenous Inhabitants of Nagaland (RIIN) based on Banuo commission’s report with 1963 as the cut-off year, physical implementation of Bengal Eastern Frontier Regulation (BEFR), 1873 based on Abhishek committee’s report on ILP, revocation of 1979 as cut-off year under BEFR, 1873 and establishment of Foreigners Tribunals under the Foreigners’ Act, 1946.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on March 2, termed the recent comment of RN Ravi, the Government of India’s interlocutor for Naga peace talks as irresponsible and misleading, reports The Sangai Express. NSCN-IM in a press statement said that “In his interview, the Representative of the Government of India (GoI) in an intentional and calculated move misinterpreted the 3rd August, 2015 Framework Agreement (FA) and squarely blamed the NSCN by giving shocking and unwarranted statements”. The NSCN-IM said that it does not consider the Framework Agreement contentious and there is no ambiguity about it. The NSCN-IM further said that it “recognizes that it is a broad framework whereby a foundation was laid towards resolving the decade’s old Indo-Naga conflict through mutual respect of each other’s history and sharing of sovereignty or sovereign powers between the two entities”. The NSCN-IM also said that it is firm in its commitment to resolve the decade’s old Indo-Naga issue based on the Framework Agreement. The NSCN-IM then stated that the Framework Agreement “recognizes that the Naga issue is political and therefore implying that it is not the internal law and order issue of India”. It reaffirmed and recognized their “Unique history and situation” which entails that Nagas were never a part of India either by conquest or by consent. According to the NSCN-IM, in 2010 the first ever comprehensive official response proposal from the GoI was submitted to the NSCN-IM during the time of RS. The proposal of the Government of India significantly included a political solution based on “Shared Sovereignty” and also amongst others included the establishment of “a statutory Pan Naga Supra state body” to represent Naga identity and their interest and which will cover Nagas, wherever they are, and separate fund. His proposal also included the necessity of respect for the integration of Naga areas. During the period of the present Representative of the Government of India it was finalized that in appreciation of the unique History and situation of the Nagas the GoI agreed that the statutory Pan Naga Hoho (PNH) shall be part of the political agreement and recognised that integration of all Naga areas as the “legitimate rights” of the Naga people. Pan Naga Hoho shall be statutory body, represented by Nagas, wherever they are, from respective tribes or regions democratically, according to NSCN-IM. Earlier RN Ravi had accused NSCN-IM of making “new and mischievous interpretation” of the already agreed positions.

GK Iangrai, Assistant Inspector General (IG) of Police stated that “We have registered a case based on the statement of the HNLC on March 1. The statement has created fear psychosis. We are investigating and will proceed as per law,”. The IG also added that situation is normal and under close watch. The administration relaxed curfew in many parts of Shillong including the Police Bazar area. Curfew has also been relaxed for ten hours in the tourist town of Sohra and six hours in Shella, adds Outlook on March 6. Three people including two non-tribals died in violence which started in the largely non-tribal Bazar town of Ichamati close to the Indo-Bangladesh border where clashes broke out between the local non-tribals and the Khasi Students Union activists (KSU). More than a dozen non-tribals were assaulted in different parts of the Khasi Hills including ten who were stabbed in Bara Bazar in East Khalsi Hills District of Meghalaya.

Out of these, 300 families don’t have any document to prove their bona fide. Deb agreed not to keep the Brus scattered because then there would be a problem for the state government.” The Telegraph adds that MBDPF General Secretary also added that “The Mizo people and the Nagarik Suraksha Mancha (NSM) are also not happy. They have organised so many agitations here demanding not to settle us in the subdivision. Security sources stated that facing hard time, the ULFA(I) is desperately trying to boost its coffers as no militant outfit can survive without steady flow of funds. Sources said that the ULFA(I) has targeted the tea gardens and stone quarries of upper Assam districts and according to information available, some are making payments without informing the police. However, the flow of funds has been restricted and the ULFA-I is forced to negotiate over the demanded sum. ULFA-I, instead of sending its cadre to collect money have been using sympathisers and middlemen to collect money. Security sources added that “As squeezing the fund flow is the best way to check militancy, the police and security forces are trying to apprehend the middlemen and sympathizers who are involved in collection of funds on behalf of militants.” Sources also added that only a few youths from upper Assam districts have joined the outfit, which no longer has a support base in other parts of Assam.

After the encounter an AK81 rifle with magazine and ammunition two smooth bore rifles, three pistols and other incriminating documents were recovered from the incident area. The Northeast Today adds that the South Garo Hills Superintendent of Police (SP) Preangshu Pandey when asked about Drishti Rajkhowa’s presence stated that it was confirmed information that Rajhkowa was moving together with six to seven militants. He stated in Lok Sabha (Lower House of Indian Parliament), “Ten inmates of the six detention centres in Assam, where declared foreigners/ convicted foreigners are kept, died in different hospitals from 1st March, 2019 to 29th February, 2020”.The Minister also said that there were six detention centres in Assam, having a total capacity of 3,331 people (Tezpur 797, Silchar 479, Dibrugarh 680, Jorhat 670, Kokrajhar 335 and Goalpara 370). He also added that “A detention centre at Matia in Goalpara District with a capacity of 3,000 is under construction.” He also said that there was no National Register of Citizens (NRC) detention camp/centre is Assam. Earlier on March 11, Minister of State for Home Affairs, Nityanand Rai had stated that there were 802 persons in the detention centres of Assam on March 6, down from 1,043 inmates in November, adds The Telegraph. This decline is being attributed by those in the know to the Supreme Court order last May for conditional release of those who have spent more than three years in the centres. The NRC authorities have put on hold its decision to issue rejection certificates to the 1.9 Million people because of Corona virus epidemic, reports The Telegraph. Sources said the NRC authorities here have got the names of these people from the deputy commissioners who had been asked a few weeks ago to check whether declared foreigners, D-voters or people with cases pending in foreigners’ tribunals have got into the final NRC.

Local Administration Department (LAD) Secretary, Rodney Ralte, stated that an exercise is being carried since early February, 2020 under the joint initiative of Mizoram Home Department and LAD to detect foreigners, reports East Mojo. The Secretary also added that that there are about 19 unauthorised villages in four Mizoram Districts -- Lunglei, Champhai, Mamit and Serchhip -- suspectedly established by Bangladeshi immigrants. Majority of the illegal villages are located in south Mizoram’s Lunglei District, three in Champhai District, two in Mamit District and another one in Serchhip District. He said that the unauthorised villages are inhabited mostly by the Chakmas and Bru communities. He also ruled out allegation that the government is taking up National Register of Citizens (NRC)-like exercise. The massive drive is being carried out alongside the to identify unauthorised villages across the state. This comes at a time when a household register bill to identify between genuine residents and foreigners is pending with the Centre for approval.

The resolution stated, “The CAA applies to areas in the State not covered under the Sixth Schedule, that is, the municipality of Shillong as defined in Para 20 of the Sixth Schedule, and hence, additional measures are required to protect and safeguard the interests of the tribal population of the State. ” The CAA has come into force on December 12, 2019 and the Act provides that it ‘shall not apply to the tribal areas of Assam, Meghalaya, Mizoram or Tripura as included in the Sixth Schedule’.

On March 21, The Naga Students’ Federation (NSF) appealed to different Naga Political groups to forge a united front, with regards to ongoing naga peace talks, reports Eastern Mirror. NSF stated that “the palpable differences in ideology and approach between the groups have been doing the Naga society much harm than good despite all that they’ve achieved on different negotiating tables. It is the collective aspiration of the Naga youth and student community, for both the negotiating groups to shed their differences and come on a common platform, to find the best possible path and solution for the Nagas in the present political circumstances, without losing the unique political history of the Nagas for a lasting peace in the region.” It also appealed to the Government of India to conclude the negotiations. It stated that GoI should change its approach based on its true merit and create a bonhomie environment to facilitate the process for early solution based on whatever has been agreed, as any reversion would only delay the process.

Security Forces (SFs) have arrested an active cadre of the National Socialist Council of Nagaland – Khaplang (NSCN-K) from Manmao in Changlang District of Arunachal Pradesh on March 21, reports The Assam Tribune. The arrested cadre has been identified as self-styled 'sergeant' Moshang Thampang. Based on specific inputs about the presence of militants at Phinbiro-I village under Manmao circle, a joint operation was launched by Manmao Police and 9th Rajputana Rifles on the intervening night of March 20-21, during which, Thampang was arrested by the joint team from a jhum field at Phinbiro-I village in Changlang. During interrogation, he admitted that he had come for extortion in the area. The Police recovered some cash and extortion notes from his possession.

Meghalaya Police on March 25 stated that it had arrested four people from unspecified location in connection the killing of one Khasi Students’ Union (KSU) member on February 28 at Ichamati in East Khasi Hills District, reports Northeast Now. The four arrested people were identified as Birendro Debnath alias Babul, Suman Dutta, Babla Acharya and Ponil Das. LurshaiHynniewta, a KSU member was critically injured in the clash at Ichamati, and later succumbed to his injuries. So far 12 people have been arrested in connection with the killing of KSU member identified as LurshaiHynniewta. The incident had sparked off ethnic clash in the state which led to imposition of curfew and death of three people. Nagaland Post adds that the clash had occurred after an anti-Citizenship Amendment Act (CAA) and demand to implement Inner Line Permit rally at Ichamati organised by KSU and Federation of Khasi, Jaintia and Garo People’s (FKJGP)

National Investigation Agency (NIA) on March 31 filed a supplementary charge sheet in the killing of a Member of Legislative Assembly (MLA) in May 2019, reports Eastern Mirror. The agency filed its supplementary charge sheet against accused Ellie Ketok before a special NIA court in Yupia in Papum Pare District of Arunachal Pradesh. NIA stated that agency has already charge-sheeted four accused –LuckinMashangva, Jai Kishan Sharma, YangteJosaham and NapongJenpi on January 27, 2020. NIA has found that members of the NSCN-IM had allegedly conspired to kill the MLA and others due to his opposition to extortion activities. The NSCN-IM members had on an earlier occasion threatened the MLA and his supporters for their opposition to criminal activities of the group.

NSCN-IM stated that Framework Agreement is based on the recognized unique history and sovereignty of Nagas and co-existence of the two entities of being sovereign, recognised by the (GoI). Northeast Now adds that Quoting the agreement, the NSCN-IM said, “Both sides have understood each other’s respective positions and are cognizant of the universal principle that in a democracy sovereignty lies with the people. The sovereignty of the Nagas lies with the Naga people and the sovereignty of India lies with the Indian people. The Framework Agreement is principle based.”
