On May 1, the general secretary of the State unit of the Bharatiya Janata Party (BJP), Jayanta Dutta and four others were killed and nine others injured by terrorists of the United Liberation Front of Asom (ULFA) in two separate attacks. Dutta was also the candidate for Dibrugarh constituency in the forthcoming State Legislative Assembly elections. In the first incident, Dutta was shot at by hiding ULFA terrorists as he entered his election office in Dibrugarh town. Also killed in the attack were the Dibrugarh the district BJP secretary and another party worker. Nine others were injured.

In a statement issued in Bangkok, on May 23, Padmanabhaiah said, "The two sides discussed threadbare all issues but reached no conclusion.’ He added, "there are operational issues involved in extending the cease-fire which are creating problems".
