Tripura has accused that Mizoram allowed the proscribed National Liberation Front of Tripura (NLFT) to set up camps there while Mizoram has alleged that Tripura was supporting the Bru National Liberation Front (BNLF). Mizoram Chief Minister Zoramthanga, however said, "Mizoram Government will not allow the NLFT or any militant organization to use its territory for insurgency." He added, "Even if the NLFT cadres cross over to Mizoram, it will be temporary."

A report on May 2 has indicated that differences have cropped up amongst the top leadership of the National Democratic Front of Bodoland (NDFB), a terrorist outfit operating in parts of Assam. Police in Kolkata, West Bengal, are attributing the arrest of two top NDFB leaders from a city hotel on April 30 to the information provided by the NDFB chairman Ranjan Daimary himself. Police arrested Sunil Brahma alias B Simang, NDFB ‘spokesperson’ and another top ranking leader Indra Mohan Basumatary alias B Buthang. The report also said that the NDFB ‘publicity secretary’ B Erakdao was also present in the city at the time of their arrest, but he escaped after being warned of police action reportedly by Ranjan Daimary.

According to a media report, two National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) cadres were killed in an internecine clash with the Achik National Volunteer Council (ANVC) terrorists on unspecified date in the West Khasi Hills district of Meghalaya. The clash reportedly occurred following a dispute over the distribution of extorted money near the Thri River area. The three ANVC cadres, including an ‘area commander’ allegedly involved in the killing later surrendered before the police with two AK 47 rifles with six magazines, approximately 180 rounds of ammunition and four grenades at Sonapathar in the same district on April 29.

Manipur Chief Minister Okram Ibobi Singh on May 2 warned Government officials and private contractors that the Government would take firm action against them if they were found guilty of having a nexus with terrorists. Speaking at a public function in Imphal East district, he also said that "disturbance" by terrorist organisations had impeded development activities in the State and also created a wrong image of the State before the Union Government. He said, "Any official or contractor found having links with militants or any official found misusing funds in the name of militant organisations would be punished. Any official found to have succumbed to pressures from militants would also be punished. A circular has been issued to all the departments in this regard". He further said, "The government doesn’t want to kill militants. But if disturbance in development work and kidnapping for ransom continues, the government will use every means available to check such activities. Such measures may lead to unwanted happenings. Hence I appeal to militants not to disturb development activities." Singh also appealed to the abductors to set free three Government officials abducted allegedly by an unidentified Kuki outfit on April 26.

Reports said the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on May 2 threatened to "reconsider" its truce agreement with the Union Government if the security forces (SFs) continue conducting raids on its camps in Nagaland and arresting its cadres. The warning came following the arrest of three cadres during a raid in Dimapur on May 1. SFs also seized four pistols with magazines, seven magazines of 303 light-machine guns, 19 rounds of M-20 ammunition, 14 rounds of assorted ammunition, two fake vehicle registration plates, a large quantity of illegal communication equipment and incriminating documents from the camp. NSCN-IM deputy kilo kilonser (‘home minister’) V. Horam reportedly said, "The peace process is a joint venture and if one party is not responding to the agreement, we have to reconsider the arrangement. After all, we cannot go on tolerating the humiliation and harassment."

The outfit alleged, "In Northeast region India has been administering this policy of ‘divide and destroy’ inside the every possible ethnic gap turning it nearly to a green-Afghanistan at the tail of Eastern Himalaya." The outfit has also alleged that the Government does not want to resolve the conflict. It said, "India’s sole motive of peace offers are not meant to resolute the conflict but to contain the armed resistance at a desired level. It is already proved in the last six years." Further, the outfit conceded that interests of various (insurgent) groups might clash and that various groups in the region should not attempt to solve the issues separately. It said, "Henceforth, nobody should dream to solve any specific national problem without the support of contiguous fraternal nations…" Besides, the outfit also warned the Government not to adopt the Mizo model to tackle the demands made by it. But, the outfit would not give up its preconditions, he added. ULFA has been insisting on the three conditions for talks — a foreign country as venue, inclusion of the issue of "Assam sovereignty" on the agenda and the presence of a United Nations representative. He reportedly also said, "Peace talks between the ULFA and the Government of India can take place on the lines of the dialogue with the NSCN-IM (National Socialist Council of Nagaland- Isak Muivah). New Delhi is talking to the NSCN-IM because the rebel group has influence in five states, and not talking to the ULFA as it has influence in only one State." A media report quoting State Home Department sources has indicated that outlawed terrorist groups of Tripura have intensified violence, which has shown a sharp rise in the State compared to the past two years. Sources said that terrorism-related incidents have led to the death of 123 civilians after the Manik Sarkar-led fifth Left Front Government assumed office for the second time in February 2003. According to official statistics, 123 civilians were killed in Tripura during the first five months of this year, which were only 65 during the corresponding period in year 2002 and 144 during the whole of 2002. The current year has also witnessed three major massacres in which 38 persons have been killed. Incidents of abductions have also increased in a similar proportion. 86 persons were abducted during the first five months of this year, which were only 56 during the corresponding period last year and 201 during the whole of 2002. The number of terrorist incidents also increased similarly. The first five months of the current year have registered 166 incidents, which were only 85 during the corresponding period last year, and 201 during the whole of 2002. Furthermore, the report added that despite repeated calls, none of the terrorist outfits have shown any interest to come for negotiations with the State or the Central Government.

Media reports said that suspected Hmar People’s Convention-Democratic (HPC-D) terrorists attacked a village of the Dimasa tribes, Longreng under Haflong police station limits in Assam’s North Cachar Hills district, and killed at least two of them on May 31. Ten tribal dwellings were set ablaze by the terrorists who escaped after the incident. Reports added that approximately 12 more tribals were missing after the attack. While more security force personnel have been sent to the region, curfew was imposed in Haflong.
