Quoting Meghalaya Police sources, Assam Tribune reported that militants of the banned Hynniewtrep National Liberation Council (HNLC), who surrendered before the Security Forces without depositing any arms and ammunition, were being offered the Government’s rehabilitation package. An unnamed Meghalaya Police official said the Government has laid down guidelines that only in exceptional and deserving cases militants who surrender without arms and ammunition may be considered for rehabilitation under the Government package. However, most of the recent surenderees who did not deposit arms and ammunition, the official maintained, were far from “exceptional and deserving” cases, but provided with the rehabilitation package. Only the outfit’s chairman Julius K. Dorphang, who surrendered with four of his bodyguards in July 2007 without arms or ammunition, was an “exceptional case”, the Police official said. The militants who surrender with at least one weapon are shifted to a transit camp and given counselling and later training on a vocation with a monthly stipend of INR 2,000 and daily perks of INR 50 as part of the rehabilitation. After three months, the surrendered activists are released and given INR 150000 in three installments over a period of six months for self-rehabilitation and joining the mainstream. “The Government policy is okay, but the militants are trying to take the money and many go back to their old ways indulging in extortion and intimidation,” the Police official added. Apart from the rehabilitation package, the Government had laid down monetary incentives for laying down arms and ammunition during surrender. Deposit of a rocket launcher fetches a militant INR 25,000, while an AK-assault rifle INR 15,000. The other incentives include INR 10,000 for a deposited carbine or SLR, INR 5,000 for a stengun and long-range wireless set. INR 3,000 each would be given for laying down .303 rifle, pistol, revolver or any other service weapon, remote control device and improvised explosive device. INR 1,000 for a rocket, short-range wireless set, explosive material and INR 500 for each grenade deposited are the other Government incentives.

According to Assam Tribune, one militant belonging to the ‘709th battalion’ of the United Liberation Front of Asom (ULFA), identified as Bubul Ali alias Bubuli, was assaulted by people at Madhupur village under Belsor Police station in Nalbari District in the night of May 3, when he came to the residence of one Dildar Hussain, an employee of the veterinary department, to collect extortion money as demanded earlier. The other militant waiting on the road managed to escape. Later, the public handed over the militant to the Police in a critical condition. The Police later recovered a Chinese pistol, a magazine, a hand grenade and some incriminating documents. Bubul Ali was earlier arrested by Security Forces (SFs) at Tura in Meghalaya in 2006. After coming out of jail, Bubul had rejoined the outfit.

Besides launching a strong military offensive against the BW, the Government is backing a splinter group of the outfit, led by James Dimasa, in a bid to split and neutralise the group. The splinter group, formed a few months ago, has 60 armed cadres and is in touch with several members of the BW. Leaders of the James group were in constant touch with senior security officials of the district to devise ways of tackling the BW. The government hopes that its strategy will bear fruit in a month or two as it is getting feelers from the ground that BW leaders are "worried" by the dual threat. "They are even expressing willingness to come for negotiations. We are trying to find out whether such feelers are just a ploy to scale down our offensive against it," a senior police official said.

Two slain SF personnel were identified as Rajesh Kumar of the CRPF and Lakhi Prasad Deuri of Assam Police. “We have found evidence of the involvement of Naga militants in the ambush,” a senior Police official in Karbi Anglong said. High-powered explosives, concealed in two cooking gas cylinders, were recovered from their possession. Pentaerythritol Tetranitrate was recovered from inside the cylinders. The report adds that a shutdown had also been witnessed on May 1 after the militant outfit demanded INR one million from each stockist. However, Police broke down the locks and forced open the chemist shops next day. Subsequently, the militant group decreased the ransom amount to 500000. Members of the Manipur Chemist and Druggists Association congregated at Keishampat Junction on May 7 appealing to the militant group to withdraw the demand. The militant group further reduced the ransom amount and asked chemist shops to pay 300000, resulting in the shutdown on May 13. Wholesalers and retailers of the business also reportedly joined in the shutdown.

On May 18, the Police sources revealed that Karbi Longri North Cachar Hills Liberation Front (KLNLF) chairman Pradeep Terong alias Pongbi Dilli, who was arrested from Lumpyngngad in Meghalaya on April 13, had planned to form a group on the lines of United Liberation Front of Asom (ULFA)-constituted People's Consultative Group (PCG) comprising Karbi literary, religious and other influential persons, Shillong Times reported. According to the Inspector General of Police (Law and Order) B. L. Buam, Dili visited Shillong in Meghalaya to form an over ground body of the outfit with religious leaders, students and literalists and that he had already held a meeting with some people on the matter. The rebel leader considered Shillong as a safe place to organise such a meeting as the religious leaders, students and literalists concerned were not ready to meet in Karbi Anglong or North Cachar Hills fearing Police action. "We are investigating the matter. Security Forces (SFs) shot dead six NDFB militants in a jungle under Dokmoka outpost of Howraghat Police Station in the Karbi Anglong District in the early morning, added Telegraph which put the death toll in both the incidents at 10. Police sources said the militants taking shelter in a transit camp inside a deep jungle near Donghaf opened fire as the SFs advanced towards the militant camp. The exchange of fire continued for more than three hours during which two militants managed to escape while the other six died on the spot. However, none of the slain militants were identified. Three 9-mm pistols, two 9-mm revolvers, two grenades and a hand-made carbine, a magazine, 23 live rounds of ammunition, 12 gelatine sticks, 150 metre fuse wire and 143 detonators were recovered from the encounter site.

He had joined the HNLC in 2002. He crossed over to Indian territory from Bangladesh after deserting the outfit's camp at Arisuma in Chittagong Hill Tracts (CHT) area a few days ago. Phikerlang's primary job was to ride a boat, a three-hour journey, carrying food items, including rice and vegetables, to the HNLC camp from Borkhaghat market. Phikerlang said he decided to surrender after being fed up with the hardship he had to endure in the HNLC camp in CHT. He said he had stayed with HNLC leader Hep Khoit and his wife in the camp, adding that about 50 HNLC militants were still living in the camp at Arisuma under the command of one Kambes. He, however, said there were only two weapons, one AK47 and the other AK 46, in the camp. Meanwhile, Superintendent of Police of East Khasi Hills District, Claudia A. Lyngwa, said other militant groups, including the National Liberation Front of Tripura (NLFT), Kanglei Yawol Kanna Lup (KYKL) and National Democratic Front of Bodoland (NDFB), had set up base in CHT area and was providing arms training to the HNLC militants.

The IFJ report also put on record that 17 journalists, including Parag Kumar Das, Executive Editor of Asomiya Pratidin, were killed in Assam since 1991. The report also referred to the situation in Manipur and said journalists work under “totally unsafe” conditions in the State which has about 35 armed insurgent groups. “Security of journalists in Manipur, which has an estimated 35 insurgent groups in a population of three million, has always been a cause of concern,” the report said.

A locally-made pistol, reportedly thrown away by the wounded NSCN-IM cadre, along with seven live rounds was recovered from the incident site. A vehicle belonging to a “town commander” of the NSCN-K was also recovered. Meanwhile, condemning the incident, the NSCN-K said it was an “assassination attempt” on its “town commander” by “IM gang” in which one of the assassins was shot in retaliation by its cadre. The outfit said NSCN-IM rivals had first held the bodyguard of its “town commander” at gunpoint near Plaza Bakery and using him a human shield, fired on the "town commander” who took “evasive action.” It said the bodyguard managed to free himself and escaped taking advantage of the “chaotic moment”. The NSCN-K accused the rival faction of “terrorizing” the Naga people by creating situations but reiterated that despite such “obstacles and hurdles” it would continue to co-operate with Hohos (apex tribal council) and civil society groups to bring reconciliation and unity among the Naga people.

Police claimed that on the eve of ULFA’s protest day (May 30), the militants were on an extortion drive in Kamrup, including Guwahati city. They arrived at Baihata Chariali to meet one bomb-expert, the report added.

A former People's Liberation Army (PLA) cadre, Khagembam Mahesh alias Rishikesh, was shot dead by the Assam Rifles personnel near Waithou along the India-Myanmar road under Lilong Police Station in Thoubal District on May 31, reports Imphal Free Press. His accomplice, however, managed to escape from the incident site. The report adds that Khagembam opened fire on the Assam Rifles personnel when they asked his accomplice who was riding a motorcycle to stop. Khagembam was the pillion rider of his accomplice and he was killed in the retaliatory firing of the Assam Rifles personnel. Khagembam’s family members said he had joined the PLA ten years ago and later deserted the outfit on medical grounds. They further said he left his home since the Assam Rifles was trying to arrest him.

Police arrested the Chief Executive Member (CEM) of the North Cachar Hills Autonomous Council, Mohit Hojai, for allegedly giving INR 10 million to two persons for purchasing arms for a militant outfit, reports Telegraph. R.H. Khan, a liaison official of the District council and a former deputy director in the social welfare department, was also arrested along with Hojai from Halflong in North Cachar Hills District. Sources said Hojai had been kept at an undisclosed location and would be interrogated in connection with the recent recovery of INR 10 million from Brojen Hojai and Babul Kemprai, who were arrested from the Assam-Meghalaya border on April 2. Apart from the cash, two small weapons and stationery of the Black Widow (BW) outfit were also recovered from their possession. The duo alleged that Mohit Hojai had given them the money to purchase weapons for the BW from an international arms dealer. Mohit Hojai had gone underground for over two months after the incident, but surfaced in Haflong town last month and took charge of the council. A Police team from Guwahati went to Haflong and arrested Hojai. Sources said Hojai had paid the amount to the BW as “protection money”.

The ULFA commander-in-chief Paresh Baruah, who has been hiding in Bangladesh for many years now, is reported to be in China for about a month now, intelligence agencies have indicated. Government sources told Indian Express that Indian intelligence agencies have been able to intercept Baruah’s mobile phone and satellite phone conversations from China and are also aware of his precise location in that country. Though there is no clarity on the reason for his visit, sources said Baruah might have travelled to China in the hope of procuring some arms. His China visit comes at a time when the Awami League Government under Sheikh Hasina has initiated a crackdown on the ULFA and other Indian insurgent groups who have taken shelter in that country.
