Shillong Times reports that a close associate of Garo National Liberation Army (GNLA) top leaders, Champion R Sangma and Sohan D Shira, identified as Arbenus Marak (25), was arrested by the Border Security Force (BSF) from Bhawal Bazar at Dangar in East Khasi Hills District on May 1. According to BSF, Marak had gone there to extort money from local businessmen. Marak, who underwent six months training at Barapara Jungle area of Tura where he learnt handling of weapons like AK series and explosives, is also involved in other illegal activities, the BSF added.

Reports said that the process to identify sites for setting up designated camps for the members of ULFA-PTF has started and no member of the outfit will be allowed to keep weapons during the process of talks. Talking to Assam Tribune, Additional Director General of Police (Special Branch), Khagen Sarma said that the ULFA-PTF has given a list of around 400 cadres and the process of setting up the designated camps would start immediately after selection of the sites. He said that seven to nine designated camps would be established for the members of the ULFA-PTF. Sarma said that as per the accepted principle of the Government, the ULFA-PTF would have to deposit their weapons. However, the modalities in this regard are yet to be finalized.

They are identified as one Laimayum Rahichandra alias Tachou alias Tamo alias Thoibi (43), Guruaribam Brajamani alias Inao (33) and a woman cadre, Salam Sapam Gita alias Ebemma (30). It is revealed that Rabichandra prepared all the demand letters for the outfit with the signature of the ‘publicity secretary’ Yaiphaba and he was also instructed to launch an attack at the Airtel towers in the District (Imphal West). Two .32 pistols along with 2 magazines with four live ammunitions, 17 filled demand letters and eight blank demand letters, three lime seals, one round seal and three mobile hand sets were recovered from their possession.

According to Intelligence sources, around 80 cadres of the outfit are currently camping in the District.Chief minister Neiphiu Rio, who is campaigning in Mokokchung for the past four days, has urged the cadres to stay away from the polls or face the wrath of the security forces. “They should never get involved in the elections. This is not their game,” Rio said. The associate press secretary of Naga People’s Front (NPF), the main constituent of the ruling Democratic Alliance of Nagaland (DAN), Shilumar Ao, said the government would provide full proof security to ensure free and fair poll. “People should not be afraid of threats and intimidation,” he said. Even though there were reports of movement of cadres of National Socialist Council of Nagaland- Khaplang (NSCN-K) near the constituency, the outfit has said it would not get involved with the polls. The NSCN-IM meanwhile, has been accusing the Khaplang group of being pro-Jamir and anti-Naga. Former Chief Minister S.C. Jamir is contesting the by-election against NPF candidate Toshipokba Longkumer. Security sources that the elusive ULFA leader is in Myanmar and he is trying to revive the outfit with fresh recruitments. Sources said that Baruah and his close aides are reportedly staying in Taga area of Myanmar and from the bases in that area; he can easily proceed to China whenever required. Security sources further stated that according to information available, at least 150 cadres of the ULFA are still with Baruah in the camps of the outfit in Myanmar, while, a few of them are in Assam. Though the ULFA does not have any camp in Bangladesh, a few elements of the outfit are still staying in hideouts in Bangladesh. Baruah not only tried to revive the outfit by dismantling the existing battalions, but there are also reports of fresh recruitments. Sources said that there were specific reports of a few batches of new recruits taken to Myanmar for training from the Districts of Dibrugarh and Tinsukia, while, the intelligence agencies also came across reports of Baruah procuring weapons from China in recent times to strengthen the armoury of the outfit.

The ‘commander’ of the 709th battalion Hira Saraniya invited the surrendered militants for a meeting at the temporary base at Helacha for their cooperation in the peace talks with the Central Government. The deputy ‘commandar-in-chief’ of the outfit Raju Baruah and ‘Foreign Secretary’ Sasha Chaudhury called upon the former colleagues to extend their full cooperation to the outfit. The former militants from Nalbari and Baksa Districts attended the meeting. While addressing on behalf of the surrendered militants Bikash Dutta, Jitu Talukdar and Mrigen Haloi assured the leadership to extend support to peace talks. Sources further said that the ULFA leadership exchanged their views towards the surrendered militants only in the interest of the common public. The Chief Minister, who had a meeting with officials of law enforcement agencies and representatives from construction companies at Ambassa in Dhalai District, asked the BSF to ensure speedy completion of fencing work along the border. Times of Assam reports that the five leaders of the top brass of the United Liberation Front of Asom (ULFA), namely Major Bening Rabha, Major Ashanta Baghphukan, Major Jeeban Moran (Senior), Lt Nilu Chakravarty, 2nd Lt Sarat Sarania alias Abhijit Deka along with few others who were missing since the Operation All-Clear by joint operation of Indian & Bhutan Royal Army in Bhutan in 2003 are in secret custody of Bhutan Government. The exact location of these ULFA men is not known yet but in most likelihood they are kept together in the same location. Evidence was found that this news is known to the top section of ULFA and that the outfit never declared this knowledge to the public for the fear that Bhutan might kill the leaders secretly to wash off their hands from allegations. It was learnt that the ULFA is aware of this and tried to contact the Government of Bhutan for this in the past. ULFA’s Commander of the dreaded 709 Battalion, Heera Sarania sent an email to the King of Bhutan as well as to some of the Bhutanese ministers in January 2008 asking them to release the leaders. However there was no positive response to this from Bhutan authorities.

The UNLF consider plebiscite as the most favoured means to bring an end to the conflict in Manipur but the outfit does not fix plebiscite as the only means to bring solution to the India-Manipur conflict, Meghen said adding the outfit is not against any other means formulated by other organisations. However, such other means should be acceptable to the people and workable, Meghen asserted.

Talking to the Assam Tribune, Rajkhowa said that the people of Assam have the right to know what the ULFA would demand for political solution of the conflicts. Ten militants belonging to different outfits surrendered before Security Forces (SFs) in a formal surrender ceremony held at Inspector General Assam Rifles-South IGAR (S) complex, at Mantripukhri in Imphal West District, reports Sangai Express. The 10 militants who surrendered with arms and ammunition, include one each from the banned outfits United National Liberation Front (UNLF), People's Liberation Army (PLA), People's Revolutionary Party of Kangleipak (PREPAK), two of Kangleipak Communist Party (KCP) and five militants from United Naga People's Council (UNPC). The arrestees were identified as Ningthemo alias Inao Khomjinba alias Kaijadaba surrendered one Lethode and one Lethode ammunition, Ningthoukhongjam Ibotomba alias Konthou (18) surrendered one M-16 with one magazine and 20 live rounds, Thangboi alias Roben alias Timothy (27) surrendered one Ak-56 with magazine and 30 live rounds, BL Arjun alias Sachingba (26) surrendered one AK-56 with one magazine and 30 live rounds, BL Sangak alias Sachui (19) surrendered one M-22 with one magazine and 30 live rounds, Samphangni alias Achan surrendered one AK-47 with one magazine and 15 live rounds, Ningreisem alias Thangrei surrendered one pistol with one magazine and five live rounds, Wisdom alias Sauthang surrendered one Radio set Kenwood, Sumarjit Meitei alias Apike surrendered one AK-47 with magazine and 10 live rounds and Angom Nanao alias Pishak surrendered one 9 mm pistol with 9 live rounds.
