The explosion took place at around 6pm when two suspected to be Garo National Liberation Army (GNLA) cadres lobbed two grenades at the market place, Police said. In another instance of militants of north-eastern outfits taking shelter in the national capital, Delhi and conducting illegal activities, the special cell has arrested a top cadre of Manipur based militant outfit belonging to Vice Chairman group People’s Revolutionary Party of Kangleipak (PREPAK-VC). The militant, identified as Wahengbam Nanao was involved in several attacks and extortion activities in the region, sources said. "We got a tip-off regarding his movements in the city and we nabbed him. Nanao was living with a false name," said a source. Wahengbam Nanao was reportedly arrested by Imphal police in 2009 also. Earlier, Police had mistaken him as the famous Nanao Singh, a member of United National Liberation Front (UNLF), who was also in the wanted list of National Investigation Agency (NIA). According to sources, Nanao was staying in Gandhi Vihar area of North Delhi for the past one year and he would make extortion calls to businessmen and individuals in the northeastern States. After Nanao's arrest, city Police informed the Manipur Police and he was taken away. Several documents have been seized from him. "PREPAK and many other northeastern militant groups like UNLF operate in a similar way — their members settle in the capital, make extortion calls and get the money transferred in their bank accounts," said a source.

On May 3, bilateral ceasefire agreement between National Socialist Council of Nagaland–Khaplang (NCSN-K) and the Government of India (GoI) was extended for another year, five days after it last expired on April 28. Member of ceasefire monitoring group (CFMG) and kilonser (minister) H. Vusshe said that both sides (GoI and NSCN-K) came to this agreement after hectic parleys over certain “pressing” and “pertinent” issues related to the implementation of ceasefire ground rules were agreed upon. Vusshe, however, denied the delay of extension to the ceasefire on April 28 with issues relating to his organisation’s bilateral ceasefire agreement with the Government of Myanmar. He said that the GoI representatives had put up some queries on this issue which was “clearly” spelled across and clarified by the NSCN-K.

An independent investigation conducted by The Sangai Express revealed that the former militant cadres are housed in Army/AR units to which they surrendered rather than housing them in rehabilitation camps or enabling them to earn their own livelihood. Notably, around 300 cadres of different UG outfits have surrendered to Army and Assam Rifles between September 2011 and April 2012.

"Earlier, the Centre had refused to believe us. Now they know that Assam is also affected by the Maoist menace. Given the fast manner in which it is spreading across the Northeast, I need the support of our neighboring States to control the Maoist movement now," the Chief Minister said.

On the issue of law and order problems in Tirap and Changlang Districts that shares a border with Nagaland and Myanmar, UHM said that steps had already been initiated to upgrade police infrastructure and recruit more police personnel. He added that more Central Reserve Police Forces (CRPF) personnel were being deployed to maintain the law and order in the two Districts. “A total of 1,526 policemen have been newly recruited in the state and they will start training from July this year. About 400 police personnel have been promoted and the process is on to recruit more personnel. Similarly, other steps for modernization of the police force are also on,” he said. On factional fighting among the Nationalist Socialist Council of Nagaland (NSCN) factions in Tirap and Changlang Districts, Chidambaram said the State Government and Police had been instructed to take firm action against the Khaplang faction of NSCN (NSCN-K) and Isak-Muivah faction of NSCN (NSCN-I-M) if they were found violating the law within State’s boundaries, as the State had no ceasefire agreement with the NSCN factions.

NLFT militants in the State might increase their activity on the run up to the next Assembly elections, slated tentatively for February 2013. The news report states that NLFT militants had abducted 32 indigenous people, mostly farmers, at gunpoint from remote areas under Raisyabari and Damcherra Police Stations. While 24 of them returned home safely, the remaining eight reportedly died in rebel custody. The News report quoting a source from the Special Branch (intelligence wing) of State Police said the outfit had always stepped up activities in the run-up to Assembly polls since 1983 and the current year “should be no exception”. “They have become weak over the past nine years and cannot do much to disrupt the polls. Given a chance, they may even surrender. What they want is political concession as given earlier to Tripura National Volunteers (TNV) in 1988, but the Left Front will never give any such thing to the rebels,” the source said. The source further said that Tripura State Rifles camps were still in place in strategic areas to prevent movement of militants within the state from bordering areas and these camps would be further strengthened.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) accused the NSCN-Khole-Kitovi of “attempting to sabotage” its 14 years of negotiations with the Government of India (GoI) by seeking “political settlement within the boundary of the so-called Nagaland state”, the NSCN-Khole-Kitovi on May 15 responded to clarify “certain misgivings” from NSCN-IM. In a statement, Alezo Venuh, leader of NSCN-Khole-Kitovi pointed out that since the formation of the Forum for Naga Reconciliation (FNR) in 2008, NSCN-Khole-Kitovi was “very vocal” that a meaningful reconciliation among Nagas would not be forthcoming as long as NSCN-IM leadership “believed in having reconciliation process and political negotiations running parallel to each other.” Asserting that reconciliation process included all sections of Nagas, Venuh asserted that one could not say the same about the negotiations between GoI and NSCN-IM “because Nagas are still in the dark about the core demands and the progress or lack of it.” Affirming its position on the question of the word “Nagaland”, he said the word “Nagaland” encompassed “all Naga lands” irrespective of national or international boundary demarcations.

Meghalaya Chief Minister Mukul Sangma made it clear that his Government would not hold any dialogue with the proscribed Garo National Liberation Army (GNLA) The Sentinel on May 16 reported. The Chief Minister said, “After the people’s defiance, the government’s decision not to succumb to their pressure tactics has become more pronounced.” Speaking about the hardship encountered by the people of Garo Hills due to the 144-hour GNLA sponsored bandh (shut down) in the first week of this month, Sangma stated, “Our government cannot turn a blind eye to the sufferings of the people created by such groups. The government will not go for any dialogue with the GNLA because we have seen militancy is more of an industry in the State.” He substantiated his points by illustrating the emergence of multiple militant outfits in Garo Hills after the suspension of the ceasefire between the Government and the Achik National Volunteer Council (ANVC). Even as he spoke about the multi-pronged approach to bring about development and “to stop the youths from being lured by the fantasy of militancy”, he asserted that the fight against militancy will carry on through police operations and other developmental works.

However, Meghalaya Police have allayed the fears, saying there are no reports of presence of Maoists here. There were reports in the past that considering the poverty in West Khasi Hills and other border districts, Maoists could make their presence felt by taking up the people’s cause. “We don’t have any Maoist activity here and there are no reports of any intrusion. However, we are keeping a close watch to prevent their entry,” Meghalaya Director General of Police (DGP) N. Ramachandran said.

According to an official statement, there are about 39 Hmar families which came to Mizoram as victims of an ethnic clash in Jatinga in Dima Hasao District. The statement of the Mizoram Government was issued after some vernacular dailies alleged that some of the families belonged to the Mizo-Kuki ethnic group and hence should not be considered Mizos. They were denied Government benefits like rural job cards and enrolment as voters. The Hmar Students’ Association in the Hmar stronghold of Kolosib District in north Mizoram has objected to the stand of the State Government.

Despite the absence of top National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) leaders, the Forum for Naga Reconciliation (FNR) held its meeting for reconciling rival Naga groups in Chiang Mai, Thailand, on May 26. NSCN-Khole-Kiotovi ‘chairman’ Khole Konyak and ‘general secretary’ Kitovi Zhimomi, Naga national Council (NNC) ‘president’ Singnya and ‘vice president’ Zhopra Vero attended the meeting. The meeting, convened "to hammer out Naga political differences", was FNR's attempt to create a space to constructively address all misunderstandings between various groups and bring rebel leaders to transcend factional interest for the Naga future. NSCN and NNC leaders said it would not be appropriate in the absence of the NSCN-IM to take any decision affecting the future of the Nagas which must be rooted in the historical and political rights of the Nagas "established by the leaders of the Naga political movements." They added that they were committed to seeking reconciliation for the greater cause of Nagas. The leaders jointly echoed that another meeting with top leaders of all the groups will be convened at the earliest as the differences need to be sorted out face to face. FNR said, "Since we are faced with numerous problems, we are trying to resolve them through collective understanding, for which we have been undertaking this "journey of common hope."
