Briefing media at Secretariat on May 1, Anurag, Inspector General of Police (IG), (Law & Order), said around 13, 000 security personnel will be deployed on the day of polling to be held on May 3. The TTAADC is an Autonomous Council under the sixth schedule of Indian Constitution for administering the tribal areas of the State.

Security Forces (SFs) arrested three militants in two separate operations conducted in Kokrajhar and Dhubri Districts on May 1, reports The Shillong Times. The lone IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) militant was arrested from Kokrajhar while two militants belonging to Muslim United Liberation Tiger of Assam (MULTA) were arrested from Fakirganj area of Dhubri. The NDFB-IKS militant was identified as Jwngdao Basumatary. One 9mm factory-made pistol, one magazine and three rounds of 9mm ammunition were recovered from his possession. Two 9mm country-made pistols, live ammunition and other war like stores were recovered during the operation involving the MULTA duo.

The Shillong Times reports on May 2 that a senior Meghalaya Police officer engaged in Counter Insurgency stated that “Achik Matgrik Elite Force (AMEF) outfit was beginning to expand its militant operations in as many as four districts of Garo Hills. When it came to the strength of its armory and the number of cadres, it had already overtaken A’chik Songna An'pachakgipa Kotok (ASAK) for the number two slot”. Since the formation of AMEF over a year ago, the group has been behind a string of militant incidents in the Garo Hills region. AMEF recently abducted a manager of the road construction firm from Shallang in West Khasi Hills and demanded INR ten million, later reducing it to between INR one and two million. Police intelligence indicates that most recently the first batch of 40 new cadres passed out from a jungle training camp of the AMEF. One of the senior most cadres who held the rank of ‘deputy army chief’, and went by the name of Goran, deserted the group with his followers to form a new organization known as LAMA , believed to operate in Ampati-Salmanpara region.

Government of India (GoI) is of the view that there would not be any serious security threat to the country even if the militant groups of North East, who have bases in Myanmar, join hands, and the security agencies are fully capable of handling such a situation, reports The Assam Tribune on May 3. Highly placed sources in the Ministry of Home Affairs (MHA) played down the security threat that might be posed by the militant groups. Sources pointed out that coming together on a common platform would only give the militants a psychological advantage, but their striking power and capability to indulge in acts of violence to create disturbance in the region would not increase. Most of the militant groups of the North East are based in Taga area of Myanmar and the Indian security agencies know their strengths and weaknesses. The militants have been staying in Taga together for the past decade or so. MHA sources further said that the militants groups of the North East had earlier formed a joint platform called Indo Burma Revolutionary Front and at that time, all the outfits were at their peak. But even that effort failed and the Front later disintegrated.

SFs arrested two People’s Revolutionary Party of Kangleipak (PREPAK) militants identified as Mayanglambam Victoria alias Jambapati Devi and Baspatimayum Lakhikumar Sharma alias Heithoiba alias Shajikngakpa Sharma were arrested from general area of Sekmaijin in Thoubal District, reports The Sangai Express. One Chinese hand grenade, one out-pass slip issued by KK Nganba of Kangleipak Communist Party (KCP- Nganba). and other incriminating articles were seized from the possession of Mayanglambam ongbi Victoria Devi. One out pass slip issued by KK Nganba of KCP was also seized from the possession of Baspatimayum Lakhikumar Sharma. Investigation revealed that they are active cadres of KCP- KK Nganba which is under Suspension of Operation (SoO) with the Government. However, they were working for the PREPAK also, and they came to Sekmaijin for recruiting new cadres for PREPAK.

In a major attack, eight troopers were killed in two separate ambushes by Khaplang faction of National Socialist Council of Nagaland (NSCN-K), on May 3 while nine troopers were injured, reports Nagaland Post. One militant was also killed in retaliatory firing. According to official sources, the incidents occurred at a place 10 kilometres north east of Tobu town and opposite Border Post 148, between Changlangshu and Tobu town in Mon District. According to sources, the first ambush occurred at around 2.45 p.m. on May 3 when the AR personnel in a truck were escorting a tanker to fetch water from Changlangshu to Tobu town. In the first ambush, three men died on the spot. On learning of the ambush, reinforcement party of the Assam Rifles, rushed to the spot where NSCN-K militants were lying in wait and launched the second ambush attack. Five troopers were killed in the second ambush. The AR reinforcement party reportedly retaliated in which one NSCN-K militant was killed, while another who was injured, was dragged away by the other militants. The dead NSCN-K militant has been identified as Ngamwang Konyak. NSCN-K also decamped with three AR weapons. According to sources NSCN-K initiated the second ambush by exploding an Improvised Explosive Device (IED) under a truck carrying the troopers. The slain AR troopers have been identified as Rifle men Biswas Sonwal, Sajivan S, Rfn J. Deb Burman, Jerusalem Thara, Tanik Lal Patel, L. Haokip and Warrant Officer Kamjang Kuki. The casualty from Territorial Army has been identified as Naik Khantin Mo from the 164 Naga Territorial Army. A massive operation has been launched in area. "We hope that singers will give up the tendency of wearing 'foreign' clothes at Bihu functions and will perform only wearing Assamese and indigenous dresses. If this is not acceptable, than it is better to avoid that function," it said. The outfit also condemned the recent incident of a singer being humiliated by the audience for not singing Hindi songs at a Bihu function. It said the act was deplorable because forcing an artist to sing in Hindi was an attempt to destroy Assamese language and culture. The militant group said many sections have accepted its earlier appeal to shun Hindi songs at Bihu functions. "Hindi is a political weapon for Indianization of Assam. We are happy that many have taken our appeal positively," said ULFA-I.

In a in a written reply to Dr. Thokchom Meinya, a Lok Sabha (lower house of Indian Parliament) member from Imphal West District of Manipur, the Union Minister stated that NSCN-K has walked out from the dialogue process with the Government of India (GoI). NSCN- K with its Myanmar based leadership is mainly interested in extortion & has nothing to do with Naga issues.” He further informed the house that the “talks with Isak-Muivah faction of NSCN (NSCN-IM) for settlement are continuing. Speaking on condition of anonymity police sources said that a group of senior officers of Police led by a Superintendent of Police (SP) left for the spot of surrender, on May 8, after receiving feedback that Athurbabu was keen to surrender after a long two decade long stint with NLFT. A delegation of the ULFA-PTF led by its ‘chairman’ Arabinda Rajkhowa is likely to call on Union Home Minister Rajnath Singh and press for expediting the peace process. The ULFA-PTF leaders who arrived in the capital early this week, has been holding talks with the Centre’s interlocutor PC Haldar. Sources said the Centre is currently in the final stages of preparing the MoS. According to reports, one of the major demands that the Centre is likely to fulfil is the grant of Scheduled Tribe (ST) status to the six communities of the State. The move is likely to have a political impact in the State as an outcome of the move would be that 70 per cent of the seats in the Assam Assembly are likely to be reserved for ST candidates, confirmed sources.

Deciding to have an independent look at what is happening on the ground, a Bench led by Justice Ranjan Gogoi appointed a court commissioner to visit the border and report back on the state of fencing and roads along it. Earlier, in a December 17, 2014 judgment, the court directed the Centre to build motorable roads alongside the international border and install floodlights to prevent incursion and cross-border trafficking. An ULFA-PTF delegation led by its ‘chairman’ Arabinda Rajkhowa made the request at a tripartite meeting held with the representatives of the Centre and the State Government in Delhi. This was the first meeting to be held after the Narendra Modi government came to power at the Centre last year. The ULFA-PTF leaders stressed on resolving the issues raised by them as expeditiously as possible so that a final settlement between the outfit and the government can be reached at the earliest. ULFA-PTF ‘vice-chairman’ Pradip Gogoi, after the meeting, said that some of the key issues raised by them were ST status for the six communities, National Register for Citizens (NRC) update, prevention of illegal migration from Bangladesh, promotion of organic farming in the state, among others."The government showed positive response to our demands," he said. Gogoi said they have also asked the Centre to facilitate extradition of their general secretary Anup Chetia from Bangladesh. Union Home Secretary L.C. Panisagar Sub-divisional magistrate Biplab Das, of North Tripura District stated that “The repatriation of refugees expected to start from June 8. A tripartite meeting between the officials of Tripura and Mizoram governments and refugee leaders took this decision,” According to Tripura Relief and Rehabilitation Minister Badal Choudhury, there are 5,286 tribal families comprising 31,223 men, women and children sheltered in seven camps in Kanchanpur and Panisagar sub-divisions under North Tripura District adjoining Mizoram. As Myanmar Government is yet to take effective steps to drive out the militants taking shelter in that country, the Central Government has decided to take strong steps to squeeze the fund flow to the camps of the ultras to make life miserable for them, reports Nagaland Post on May 18. Almost all the active militant groups of the Northeast have strong bases in Myanmar and despite repeated assurances; the Government of that country is yet to take strong action against them. Highly placed security sources informed that the ultras would be crippled if the flow of funds can be squeezed and the police and security forces have managed to do that to a large extent. The worst hit is the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), while the other militant groups have also been affected as most people are not ready to pay the demanded amounts. Sources pointed out that the main source of income of the NDFB-IKS was abductions and extortions, but in the last four months, the outfit failed to abduct any person. The security agencies recently received an input that the debt burden of the NDFB-IKS has gone up to INR 6 million and the leaders of the outfit staying in Myanmar called up the ‘commander-in-chief’ G Bidai to urgently send money. But Bidai himself is on the run and is not in a position to launch any extortion drive. During the ongoing operations, police and security forces managed to arrest 148 militants belonging to the outfit along with more than 160 linkmen and couriers. The Independent faction of United Liberation Front of Asom (ULFA-I), led by Paresh Baruah, is still getting money in trickles but most people are not ready to pay the demanded amount as was the case in the past. On their part, the ULFA-I leaders making calls to people with demands for money, are also ready to negotiate the amount, sources added. Unilateral abrogation of the cease-fire agreement on March 27 with Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) would also affect the movement of the militants from Myanmar to the northeast.

We need fund for procuring modern weapon and arms for our police force which has to tackle insurgency. Director General of Police Khagen Sarma stated on May 26 that SFs have arrested 343 cadres of the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), including 204 active ones, in the last five months during intensified counter-insurgency operations, reports The Assam Tribune. As many as 10 cadres of the NDFB-IKS were also killed in encounters during the period.DGP Khagen Sarma also said that 164 grenades and 625 kilograms of explosives were recovered during the operations. “Besides, nearly 100 sophisticated factory-made weapons were recovered,” he said. Sarma, while informing that 50 additional companies of Central paramilitary forces have already been attached, said the operations against the militant group would continue. Operations against the banned outfit were intensified after its militants killed innocent people in Sonitpur district and BTAD area late last year. DGP Sarma further said 30 to 35 cadres of the outfit were still hiding inside the Manas Reserve and that security forces were after them. He also said the camp at Ultapani which was busted recently by security forces, was the last of the tactical camps of the outfit. According to police source, the village headman identified as Devjoi Phanglosa (47) was killed in shoot out, when SFs in hunt to nab a suspected United Peoples Liberation Army (UPLA) cadre. The combined team went to the village headman house and when they knocked the door, the deceased opened fire from his muzzle loading gun, who suspected the combined team as “NSCN cadres [Nationalist Socialist Council of Nagaland]”. In the firing, constable, Pronab Bora sustained two bullet injuries in his hand and left chest and in retaliation, the combined team fired several rounds killing Devjoi Phanglosa inside his house.

The National Commission for Scheduled Tribes (NCST) and the Union Tribal Affairs Ministry (UTAM) has raised objections to the demand of Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) that six additional communities be granted Scheduled Tribe (ST) status in Assam, reports The Hindu on May 28. ULFA-PTF has demanded that the Moran, Tai Ahom, Sootea, Koch-Rajbongshis and 36 Tea tribes who are currently listed as other backward classes be granted ST status. The grant of tribal status to these six communities will also, after fresh delimitation, lead to a significant increase in the number of ST seats in the 126-strong Assam State Assembly, making it a tribal-dominated State. The Assembly currently has 16 ST seats. Government sources say that the NCST has raised concerns that granting tribal status to these communities would eat into the quota for the existing STs. The Union Ministry of Home Affairs is therefore exploring alternatives to ensure that the share of the existing STs is not affected.

Anup Chetia had sought political asylum in Bangladesh thrice in 2005, 2008 and in 2011 after Bangladesh police arrested him in December 1997 and was subsequently handed down seven years of jail terms by two courts for cross-border intrusion, carrying fake passports and illegally keeping foreign currencies.
