The arrested militants have been identified as ‘second lieutenant’ Wungbam Zimik, ‘sergeant major’ Lamnei Kon and ‘lance corporal’ Leli Mao. Three firearms including one 9mm pistol with magazine, one .32 pistol with magazine, two rounds of 9mm ammunition, two rounds of .32 ammunition, one bullet AK-47, eight mobiles and three pairs of combat clothes were recovered from the arrested militants.

Rio also said the Armed Forces (Special Powers) Act (AFSPA), which empowers security forces to conduct operations, arrest anyone, anywhere, without prior notice, should be removed from everywhere, but the controversial law was still in force in Nagaland as the situation in the state was still not conducive. Asked about the possibilities of raising objections by some neighboring states due to the demand of integration of Naga inhabited areas, the chief minister said, “We don’t want to talk about conflict and focus is on to co-exist”.

Assam Director General Police (DGP) stated that ‘I have spoken to my counterpart in Arunachal Pradesh and sought their cooperation in carrying out cross-border counter-insurgency operations. Militants use Arunachal Pradesh to enter Assam and very often are flushed back into Arunachal Pradesh during the operations here’. According to officials, at least 485 Policemen have died fighting militants in Assam since 1990, reports The Telegraph on May 6. According to officials, 931 Security Forces, including army, paramilitary and state police, have died between 1990 and April 2016, of whom 480 belonged to Assam police. Another seven died between May 2016 and March this year, of whom five were from the state police. Sources said the deaths occurred while fighting militants or in attacks by outfits. According to the existing operational guidelines, the police leads the operation against militant groups and in many situations come under attack by the militants first. The official also admitted the deaths could also be attributed to insufficient facilities and training to counter militants.

ULFA ‘chairman’ Arabinda Rajkhowa said, ‘Discussions with the government are over on the charter of demands submitted by us although the date for the signing of the agreement has not yet been decided’. Rajkhowa’s revelation on television came after allegations that he had a role in the "abduction" of peace negotiator Rebati Phukan who disappeared from his residence in Guwahati on 22 April. Phukan is a close aide of ULFA chief of staff Paresh Baruah who heads ULFA-Independent (ULFA-I). According to sources, he entire focus of the current dialogue had been upon "ensuring the security of the indigenous communities in the state, accelerating the pace of economic development and plugging the loopholes of the 1985 Assam Accord." According to officials, agreement would also have to wait until the completion of the National Register of Citizens (NRC) which is currently being updated in the state for drawing the list of genuine citizens. The peace process was initiated in 2010 after several top functionaries from different rebel outfits including ULFA were apprehended in Bangladesh and handed over to India. The ‘finance secretary’ Chitraban Hazarika, ‘foreign secretary’ Shashadhar Choudhury and ‘military spokesperson’ Raju Baruah were among the other leaders who were interned besides ‘chairman’ Rajkhowa.

India and Myanmar have signed an Agreement on Land Border Crossing, paving the way for hassle-free movement of people between the two countries, reports Assam Tribune on May 11. At least seven agreements and MoUs were signed during the ongoing visit of External Affairs Minister Sushma Swaraj to Myanmar. Agreement on Land Border Crossing, according to Ministry of External Affairs Ministry will enable people from both the countries to cross the land border with passport and visa, including for accessing health and education services, pilgrimage and tourism. Sushma Swaraj, during the May 10-11 visit to Nay Pyi Taw, called on President of the Republic of Myanmar U Win Myint and met State Counsellor and Minister for Foreign Affairs Daw Aung San Suu Kyi. She also met the Commander-in-Chief of the Myanmar Defence Services Senior General Min Aung Hlaing.

Liberation Front of Asom (ULFA) on May 11 threatened to withdraw from talks if Government of India (GoI) passed the Citizenship (Amendment) Bill, 2016, reports The Telegraph. This is the first time the ULFA ‘central committee’ has spoken against the bill, defying the ceasefire rule of not speaking against GoI. The warning comes a day after sedition charges were slapped by Assam police on its member Jiten Dutta for saying that the entire Kakopathar (designated) ULFA camp would withdraw from ceasefire and take up arms if the bill is passed in Parliament. ULFA ‘general secretary’ Anup Chetia stated that ‘We will be out of peace talks if the Centre passes the Citizenship (Amendment) Bill, 2016. Assam will be on fire and many will join Independent faction of ULFA (ULFA-I), which is still active’. He also added that ‘We had taken up arms with the feeling that the indigenous people of the state were in danger. We gave up arms and started peace talks. But the Centre, disregarding public protests, is going to pass the bill, another move to put the indigenous people of the state in danger. We are contacting militant groups of the Northeast who are in ceasefire on the issue. We will start a democratic movement against the bill’. Representatives of the National Democratic Front of Bodoland (Ranjan Daimari faction), Karbi Longri North Cachar Hills Liberation Front (KLNLF) and all militant groups of the state in ceasefire, were present at the meet. Tinsukia Superintendent (SP) Mugdha Jyoti Mahanta stated that there are reports of a group of around 22 armed militants from United National Liberation Front of West East South Asia (UNLFWESA) entering the District. Their last reported location is Nagadubi near Wara along the Assam-Arunachal border in the District (Tinsukia). Assam, Meghalaya and Nagaland reported over 50 per cent decline in incidents but it increased by 22 per cent in Arunachal Pradesh despite the state having no local insurgent group. The death of Security Forces (SFs) and civilians owing to militant attacks declined during 2017 while the killing and arrest of militants in counter-insurgency operations also yielded more results compared to 2016. Nagaland saw, saw a 67 per cent decline in insurgency-related incidents - from 58 in 2016 to 19 in 2017. Four militants were killed and 171 arrested while 87 weapons were recovered in the state in 2017.

According to sources, resumption of armed conflict between the Myanmar Army and rebel Arakan Army (AA) has made over 300 Myanmar refugees reluctant to return to their villages, reports The Telegraph on May 20. Police said nearly 1,750 Buddhist and Christian refugees from Myanmar's Arakan (Rakhine) state fled their villages, crossed the international border and entered Mizoram's Lawngtlai district in November 2017. Nearly 321 refugees are still in Mizoram and are reluctant to return to their respective villages fearing reprisal as armed conflict between Myanmar Army and the rebels intensified recently. After a short break from February to April, two encounters took place again between the Myanmar Army and Arakan Army on May 9 and 12. Initially, about 1,750 refugees entered Mizoram and were taking refuge at makeshift camps in four villages - Zochachhuah, Laitlang, Dumzautlang and Hmawngbuchhuah in Lawngtlai District. The refugees who arrived in Mizoram are mostly Buddhists and Christians belonging to the Zhakai tribe. Lawngtlai police also said the refugees were reluctant to return to their villages out of fear of landmines. Assam Rifles personnel had defused 31 landmines in Mizoram since November last year.

Director-general of Police L.M. Khaute stated that ‘The manpower for the special commando unit is being culled from the 265 state police personnel’. Khaute said of the 265 Policemen, 20 officers, including five each from Imphal West, Imphal East, Thoubal and Bishnupur Districts, will be picked up to supervise the personnel. The officers will work under the command of inspector James Thangal, who will be the unit’s officer-in-charge. An analysis of the call records of 24 Bangladeshi youths arrested in Tripura has revealed that they were in regular touch with Inter Service Intelligence (ISI) of Pakistan, reports The Telegraph on May 21. An official source said examination of the call records of the youths' mobile phones had confirmed that they were in touch with ISI operatives based in Kashmir and Pakistan. The official also added that it is being investigated how the youths came into contact with the ISI agents and for what purpose. It is suspected that the ISI might be trying to tap them for carrying out anti-India activities. The accused, aged between 20 and 30 years, had entered India through Petrapole border checkpoint in Bengal. They claimed to be students of madarsas in the Deoband area of Uttar Pradesh. Arabinda Rajkhowa ‘chairman’ of United Liberation Front of Asom-Pro Talk Faction (ULFA-PTF) stated that would be formally disbanded after signing of an accord with the Government of India (GoI), reports Assam Tribune. The accord is likely to be signed later this year. Rajkhowa and ULFA ‘general secretary’ Anup Chetia said that negotiations with GoI were in the final stage. They also added that ‘after signing of the accord, Assam will constitutionally gain the rights over land, besides political and economic rights. The Telegraph further adds that ULFA-PTF proposed that the GoI raise an unarmed battalion of security forces with its cadres to form a ‘second line of defence’ in Assam along the India-Bangladesh border. During a meeting with a central team in New Delhi on May 21 the group also pushed for withdrawal of cases registered against its cadres.

The recovered weapons include one 303 LMG, two AK rifles, one H&K rifle, four Single Barrel Muzzle Loading (SBML) barrel guns, five Under Barrel Grenade Launcher (UBGL) cells, five AK rifle magazines, two Rocket Propelled Grenades (RPGs) one 9mm magazine, one 9mm carbine magazine, one remote control, one signal booster, 12 Improvised Explosive Device (IED) remote circuits, 30 AK rifle bullets, eight pistols, 2 kilo grams of gelatin sticks, 66 numbers of electronic detonators and seven cleaning rods. Police suspect that one of the recovered weapons, an AK is likely to have been taken away by the militants during an ambush on a police party.

The government has put in place the Swabalamban scheme, an ambitious platform offering self-employment to militants who lay down arms. The scheme is implemented in association with State Institute of Panchayat and Rural Development with State Bank of India, Union Bank of India (UBI) and Assam Gramin Vikas Bank offering subsidized loan. Additionally, Assam Police additional Director General (DGP) (special branch) Pallab Bhattacharya said that few cadres of a Kuki outfit have come forward with as many as six AK47 rifles to surrender. The DG also stated that ‘There are still lot many groups out there with cadres and weapons like the Bru militants, Karbi peoples Liberation Tigers (KPLT), National Democratic Front of Bodoland-Sairaigwra (NDFB-S). Most of them are based in Myanmar where they are have difficult time at present. We want to encourage them with the rehab schemes to come out and lead a normal life’. Police however is keeping United Liberation Front of Asom-Independent (ULFA-I) out of surrender program as the group is active in upper Assam Districts.

Ohnjalu stated ‘The general assembly which held its session yesterday urged the Centre not to test patience of the NDFB and bring a lasting solution to the long-standing political issue of the Bodos by expediting the peace process and immediately releasing the leaders and cadres of the NDFB who are in Guwahati Central Jail without conviction for the past nine years. It also requested not to jeopardize the hard-earned peace process’. The demands come days after the United Liberation Front of Asom-Pro talks faction (ULFA-PTF) had held a meeting with a central team in New Delhi and announced that their talks were nearing completion. ULFA-PTF which had begun talks in 2010 had stated that an agreement is likely to be signed before the 2019 elections.

Union Ministry of Home Affairs (UMHA) has introduced a new surrender policy to lure away militants from joining militancy in North east region, reports The Sangai Express on May 29. The policy has proposed a fixed deposit of INR 4,00,000 and monthly stipend of INR6,000 to those who surrendered and an extra incentive for those with weapons. Stipend would be paid in the bank account and fixed deposit would be handed over to the surrendered militant only after sighing of the memorandum of settlement (MoS) with respective militant outfits. UMHA also clarified that if surrendered militant is found to have been indulging in any criminal activities before the signing of MoU, the surrendered militant will forfeit his fixed deposit. Earlier surrender militants were given a stipend of INR 3,000 and one time grant of INR 3,00,000. UMHA has also decided to send the militants, seeking to surrender without arms, to the State level screening committee which will take a decision on accepting or rejecting the surrender. Informing that there are nearly 3,500 surrendered militants who will be benefited by new surrender policy in Assam, security sources said that a 12-member group of Kuki militant outfit has also come forward to surrender with six AK series rifles.

An abductor was killed when South Garo Hills police raided a jungle hideout of a criminal gang at Komilla Bagan in Nangalbibra in South Garo Hills District, reports The Shillong Times on May 30. The Police also rescued two traders who were abducted on an unspecified date. A 9 mm pistol with a magazine along with 15 rounds of AK-47 ammunition and four dummy AKs shaped out of wood were recovered from the encounter site. The traders have been identified as Kutubuddin Boktiar and Amanur Rohman. The two petty traders had been taken away at gunpoint from Nagadipu area of Nangalbibra in South Garo Hills District.

Two linkmen of United Liberation Front of Asom-Independent (ULFA-I) were arrested on May 30 from Chaulkhowa of Dibrugarh District, reports The Telegraph. The arrested individuals have been identified as Binod Sahani and Shrishti Hazarika. A press release stated that ‘The two Ulfa (I) linkmen had collected the demonetised notes from a Moran-based businessman and they were supposed to hand over the consignment to another overground worker of the banned outfit at Chabua. After converting it to legal currency, they were suppose to hand it over to the banned outfit at an undisclosed location at Doomdooma’. The police suspect that the notes were part of a large cash stash of Ulfa (I), which could not be converted into legal money after the sudden ban on high-value currency notes.

Two militants and a civilian were killed in a factional clash between National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and NSCN-Unification (NSCN-U) on May 31 at Demoli in Tirap District, reports Arunachal 24. The two militants killed belong to NSCN-U faction. The civilian has been identified as Ali. The Shillong Times further adds that the civilian, along with his father was abducted by NSCN-IM militants from Deomali area .
