The Asom Yuva Parishad, the youth wing of ruling Asom Gana Parishad (AGP) observed a 12-hour strike in Assam on November 1 to protest against the earlier three massacres in which an estimated 26 people were killed in the state. Meanwhile, The Telegraph reported that the Assam government replaced the director-general of police for gross negligence of duty. The police have arrested one person for suspected involvement in the October 27 Nalbari massacre.

Security force personnel killed ten civilians, including a woman, at Malom near the Tulihal airport, on November 2, in indiscriminate firing. The incident took place on the Tiddim Road where a suspected underground outfit exploded an improvised explosive device (IED) on a convoy of Assam Rifles personnel. Soon after the explosion, security force personnel fired several rounds indiscriminately in and around the explosion-site killing eight civilians who were standing near the bus stand. Besides, two more standing on a bridge nearby were also killed. Later reports stated that an indefinite curfew has been clamped on some areas in Imphal and Greater Imphal suspecting violence.

Padmanabhaiah, said in New Delhi that negotiations with the Naga insurgent organisation have reached a "bit of a stalemate" on the question of the area of operation of the on-going cease-fire. Assam Director General of Police Harekrishna Deka said in Guwahati, on November 5, that it was becoming difficult to position unarmed security force posts in vulnerable areas in the light of attacks by terrorists. He said district police chiefs have been asked to review the situation and reorganise the posts. The directive follows an attack on a similar post by National Democratic Front of Bodoland terrorists near Rupshi. Police posts in Dhubri district were attacked on three occasions in the year 2000 alone.

One terrorist was killed in the incident while the rest fled the scene. Some arms, ammunition and documents were recovered from the site. Recent incidents suggest that North Bengal is fast turning into a hotbed of militant activities. Militant outfits such as the Kamatapur Liberation Organisation (KLO) along with the United Liberation Front of Asom (ULFA) have become quite active in the area. In addition, Islamic militant outfits backed by the Inter Services Intelligence (ISI) of Pakistan have also started to strengthen their bases in the area. Though the first activity related to militancy was started by terrorists of the National Democratic Front of Bodoland (NDFB) who robbed a bank in the Hashimara area of Jalpaiguri district in 1995, the area was relatively peaceful for the next three years. However, the last two years (1998 and 1999) have witnessed a spate of violence in the form of a blast in a train in the New Jalpaiguri station, in which at least ten persons were killed and more than 20 others were injured. Incidents like looting, abduction of local businessmen, killing of security force personnel and prominent politicians has become recurrent. Of late, the KLO and the ULFA have started an extortion drive targeting the local tea gardens. It is believed that it is only a matter of time before other businessmen are also targeted.

A massive search operation has been launched to nab the terrorists. This is the fourth major attack on the non-Assamese community in the state by different terrorist outfits. 15 persons of the Bihari community were killed by ULFA terrorists on October 21 in upper Assam’s Tinsukia and Dibrugarh districts. On October 27, nine persons were killed in Nalbari by ULFA terrorists. According to reports, six Bengalis including three women and two children, and a tribal were killed and many others injured as an estimated 40 masked-terrorists, attired in ‘olive-green dress’, first cordoned off the village and then opened indiscriminate fire from automatic weapons. In a retaliatory attack, within hours of the carnage, hundreds of Bengali villagers attacked the adjacent tribal hamlets and set afire around 40 houses. While two women were hacked to death, a couple and their two children were charred in one of the houses. Curfew has been clamped on the Dasda and Santala areas to bring the communal flare-up under control. The police did not rule out the involvement of the terrorists of the Bru National Liberation Front (BNLF) in the killing.

In a meeting with the Union Home Minister, he claimed that the strength of United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) have declined as over 80 per cent of their cadres have surrendered. According to him, the recent spate of killings was an attempt to put pressure on the government. Police have stepped up precautionary measures after two massacres involving the non-Assamese business community by unidentified terrorists. Police is apprehending sabotage in certain places in Assam as November 27 is approaching. On November 27, 1990, President’s Rule was imposed in the State in view of the escalating insurgent activities. The security forces claimed to have foiled a plan of extortion by tribal terrorist outfits such as Karbi People’s Front (KPF) and Karbi National Volunteers (KNV) of Karbi Anglong area. These outfits, who are believed to be working in connivance with the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM), were trying to extort money from officials and contractors of a local refinery. It is alleged that the NSCN-IM, which had entered into a cease-fire agreement with the Government of India, has been using these outfits to extort money on its behalf.

Meanwhile, a JACOBTO spokesman told a visiting journalist team in Moreh that the strike was in force since November 6. The Rajya Sabha, India's Upper House of Parliament, was informed on November 24 that 6699 persons, including civilians and security force personnel were killed by terrorists and extremists in the three main theatres of internal conflict, namely Jammu and Kashmir, the North-East and Bihar between 1998 and October 2000. Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. The Union Home Minister LK Advani, also speaking in the House, said that measures had been taken to enhance cooperation with Nepal, particularly with regard to implementing effective border management since the Indo-Nepal border is being used by the ISI for to infiltrate terrorists through this porous border.

Meghen asked for a third country to monitor the talks. While calling for a unification of the groups operating in the area, he reiterated that the struggle would go on ‘as long as it takes’. The formation of Manipur People’s Liberation Front (MPLF), comprising the UNLF, the RPF (Revolutionary People’s Front) and the People’s Revolutionary Party of Kangleipak (PREPAK) was a move in this direction.
