According to Assam Tribune, 68 militants, including 66 United Liberation Front of Asom (ULFA) and two Adivasi National Liberation Army (ANLA) cadres, surrendered to the security forces in a surrender ceremony at the firing range of the 4 Assam police Battalion Headquarters at Kahilipara in the Guwahati city on November 1. The surrendered ULFA cadres comprised four ‘sergeant majors’ and six ‘sergeants’, including Bipul Neog alias Ujjal Gohain. Four women, including ‘sergeant major’ Tulshi Rabha alias Malati Santosh, were among the surrendered cadres. Eight AK-56 rifles, five pistols, ten revolvers, a single-shot pistol, 11 No. 36 grenades, 16 Chinese grenades, eight AK-56 magazines, 145 rounds of AK-series ammunition, 55 rounds of 9-mm ammunition, four rounds of .22 ammunition, an RT set, three electronic detonators, five No. 36 grenade detonators, three gelatine sticks, five kg RDX, a packet of Cordex wire, an RPG cell and five PTD switch were deposited by the cadres. The militants revealed that the surrender was because of a growing dissension and disillusionment among the ULFA cadres, which, according to them, had made them part with the outfit. Bhaskar Bora, a ‘sergeant’ of the ULFA from Tinsukia district, said, "The revolutionary ideals of the ULFA, which drew me to the outfit, are as good as non-existent now. There is an all-pervasive depression and gloom among the cadres due to the complete absence of internal democracy in the outfit’s functioning. The ULFA is running out of time to reform it and restore internal democracy." The Inspector General of Police (Special Branch), Khagen Sharma, said that 13,269 militants, including 8718 of the ULFA, had surrendered since 1991.

Another grenade which was hurled at the residence of Mohammed Aziz, Additional Chief Engineer of the Irrigation and Flood Control Department, at Khergao Kheikhu, failed to explode. Police sources said that a convoy of three vehicles, led by 50 CRPF Battalion Commandant, was ambushed by the militants while proceeding towards the district headquarters at Haflong from their Doyangmukh camp. Shillong Times quoting Meghalaya Police source reports that the Hynniewtrep National Liberation Council (HNLC) was using women as its agents to extort money from places where the finance wing of the organisation failed to penetrate. "Even after the arrest of a few women who worked for the HNLC in the past, some women are still helping the outfit in collecting money in Shillong and Dawki in Jaintia Hills," a senior unnamed police official said on November 4. He said that before going on extortion drive, the women made ‘missed calls’ to top HNLC leaders based in Bangladesh, who helped them with ways and means to negotiate the amount. A prepaid mobile phone having a balance of INR 800 to INR 900 was reportedly used by the women to send "missed calls" to Bangladesh, mentioned the police officer. The report added that the arrest of a woman, Velvet Rose Jana, who accompanied HNLC militants to assassinate HS Shylla, the Chief Executive Member of the KHADC, in August 2007, revealed that she had extorted money on behalf of the outfit from businessmen. She confessed to have worked in tandem with her husband, Tome Jones Rynjah, to spread the activities of the HNLC including extortion in Shillong. Police had arrested the couple from Mawlai Syllaikriah locality of Shillong for their role in leading the HNLC cadres to the house of Shylla. According to A.R. Mawthoh, the Superintendent of Police of the West Khasi Hills district, the HNLC courier recently sent INR 400, 000 to Bobby Marwein, the ‘commander-in-chief’ of the outfit, based in Bangladesh.

Police personnel also arrested two cadres, Sharailang Raiwan and Andy Lyngdoh, from the encounter site. Two Kalashnikov rifles, a pistol and some cartridges were recovered from the incident site. Inspector general (Special Branch), S.B. Singh said that the encounter took place at around 4. 30 a.m. in the morning. After raiding the camp of HNLC, police asked them to surrender. Terhuja said, “Naga society is plunging evermore deeply into destructive divisions.” The Church leader added, “Arbitrary elimination of lives” had made Naga society weaker and under no circumstances, should human life be arbitrary snapped. Terhuja said the people expected “those conducting the Naga struggle” to be more responsible as their actions had often led to the loss of lives. The Church has long been engaged in a campaign to unite the warring Naga factions and is known for its bold and non-partisan stand. About the motive behind the “secret killings,” the Commission said it was “perpetuation of the Asom Gana Parishad rule by villainy, treachery and monstrous cruelty and dangerous propensity.” The Commission recommended to the government “to try to first keep in abeyance, and then gradually dismantle” the Unified Command structure of the Army, the Assam police and the Central paramilitary forces as an immediate measure to prevent recurrence of such killings. The government also tabled the preliminary report of the Justice J.N. Sharma Commission, constituted prior to the setting up of the Saikia Commission. After a gap of four years, Meghalaya Police have reopened the file related to the teer bookies-HNLC nexus. Police had unearthed the nexus between teer bookies and HNLC in 2003 and arrested some office bearers of the Archery Sports Association. Four years later, the file, in this regard, was reopened following the encounter on October 30 at Cleve Colony in which five HNLC militants were killed. Manbha Rynjah, one of the slain militants, was a teer bookie and contractor.

Jamir, survived an assassination attempt on November 24 when his convoy was attacked with improvised explosive device (IED) blasts in the Mokokchung district of Nagaland, according to Times of India. Two security force personnel were injured in the attack, which was the fourth attempt on the life of the former Nagaland Chief Minister. Officials said the attack occurred when Jamir's 30-vehicle convoy was passing near Changki around 6 am (IST). He was coming from his hometown, Mokokchung, and was heading towards the State's commercial hub of Dimapur, the officials added. Sources said four of the six IEDs planted by militants exploded seconds after Jamir's vehicle passed by. Police suspect the attack was the handiwork of NSCN-IM, which had earlier dubbed Jamir as "anti-people and anti-national". However, the Naga outfit denied its involvement and alleged that the attack was "stage-managed". "The life attempt was staged-managed to generate a sympathy wave for Jamir and Congress in Nagaland," an NSCN-IM statement said. In 1993, Jamir was injured in an attack at Nagaland House, New Delhi. Another abortive bid on his life was made in Kohima in 1995. Four years later, he escaped another ambush on the National Highway-39 near Kohima.

According to Army sources, the militants managed to escape from their hideouts following the operation. Another Army source said that troops cleared and secured the area till L Dongjoi Moljol and Phaisangjang along the Khengjoi ridge line, areas along the Sehlon ridge line, and the area upto Phoilen. The SF personnel recovered and later destroyed 57 improvised explosive devices (IED) which were laid by the UNLF militants. Two soldiers, Bharat Patel and Mohammed Iqbal, were wounded while neutralising the IEDs. However, the UNLF claims to have killed at least seven SF personnel and wounded several others.

A total of 58 hideouts of various militant groups operating in the Northeast India still exist in the neighbouring Bangladesh, said Inspector General of Border Security Force (BSF) Tripura Frontier J.A. Khan on November 30, Telegraph reports. Khan said that out of these 58 hideouts in Bangladesh, 18 camps belong to the banned All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT). He also disclosed that, “Six camps of the Tripura militants are located close to our eastern border, while 12 are near the western border,” adding that, “We have 197 border outposts along the 856-km border, but 53 additional ones will be set up soon.” Khan also said a detailed list of camps was furnished at the last Director General-level meeting with Bangladesh Rifles in Chittagong, “But no action has been taken by Bangladesh so far to dismantle the camps.”

Elsewhere, two unidentified militants were injured when the security forces had an encounter with them at Hajadisa in the North Cachar Hills district of Assam on November 30-morning, according to The Telegraph. The troops also recovered one AK-47 rifle and a carbine with 14 rounds of ammunition from the incident site. A statement issued by defence spokesman Col. Rajesh Mishra in Imphal said that the militants were planning to subvert the second phase of polling for the North Cachar Hills autonomous council scheduled for December 1 (today).

On November 30, one United National Liberation Front (UNLF) militant was killed by security force (SF) personnel during the ongoing counter-insurgency operation at Tuiting near Wayang in Somtal of Chandel district, reports Telegraph. One AK-47 rifle was recovered from the possession of the slain militant. According to Assam Rifles spokesman Col. L.M. Pant, only two SFs were wounded while defusing improvised explosive device (IED) during the operation launched since November 18. He added that troops recovered seven more IEDs on November 30. Total 70 IEDs were recovered during the operation. Further, SF personnel denied the claim made by UNLF that 10 soldiers were killed by militants during three clashes.

According to the Police, the first explosion occurred under a truck that was parked near the inter-State check post in which a school teacher was injured. The second blast occurred an hour later, when a bomb kept in a bag on a bicycle exploded near a petrol pump. A truck driver was injured in the incident.
