The National Democratic Front of Bodoland (NDFB) on November 1 threatened to kill 20 or more people for every NDFB cadre killed by Security Forces, reports Sentinel . “From today onwards, if any innocent NDFB cadres were killed by the Indian Army in the name of fake encounter, the armed wing of the NDFB will take action against any Indian,” B Jwngkhang, deputy chief of the NDFB Army, said in an e-mailed statement. “An innocent Bodo will be equal to 20 Indians or maybe more and we don’t care who they are, maybe Indian civilian or Indian Forces,” the statement said. “Anytime and any moment we are ready to strike. Remember this warning, and be serious before killing any innocent Bodo people,” the statement warned the State Government.

According to Assam Tribune reports on November 2, in reaction to the threat call by the anti-talk faction of the National Democratic Federation of Bodoland (NDFB- Anti talk), the security arrangement has been beefed up in entire Kokrajhar District. According to a highly placed Police sources, the security has been stepped up along the 70 Kilo Metre railway track in the District and as many as 45 railway culverts have been put under strong vigil. It is also revealed that a strong contingent of NDFB cadres has banned out across a few inaccessible hideouts in some vulnerable pockets with the aim of carrying out subversive activities in the area. As part of security measures, Government installations and public places have been put under strict vigil while mobile check-posts, random patrolling have been intensified to foil any attempt of violence and sabotage, the source said. It is also revealed that certain inputs are already obtained regarding monuments of NDFB cadres in a few sensitive locations.

"GPRN/NSCN [NSCN-K] civil and military authorities in all regions are directed to abide by the council resolution. Any official, central or regional, found tarnishing the image of the GPRN/NSCN by indulging in activity contrary to the Joint Council resolution shall invite stringent disciplinary actions," the NNSCN-K note said.

The move comes only a few days after a similar tie-up between the HNLC and the anti-talks faction of National Democratic Front of Bodoland (NDFB). Majhi claimed that an ULFA self-styled sergeant Major Das had provided arms training to APA cadre in Majbat area of Udalguri District and helped them contact the Maoists. Then they asked the bus to leave and shot dead the Hindi-speaking passengers on the spot. The ‘Organising secretary’ of the outfit B. Naison extended the outfit's support to the Bodo National Convention to be held on November 18-19. In a statement, he urged the Bodoland People's Front, the Bodo Sahitya Sabha, the All Bodo Students' Union and other Bodo organisations to protest alleged killings of innocent Bodos by Police and SFs. Security Forces (SFs) are drawing up an elaborate plan to cut off escape routes of National Democratic Front of Bodoland (NDFB) to Myanmar by surrounding the militants in their bases deep inside forests on the Assam-Arunachal Pradesh border, reports Telegraph on November 15. NDFB militants carried out the recent strikes by sneaking into Assam from Myanmar through Arunachal Pradesh. According to one intelligence source, an officer quoted to have said that “Our objective is to encircle them within our territory by choking their routes of escape in order to prevent them from crossing over to Myanmar. For this to happen, close co-ordination between Army and Police forces of Assam and Arunachal Pradesh is a must. There are, however, areas of concern like non-availability of sufficient Police and Central Forces with the state Governments for deployment in the NDFB-infested areas.” He said these issues were discussed threadbare at November 14 meeting of the strategy group of the Unified Command, which was chaired by Union Home Minister P. Chidambaram.

The GNLA had earlier slapped extortion demands ranging from INR 500,000 to INR 10 million on petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. According to an official source, the joint team seized 20 Chinese made Hand Grenades and 69 live ammunition of AK rifles, concealed inside a tin fish can, from the possession of two over ground workers belonging to the Khaba faction of Kangleipak Communist Party (KCP). The arrestees were identified as Nongthombam Jiten (42) and his wife N. Bijenti alias Inaocha (42), presently staying at a rented in Sanakeithel. The duo disclosed that the can was handed to them on mid week of October by one Ibungo belonging to Khaba faction of KCP. The number of AK ammunition was 119 at that time. 15 days after they were handed with the items, some youths came and collected about 50 live ammunition of AK rifles.

Four engineers and a driver of the Manipur public health engineering department were abducted by the Leisemba faction of the Kangleipak Communist Party - Military Council (KCP-MC) in Senapati District on November 27, reports Telegraph. Police said the militants abducted the officials on National Highway 39 while they were going to Tadubi in Senapati District to attend the inauguration of a water supply scheme of the department. Police recovered their vehicle this afternoon but the hostages, identified as assistant engineers K. Rameshore and H. Gyaneshore, section officer (junior engineer) K. Manigopal, surveyor of work N. Somi and driver A. Ibomcha, remained untraced. In a statement issued, the KCP-MC’s publicity secretary, Paikhomba, said the outfit’s military wing, Kangleipak Fingang Lanmee, had taken the five persons hostage under "Operation Mangal" and would not release them until the PHE department reached an agreement with it over "certain matters".
