NSCN-Khaplang (NSCN-K) has blamed Isak and Muivah for factionalism when they not only condemned the Naga National Council (NNC) “the mandated political institution but also started killing thousands of Nagas” by accusing them of supporting the 1975 Shillong Accord, reports Nagaland Post. It also said that killing of ‘national workers’ accused of being supporters of Shillong Accord only “multiplied factions”. Today, there are ten factions “which are product of Isak and Muivah”, it added. NSCN-K further asserted that the Government of India, after almost 15 years has realised too late, that there can be no Naga solution with one faction and urged upon the latter to realise that the NSCN-K under the leadership of S.S. Khaplang was capable of bringing a lasting solution to the long-standing Naga issue. Further, it also asserted that the NSCN-K was capable of bringing a solution not only for Nagas but also the entire north east. It said, there can be no solution without involvement of NSCN-K and that any solution arrived at with NSCN-IM “will be a mockery.”

The confession made by National Liberation Front of Tripura (NLFT) militant Pushparam Reang who was arrested on October 30, 2012 along with his aide Manojit Reang, revealed that the NLFT militants had been regrouping in Kanchanpur sub-division of North Tripura District with orders to carry out abduction of Government teachers and engineers at the instruction of Upendra Reang, the self-styled Vice President of the outfit, reports Assam Tribune. The detainee reportedly confessed that the militants were stationed at Buddhapara in Kanchanpur to abduct two Government teachers and two Government engineers. The Police did not reveal the names of the targets on security grounds.

Security Forces on November 2 arrested three militants belonging to the Assam based United Democratic Liberation Army (UDLA) from Kanchanpur in North Tripura District and recovered INR 45,000 in cash from the trio, reports The Telegraph. One militant, however managed to escape. Sub-divisional Police Officer (Kanchanpur), Sudip Paul said, “The nabbed militants have been identified as Parmoia Reang (27), Kumphray Reang (25) and Pachunga Reang (26). They were involved in incidents of extortion and attacks on civilians in Mizoram, Barak Valley districts of Assam and North Tripura. They are also in league with the banned NLFT (National Liberation Front of Tripura). We have recovered incriminating documents, letters and extortion notices from them”.

A major terror attack was averted after the Police defused three powerful Improvised Explosive Devices (IEDs) planted by suspected Garo National Liberation Army (GNLA) militants at Nalnapara in West Garo Hills on November 3, reports The Shillong Times. According to Police, three bombs weighing between 2 to 5 kilogrammes were recovered from the road near Nalnapara. The bombs were planted to target the Security Forces moving around the area.

The 3.50 kilograms weight IED with RDX explosive materials was discovered by troops of 15 Assam Rifles posting at Khongjom along NH-2 at Uningkhong, a place located between Wangjing and Tentha in Thoubal District. Personnel of the State Police bomb detection and disposal squad assisted by bomb experts from the Army defused the IED safely and disposed-off later at an open place at Thoubal Khunou. They recovered 12 batteries and six detonators with IED, made with RDX material.

The Times of India reports on November 3 that, the Kuki National Organisation (KNO), an umbrella organization of 16 Kuki outfits, threatened to resume armed struggle and secede from Manipur if the Centre did not begin talks with them which could be a hurdle in the ongoing peace talks between the Centre and Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). However, KNO leaders stressed they want a solution within the Constitution's framework. The seven-year-old Suspension of Operations (SoO) agreement between the KNO and the Government of India ends in November 22. "If the government does not begin talks with us before November 22, we will be forced to take up arms. Does the Government of India want an armed rebellion?" said Seilen Haokip, KNO spokesperson in New Delhi. In 2005, KNO signed the SoO with the Centre leading to a ceasefire. Currently, KNO has about 2,000 armed cadres. The KNO is worried after talks between NSCN-IM and the Centre seem close to a settlement.

The publication of the white paper on the issue is evident of this fact. I do admit that illegal migration is still on but the volume of infiltration had gone down to a large extent after signing of the Assam Accord,” Gogoi said. The Naga National Council-Non Accordist (NNC-NA) has expressed apprehension about the impending accord between the Centre and the National Socialist Council of Nagaland –Isak-Muivah (NSCN-IM), reports The Telegraph on November 9. A senior member of the NNC-NA General (retired), T.M. Keyho said that accepting the Constitution would never be an honourable and acceptable solution to the Naga people. The 1975 Shillong Accord was signed by the NNC, unconditionally accepting the Constitution in return for the release of hundreds of its members lodged in different jails in the country. Swu, Muivah and S.S. Khaplang then formed the NSCN, rejecting the Shillong Accord. He spoke of the Pacific island of Niue and New Zealand. Nieu has its own flag, passport, national anthem, constitution and two currencies, whereas New Zealand exercises only the responsibility of external affairs and defence at the request of the Government of Niue. He has suggested a similar arrangement between the Centre and NSCN-IM currently engaged in the talks.

A joint team of Assam and Meghalaya Police on November 14 intercepted a TATA pick-up van at Khetri on the National highway (NH) 37, recovered arms and ammunition meant for Garo National Liberation Army (GNLA), reports Shillong Times. The recovery included ten magazines of AK-47 assault rifles, one magazine of carbine, two AK 47 rifles, one shot gun, six pistols of various calibers including .9 mm, 7.65 mm, .22 etc, 254 rounds of assorted ammunition, one grenade, one wireless set. Inspector General of Police (IG-Law and Order), L R Bishnoi said five persons were arrested during the operation while two more persons were arrested in the connection by Nagaland Police in Dimapur. ULFA-ATF maintained that all the people killed in the staged gun-battle were civilians. "The three people killed in Majuli on Thursday were not ULFA cadre but innocent civilians," said a statement by Aranya Asom, of the ULFA-ATF’s ‘publicity wing’. The statement said the Nov 19 shutdown would be in effect in Dhemaji, Dibrugarh, Lakhimpur, Golaghat, Jorhat, Sibsagar and Tinsukia Districts. Jorhat Superintendent of Police (SP), Sanjukta Parasor told The Telegraph that the SIM of the satellite phone recovered from the encounter site revealed that the slain cadre and his associate Das were in close touch with ULFA’s top leadership in Myanmar. They operated in, around Majuli, and along the Brahmaputra. “We were able to decipher the code used by the militants operating along the Brahmaputra to contact the Myanmar camp,” the SP said. The MHA has advised the State Government to launch a crackdown against the (NDFB-RD) and in Dima Hasao to prevent a repeat of BTAD-like situation there, sources said. Further, State Director General of Police (DGP), J.N. Chaudhary expressed concern over the presence of illegal weapons in the violence-prone areas. Chaudhary said, “Our major concern is weapons, both factory-made and countrymade.”He said the number could be over 100 in case of factory-made sophisticated arms. “There are two types of arms — sophisticated ones brought from Dimapur and the locally-made ones, which are more in number. United People’s Front (UPF) and Kuki National Organisation (KNO), the two conglomerates of Kuki armed outfits which are under Suspension of Operation (SoO) pact with the Central and Manipur Government are likely to come up with some common proposals at the meeting with officials of the Ministry of Home Affairs and the State Government scheduled on December 5 at New Delhi, reports Sangai Express on November 29. A reliable source informed that both UPF and KNO have not given any assurance to sign for extension of the SoO pact. The SoO expired on November 22.
