A powerful Improvised Explosive Device (IED) was found planted near the 109 Battalion Central Reserve Police Force (CRPF) Headquarter along the Imphal-Mayang Imphal road (Mayai Lambi) under Singjamei Police station in Imphal West District on November 1, reports Kanglaonline. Later the IED was detonated at a safe place at Langthabal Mantrikhong area. The IED weighing over two kilogram approximately was a remote control device.

At least two persons were injured when suspected militant exploded a hand grenade inside a restaurant along the Uripok Kangchup road under Lamphel Police station in Imphal West District on November 1, reports The Telegraph. According to official sources, only two customers were present inside the restaurant when the blast took place. Fortunately both the customers escaped with minor injuries at their legs.

Five days after Chokpot Block Development Officer (BDO) Jude Rangku T Sangma, who was abducted by Garo National Liberation Army (GNLA) militants from Deku Deganggre village on October 27, Police are still clueless on the whereabouts of the official, reports The Shillong Times on November 2. Police sources have admitted to lack of information on the fate of the BDO. A day after the kidnap, the GNLA claimed responsibility for the abduction and stated that the officer had blamed the outfit and politicians for the delay in implementation of projects and withdrawal of funds worth over INR 40 crore. The GNLA has set a November-end deadline for the State Government to stop anti-insurgency operations in Garo Hills in return for the safe release of the BDO. Incidentally, Police officials are tight-lipped on whether operations against militants will continue or has been stopped.

In his confessional statement to Police, ULFA-I militant Lakhyajit Moran alias Moina alias Tushar who was arrested in Tinsukia District on October 16, said the outfit is attempting to win back public support. Moran is now in judicial custody.

The Central agencies warned the Assam Government about the possibility of the militants belonging to the NDFB-IKS indulging in poaching to ensure survival of the members of the outfit in the face of severe financial crunch, reports The Assam Tribune on November 2. Highly placed security sources said that the security agencies recently received a disturbing input about the possibility of the militants belonging to NDFB-IKS indulging in poaching and the input was immediately shared with the Assam Government and all the forces engaged in counter-insurgency operations. Sources said that according to the input, the NDFB-IKS has gone into heavy debt in Myanmar as the flow of funds from Assam dried up following sustained operations against the outfit. The NDFB-IKS has not been able to pay the debts to the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) for using the facilities of the outfit in Myanmar. Recently, the NDFB-IKS leaders requested the NSCN-K to provide some weapons, but the request was denied because of the failure of the outfit to repay the outstanding debts.

Security Forces (SFs) on November 2 killed three ‘hard core’ militants belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) including the group’s ‘finance secretary’ L Tuccu from Zunheboto District, reports Morung Express. According to a press statement from Assam Rifles (AR), the three militants were shot dead during an encounter in Hoshepu village area in Zunheboto District at around 5.15 am November 2 morning. It claimed that the cadres moving in a Tata Sumo fired upon the SFs when the vehicle was asked to stop for checking. The other two militants killed in the encounter, were reportedly the body guards of slain L Tuccu, and were identified as Kihoto and Shikai, Police said. The AR statement alleged that the three cadres were part of NSCN-K groups that had “infiltrated from across the Indo-Myanmar border equipped with bombs, rockets and heavy weapons to carry out attack against the security forces and instill fear on the public to extort funds from businessmen.”

The outfit informed this through a social media statement. The BDO was kidnapped at Deku Deganggre village, between Chokpot and Tura, on October 27th evening while heading to a funeral of a relative. The statement, posted by a social media account holder, Takim Shira under the hash tag ‘Garo News 24 Hours (Live)’, only mentioned in the local Garo language that the officer had been released since his custody was no longer required by the group. The release also went on to say that in the future any government officer “who goes against the outfit will face a similar ordeal by being in their custody.”

Two mutilated bodies of suspected militants were found at the site of a powerful bomb explosion near the residence of K Meghachandra Singh, Member of Legislative Assembly (MLA) of Wangkhem assembly constituency, in Yairipok Bishnu Naha village in Thoubal District of Manipur on November 2, reports The Times of India. It was suspected that the two suspected militants, whose bodies were recovered, carried the bombs in a two-wheeler which they rode, a Police official said, adding that the mangled parts of a vehicle were found lying scattered near the residential gate of the MLA. One of the bodies identified by the Police from a driving licence found in the pocket as that of Nameirakpam Boboi of Poirou Khongjil village in Imphal East District. Nameirakpam reportedly left his home some years ago to join an insurgent outfit but the other mutilated body was yet to be identified, the official said. However, the two persons killed in the powerful blast were identified as Md Daulad (22) and Nameirakpam Boboy (23), adds The Sangai Express. Assam Director General of Police (DGP) Khagen Sarma on November 3 said that the Barak valley has been used continuously as a safe corridor by militant groups, reports The Telegraph. Sarma said that different militant groups had been importing arms and weapons to Assam from Myanmar and Bangladesh via the three Districts of the Barak valley - Cachar, Karimganj and Hailakandi. The DGP, who held a meeting with the police officials of Cachar, Karimganj, Hailakandi and Dima Hasao Districts in Silchar, said a few years ago, the National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) had also used the Barak valley as a safe passage to bring arms from the neighbouring countries. According to him, the arms are being imported mainly from Myanmar to Mizoram and then these are carried to the Barak valley. Sarma, however, said the law and order situation in the state had improved a lot. He added that 13 different militant groups were currently in a ceasefire mode after having signed Suspension of Operation (SoO) agreements with the Government. Asked about the presence of Maoists in the valley area, Sarma said the Maoists had been trying to spread their base in two or three tea garden areas, but the Police were keeping a strict watch.

According to sources, a group of NSCN-IM militants is still active in certain areas of the district bordering Nagaland and running extortion drives from its temporary camps located at Baladhan village. Dima Hasao shares a 46km border with Nagaland. Report adds that suspected cadres of the NSCN-IM abducted a local contractor of Natun Lonkhai village under Mahur police station in Dima Hasao, identified as Sangjeulungbe Panme from Hajaichak village on October 31 night. Panme and three other church leaders were on their way to Bambi village in a Maruti van when he was abducted. He was released on November 2 morning. However, Police said they are yet to receive a First Information Report (FIR) in connection with the kidnapping but the incident had come to their knowledge and they were investigating it.

"Police and civil authorities, despite their best efforts, are not being able to control incidents of kidnapping for ransom and killings upon non-fulfillment of illegal demands. The native population is totally exposed to militancy. As the funds allocated by the Centre has not helped in ameliorating the declining law and order situation, we have no option but to direct it to consider the use of AFSPA in the Garo Hills area and deploy the armed and paramilitary forces to control the situation in the aid of, but certainly not under the command of, civil and police authorities till life becomes normal and the incidents of rampant kidnapping and killing totally stop," a full bench of the high court comprising chief justice Uma Nath Singh, justice TNK Singh and justice SR Sen said in an order issued in Shillong on November 2. The court also directed the Union Home secretary and the defence secretary to ensure compliance by placing the order before the Centre. It further directed the principal secretary in the office of the Prime Minister to place the order before Narendra Modi. "Even the chief justice and judges of the high court are getting veiled threats. It may not be proper for us to say anything about our security, which is, for the present, being looked after by the state. Generally, we put all such anonymous letters into shredders, but two of us are to retire in January and February next year, and another in March 2019. We expect the Centre to give its response," the order stated. The court will hear the matter again on November 18.

Highly placed official sources said that all the relevant information about the ULFA-I ‘chairman’ would have to be gathered before seeking his extradition and the process of doing that has started. Sources said that the first step would be to get the real identity of the ULFA-I ‘chairman’ with enough documentary evidence. Sources said that according to information available with the security agencies, a UK-based Assamese doctor, Dr Mukul Hazarika is the ULFA-I ‘chairman’ Dr Abhijit Asom. At present there are no camps where there is a living area with ongoing training of the militants (in Bangladesh) but still there exist between 15 to 17 hideout of the militants in small groups between five to ten, said J B Sangwan. “Most of the camps exist opposite to Dhalai District (of Tripura) in the tough northern areas of the Chittagong Hill Track (CHT) and taking advantage of no presence of habitation or the Border Guard Bangladesh (BGB) there are staying there. "Islamic outfits, Maoists and all other insurgent organisations are trying to create trouble in the state but we are vigilant," Gogoi said. He asserted that containing insurgency was the "single-most achievement of my three terms in office but there are several forces trying to destabilise the state and its development". Gogoi claimed that militant groups like IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and Independent faction of United Liberation Front of Asom (ULFA-I) have been considerably weakened with most of its top leaders either eliminated or captured. ULFA-I ‘chairman’, Abhizeet Asom, who the National Investigation Agency (NIA) believes to be a London-based general practitioner named Mukul Hazarika, said in a statement on November 7, "China is our next-door neighbour. Despite Indian occupation of Nan Zang (south Tibet), China is trying to maintain status quo for the sake of peaceful coexistence. At the same time, it remains ambivalent on the plight of indigenous Assam, except occasional voicing by Chinese citizen in support of Assam's legitimate claim in print," the militant leader said. Referring to the 1962 India-China war, the ULFA-I leader said the People's Liberation Army had not set foot on Assam soil and he is amazed at China's respect for Assam. "Since then, I have been observing China closely and, in my best judgment, I have not seen any enmity towards Assam yet. In absence of enmity, building friendship should be easy. But, without taking a first step, there won't be any progress. The watershed moment has arrived for indigenous Assam to prompt us to build that friendship with China with confidence. We sincerely hope that China will put forward the hand of friendship towards Assam without hesitation." The militant leader said his outfit had taken note of the fifth All India Tibet Support Group meeting in the state on November 2 and 3. However, the NIA has summoned the ULFA-I ‘chairman’ in September, 2015 and will soon approach the British Government for information on Hazarika.

Armed militants in Meghalaya are using pre-activated SIM cards originating from other Northeastern (NE) states like Nagaland, Manipur and Tripura compounding the problem of abduction and extortion, Police said on November 10, reports The Morung Express. “In all the kidnappings and extortions in Garo Hills region, all militants and criminals have used pre-activated SIM cards originating from Nagaland, Manipur and Tripura,” Inspector General of Police (Operations) G H P Raju said. The matter came to light after the Police detained a young man who appeared for the post of jail warder on November 9, at Tura in West Garo Hills District from whom Police seized 60 unauthorised SIM cards, he said. While a case was registered against the man identified as Blutcher Sangma, Police claimed the SIM cards were meant to be delivered to the Garo National Liberation Army (GNLA). According to Raju, GNLA and other militant groups rely on black SIM cards for their communication to commit crimes such as abduction, extortion and criminal intimidation.

The ANVC-B leader Bernard Marak on November 11 said that his group was yet to receive any response either from the Centre or the State Government regarding rehabilitation package. The ANVC and the ANVC-B were disbanded in Tura, West Garo Hills, in December last year following the signing of a memorandum of settlement with the Centre and the Meghalaya government. During the disbanding ceremony, 748 cadres (447 from the ANVC and 301 from the ANVC-B) were present. According to Marak, a blame game is on between the Centre and State Government as far as the rehabilitation package is concerned. “The Central government tells us it has not received any communication from the State government, which on the other hand claims that there is no response from the Centre,” he said. Irked over the delay, the ANVC-B has decided to write again to the State government and the Centre seeking early announcement of package for the cadres.

She said the prevailing law and order situation in Garo Hills does not warrant to impose the Armed Forces (Special Powers) Act (AFSPA) in that area since Police were making all effort to tackle the militancy situation. “The situation in Garo Hills does not warrant for imposition of AFSPA. Our police are putting in all efforts to fight militancy, despite a lot of constraints,” Warjri said. The minister, however, felt that the central government should sanction additional central forces to assist police in the ongoing combing operations against various militant outfits. “We have repeatedly been writing to the Centre to provide additional central armed police forces, besides financial assistance for upgrade of police stations and enhancement of manpower by raising two more Indian Reserve battalions besides sanctioning funds to Special Force-10 to deal with internal security challenges,” Warjri said.

Superintendent of Police (SP), Vivek Syiem on November 13 said that evidences recovered from the place of occurrence were sent to forensic experts for examination. He also said that Police were on the job though it will be premature to say anything on who was behind the incident. Sources, however, said that those who used the IED apparently chose the time when people were engaging in bursting crackers on November 12. On the other hand, the HNLC publicity secretary Sainkupar Nongtraw claimed that the intention of planting ‘RDX’ in a location like Jhalupara at late night was to avoid human casualties. “We purposely planted the RDX in such a location at late night hours in order to avoid human casualties. Our objective was to make the people realize that if we had planted the RDX at Khyndailad (downtown Shillong) during working hours, human casualties would have been far more than expected,” Nongtraw said in statement. The outfit said the blast was a warning to Nepalese and other non-tribals of Shillong trying to interfere in the affairs of HNLC. “We are not against any community or religion. Bomb squad in-charge, B. Purkayastha said that it was a remote-controlled improvised explosive device (IED), which can be triggered with a mobile phone SIM card from a distance. Lamenting Government’s alleged apathy the surrendered militant said that he along with five of his associates fled a militant camp located in Myanmar on October 19, 2013. After they contacted Moreh Police Station, they were brought to Thoubal District Police headquarters by a Police team led by the then Moreh Police Station Officer In Charge (OIC) Sudhir. Saying that Department’s promise to pay a monthly stipend of INR 4000 each has also never become a reality, the surrendered militant lamented that the Government has also failed to keep its promise to pay for the arms and ammunition which they brought. He further said that although Criminal Investigation Department (CID) has already verified their details, no identity card has been issued to them till date. In short, he said, the Government has not provided any benefit regarding rehabilitation till date.

It said that the threat to Assam cannot be overlooked as the communal clashes in Assam in 2012 were mentioned in the videos released by the jihadi elements in different parts of the world, while, after busting a training camp of the Jama'atul Mujahideen Bangladesh (JMB) in Chirang recently, Police recovered some training videos, which becomes cause of serious concern. According to the AR source, on receiving information of movement of a group of cadres belonging to Khaplang faction of National Socialist Council of Nagaland (NSCN-K) with weapons in the area of Laikunger village, a patrol of AR reached the area in the early hours on November 15 and cordoned off the village. It said as the patrol approached the community hall inside the village, they were fired upon with automatic assault rifles from inside the community hall complex. The AR troops fired back in self defence and the fire fight between the two groups continued for almost two and half hours. After the firing stopped, a detailed search of the area was carried out which resulted in the recovery of bodies of four underground cadres along with four assault rifles which included one AK-47 assault rifle, one M-16 assault rifle and two .303 assault rifles. The underground cadres were in possession of 101 live bullets of AK-47 rifle, 230 live bullets of M-16 rifle and 29 live bullets of .303 rifle. An AR statement said that “There had been many inputs from intelligence agencies in the past week regarding movement of NSCN-K cadres from Myanmar across the Indo-Myanmar border in the districts of Mon, Tuensang, Zunheboto, Kiphire and Phek.” “The NSCN-K cadres had entered Nagaland to carry out subversive actions against the security forces as well as to collect extortion money from various agencies like TTK Services (Dimapur), Airtel Telecom (Dimapur, Kohima, Zunheboto etc), contractors, businessmen, annual tax from State Teachers Association (Zunheboto), annual house tax from villages etc.” “There were also reports of movement of cadres of Isak-Muivah faction of NSCN (NSCN-IM), NSCN-KK and Reformation faction of NSCN (NSCN-R) in these areas for collection of similar taxes," the statement added.

The suspect Anu Chiru (30), wife of Khamba of Senpati District at present staying at a rented house at Hatta Minuthong, was produced before the Judicial Magistrate First Class (JMIC) Thoubal following the expiry of her 13 days judicial remand. Police sources from Garo Hills informed that during the recent visit of Director General of Police (DGP) Rajiv Mehta to Garo Hills, all the District Police chiefs were asked to study the 87 abduction cases reported in Garo Hills in 2015 and find the crucial factors that helped militants and other armed criminal gangs in commuting these crimes. Police sources also revealed that out of the 87 cases reported, 62 abductions were committed by armed criminal gangs and seven by Garo National Liberation Army (GNLA) while the rest of the abductions were carried out by other armed groups such as A’chik Songna An’pachakgipa Kotok (ASAK), A’chik Matgrik Elite Force (AMEF) and Liberation of Achik Elite Force (LAEF). The Central Government declared Khaplang faction of National Socialist Council of Nagaland (NSCN-K) as a terrorist organization, reports The Times of India. A gazette notification issued on November 16 has declared all formations and front organizations of NSCN-K as a terrorist organisation under the Unlawful Activities [Prevention] Act (UAPA), 1967. Earlier on September 15, 2015, NSCN-K was banned for 5 years under the same UAPA, 1967. The notification said NSCN-K came into existence in 1988 and was active along the India-Myanmar border. A Union Ministry of Home Affairs (UMHA) statement said the outfit had been spreading terror by killing civilians, Security Forces (SFs) and was engaged in other violent activities. The NSCN-K unilaterally abrogated the ceasefire agreement with the Centre in March this year (2015), which was signed in March, 2001.

The people of Tura held a public meeting on November 16 and carried out procession protesting against the Meghalaya High Court’s directive seeking imposition of Armed Forces (Special Powers) Act (AFSPA) in Garo Hills, reports The Assam Tribune. While the meeting was held at the Chandmari playground, the rally by senior citizens and Non-Governmental Organizations (NGOs) moved through the town before ending near the office of the Deputy Commissioner (DC), West Garo Hills. The protest rally was spearheaded by several civil organisations including the Garo Students’ Union (Interim body), A'chik Students' Welfare Association (ASWA), All Achik Youth Federation (AAYF) as well as the Garo Hills State Movement Committee (GHSMC). Interestingly to show solidarity with the protestors, most shops across the town shut down during the duration of the rally. At least 1,000 people gathered to show their resentment against the AFSPA and rallied through the streets of Tura town demanding for peace and harmony.

A group of armed militants ambushed an AR patrol party near International Border Pillar No 60 of the village, Police officials said. The slain rifle man was identified as Raghunath Prasad who hailed from Madhya Pradesh. While owning up the attack, a statement of the UNLF said that the attack was conducted by members of its armed wing Manipur People Army (MPA) under its code name “Operation Waaba”, adds Nagaland Post. It claimed that one soldier of the “Indian Occupational Force (IOF)” was killed in the ambush that also inflicted injuries to two other soldiers. The aide identified as Hendinath Ch Marak (Malmepa) during interrogation revealed his close links as well as details of the businesses he managed for the GNLA chief. Malmepa was arrested from his residence at Bawegre, Williamnagar in East Garo Hills. “Malmepa supplies food and other items to Sohan. Speaking from an undisclosed location, Baruah said, "We are not concerned with the outcome of the talks the pro-talks faction is having with the Indian government. Our objective remains the same and is known to the people of Assam. I cannot betray my organization. We will come only if the government spells out in clear terms that sovereignty will be discussed." Baruah refused to comment on arrested ULFA chief Anup Chetia switching sides, saying that the ‘general secretary’ has not yet expressed his decision. "He is in custody of the Indian government and till he is set free, he can never think and speak independently." Baruah also said, "After spending 17 years in jail in Bangladesh, Chetia was an international subject and now he is caught in a political tangle in India." However, the report adds that, Chetia is expected to join the next round of peace talks with the Centre and the State Government in New Delhi on November 24.

The Centre has cleared the release of INR 150,000 each as one-time financial assistance as part of rehabilitation package to both Achik National Volunteer Council (ANVC) and breakaway faction of Achik National Volunteer Council (ANVC-B) members following the peace settlement with both Centre and the Meghalaya State government in September last year, reports The Shillong Times on November 20. An official source said on November 19, that in addition, the Centre has also agreed to release the pending monthly stipend of INR 3,500 each to the ANVC cadres. According to the official, following the clearance by the Centre, the state government will work out the modalities on the disbursement of the amount of money to the cadres. The official said that though the government had sought INR 250,000 per cadre as one time financial assistance, the Centre has agreed to provide INR 150,000 each. The official added that in addition to INR 150,000, the state government is looking at additional package in terms of livelihood programmes to the cadres of both ANVC and ANVC-B.

However, a faction of Kangleipak Communist Party - Military Council (KCP-MC) then led by Lanheiba Meitei signed a tripartite agreement with the Central and State Governments on February 13, 2013. Ravi said that the Government is for a comprehensive solution of the Naga political issues and it is of the view that signing separate agreements with different outfits would only complicate matters. He said that the Government has already made it clear that if any other militant group including the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) is willing to join the peace process, it is welcome to do so. Addressing a joint news conference, NPF president Shurhozelie Liezietsu said the Centre and the NSCN-IM had only signed a preamble and that modalities would be worked out. "We believe the NSCN is doing its best to ensure the best for the Naga people," he said. Chief Minister (CM) T.R. Zeliang echoed Liezietsu and asked people not to be carried away by rumours and speculation. According to Inspector General of Police (IG, operations), GHP Raju, Meghalaya Police have identified GNLA cadres who are working as couriers and informers in Chokpot, Tura and Daddengre areas and carried out operations to arrest these GNLA cadres. In the operation four GNLA linkmen were arrested from Chokpot area. The four have been identified as-Batchan T Sangma (33) of Wagebokgre village, Latdin M Sangma (22) of Rongsinma village, Naibinath Ch Sangma (28) of Wategre Songgital, Gasuapara and Nalu T Sheik (32) of Goraghata, Mankachar in Dhubri District of Assam. “They carry ration and other supplies to GNLA. The protesters sought immediate and unconditional release of the two labourers, Shahujdin Sheikh (35) and Soleman Ali (42), who were working as labourers in a firm that is working on a Pradhan Mantri Gram Sadak Yojana (PMGSY) road bear the village when they were abducted. The protesters gave an ultimatum of two days to the ANLA for the release of the two labourers, failing which the people of the region would start operations against outfit. “This is a show of anger at what militancy has done to the region. We absolutely condemn the kidnapping of the two labourers and want them to be released immediately. How much will we bear the brunt of these acts that are making a mockery on normal life,” said one of the protesters at the rally. However, both the countries have agreed to work together to prevent narcotics smuggling, which has become a major cause of concern. Highly placed sources in the Union Ministry of Home Affairs (UMHA) said that the meeting between the Home Secretaries of India and Bangladesh and the meeting of the Joint Working Group, discussed vital issues relating to the North East region and a list of militant leaders of the region, who are still in the neighbouring country, was also handed over to Bangladesh. Sources added that in the meetings, Bangladesh officials expressed concern over the death of citizens of that country in firing by the Border Security Force (BSF), particularly at night. But the Indian officials pointed out that if foreigners, particularly anti-social elements, try to cross the international border at night, there is every possibility of such incidents happening. India, in turn, requested Bangladesh to take effective steps to secure the areas along the international border, so that no Bangladeshi national can venture towards the border at night. India also suggested that Bangladesh can impose night curfew along the international border as is done by India.

Inspector General of Police- Crime (IGP), Toshitsungba Aier during the Nagaland Police Service Association annual conference at Police Complex in Chumukedima on November 26 disclosed that the Nagaland Police has an excess of around 1,500 uniformed personnel making the State Government bear an extra burden of INR 50 crore annually for payment of their salaries, reports The Assam Tribune. Aier said the Police department has become an “employment department” with 23 per cent of the State Budget (Non-Plan) being spent on 26,000 Police force in the State. Lamenting that the excessive appointment is a “huge burden” on the State Government, the IGP said the ratio of Police and public has gone up to 1:50 against the national average of 1:500. Despite huge deployment of uniformed personnel, performance on investigation and detection of crime was not up to the mark, he rued. Aier attributed this to the Government spending more on resource and energy for non-policing and giving less importance to crime and investigation.

The release clarified that the army had specific information of two Garo National Liberation Army (GNLA) cadres moving in a motorcycle and as such had set up a checkpoint on the Kharkutta-Khilor road. “We started checking the motorcycles passing by. Initially, two motorcycles having two riders each were signaled to stop. They were stopped, checked and let go when nothing suspicious was found”, said the release. “At approximately 8.40 pm, the third motorcyclists, when signaled to stop, accelerated their bike and tried to escape. Due to the huge back blast and flash from the bike’s silencer and due to prevailing pitch darkness, it seemed the bikers had opened fire. The troops returned fire in self defence, due to which the bikers were hit and died on the spot.” According to reports, Sweetbirth D Marak (30), a school teacher and Alphius Momin (35), both from Rajasimla were returning home on a bike when they were shot dead near Konchikol under Kharkutta outpost around 8.40 pm on November 25 by army personnel allegedly from the Rongjuli camp. Narendra Chandra Debbarma, President of the Indigenous People’s Front of Twipra (IPFT), said that the National Federation for New States has given the bandh call as the Centre has failed to respond to their demand. Apart from Tripura, bandh will be observed in the areas where people are demanding new States like Bodoland, Gorkhaland, Karbi Anglong, Kukiland etc. The IPFT is demanding a separate State comprising the areas under the Tripura Tribal Areas Autonomous District Council (TTAADC) which covers almost two third of the State’s total geographical area and habitation of State’s one third population, mostly the tribals. Sengku disclosed to the Police that GNLA ‘commander-in-chief’, Sohan D Shira attended a programme at Durama general camp from where he passed out after training in the camp for three months. Sengku told Police that he surrendered since he did not want to continue in the GNLA as there was rampant indiscipline and everyone in the outfit were committing crimes to make quick money. The four cadres are identified as - Porkash D Sangma (23), of Dobetkalgre, Williamnagar, East Garo Hills, Polendro Ch Momin (34), of Kolligre, Kalaichar, South West Garo Hills, Anat Koch (23) of Barengapara, Dalu, West Garo Hills and, Jhotiram Koch (36) of Kalipara village in Kalaichar, South West Garo Hills. According to Police, during preliminary investigation it was revealed that the four arrested belonged to United A’chik Liberation Army (UALA). The Meghalaya Police trust deficit on the leaders of the Achik National Volunteer Council (ANVC) and its breakaway faction of Achik National Volunteer Council (ANVC-B) is well exposed following the arrest of the Jerome Momin, the then self styled ‘Commander in Chief’ of the Garo outfit, reports The Sentinel on November 28. “Going by the striking abilities during the days prior to ceasefire agreement, it is well beyond doubt that the two outfits have not fully deposited the arms and ammunitions,” stated a senior Police official who is monitoring the investigation into the arms transaction indulged by Momin even on a day when his outfit formally signed the peace agreement with the government. “We don’t have inputs on the hidden arms of the ANVC but it should be quite a number,” stated the source. A total of 447 ANVC cadres were part of the disbanding ceremony. They also surrendered 93 numbers of weapons. The ANVC-B cadres numbering 301 members deposited 98 weapons. Interestingly, a majority of the weapons deposited were small pistols and local made guns with only a handful of sophisticated AK rifles. According to Police, at the height of its militancy the ANVC had a stockpile of rocket launchers and light machine guns but these were not surrendered during the disbanding ceremony.

"We have come across such cases in Silchar and Guwahati. Even women are being targeted," a CID source said. Most of the complaints are related to Facebook accounts. "The group is using cyber space to spot and radicalize people. Out of curiosity, users often view pages related to ISIS. These users are followed and targeted by the Islamic outfit. Links, videos, messages, photographs - both in English and Arabic - are sent to the targeted users in a bid to radicalize them. Messages are also sent to their online friends," said an officer. Sometimes, links are also sent to random people. If the person reciprocates or 'likes' those contents, they become targets. The Independent faction of United Liberation Front of Asom (ULFA-I), led by Paresh Baruah, on November 28 said that Assam has no option but to permanently expel all the outsiders for the future of indigenous people, reports The Times of India. In a statement issued on the occasion of the banned outfit's 'protest day', it said, "Therefore, the indigenous Assam must be alert of duplicity prevailing in accepting the guest into your home and then letting that guest take over your home and you ending up under the open sky. Assam belongs to her legitimate indigenous people. If the indigenous Assam has to survive, there is no alternative than to expel permanently all the outsiders whatever their creed or nationality be." The ULFA-I added that Indian policy-makers have put in place a nefarious design to turn the indigenous population into a minority and then wipe out all non-tribal and tribal locals to accommodate people of Bangladeshi origin. The outfit criticized the Centre's recent notification granting shelter to non-Muslim migrants from Bangladesh and Pakistan. The outfit said the Assam Accord had sold out the state. "When handful of immature student leaders decided to sign the Assam Accord with the yearning of getting a permanent solution and safeguarding the future of Assam, in making a place for themselves in the mainstream Indian political scene, they simply sold Assam and her people the second time after the 1947 sellout," said the statement signed by ULFA-I ‘chairman’ Dr. Abhijit Asom.

A pharmacist identified as Shankar Barman (40) from Mahendraganj town in West Garo Hills District, who was abducted on his way home has been released after suffering several days of ordeal inside neighbouring Bangladesh on November 29, reports The Shillong Times. A gang of Bangladeshi criminals had reportedly abducted him while he was returning home after closing shop at around 10 PM over 10 days ago. The abductors are said to have kept him at a border village inside Bangladesh for several days as they waited for the victim’s family to pay up. The gang even assaulted him as they sought ransom from his family. The abductors had reportedly demanded between INR 1 million – 1.2 million from the family but later scaled it down after Barman’s family expressed their inability to pay such a huge amount. Although the abductors crossed the border at Mahendraganj to commit their crime, yet they pushed him back from another distant location to avoid detection. Barman was released in the Purakhasia border region. He managed to hitch a ride in a three wheeler tempo vehicle that brought him to his home in Mahendraganj.

Kron Jon claimed that during a meeting held between Mongol Sing Timung and the ‘self styled Area Commander’ of Hamren (now West Karbi Anglong District) Langchun Hansey, the self pompous Executive Member deprecate KPLT by branded it as selfish organization interested in extorting money for their self-interest. According to a press release from Inspector General Assam Rifles - North (IGAR-N), the cache included “five sophisticated weapons along with their ammunition of various calibers, rifle grenades and other war like stores which were concealed in three dug out, wrapped in polythene and tarpaulin.” The hideout from where the huge cache was recovered is suspected to be the remnants of the arms cache which might have been shifted from Assam following the operations conducted by AR on September 29-30, the release added.

"We cannot lower our guards or sit back and relax. Militancy can rise from the ashes and we have to come up to meet the challenges," Sahay, who took over charge from the Khagen Sarma said. DGP also added, "Irrespective of the situation in the neighbouring country, there is no change in the policy regarding militancy in the state." Talking about the growing threat of Islamic militancy in the state, the new DGP said State Police would remain on constant alert to thwart such groups. He added, "We can't ignore the fact that these militant groups have the potential to bounce back or spread tentacles. Police need to be on their toes all the time and develop effective measures to combat Islamic fundamentalist outfits."

Suspected militants belonging to Independent faction of United Liberation Front of Asom (ULFA-I) fired indiscriminately upon the workers of a stone quarry at Namrup in Dibrugarh District, leaving two Hindi speaking persons seriously injured on November 30, reports The New Indian Express. The attack brought back memories of past attacks on people speaking Hindi and evoked widespread outrage across the State. According to official sources, a group of five masked militants swooped down on the quarry and fired indiscriminately using sophisticated weapons. Two of the workers, Gopal Shah and Sanjay Bharti, who sustained grievous injuries, were rushed to Hospital in Dibrugarh. Their condition was stated to be critical. The attackers fled after the incident. In an email sent to media houses on December 1, ULFA-I claimed responsibility for the attack, adds The Telegraph. Arunudoy Asom, a leader of the outfit warned "Indians" to cooperate with them or quit Assam. It blamed the "lack of cooperation by certain business institutions established by Indians for occurrence of such unfortunate incidents.”Time and again we have been calling upon these foreign economic migrants and Indian people who are continuing commercial activities in Western South East Asia (WESEA) either to cooperate with the liberation struggle of the sons of the soil or to quit Asom," the statement said. "Their defiance has forced us to these extremes," the statement added. However, Security Forces (SFs) also suspect that the outfit carried out the attack with the help of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants. The site is 10km from Tirap District of Arunachal Pradesh, known to be an NSCN-K stronghold.

The roadside timer bomb was detected by a foot patrol party of 49 BSF around 7:30 am, a Police report said. The personnel of the BSF blocked the road for some time and retrieved the IED with the help of bomb experts. The bomb, believed to have been planted by militants to target the BSF personnel, was later defused at a spot nearby.

Troops of the Border Security Force (BSF) deployed along the Meghalaya portion of the Indo-Bangladesh border arrested 76 Bangladeshi nationals - all engaged in smuggling and criminal activities - and recovered over 1,300 cattle and other contraband during the past one year, reports The Indian Express on December 1. A BSF Meghalaya Frontier spokesman said the troops also arrested two militants and 10 overground workers (OGW) of different militant outfits during the year, while one Garo National Liberation Army (GNLA) militant surrendered before the troops. “Those apprehended during the year included 68 Bangladeshi and 35 Indian smugglers apart from eight other Bangladeshi criminals. The seizure included several firearms, fake Indian currency notes valued at Rs 12,500, 4674 bottles of phensedyl, 20 kgs of hemp, 1312 cattle, wooden logs worth Rs 1.85 crore and other contraband items worth Rs 61.55 crore,” the BSF spokesman said. While Meghalaya shares 443 kilometres of the 4096 kilometres Indo-Bangladesh international boundary, as many as nine battalions of the BSF are deployed for border domination and border management. Ten companies of the BSF are also deployed in other parts of the state, he said. Separately, a rally was held on December 1 in Kharkutta in East Garo Hills District to protest against the killing of two civilians in Konchikol village in North Garo Hills by the army on November 25, reports The Assam Tribune. The rally also sought punishment of the guilty army personnel involved in the killing. The rally set a 15-day deadline for their demands to be met.

Unknown persons suspected to be militants, lobbed a hand grenade in the courtyard of a private contractor in Koirengei area under Imphal West on November 30, but it did not explode, reports The Morung Express. The incident happened at the residence of a contractor identified as Ahongsing Neishui around 2:30 am. A team from Heingang Police Station retrieved the grenade and defused. Sources believed the militant group Manipur Naga People’s Front (MNPF) was behind the incident. They said this was the second time that suspected militants tried to attack his residence by hurling grenade.
