‘Ministry of Information and Publicity’ (MIP) of Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) has revealed that an Lieutenant Colonel Mohmand Zabiulla of the Indian army’s Signal regiment along with 16 personnel were ‘detained’ and interrogated for about half an hour, reports Nagaland Post. MIP stated that the ‘detention’ was for violating Cease Fire Ground Rules by moving towards its ‘Council Head Quarters Hebron’ on November 2 at around 4.30 p.m. According to MIP, the entire convoy was cautioned about their trespass and set free in good faith after the Army men “admitted their serious mistake”.

Major General V K Mishra, General Officer Commanding of 57 Mountain Division said that an early solution to the insurgency problem in Manipur is difficult given its complexity due to multiplicity of militant groups and their different sets of demands, reports The Shillong Times. Army’s 57 Mountain Division is involved in anti-insurgency operations in the State. “The presence of so many groups adds to the complexity. You may reach out, but to whom?” the Army official said, talking to visiting journalists recently. “Given the complexity of the problem, it may take longer to achieve a solution,” Major General V K Mishra said. “There are four major constituents in the problems affecting the State, insurgency, ethnic issues, criminal activities and drugs,” Major General VK Mishra added. There are around 30 insurgent outfits, many of them splinter groups with different secessionist demands, while Naga groups, including the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and proscribed Khaplang faction of NSCN (NSCN-K) are seeking ‘Nagalim’ or greater Nagaland, said Major General V K Mishra, GOC of 57 Mountain Division. These apart, 16 Kuki organisations are seeking a separate state for themselves and eight groups of the United People’s Front (UPF), which is demanding a separate Hill State within the territory of Manipur.

Pro-talks faction of United Liberation Front of Asom (ULFA-PTF) leader Anup Chetia on November 4 suggested that the movement against the Citizenship (Amendment) Bill be taken up on a united front, reports Times of India. "The need of the hour is to unite the separate movements that have been launched against the proposed amendment. We believe the movement led by AASU is not very different from ours. If AGP [Axom Gana Parishad] also joins us, the movement will gain significant momentum - enough to take it to the national capital," general secretary of the pro-talks faction of ULFA, Anup Chetia, said.

The National Investigation Agency (NIA) on November 5 filed a charge sheet against Nationalist Socialist Council of Nagaland--Khaplang (NSCN-K) cadres before the Special NIA court in Shillong, report Business Standard. The five accused identified as Gaisinglung Meiringmei, ‘deputy secretary’ of NSCN-K and other members namely Khamjang Rongmei, Dimchuingam Ruangmei, Ganthoulung Rongmei and wife of the ‘general secretary’ Tanthaoliu Gonmei have been charged for committing various offences under the Unlawful Activities Prevention Act, 1967 and the Indian Penal Code (IPC). Five Bengali-speaking people were shot dead by the suspected United Liberation Front of Asom- Independent (ULFA-I) militants at Dhola in Tinsukia district on November 1.The two-phase Panchayat polls will be held in the State on December 5 & 9. The Police have already identified 3665 polling stations as ‘very sensitive’ another 8243 polling stations have been identified as ‘sensitive’. Another 11,597 stations are being considered as ‘safe’ for polling. Assam State Election Commission (ASEC) Commissioner H.N. Bora said that the commission has already had several rounds of meetings with the State Police so as how to conduct peaceful Panchayat polls. “We have asked the police to create an atmosphere in the State where the people can exercise their franchise without any fear,” he said, adding that the Police have assured ASEC to do take all possible steps to prevent any untoward incident during the polls.

NGBF ‘media cell’ further disclosed that the federation, during its meeting with the Khango-led group at Yankhao village on October 25, was officially endorsed to pursue the issue with the Centre in order pave the way for the group to enter into ceasefire at the earliest. The NGBF met the Centre’s interlocutor for Naga talks R.N. Ravi in New Delhi on November 1.R N Ravi has informed the delegation that there will be no fresh negotiation. Naga Interlocutor RN Ravi said “India has a commitment to solve the Naga issue with one comprehensive solution and therefore, cannot have many agreements and is not in a position to take up 3rd party with fresh negotiation.” The NGBF said that the Khango-led NSCN-K had placed a four-point demand to the Centre for consideration. It includes lifting of the ban imposed on the NSCN and removal of “terrorist” tag, rescinding the bounties placed on NSCN leaders, repeal of the Armed Forces (Special Powers) Act and Disturbed Areas Act in “Naga areas” and unconditional release of NSCN cadres who were arrested after abrogation of the ceasefire and are undergoing trial or serving sentences in prisons.

The bandh was called despite Police’s request to call off the strike, saying that Centre’s interlocutor of peace talks with the militants, A.B. Mathur had clarified to Pallab Bhattacharyya, Director-General of Police (Civil Defence) and in-charge of Special Branch that no such move had been made by the Centre. While the bandh was total in Bongaigaon district in lower Assam, it evoked mixed response in the BTAD and no response in Upper Assam and Barak Valley in south Assam.
