A United Liberation Front of Asom (ULFA) militant, belonging to the outfit’s 28th battalion was lynched by a group of irate civilians in the 1 Joraguri village of Golaghat district on October 1, reports Telegraph. The militant identified as Mangal Singh, a “sergeant major” in the battalion’s “B Company” along with two of his accomplices were trying to intimidate a panchayat (village level self-government body) member into paying them a huge amount of ransom. Two of the killed ULFA militant were identified as Monikanta Sare, a ULFA conduit and Ganesh Pegu, a surrendered militant. Both have been admitted to a hospital in injured condition.

One United Liberation Front of Asom (ULFA) militant was killed and other injured by locals at Joraguri village in the Golaghat district on October 1, Telegraph reports. Mangal Singh, a.k.a. Amrit Goswami, a "sergeant major" in the ULFA battalion’s B Company was fatally wounded along with two of his accomplices for trying to intimidate Sajal Chakraborty, an Asom Gana Parishad leader, in his house. The militants were allegedly trying to extort money from the leader. Meanwhile, the ULFA has reiterated that it would sit for talks even in Dispur within 48 hours of the Government of India declaring its willingness to talk on restoration of sovereignty of Assam, according to Assam Tribune. The ULFA, in its mouthpiece Shwadhinata, said that the peace process ended in a deadlock because of lack of sincerity on the part of the Government of India. The outfit alleged that though it showed sincerity for a negotiated settlement, the Government started imposing new conditions, which resulted in the process ending in a deadlock. The ULFA said that Ministers and officials of the Government of India started issuing derogatory statements, while the Army always opposed the peace process. The outfit also alleged that the Army and some officials and Ministers of the Government of India always tried to stall the peace process.

The first blast occurred near a building that housed an automobile workshop at Bawngkawn locality that partially damaged the doors and a car. The second blast occurred near a cement and iron rod shop at Tuikual locality. The blast partially damaged the shop shutters and a truck. The third blast took place near a grocery shop at Dawrpui locality. However, no loss of life was reported.

Meanwhile, Meira Paibi, a women’s civil society organisation, warned to socially boycott the PREPAK in case of its failure to substantiate the charges levelled against Romen by the outfit. At least five Central Reserve Police Force (CRPF) personnel were killed and eight others wounded when around 20 People’s Revolutionary Party of Kangleipak (PREPAK) militants ambushed one of the three security convoys plying along the National Highway-53 at Khonglong Part-II area under Sapermeina police station in the Senapati district on October 3, according to Sangai Express. On receiving report of the ambush, a reinforcement of CRPF personnel in seven trucks rushed to the incident site. They were also waylaid and attacked by the armed militants again near a brick field at Pastor. One security convoy was damaged in the fist ambush. The five slain CRPF personnel were identified as H. C. Kunjamohan, K.P. Reddy, Javed Khan, Shivkumar and Sada Shiv Dharani. About 42 tribal youths were recruited from Mrityunjoypara, Sarbajoypara, Joymonipara and Bhandarima under Kanchanpur subdivision in the North Tripura district. Earlier, 32 tribal boys joined the outfit in September. All the new recruits were sent to Chittagong Hill Tracts in Bangladesh to receive guerrilla training and they would be reportedly sent back before the February 2008-elections in the State. Four BNCT cadres who were arrested from a remote village of Kanchanpur subdivision on an unspecified date confessed during interrogation that they were supposed to enter Bangladesh to impart training to the new recruits. A search operation was reportedly carried out by the security force (SF) personnel. "It is sheer impossible to cover every area of the park but we are doing our best by focusing on specific areas," an unnamed police officer engaged in the search operation said. Shillong Times quoting Meghalaya Police source reports that the Nagaland-based National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and the Liberation of Achik Elite Force (LAEF) have joined hands to extort money from the coal traders in the South Garo Hills district. On October 17, B.K. Dey Sawian, the Director General of Police, disclosed that the NSCN-IM has set up a camp in the Balpakram National Park in South Garo Hills with the help of the LAEF to extort money from coal traders in the district. The report added that after the rainy season, coal export to Bangladesh would resume in November in the Nangalbibra area of South Garo Hills, where criminal activities, including extortion and abductions for ransom, occur on a regular basis. While commenting on the recent counter-insurgency operations in the entire Balpakram National Park, Sawian said, "We, however, could not make much progress as the area where the NSCN (I-M) has set up the camp is inaccessible." Balpakaram area was earlier used by many militant outfits for training and taking shelter. Following the killing of Peter Marak, 'commander-in-chief’ of the LAEF, his younger brother Darong Marak has reportedly been trying to strengthen the outfit with the help of the NSCN-IM. Sawian mentioned that the State Home Department has asked for intervention of the Union Ministry of Home Affairs in the NSCN-IM’s activities.

Shyam Kumar Singh, the Deputy Speaker of the Manipur Assembly, who was accused of aiding the United National Liberation Front (UNLF). The Special Cell of the Delhi Police had reportedly arrested Singh along with two self-styled ‘lieutenant colonels’ of the UNLF while trying to board a Kathmandu-bound flight from the Indira Gandhi International Airport in New Delhi on October 2, 2006. A charge sheet was filed indicting him for offences pertaining to crimes against the state and other provisions of the Indian Penal Code. Later, Singh was elected as the Deputy Speaker in August 2007, after winning the Assembly election while lodged in Tihar jail. He was granted interim bail till October 31 by the Delhi High Court. He had approached the Sessions court seeking further relief by grant of a regular bail and cited political activities as the prime reason while moving his application.

According to Telegraph, police personnel shot dead five Hynniewtrep National Liberation Council (HNLC) militants, one of them identified as Safir Hashah, in an encounter at Cleave Colony under Laitumkhrah police station in the East Khasi Hills district on October 30. The incident occurred when a police team tried to intercept a vehicle carrying the militants. Two police personnel were also injured in the exchange of fire. An AK-47 rifle, a double barrel gun, a single barrel gun, one grenade and some ammunition were recovered from the slain militants. The East Khasi Hills district Superintendent of Police, A.R. Mawthoh, informed that the militants entered Meghalaya from Bangladesh to kill the outfit’s surrendered chairman, Julius Dorphang.

Major Ravi Vaish and Riflemen Gyaneshwor Prakash and H. Sahani were killed in the ambush. Sources said that the AR personnel were moving from Soide village to Kasom on routine patrol duty when they were waylaid and ambushed. However, the security forces have launched a massive search operation to track down the militants. Sources added that the ambush may have been carried out by cadres of the United National Liberation Front (UNLF) or by some hill based militant outfit active in the Ukhrul district.
