Three United Liberation Front of Asom (ULFA) militants were shot dead by troops during an encounter near Kendubari village in the Nalbari District on October 3, according to Nagaland Post. “Based on specific intelligence about the presence of three ULFA militants in the area, an army column laid an ambush and there was a firefight in which the militants were shot dead,” an Army official said. A carbine, pistols, grenades, detonators and gelatine sticks were recovered from the possession of the slain militants. “Probably the militants were planning to strike during the Durga Puja festival and hence carrying explosives,” the official added.

According to Police sources, a group of 10-12 heavily armed militants entered Bhimajuli village, inhabited mostly by the Nepali and Tea-tribe community, called out villagers from their houses, and opened fire on them. Barbhuiya was staying at the residence of his relative Jalaluddin in Triganga. Police sources said a group of at least 14 militants, dressed in army attire, attacked the residence of Jalaluddin and abducted Barbhuiya at gun-point. Saidur Rahman and Abidur Rahman, sons of Jalajuddin, tried to resist the militants. The group reportedly started firing and also assaulted Nejamuddin, the wife of Jalaluddin. Later, they took away Barbhuiya towards a dense forest near the Assam-Mizoram border. Monoranjan Das, Officer-in-Charge of the Jamira Police Outpost, said the abduction was probably the handiwork of Ataur-Bahini, a newly formed outfit which has resorted to kidnapping and extortion in the border area.

Rao was supervising work on the East-West corridor project at Karigaon Joypur in Kokrajhar when he was abducted by five motor-cycle-borne youths. The militants also fired three rounds in the air when the workers at the construction site tried to resist them. The abductors escaped north along National Highway 31C that leads to the Bhutan border through the Ripu-Chirang forest. Rao, who hails from Krishna District in Andhra Pradesh, is a diabetes patient with high blood pressure. He has been living at Kajalgaon in Chirang with his wife and two children for the past three years. In July last year, three officials, including an engineer, a contractor and a mason of the company, were abducted. They were, however, released after the company reportedly paid the ransom amount demanded by a militant group. Gayatri ECI (JV) has undertaken the National Highways Authority of India project for construction of a four-lane highway from Kachugaon in Kokrajhar to Rakhaldubi in Bongaigaon District, covering 63 kilometres. “We are yet to decide our next course of action. A decision will be taken tomorrow. The higher authorities in Delhi have been apprised of the incident,” the deputy general manager of the Gayatri ECI (JV), S.N. Raju, told over phone. A team of the United People’s Democratic Solidarity (UPDS) led by its ‘general secretary’ Haren Bey left for New Delhi for tripartite talks involving the State Government and the Union Government. The tripartite talks, seventh of its kind with the outfit, will be held on October 22. The team of the outfit also includes its ‘defence secretary’ Lengbong Engleng and ‘finance secretary’ Dhan Rongpi. They said their demand for a separate State, Hemprek-Khangphin, will come up for discussion in the talks. They hope that the talks will bear fruits and that they will deposit arms only after the tripartite talks. While arms of the UPDS designated camp at Diphu were deposited to the Government, arms of two other designated camps — one at Deopani and the other at Hemren — have not been laid down by the outfit as yet.

The arms were found at Shoshanghutu near Mornai tea estate under Gossaigaon police station in the Kokrajhar District. Three persons, Amit Hembrum, Soreken Murmu and Tirthi Tudu, suspected to be members of the Santali Tiger Force (STF) were also arrested in this connection. The recovery includes one AK-47 series rifle, two Bulgarian-made 9 mm pistols, one 7.65 US-made pistol, one country-made carbine, a 15 kilograms improvised explosive devices (IED), 2 kilograms gunpowder, 120 live ammunition, six magazines and 28 gelatine sticks. “The Maoists are known to be trying to spread their wings in the state with the help of other Adivasi militants groups, including the STF”, said a senior Police official. Sentinel reports that arrest of five youths by West Siang District Police from Aalo on October 20 has exposed the designs of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to rejuvenate the National Liberation Council of Taniland (NLCT) outfit by supplying arms to trained youths from Arunachal Pradesh. Sources said that one of the arrested youths, Tayum Ruti, was a trained cadre of the erstwhile NLCT. He underwent rigorous training of three months and 26 days at Mnt Glit in Nagaland, about 40 kilometres from Dimapur, under the NSCN-IM and completed his training in January 2009. After the arrest of Anthony Doke, the self-styled ‘commander-in-chief’ of NLCT, in June 2009 and several others earlier, Tayum was said to be one of the last two cadres of the outfit at large. The last active cadre, Police apprehend, might be working with one of the Bodo outfits. The investigations revealed that an NSCN-IM cadre, B. S. Aling Thangkhul, had handed over one AK 56 assault riffle, two 9-mm pistols and three country made hand grenades to Tayum in a rendezvous at Pale, a remote village along the border with Assam in Likabali sub-division, on October 3. Another person, Moi, who was also arrested on October 20, accompanied Tayum to receive the consignment and received on-the-spot training from the NSCN-IM cadre when he was made to open fire from the assault riffle. The duo told the Police that the plan was to reactivate the NLCT and launch covert operations and an extortion racket with help of the weapons. They were actually to keep the weapons in safety till the cadres returned with reinforcements from NSCN-IM on October 18. They confessed their involvement in a shootout at Garu in which the driver of a vehicle was killed while resisting the extortion attempt on him. Three other youths, identified as Tonya Angu, Bomkar Gara and Nyali Ori, were apparently not active cadres of the NLCT but were arrested by the Police for their involvement with Tayum. The report adds that Nyali was helping Tayum to find a customer for the AK 56 riffle while Tonya, an acquaintance, had agreed to hide the weapons at his house when Police launched a combing operation after the Garu shoot-out.

A source said the Assam Government has allowed the five to go to Nepal on a special request made by Hojai. Though Police have not mentioned their whereabouts, a submission in a court by the National Investigation Agency (NIA) indicated that the five former militants were not in their designated camps. The NIA on October 22 told the court that it had sought the custody of five BW cadres — Hojai, David Dimasa, Daniel Dimasa, Maurang Dimasa and Daku Dimasa — for interrogation in connection with the alleged diversion of North Cachar Hills Autonomous Council funds to the outfit. According to reports available with the Police, more than 30 people, including officials of the National Highway Authority of India, Railways etc., were abducted by the NDFB in 2009, which affected implementation of the major projects. Sources said that all abduction cases were not being reported to Police and only the abduction of high profile persons came to light through the media. Official sources said militants belonging to the anti-talks faction normally use the forest belt along the border with Bhutan and Arunachal Pradesh to keep the abducted persons by taking advantage of the fact that there is very little presence of Security Forces in that area and there have been instances when the kidnapped persons were shifted to Bhutan or Arunachal Pradesh whenever any major offensive is launched by the Security Forces.

The procured arms were reported to be mostly the world-class A-Series, the latest version of the M16. The press release informed that the "highly-sophisticated" weapons were procured "chiefly to defend ourselves from the aggressors, standing in the way of Naga unification" and the "NSCN will not rest till Nagas are united". Telegraph reports that a lawyer, Manoharmayum Ibotombi Sharma (54), who was served an extortion note of INR 100000 by a militant group in 2008 went missing from capital Imphal after leaving home to repair his car on October 26, 2009. Though the family has not received any ransom call yet, his wife Dhaniya Devi said that it is a case of abduction by suspected militants. Dhaniya said nearly a year ago, the Wanglen faction of the Kangleipak Communist Party (KCP) had demanded INR 100000 from her husband. But Sharma did not give them the money and the group did not persist with the demand either, she mentioned. "I cannot say if the same group is responsible for the abduction. So far, we do not have any clue about my husband. We suspect that some militants could be holding him for ransom," Dhaniya Devi said. Residents of Singjubung in Imphal city staged a sit-in protest on October 29 demanding Sharma’s release.

The Assistant Commissioner of Detective Branch, Sanwar Hossain, told Daily Star that they had arrested Tapan Petowari alias Palash Dey, a close aide to the KLO chairman Jibon Singh and also his nephew, from the city's Hazaribagh area on the charge of entering Bangladesh without a passport. "We never extort but collect taxes, we receive donations from the well wishers…not only the well wishers…we also collect taxes from ministers of Nagaland and entire Government employees of Nagaland. There is no question of deducting but they give us themselves," disclosed senior NSCN-K leader Kughalu Mulatonu, to a group of local and national media persons at Khehoi Camp. Mulatonu, however, denied that his outfit has any role in extortion and abduction activities in the State. "We do not accept allegation unless the culprits are brought with evidences. Such charges are fake and do not turn to real allegation," he said. The NSCN-K leader accepted that the outfit has links with more than 20 militant groups, including the United Liberation Front of Asom (ULFA).

A senior Police official in the District headquarters of Haflong in North Cachar Hills District said the faction led by Pronit Haflongbar alias James Dimasa (29) was in contact with some Administrative and Police officials to arrive at a consensus on the venue, time and terms of their possible surrender. James, a resident of Tapodisha in Haflong, and his group had deserted the BW earlier in 2009. Officials said the faction did not surrender fearing dilution of its demand for Dimaraji, a separate State for the Dimasas. James is reported to have changed his position after speaking to BW leader Niranjan Hojai, who led his cadres to surrender on October 2, 2009. As a prelude to the final surrender of the James faction, some of its cadres surrendered before the Army in the Hmar-dominated Churachandpur town of Manipur. While 16 cadres surrendered on September 18, two surrendered on October 26. The James faction is now said to have 19 cadres.

A source close to the Railway Contractors’ Association said the surrendered BW militants attacked a vehicle of the ABCI, a construction company, on October 18, 2009 and damaged it. The driver of the vehicle was also assaulted by the militants, the source said. The incident took place at Kapurcherra where a designated camp for the surrendered militants has been started. Meanwhile, another source said that the October 18 incident was actually the handiwork of the splinter faction of BW led by James Dimasa.

Leaders of the pro-talks faction, Mrinal Hazarika, Jiten Dutta and Prabal Neog, held nearly an hour-long meeting with the Assistant Director of Intelligence Bureau, R.N. Ravi, in Guwahati. "We hope that the talks will lead us to the right direction," Mrinal Hazarika said after the meeting. The pro-talks ULFA faction had earlier announced it was giving up its demand for sovereignty or independence and instead wanted greater autonomy, inner-line permit, total sealing of international border etc for Assam. An unidentified National Democratic Front of Bodoland (NDFB) militant was shot dead in an encounter with Police near Railway Gate No 6 at Noonmati in Guwahati in the early morning of October 30, according to Assam Tribune. Police sources said that an encounter took place between a group of four militants and Security Forces at around 3:30 am (IST). While one militant died in the firing, the rest managed to escape from the encounter site. Two Programmable Timer Devices (PTDs), an electronic detonator, batteries, and a pistol besides some ammunition were recovered from the encounter site. It is suspected that these NDFB militants entered the city to indulge in subversive activities on October 30, on the first anniversary of the deadly serial blasts in the city.
