A United Tribal Liberation Army- SK Thadou (UTLA-SKT) militant identified as ‘captain’ Chungkai Singson Kuki was arrested on October 1 from New Kaiphundai in Tamenglong District, reports Imphal Free Press. The arrestee along with two others were involved in the kidnapping incident of September 29 in which the Project Manager of Reddy Construction Company was abducted near Vangaichungpao in Tamenglong. SFs also recovered one US Made M4 A1 Carbine, one AK-47 Assault Rifle, two pistols and over 113 rounds of ammunition.

One pistol and two live bullets were recovered from the arrested individuals. They were arrested based on the inputs from a local businessman whom they demanded a ransom of INR 5,00,000. About 22 such cases of extortion have come to light in Tinsukia District alone in the past three years.

Troops of 11 Assam Rifles guarding the international borderline, who entered the forest area after receiving information of presence of rebels, were fired upon by the Para Commandos of Indian Army who were also waiting to ambush the rebels. Assam Rifles (AR) arrested three People’s Revolutionary Party of Kangleipak (PREPAK) militants from two unspecified location in Imphal on October 3, reports Imphal Free Press. Six Improvised Explosive Devices (IEDs) were recovered from possession of one of the arrestees while two others were arrested for transporting the IEDs. The IEDs were likely to be used to target security forces and cause disturbance as a run up to the Raising Day of PREPAK on October 9.

Government of India (GoI) extended the Armed Forces Special Powers Act (AFSPA) in three Districts of Arunachal Pradesh and its eight police station areas bordering Assam by another six months, reports Northeast Today on October 3. According to a notification, Tirap, Changlang and Longding Districts of Arunachal Pradesh and eight police stations bordering Assam were declared “disturbed” areas. According to the notification AFSPA was renewed with effect from October 1, 2018 until March 31, 2019. The police stations include Balemu and Bhalukpong Police stations in West Kameng District, Seijosa Police station in East Kameng District, Balijan Police station in Papumpare District, Namsai and Mahadevpur Police stations in Namsai District, Roing Police station in Lower Dibang Valley District and Sunpura police station in Lohit District.

Government has imposed a fresh ban on National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF), reports Morung Express on October 4. In a notification by Union nMinistry of Home Affairs (UMHA) stated that Government of India (GoI) was of the opinion that NLFT and ATTF have been engaging in subversive and violent activities, undermining the authority of the Government and spreading terror and violence among people for achieving their objectives. The rebel outfits in Tripura, formed in 1990 with the objective of “expulsion of all foreigners who entered the state after 1956”, were first banned in 1997. The fresh ban will continue for five more years. The NLFT and ATTF were first banned in 1997 following large-scale ethnic riots involving tribals and non-tribals in Khowai subdivision in Tripura, in which both outfits intervened on behalf of the tribals.

National Socialist Council of Nagaland-Khaplang (NSCN-K) ‘chairman’ Khango Konyak, has reportedly appointed Isak Sumi as the group’s new ‘general secretary’, reports Nagaland Post on October 5. According to reports, Khango Konyak along with NSCN-K cadres have “collectively appointed” Isak Sumi as the new general secretary and that he was likely to take charge at the earliest. Sources also confirmed that the group was serious about resuming the cease-fire with the Government of India and contemplating to start a political dialogue. NSCN-K had abrogated from cease fire in 2015.

Assam Police issued alert in several Districts, including the Bodoland Territorial Autonomous Districts (BTAD), after intelligence indicated that nearly 12 National Democratic Front of Bodoland-Saraigwra (NDFB-S) militants are trying to enter Assam, reports Assam Tribune on October 7. Special Director General of Police (Special Branch) Pallab Bhattacharya stated that about 10 to 12 militants NDFB-S were trying to enter Assam from Myanmar. He also added that NDFB-S militants in Myanmar is facing severe fund crunch that might have triggered the move. He also stated that ‘However, we do not want to take any chances and have directed all concerned to take necessary steps to thwart any kind of subversive activities’. The arrested individual founded SDFK in March 2018, and he was earlier the ‘general secretary’ of Kuki National Front-Nehlun (KNF-N) SDFK is believed to have over 25 armed cadres and actively involved in weapon smuggling and extortion activities. Suspected to be involved in the killing of KNF cadres, Boithang Haokip was frequently on the move and regularly moved to Moreh to avoid being caught. Over the past few months SDFK is believed to have established its base in Moreh.

Names of over 1 lakh of nearly 2.5 million Gorkha people residing in Assam had not found their names in the updated draft list of NRC published on June 30. In its communication, the MHA said members of Gorkha community, who were Indian citizens at the time of commencement of the Constitution, or those who are Indian citizens by birth, or those who acquired Indian citizenship by registration or naturalization in accordance with the provisions of The Citizenship Act, 1955, were not “foreigners” and therefore, such cases could not be referred to Foreigners Tribunals. In a statement the UMHA stated that ‘Any member of the Gorkha community, holding Nepalese nationality and who has arrived in India by land or air over the Nepal border even without a passport or visa and staying in India for any length of time, shall not be treated as an illegal migrant if he/she is in possession of any of the identity documents namely the Nepalese Passport, Nepalese Citizenship Certificate, voter identification card issued by the Election Commission of Nepal, limited validity photo-identity certificate issued by Nepalese Mission in India when deemed necessary and for children between age group of 10 and 18 years, photo identity issued by principal of a school, if accompanied by parents having valid travel documents as per the provisions of India-Nepal Treaty signed in 1950’.

GoI is treading towards an agreement which will end violence and bloodshed in the region and Khango Konyak and Isaac Sumi led NSCN-K authorities are optimistic about the resumption of the much awaited peace talks after NSCN-K unilaterally abrogated the cease fire on March 27, 2015. The Union Ministry of Home Affairs (UMHA) desired to continue the ceasefire agreement which was signed between the Centre and the Khaplang group on April 2, 2001 but after 14 years the Khaplang group unilaterally abrogated the Ceasefire pact in March 2015. An unidentified NSCN-K functionary stated that ‘NSCN (K) fighting for the ‘naga nation’ was unhappy with the so called peace talks because of the fact that Naga Nationalism finds no mention in any such talks and under the garb of cease fire the Centre wanted to thwart the very essence of ‘naga nationalism’ and so it was abrogated. There was nothing to talk on the Naga Nation from their end. They were not listening to us on the Nationalism aspect. Had the GOI been sincere; it should had been the core issue in such talks’. GoI on it’s part cancelled the pact with the NSCN-K on April 2, 2015 considering the involvement of the outfit with other rebel groups in insurgency activities and also for violating the ground rules of cease fire, reports Northeast Today on October 15.

In the 90-second video Dutta seeking an apology from the leadership of AAASU for joining ULFA-I. He also claimed that he joined ULFA-I as, a ‘sovereign and independent Assam’ is the only way to ‘save’ Assam. Nagaland Post further adds that in the video he stated that ‘I have joined the ULFA-I on my own volition. I apologise to AASU members in Dergaon for taking this decision without informing them. Saikia said after the missing report was filed, they arrested former ULFA leader Amrit Ballav Goswami from his Lakhibari home in Golaghat on September 18, as they suspected that he could have recruited Pankaj to ULFA-I. Goswami had surrendered in 2008 but was in touch with the outfit and was instrumental in recruiting youths from Golaghat and other Districts. Goswami confessed to have recruited Pankaj. Additional Director General of Police (ADGP) Pallab Bhattacharyya stated that ‘Ulfa (I) is in dire straits at present and is, therefore, trying to lure youngsters in the age group of 20-30. Police arrested five people, including a woman, allegedly involved in a grenade attack that killed a Central Reserve Police Force (CRPF) trooper and seriously injured another on October 20 in Imphal city on October 30, reports Indian Express. The prime suspect who was arrested on October 28 is former (PLA) militant, Khaidem Sana Singh (42). Others arrested include ‘president’ Oinam Premjit his wife Oinam Pinky and ‘secretary’ Shahabuddin Chesaba of the National Identity Protection Council (NIPCO), a civil body of Manipur. The identity of one more suspect could not be ascertained. Imphal West district Superintendent of Police Jogeschandra Haobijam said, “During our investigation, we have established the link between the attack on the CRPF truck and the involvement of the arrested people.” The SP further said, “On preliminary examination of the accused, they all admitted to having involved in committing the crime under the instruction of one S/S ‘Major’ Umakanta of United National Liberation Front (UNLF)”.

The Public Action Committee (PAC) of Naga Council, Dimapur, held a rally at Khermahal junction in Dimapur town of Dimapur District, demanding an immediate stop of all forms “illegal tax collection” by Naga political groups and other organization, reports The Telegraph. A fact-finding committee member Hekehvi Achumi said there were 86 unions in Dimapur out of which 41 unions, including government agencies and Naga political groups, were collecting illegal tax amounting to INR four billion crore to INR five billion annually. These organizations allegedly involve government agencies, various unions and organisations in and around Dimapur district. PAC members said the Government is yet to take any action on the report submitted by the team three years ago.
