According to media reports, a plan by the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists to specifically target Central Reserve Police Force (CRPF) personnel in Assam has been ascertained. The CRPF has been executing a successful operation against the two terrorist outfits in Assam and has reportedly killed 40 terrorists and arrested 50 others in different encounters in the last eight months. Resultantly, the ULFA and the NDFB had commenced an offensive against the CRPF, in which they have killed approximately 16 personnel in the last eight months.

The Tripura government on September 2 decided to formulate special measures to tackle terrorism in the State. According to media reports, the decision has been influenced by the recent spate of killings of leaders and party members of the ruling Communist Party of India-Marxist (CPI-M) by the National Liberation Front of Tripura (NLFT) terrorists. Official sources have indicated that at least 22 CPI-M leaders and party members, mostly tribals, were killed by the NLFT since June last. The latest killing of CPI-M leaders occurred on August 31.

According to delayed reports, a delegation of the Union Ministry of Home Affairs (MHA) held informal discussions on August 17 and 18, in Kokrajhar, with representatives of the Bodo Liberation Tigers (BLT). This meeting was meant to prepare the ground for future negotiations, as well as to generate positive atmospherics between the two sides. Later, on August 27, 28 and 29, a delegation of the BLT, comprising "deputy commander-in-chief" Kamal Brahma and publicity secretary Mainao Daimary, held a series of meetings with the Assam government in Dispur. At these meetings, the demands and expectations of the two sides for future negotiations were clarified. It is expected that the two sides will start negotiations in the near future where the final shape to the proposed Bodoland Territorial Council (BTC), a new politico-administrative structure for the Bodo-dominated areas, is likely to be given.

It is the first-ever meeting after the declaration of a cease-fire between the Union government and the NSCN (K) on April 28, 2001. News reports from Barama, Nalbari, indicated that leaders of All Assam Students Union (AASU) and the All Bodo Students Union (ABSU) resolved to launch a joint effort to find a permanent solution to the Bodo problem. At a joint meeting, the leaders of the two student bodies also welcomed the on-going peace talks between the Union government and the Bodo Liberation Tigers (BLT). In a resolution adopted at the joint ABSU-AASU sitting, the first one after the 1998 meeting held at Kokrajhar, declared that the solution to the Bodo problem should be "acceptable to all sections of indigenous people in the State." The resolution further stated that the Government of India, if required, should not hesitate to male special constitutional provisions in order to find a lasting and widely accepted solution to the Bodo problem. AASU adviser Samujjal Bhattacharya observed that both the AASU and the ABSU were keen on preserving the constitutional rights of all the communities, including those of the Bodos and the non-Bodos living in Bodo-dominated areas of Assam, irrespective of the type of solution to the Bodo problem. ABSU President Rabiram Narzary said, "the struggling Bodo groups have been able to evolve consensus among non-Bodo communities regarding solution to the Bodo political problem."

Official sources said a list of at least 50 terrorists wanted in India will also be pursued by the Indian delegation at the Budapest meet which comes in the wake of the September 11-terrorist attacks in the United States. Dhananjay Reang was a founder president of the National Liberation Front of Tripura (NLFT). He had formed the TRA outfit following a split in the NLFT in 1993, but joined the mainstream in 1997 after four years of militancy. A total of 145 TRA insurgents led by Reang had surrendered in 1997 in South Tripura district before former state home minister Samar Chowdhury.

This incident occurred in Takarjala, a remote block under the Bishalghar subdivision in West Tripura district. Later, on September 26, at the same location, Kendraichara Village Development Committee chairman and IPFT leader Sudhir Debbarma was killed by terrorists of the NLFT-Nayanbashi faction. The IPFT has close links with the Biswamohan Debbarma faction of the NLFT, with which the Nayanbashi faction is carrying on an internecine warfare. On September 27, a 12-hour bandh (general closure) was observed in Takarjala to protest the spate of killings.

The UCM is a coalition of six Manipur organisations opposed to the extension of territorial limits of the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur. The NYF, on the other hand, supports the extension. The Union government initially extended the cease-fire to all Naga inhabited areas in the Northeast, but subsequently withdrew it following widespread protests.
