Governor J B Patnaik on September 1 said that Independent faction of United Liberation front of Asom’s (ULFA-I) leader Paresh Baruah and members of his group will not be “harassed” by security agencies if they come forward for peace talks with the government for finding a lasting solution to the insurgency in Assam, reports The Shillong Times. “Once they decide to come to the negotiating table, then there will be no question of taking action against them. They would not be harassed (by security agencies),” Patnaik told PTI in New Delhi. Expressing satisfaction over progress of peace talks, Patnaik termed the group led by Rajkhowa [Pro-talks faction of ULFA (ULFA-PTF)] as “real ULFA” and said there may be some significant announcement “soon” on the outcome of the dialogue held so far. However, he refused to divulge any details in this regard.

Six Central Reserve Police Force (CRPF) personnel were injured as protestors turned violent during the first day of 36-hour Dhemaji District bandh (general shot down) called by the Anamishing Janagushtiya Sangram Samiti (AJSS) [loosely translated as Non-Mising People Struggle Forum], at Khanamukh area on September 1, reports The Telegraph. Police arrested eight protesters during the bandh. The strike was called against the inclusion of the non-Mising areas in Mishing Autonomous Council (MAC) area list, adds Times of India. AJSS consists of All Tai Ahom Students Union (ATASU) along with 16 other ethnic tribal groups. Further, ATASU Dhemaji unit ‘president’ Manoj Gogoi said, "The government has included some non-Mishing dominated areas under the MAC. It is our rightful demand that these areas be excluded from the council. But, the administration is trying to foil our agitation. So, we have decided to take up a series of protest programmes from Monday in support of our demand. We have also called a 100-hour Dhemaji District bandh from September 16."

India will seek the extradition of Willy, adds Telegraph India. “We will seek his extradition to India in connection with a case (number RC-01) registered at the Delhi headquarters of NIA in 2010. A non-bailable warrant (NBW) and a red-corner notice were also issued against Willy in this NIA case in 2011,” said an official source. India and Thailand had signed an extradition treaty in May this year. India, however, had sought Thailand’s assistance in 2011 to arrest Willy on the basis of a Mutual Legal Assistance Treaty between the two countries, the source said.

The Assam Tribune on September 5 reported that links between two militant outfits, IK Songbijit faction of the NDFB (NDFB-IKS) and the Kamatapur Liberation Organisation (KLO), have been growing. The outfits jointly abducted at least four persons in Chirang and Baska Districts. The NDFB–IKS has provided explosives, including Tri-Nitro-Toluene (TNT) and Improvised Explosive Devices (IED) to the KLO to strengthen the outfit. KLO, whose activities were limited to North Bengal areas, has become more active in Assam. It said, for the first time the KLO has started sending its members to Myanmar for training. At least 30 boys from the Districts of Dhubri and Bongaigaon have been recruited recently and most of them were sent to Myanmar for training. The outfits like the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) and Kanglei Yowel Kanna Lup (KYKL) of Manipur are reportedly assisting the KLO in organizing training of the cadres in Myanmar. Sources said that most of the operations of the KLO are now masterminded by one Shyam Roy, who is from Assam.

Based on specific intelligence input, AR troops carried out an operation and arrested six persons including three suspected Federal Government of Nagaland (FGN) cadres and an arms dealer. AR troop seized 33 pistols, one bolt action rifle, one 12 bore gun, 1.25 kg gun powder, 17 rounds of ammunition and huge quantity items used for repair and manufacture of weapons. AR said such massive recovery in the close proximity of Indo-Myanmar border was likely to expose certain groups involved in manufacture and illegal trans-border movement of weapons and ammunition.

He admitted that his demand for state, too, had a political agenda, like “the others”. Mohilary’s statement comes two days after an 11-member team of the Bodoland Peoples Front (BPF), of which he is the president, and a 13-member team of the Bodo National Conference (BNC) held tripartite talks on “Bodoland” with Central and Assam government officials on September 5. Mohilary said he had to raise his voice for a separate Bodoland as the Bodo people wanted it. “The Bodo public wants Bodoland and as a Bodo person and a leader of political party, I had to join the chorus like the others parties and organisations. Otherwise, the Bodo people will hate me, go against me,” he said. The groups which have laid down arms are Nongdrenkhomba faction of Kangleipak Communist Party (KCP-Nongdrenkhomba), Kuki National Liberation Front (KNLF) and Kuki Revolutionary Front (KRF). 44 cadres of the KCP-Nongdrenkhomba surrendered to the Government along with 26 different kinds of weapons. Nongdrenkhomba was released from Sajiwa Central Jail on June 12, 2013, with a view to enable him take part in the ‘home-coming ceremony’. Altogether 50 cadres of the KNLF laid down 35 numbers of weapons. KNLF is a constituent member of Kuki National Organization (KNO), an umbrella body of several Kuki armed outfits. 53 cadres of the KRF surrendered to the Government along with 30 assorted weapons. KRF is a constituent member of United Peoples Front (UPF), another conglomerate of Kuki outfits. In addition to the cadres of the three outfits, eight cadres of Kanglei Yawol Kanna Lup (KYKL) surrendered to the Government along with four weapons. Altogether, 95 numbers of assorted weapons, 15 IEDs, 10 grenades, 10 lethod bombs, three mortar bombs, 12 radio sets, a number of magazines and 977 numbers of ammunition were deposited.

Amid growing demands for new states in the aftermath of the Telangana decision, a little known outfit, Maraland Democratic Front (MDF), has now demanded the division of Mizoram, reports The Telegraph on September 16. MDF, a political outfit formed in the 1970s, wants the Mara Autonomous District Council under the Sixth Schedule to be declared a Union Territory. The district council in south Mizoram lies at the tri-junction of India, Myanmar and Bangladesh. Less than 1,500 square km in area but in an ethnically and strategically important location, a demand from there has been noticed by North Block. There are apprehensions in a section of the government about the MDF’s language and its fallout in neighbouring councils. The Lai Autonomous Council, sources said from Aizawl, is thinking on similar lines. “We are on the verge of demanding Union Territory status,” said an official of the Lai council. Comprising primarily of Maras and some Chakmas, the MDF recently approached Prime Minister (PM) Manmohan Singh and Union Home Minister (UHM) Sushil Kumar Shinde. In a memorandum to Singh, the MDF alluded to its refusal to support the Mizo insurgency while the Mara area was cut off from the Centre for two decades. The group has said after remaining 61 years in the district council, “upgrade of our political status to Union Territory is our political right”. Preservation of identity is the rationale for the demand.

Highly placed Police sources stated that the LeT leader from Assam is known as Rakib and he hails from Rangiya area. He left Assam in 1992 to join the terrorist group and now he is known to be a key member of the outfit. However, his whereabouts are not known and according to reports available with the police and security agencies, he never operated in the State. But the possibility of Rakib getting in touch with youths from the State from outside to motivate them to join the outfit cannot be ruled out. Police also suspects that a number of boys from the State have joined terrorist outfits like LeT, Indian Mujahidin (IM) and Harkat ul Mujahedeen (HuM). “We have some inputs that a few boys from Assam joined outfits, like LeT, HUM and IM but it is a fact that they were never sent to Assam to launch operations. Normally, those outfits never engage youths to operate in their own States,” sources added. According to intelligence sources, although the NDFB-RD faction had submitted a list of its cadres earlier, the Government has asked the outfit to provide photographs and mobile numbers of the cadres also for verification process. The faction has been asked to do so within September 30.Presently, NDFB-RD is said to have cadre strength of at least 500 militants, including about 70 female cadres - armed with sophisticated weapons. However, sources said some of the members have already left Assam and joined the hardline NDFB-IKS led by IK Songbijit."Some members have already violated the norms of the peace process and started resorting to crimes like abduction and extortion in the state. We have inputs that a group of these cadres, who had earlier agreed to the ceasefire, have also moved to Bhutan. We also have reports that some of them have joined the Songbijit faction of the NDFB," said an intelligence officer. The designated camps for the NDFB-RD are likely to be set up in Udalguri, Baska and Chirang and not more than 175 cadres would be kept in one camp. Video surveillance facilities would be installed in all the camps to monitor the activities of these people belonging to the Ranjan faction of the outfit. Briefing reporters after a meeting of MUA held at his official residence in the night of September 17, Chief Minister Mukul Sangma asserted that issue of illegal migration cannot be addressed by ILP. The meeting analysed the report of the High Level Committee (HLC) on Influx which favoured implementation of ILP. However, the MUA rejected the recommendation of the Committee. Sangma said in the context of addressing influx effectively, Government would bring the new legislation, Tenancy Act which was unanimously accepted by the members of MUA. Ruling out possibility of talks with 10 pro-ILP groups, Sangma has hinted that the Government could invoke the ban on bandhs (shut down strike) and other forms of agitations as ruled by Supreme Court and Gauhati High Court, reports The Shillong Times on September 19.

Sources in the Union Ministry of Home Affairs (MHA) told that the militants are not maintaining any full-fledged camp in Bangladesh but they have been maintaining at least 25 shelters, mostly in the areas like Khagrachari, Bandarband, and Rangamati in Chittagong Hill Tracts (CHT). Sources said that most of the militants staying in Bangladesh belong to the National Liberation Front of Tripura (NLFT) of Tripura. The GNLA also ruled out any surrender with arms but added that they were ready to abjure violence at any time after positive political dialogue with the Government. An official source told The Telegraph that preliminary questioning of the accused by Thai authorities has revealed that he, along with the leaders of Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), had hatched a plan to send a huge consignment of arms and ammunitions from China to the Northeast. “Willy had told Thai police that the arms consignment was to start from Beihei port in South China Sea near Vietnam to Cox’s Bazar in Bangladesh. On the high seas, the consignment was to be shifted to small fishing trawlers to reach Bangladesh, and then to the Northeast,” he said. Willy Narue, who figures on the wanted list of National Investigation Agency (NIA), was picked up by Thai authorities from Bangkok on August 30 following India’s request. A team of NIA officials is camping in Bangkok to start the extradition process.

Police sources told The Assam Tribune that the NDFB-IKS first contacted the Hydroelectric Power Corporation (NHPC) authorities demanding a ransom of INR 200 million for the release of the adducted General Manager (GM) of the Corporation Anil Kumar Agarwala. However, the outfit has reduced its demand to INR 150 million and according to information available with the Police and Security Agencies, the militant outfit also managed to establish contact with the family of Agarwala. Sources said the driver of the NHPC GM, has already been arrested and two others involved in the abduction have also been nabbed. Union Power Minister Jyotiraditya Scindia told reporters in New Delhi that the Centre was concerned over the abduction and security agencies had identified some of the abductors. He said the Central Government was in close touch with the State Government on the issue. Maintaining that his release will be a statement of Government of India (GoI) commitment for Peace talks, Shimray reiterated his appeal for release, which he said will reinstate trust and strengthen the peace process between the GoI and NSCN-IM which he says is in fragile situation. Shimray was arrested from Kathmandu Airport (Nepal) on September 27 in 2010 while flying from Bangkok (Thailand) to India. As part of the fresh initiative, altogether 121 refugee families from Naisinghpara and Ashapara are scheduled to leave here for their ancestral land at Mizoram’s Mamit district on September 30.President of Mizoram Bru Displaced People’s Forum (MBDPF) Saibunga, however, informed that they were not informed officially about the repatriation of refugees, but they are aware about the development from different sources. He claimed that the families set to be repatriated are lured with better cash benefits and free ration. Denouncing the repatriation move, MBDPF president said that earlier Mizoram Government officials of Mamit District had assured that all displaced victims would be given an INR 125,000 in cash and two years of free ration. However, none of these demands were met, claimed Saibunga.
