Assam Police and Army in a joint operation on September 1 arrested a militant of the Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Bisti Boro (21) from the Kaurbaha Halibari area in Baksa District, reports The Sentinel. A top Baksa Police official said “Two hand grenades and some incriminating documents were seized. We have prepared a list of wanted NDFB ultras and we will intensify our search operations. We are also getting the support of locals.” The detained militant was involved in a number of extortion cases besides kidnapping a person in Meghalaya, he added.

Minister of State for Home Affairs Kiren Rijiu stated that "The situation in Manipur is very tense. Curfew has been imposed all around the troubled areas. With investigation into the international racket pumping in Fake Indian Currency Notes (FICN) in the state (Assam) proceeding at snail's pace, state Police have been struggling to check the menace, reports The Times of India on September 2. The reports said that the situation is so critical that out of total 352 cases that have been registered against FICN denotation suppliers since 2010 till June 2015, only six were convicted. A Home department official said, "During the same period, at least 388 persons were arrested across the state. State Police have prepared charge sheets in only 189 cases." Not even a single accused was convicted or sentenced since 2013. Out of the total six convicted in the last five years, two were found guilty in 2011 and four in 2012. A top Police official said "Most of the arrested were merely smugglers only, whereas the king pin of such rackets operate from outside the country. Investigation suffers when it comes to an international territory." According to intelligence reports, Pakistan-based militant groups, with the help of several insurgents in Myanmar and Bangladesh, have been pumping in counterfeit notes to India. Sources said militant groups in the Northeast get huge funds from the FICN trade. The official said, "Police are involved in checking traditional crimes like insurgency and ethnic clashes. Fake currency has not become a priority of the force yet."

In a communiqué AR stated that NSCN-K was extensively using the tactics of firing from within the civilian populated areas and using civilian population as human shields. With militancy showing no sign of abetting, the Central Government is exploring the possibility of sanctioning Arunachal Pradesh Government’s proposal for formation of Patkai Autonomous District Council covering the three sensitive Districts of Tirap, Changlang and Longding in Arunachal Pradesh, reports The Assam Tribune. Union Home Minister (UHM) Rajnath Singh gave this assurance during a meeting of a delegation led by Chief Minister Nabam Tuki in New Delhi on September 6. The militants belonging to Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K), besides other militant groups have set up bases in the three Districts using them as transit route to Myanmar. The Chief Minister, while highlighting the need for an Autonomous Council to further the development in these sensitive insurgency affected districts, gave a historical overview of the demand for Patkai Autonomous District Council. He emphasised that this has been a long-standing demand of the people of the State, particularly the people of these three Districts who have been affected by insurgency leading to poor socio-economic conditions and lack of development. The demand for formation of Patkai Autonomous Council was passed by the Assembly in 2004 and 2007 and the Cabinet approved it in 2013. The proposal was then sent to the Union Ministry of Home Affairs (UMHA) and a committee headed by joint Secretary (North East), UMHA was constituted by the United Progressive Alliance (UPA) Government. The Committee had visited the three Districts in February, 2014. Since then, there has been no communication from the UMHA.

Nagaland & Assam Governor PB Acharya stated that 4000 NSCN-IM militants would be absorbed into Security Forces (SFs) under the recent ‘frame work agreement’ signed between GoI and NSCN-IM, reports Nagaland Post on September 9. He stated that since the members of the group (NSCN I-M) have long been cut off from the civil society and living with arms, the government has decided to absorb some 4,000 of them into the security forces in a big way.” He also said that after signing of the agreement, NSCN (I-M) has now merged with the civil society. He stated that , “All that the NSCN (I-M) leadership wants is that the Nagas, wherever they reside, should enjoy equal status with other communities of the state where they are living.” The Governor also stated that when most of the breakaway groups of NSCN have accepted to join the civil society and shun the path of violence, it is not long before NSCN-K will also join the peace process. Achraya said while the NSCN has given up the demand for a sovereign Nagaland, their concern for the welfare of Nagas in other states will be looked into and the proposals made by the Union Government have been accepted by the Naga leaders. The Governor appealed to all armed groups operating in Assam and other parts of North East to shun the path of violence and to be the part of process of development of the region, reports Nagaland Post.

NSCN-IM stated that India and Naga will co-exist as two entities and that the question of merger of one with the other does not arise. It also added that “Nagas are not looking for status in par with other communities within the parameter of Indian Constitution. Ours is not a domestic/law and order problem of India”. NSCN-IM further added that ‘Division of Naga territory is one of the causes of the resistance movement. Peaceful and honourable solution will never be there so long as Nagas are kept divided. Territorial integration of the Nagas is a natural necessity, not a choice or demand”. NSCN-IM statement also said that “The framework agreement says that according to the universal principle sovereignty lies with the people, not government. Therefore, the sovereignty of India lies with the Indian people and the sovereignty of the Nagas lies with the Naga people. However, there will be sharing of sovereign power for enduring peaceful co-existence of the two entities.” Governor of Assam and Nagaland PB Acharya, in a statement had earlier said that the Framework Agreement is the foundation upon which the edifice of solution will be built and had added that no areas of other States will be lumped with Nagaland. Later in the day, another operation was conducted in which another NDFB-IKS militant, identified as Swmkwr Basumatary alias B. Sukao was arrested from Sishubari in the Chirang District. According to highly placed security sources, the tough stand adopted by the Government of India (GoI) against the militants involved in December 23, 2014 massacre has brought down the level of violence in Assam, reports The Assam Tribune on September 11. Though initially, the operation was aimed against the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), which was involved in the massacre, the operations seriously affected the other militant groups active in the State. In the past, such operations launched after killings of innocents were not sustained for a long time, but because of the tough stand of the GoI, the operations have been sustained and the force level on the ground has also not been reduced. Sources said that in the operations against NDFB-IKS, so far, around 30 hardcore militants have been killed, while more than 190 have been arrested. More than 250 sympathisers and overground workers of the outfit have also been arrested. Report said that till May 2015, senior NDFB-IKS leader G Bidai, who allegedly masterminded the December 23 attack, was moving around with around 40 cadres and the strength of his group has dwindled to less than 10 now. They very often get into the Manas National Park to avoid arrest by the Security Forces (SFs). Small groups of NDFB-IKS men are also located in Gossaigaon, Saralpara, Udalguri, Sonitpur, etc., but they are not in a position to come out of the jungles. Abduction for ransom was the main source of income of the NDFB-IKS, but the outfit could not abduct anyone since the operation was launched against the outfit last year. Sources further add that under serious pressure, NDFB-IKS leader G Bidai has sent feelers to the Government through a few non-government organisations (NGOs) expressing his desire to go for a ceasefire. But the Government is not willing to take the offer. “The Government’s stand on the issue is very clear. If Bidai and any other member of the outfit wants to surrender, they will be arrested and they will have to face the law. There will be no ceasefire with the outfit,” sources added.

The ENPO, in a release, said both the parties agreed in principle that the process of discussions and the demand of Statehood by it is a separate issue in nature from the present Naga peace talks with the Centre. It was also agreed that both the issues “cannot be mixed up and misunderstood”, the release said. The ENPO stated that the discussion between Union Ministry of Home Affairs (UMHA) officials and ENPO delegation was very cordial with constructive atmosphere, fairness and openness. Issues and grievances of Eastern Nagaland were highlighted for better understanding and feedback of both the parties, it added. The release further informed that the discussion was related to the historical and political background of the ENPO. “The glaring socio-economic and political imbalances were highlighted before the Central officials which is an outcome of outright discrimination and negligence by the successive governments, both at the Centre and the State from day one,” it alleged. As the tripartite talks, proposed by the Centre was opposed, both the parties mutually agreed to initially hold several rounds of bilateral talks. The next round of bilateral talks is expected to be held before the year-end, it was informed.

While the Assam Rifles (AR) allegedly crossed the border without permission on September 5, sources in the security forces said Myanmar was refusing to cooperate with Indian forces and was even encouraging the Northeast insurgents on its territory. Indian agencies say the militants have set up camps in Myanmar within a few kilometres of the border with Manipur. These camps are hamlets where many of the insurgents allegedly live with their families, reports The Telegraph. A source stated that "Indian militants have a camp in Mintha, 3km into Myanmar from the border, and another to its south in Hlezeik, There are camps also at Myothit and Thanan along the river Yu, all of them close to the border and under the very nose of the Myanmarese army." The recovery was made after a KYKL militant, identified as Khumbongmayum Dhaneshor was arrested from Tera Lukram Leirak in Imphal West District. Police recovered RDX from his residence. He later revealed that explosives were handed over by another active member of KYKL identified as Takhelchangbam Madhumangol Sharma alias Eiga He also revealed that some other explosives were kept hidden at the house of Laishram Tondon alias Somorendro, who was later arrested from an unidentified location and on his revelation, Police further recovered seven cakes of RDX. The NDFB-RD observed the 27th Martyrs’ Day at Khourang in Udalguri designated camp and North Gandabilw in Chirang District on September 14 and re- affirmed to make their dream a reality. The ‘organizing secretary’ of the NDFB, N. Danswrang said the NDFB had been fighting for the right to self-determination since its inception. In the prolonged arms struggle over 3,000 members and well wishers had lost their lives, he said, adding that they were not sitting with folding hands but continuing the struggle for creation of Bodoland through peaceful manner. The Bodo people deserve to live with equal respect and dignity as others do, but the Bodos had been being suppressed and dominated by the government for which they took up the arms struggle, he said adding that they always remembered the members who had lost their lives for the cause of the Bodos. Highly placed sources in the Union Ministry of Home Affairs (UMHA) said that it was the NSCN-K, which broke away from the ceasefire agreement with the Government and formed a common platform along with three other militant groups of the region having bases in Myanmar. The Government wants the outfit to rejoin the peace process for comprehensive solution to the Naga political issues, but that does not mean that the outfit would be allowed to indulge in acts of violence. Sources also said that GoI was yet to receive any positive gesture from NSCN-K and that it had has been providing shelter to other militant groups in Myanmar.

As part of the Government of India's crackdown on militant outfits in the northeast, the NIA has homed in on one Mukul Hazarika alias Abhizeet Barman, alias Abhizeet Asom general practitioner in the United Kingdom (UK). NIA believes he is the chairman of ULFA-I and has been running the outfit since 2011. If this is confirmed by the British Government, the Centre will seek extradition of Hazarika for trial in a case registered by the NIA in Guwahati in 2013. Hazarika is wanted for 'questioning in an NIA case (No RC-04/2013/NIA-GUW), as published on the agency's website, which relates to the ULFA-I headed by Paresh Baruah recruiting new cadres, organizing terrorist camps and resorting to extortion and kidnapping to raise funds for launching attacks on Indian Security Forces (SFs), thereby intending to wage war against the Government of India.' Hazarika, who has been under surveillance for a long time, is known to be the coordinator of an Non-Governmental Organization (NGO), Assam Watch (UK). Speaking about the activities of the ULFA cadres in Darrang and Udalguri, he said that only three ULFA cadres namely Rajen Deka, Bikram Bora alias Dipak and Ramesh Deka were functioning but instead of taking part in any major operation, the three were hiding in some remote areas. The DGP also said that “Islamic fundamentalists and other fundamentalist groups are active in Darrang and many other parts of the State. In a major breakthrough, a plan by insurgent outfit Khaplang faction of National Socialist Council of Nagaland (NSCN-K) to blow up a major bridge in Silchar town in Cachar District connecting the Barak Valley to the state’s neighbouring Dima Hasao District and Manipur was busted after Police arrested four persons along with explosives in this connection on September 15, reports The Sentinel. According to sources, acting on a tip-off, Police along with Assam Rifles (AR) recovered one powerful improvised explosive device (IED) along with 52 gelatin sticks weighing 6.5 kg, one fuse wire and a map depicting the sites where the bombs were to be planted. Cachar Superintendent of Police (SP) Rajveer said, “Four ‘local accomplices’ were arrested during the operation … During interrogation, those arrested revealed that they were harbouring the NSCN-K militants who planned to blow up the Sadarghat bridge.” The arrested persons were identified as Mostor Ali Laskar along with his two sons - Afzal Hussain and Azmal Hussain - and another person, Atabur Rehman Laskar. The explosives have been recovered from the house of one Mostar Ali Laskar. The two NSCN-K militants, however, escaped under the cover of darkness, the official added.

The meeting took place at the Myanmar Peace Centre in Yangon and the accord is likely to be signed by all parties in the first week of October, according to UPWC vice chairman Union Minister U Aung Min. A work coordination meeting is likely to precede the signing of the cease-fire accord, he added. The NSCN-K signed a bilateral ceasefire agreement with the Myanmar Government [in 2012], the vice chairman noted. According to an estimate of the Union Ministry of Home Affairs (UMHA), the Northeastern states have seen a steady decline in insurgency-related violence in the first eight months of this year (2015) in comparison to the corresponding period of last year (2014) but saw a three-fold increase in casualties of Security Forces (SFs), reports The Shillong Times on September 19. According to the report, Assam, Nagaland, Manipur, Meghalaya, Tripura, Arunachal Pradesh and Mizoram saw a total of 418 incidents of insurgency violence from January 1 to September 15, 2015 during which 115 extremists were killed and 1,453 were arrested. During the same period in 2014, a total of 575 incidents were reported in the seven Northeastern states in which 128 militants were killed and 1,401 others were arrested. However, 40 security personnel lost their lives till September 15 this year in comparison to 12 security personnel killed in the corresponding period of 2014. There were 182 incidents of kidnapping in the Northeast till September 15 this year in comparison to 250 last year. 91 insurgents have surrendered before SFs so far this year, compared to 170 last year. Higher number of casualties was witnessed in civilians in 2014 when 114 people lost their lives. So far this year, 32 people were killed due to insurgency violence. The highest number of incidents was reported this year in Manipur which saw 169 incidents in comparison to 278 last year. Nagaland has witnessed 76 incidents this year in comparison to 77 last year while Assam saw 63 incidents so far this year compared to 246 in 2014.

The Indian Army and Assam Police on September 18 launched their biggest operation – ‘Operation All Out’ - against Bodo militant outfit IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), particularly in places close to the international border with Bhutan, reports The Shillong Times. Assam Director General of Police (DGP) Khagen Sarma, after reviewing the security scenario in Chirang District on September 19 said that “We launched the biggest operation against the NDFB militants yesterday (September 18). In today’s (September 19) meeting, we discussed the measures to be taken against them.” The operation against the NDFB-IKS has been launched in areas under the Bodoland Territorial Area Districts (BTAD) in Assam. Indian Air Force is involved in ‘Operation All Out,’ operating since January, along with the Army, Paramilitary Forces and State Police to eliminate NDFB-IKS militants. DGP said NDFB-IKS commander B. Bidai, who was involved in the massacre of Adivasis in December 2014, has gone into hiding. “It is difficult to find out someone if he goes into hiding, particularly due to the forest areas, which works in their favour. But if he comes out and tries to attack the security forces, we are going to catch him,” Sarma said. Some NDFB cadres were still in Myanmar and the Security Forces (SFs) were taking maximum precautions so that the militants are not able to enter India, he added.Lieutenant General Chand added that the operation has been intensified, especially along the Bhutan border, the forest areas of Kokrajhar, Chirang, Baksa and Sonitpur with the deployment of approximately 4,000 security personnel since January 2015, adds The Shillong Times. “As a result of these sustained and surgical intelligence-based operations, 18 terrorists were neutralised, 539 terrorists or overground workers were apprehended, and 175 assorted weapons, 180 hand grenades and seven IEDs were seized,” he said.Also, an upsurge of Islamic fundamentalism in Assam to avenge violence against minorities in the BTAD has become a challenge for the SFs, reports The Telegraph on September 20. Report said that the recent busting of a jihadi training centre and the recovery of arms in Chirang District are the latest pointers to this emerging threat. The training centre was being run under the guise of a martial arts school to escape the prying eyes of security agencies. “Formation of a new militant outfit called the Muslim Tiger Force of Assam (MTFA) to take revenge for killing of minorities in the BTAD is another cause of concern for the security establishments,” a Police source said. Two MTFA militants were arrested by the army from Gossaigaon in Kokrajhar District on September 18 and one 7.65mm rifle was recovered from them. According to Assam DGP Khagen Sarma, threat from Islamic fundamentalist forces is higher than that from local outfits like the NDFB-IKS because of the former’s pan-Islamic links. Sarma said during investigations into the activities of Jamaat-ul-Mujahideen Bangladesh (JMB) in connection with the Burdwan blast, it had come to light that some key leaders of Islamic fundamentalist organisations had visited minority-dominated areas in lower Assam. He said the recent arrest of four Islamic fundamentalists from Chirang district has provided some fresh leads about their activities.

According to reports, slow progress of talks between the Government of India (GoI) and Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) has resulted in growing frustration among the cadres of the outfit, reports The Assam Tribune on September 21. Reports said that under the circumstances, the possibility of a sizeable number of ULFA-PTF cadres switching over to the hardline faction headed by Paresh Baruah (ULFA-I) cannot be ruled out. The security agencies recently intercepted a few calls of ULFA-I ‘commander-in-chief’ Paresh Baruah and he also spoke about the possibility of some ULFA-PTF members switching over to the hardline faction. The report further said that a senior central committee member of the ULFA-PTF admitted that the cadres of the outfit who are sitting idle in the designated camps were frustrated and the possibility of some of them joining the hardline faction cannot be ruled out. He said that the GoI would lose a golden opportunity of political solution of the problems if the talks are not resumed by November, 2015 and this would only strengthen the hands of the hardline faction. He pointed out that there were only six instances of cease-fire violation by members of the ULFA-PTF in the last four years. He added that during the talks with the Government so far, they called for rehabilitation of the cadres, who are not even getting their monthly stipend regularly, but the Government only gave assurances and did nothing on the ground.

According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. Tripura, where the State Government lifted Armed Forces [Special Powers] Acts (AFSPA) earlier this year, continues to be the most peaceful state in the North-East, reporting only one violent incident, a single civilian death and two killings of SFs. Manipur, the worst-affected state by insurgency in North-East, has seen an improvement, with violent incidents down by nearly 25 per cent.

The chairman said we aren’t ready to sign the NCA yet. And, there are some political issues in our group. We cannot find a solution for this by just signing the NCA. The government side also cannot solve this problem. So, we decided not to participate in the NCA inking”. U Kyaw Wan Sein, however, did not reveal what these political problems were. Acting on intelligence inputs, a joint team of Indian Army, Assam Police and the Sashastra Seema Bal (SSB) launched an operation near the Hakua River at Panbari. During the operation, the SFs arrested Rongjabaja and his Personal Security Officer (PSO) identified as Jwnglaw Narzary. One AK 56 rifle, 170 rounds of AK ammunition, 50 rounds of INSAS ammunition and four hand grenades were recovered from their possession. Rongjabaja was involved in the killing of Naryan Barman, the then in-charge of Rupsi outpost in Kokrajhar District on September 26, 2013. Earlier the outfit's 3rd battalion commander, Rongjabaja was elevated as the ‘commander-in-chief’ of the NDFB-S in October, 2014.

In a major development to the present movement, the UPF and the KNO following a marathon meeting of their top officials on September 26, decided to come together and demand for a separate State to be carved out of the hills of Manipur instead of demanding for separate administration for the hills. Chirang Superintendent of Police (SP) Ranjan Bhuyan on September 27, said, the camp was started in September 7. "It was in a preparatory stage. We got a tip-off and busted it," he said. Police have information that there were around ten cadres undergoing training there. However, though Police have arrested ten people so far, all are not cadres. Some were organizers and associates. Investigations have identified one Ashique alias Burabhai of Barpeta District as the main kingpin of the jihadi module. "We are looking for the other cadres who had undergone training besides Ashique," said a senior Police official.

In first operation, troops of the 2 AR of 9 Sector AR under the aegis of headquarters of IGAR-S along with Thoubal Police commandos launched a joint operation in Charangpat area in Thoubal District and arrested one PLA cadre, on September 27, informed a statement issued by the Public Relations Officer (PRO) of IGAR-S. The arrestee was identified as No 1808, SS Sgt Kangabam Ibomcha alias Rajesh Meitei (33) of Jiribam Dibong Khunou. He revealed that he had undergone training near Churachandpur and presently he is working under Deputy Bureau Secretary in-Charge SS Lt Col Jibon of PLA and was instructed by him to organise recruitment of youth for PLA and improving Public Relationship for the outfit PLA with the local Meira Paibis (Mother's Association) and frontal organisations. "The kidnapping seems to be the handiwork of a breakaway group of AMEF. We have arrested one person. Search is on," said Superintendent of Police (SP), North Garo Hills, Ramesh Singh. Yesterday, the AMEF had sent an email to the media saying members of the outfit who had deserted the ranks were involved in the abduction. Five cadres of the AMEF had recently deserted the outfit. They are Basrang M. Sangma alias Asilang from Hatimarini village, Niksrang Ch Marak alias Rarik from Lower Sambrak, Sengrak Marak alias Saljatchi from Rimrangpara Gagagre, Chiseng Sangma alias Guare, also from Lower Sambrak, and Beltush Sangma from Rongmatchu village. The militants stopped the bus and asked everyone to disembark before choosing 16 targets, all of them from a particular community. Of the 16, seven were allowed to go. Sources said the bus driver reported the matter to the Police at Rongmil in North Garo Hills, who later visited the spot. The next day, the driver also reported the incident at Wageasi outpost. The conductor of the bus, identified as Avinash Ray, was among those abducted and released. Another source claimed that there were two Security Force (SF) personnel on the bus, including a Border Security Force (BSF) trooper. However, this could not be confirmed. The encounter took place between a group of unidentified rebels from Garo hills and a joint team of the 7th Jat Regiment of the army and Assam Police. One AK-56 rifle, one hand grenade, one .32 pistol and other items were recovered from the spot. "We laid parties in various points after getting information of their movement. It was only in Chalibhui that our teams encountered them, leading to a shootout in which two of the militants succumbed", said South Salmara Superintendent of Police (SP) H.K. Nath. Speaking at a press conference held at the Assam Police headquarters in Guwahati, the DGP said that although no ISIS activity has yet been seen in the State, internet users are frequently making ISIS related searches. No one from Assam has joined the IS so far, but rising interest in the terror organisation is a worrying aspect, said Sarma. “Many people have visited the ISIS websites through Internet and the hits recorded by these websites indicate that it is more than curiosity. It is on the higher side like in Jammu and Kashmir or in Andhra Pradesh,” the DGP said. “We do not have the expertise and equipment to monitor this but the National Technical Research Organisation (NTRO) is monitoring all these developments,” the DGP said, adding the cyber cell of the Criminal Investigation Department (CID), Assam Police, is also working on it. The DGP also said that the Assam Police is striving to increase the ratio of female Police personnel vis-a-vis male personnel. Stating that at present there are 65, 000 personnel in Assam Police, he said, “We have already posted 1,036 female constables. In each Police station presently, at least two female constables will be there.”

These incidents come at a time when Police have launched a massive combing operation to rescue abducted Intelligence Bureau (IB) official Bikash Kumar Singh and Kamal Saha, a local trader. Singh and Saha were abducted on September 24, from South Garo Hills. The militants abducted Ahmed while he was returning to Samanda, 6km away, from the construction site at Rongapgre in East Garo Hills. Intelligence sources said the Kuki National Organisation (KNO) and United People’s Front (UPF), the umbrella organisations, are now working on a "Kuki state" within the framework of the Constitution. The Assam Rifles initiated the peace process with Kuki militant groups since 2005 and gradually more groups came forward and signed tripartite SoO agreements. Cadres of more than 20 armed Kuki groups are now staying at various designated camps across the state. Udiyachal Dwimary alias Udangcha, ‘deputy commander’ of the outfit's 13 battalion, was arrested from Aie Powali under Runikhata Police Station in Chirang District. Bodoland Territorial Area Districts (BTAD) Inspector-General of Police (IGP) L.R. Bishnoi said a joint team of Chirang Police and the 7 Sikh Light Infantry regiment conducted a search operation based on information and arrested Udangcha. A 7.65mm pistol with five rounds of ammunition and two hand grenades were recovered from him, Police said. Bishnoi said Udangcha hails from Salbari in Baksa District. The Police said Udangcha was involved in the Narsingbari killings in Baksa in 2014.

Suspected militants of the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland-Khaplang (NSCN-K), attacked Kakopathar Police Station in Tinsukia District on September 30, with sophisticated weapons and rocket-propelled grenades, but there was no casualty, reports The Sentinel. Tinsukia Superintendent of Police (SP) Mugdhajyoti Mahanta, who rushed to the spot, said the attack took place at around 8 pm. "The militants fired at the police station from near an SBI ATM located about 100 metres away. Personnel at the police station retaliated and went after the militants. The militants fled after firing an RPG which, however, did not explode," Mahanta said, adding that no one sustained injuries in the exchange of fire. He said though initially it was believed that there were four militants – two ULFA cadres and two from NSCN-K – possibility of the presence of a fifth militant is not ruled out. “Moreover, there could be a few more who were positioned for ambushes,” the SP said, adding that a manhunt has been launched to arrest them.
