A delegation of Naga Hoho and Naga Mothers’ Association (NMA) on September 1 met Union Home Minister (UHM) Rajnath Singh and discussed with him present situation in Nagaland, reports The Shillong Times. The delegation, led by the Hoho president Chuba Ozukum and Naga Mothers’ chief Abeiu Meru, briefed the prevailing situation in the Northeastern state and desire of the civil society. The delegation sought the Home Minister’s intervention for early conclusion of the ongoing peace talks with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) for bringing a lasting solution to Nagaland, sources said. Singh assured the delegation to sympathetically look into their requests, sources said. The Naga civil society delegation also discussed with the Home Minister about the ‘Framework Agreement’ signed on August 3, 2015 which settles the political parameters of the final solution.

At least 11 militants belonging to different militant outfits were arrested during a multiple operations launched by Army, Police and other Security Forces (SFs) in Assam during last 24 hours, reports The Times of India on September 2. Defence Public Relations Officer (PRO) Lt Col Suneet Newton said that the militants were arrested along with large cache of arms and ammunition in Karbi Anglong, Dima Hasao and Sonitpur Districts of the state. He said of the 11 militants, five belonged to Karbi People's Liberation Tiger (KPLT), four to I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and two to Hills State United Liberation Front (HSULF).

Dispur Police on September 1 arrested a youth, identified as Lalrochan Pangante (27) along with a huge cache of explosives on GS Road in Six Mile area in the Kamrup District, reports The Sentinel. Lalrochan Pangante, was arrested by Police while he was traveling in an auto-rickshaw from Khanapara to Guwahati Railway Station. The youth hails from Mahur in Dima Hasao District. “A total of 206 gelatin sticks and 800 detonators and some wires have been seized from him,” said a Police official. Police said he brought the explosives from Manipur and planned to take it to Dimapur by train.

Addressing a press conference at their office, JCILPS convenor BK Moirangcha said that they are ready to launch an intense agitation with the support from the masses if their demand is not considered. Two Khaplang faction of National Socialist Council of Nagaland (NSCN-K) cadres, identified as Kabigai and Numkhaolung allegedly involved in the recent snatching away of four arms from state India Reserve Battalion (IRB) personnel on vehicle escort duty along NH-37 were arrested by a combined team of Assam Rifles (AR) and Manipur Police from Sibilong in Tamenglong District on September 1, reports Nagaland Post. Both were involved in the snatching of weapons of 5 IRB Battalion on August 29. Two Insas and two AK series rifles were snatched from the IRB personnel who were taking meal at a hotel near Barak bridge.

Continuing its offensive against Security Forces (SFs), Khaplang faction of National Socialist Council of Nagaland (NSCN-K) laid an ambush on the Assam Rifles (AR) convoy injuring at least four Assam Riffles (AR) jawans (troops) near Aghunato in Zunheboto District on September 2 evening, reports Nagaland Post. According to reports, personnel of the 5 AR were returning after carrying out routine duty. The AR personnel were travelling in four vehicles—three mini trucks and one gypsy when cadres of the NSCN-K started firing indiscriminately from two-three directions, highly placed sources said. Army sources said four AR jawans were injured and were rushed to nearby hospital for medical aid. Sources added that additional security reinforcements have been rushed to Aghunato area to carry out search operations.

Curfew and shutdown paralysed life in Kashmir on September 2, in which over 300 protesters and Policemen were injured in clashes that broke out across Valley, reports Daily Excelsior. Authorities imposed curfew in parts of Srinagar and other towns of South and North Kashmir including Anantnag, Pulwama, Shopian, Kulgam and Baramulla. Thousands of Security Force (SF) personnel were deployed in Srinagar areas including in downtown. They erected barricades and blocked roads with concertina wires. Authorities for the 8th consecutive week disallowed Friday prayers at historic Jamia Masjid in Nowhatta area of downtown Srinagar. Shutdown and curfew paralysed life in Kashmir and all commercial activities remained disrupted for 56th day. Schools, colleges remained shut, Government offices and banks had skeletal staff. The public transport was off the roads with some private vehicles plying in civil lines area. The train services between Banihal and Baramulla remained disrupted for 56th day while mobile internet and pre-paid mobile services continued to be shut down across Kashmir to prevent further violence.

Those arrested included five suspected cadres of the Karbi People's Liberation Tigers (KPLT), four of the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and two of the Hill State United Liberation Front (HSULF). Public Relations Officer (PRO) (Defence) Lieutenant Colonel Suneet Newton on September 3, said, the arrested persons included KPLT ‘general secretary’ Jameson Kro, ‘area commander’ Ranjit Tisso alias Archim and three cadres identified as Ben Killing, Mohan Terang and Sohan Bey. One AK-56 rifle, a pistol, a grenade and other ammunition were also recovered from their possession. The suspected militants were arrested from villages under Bokajan Police Station in Karbi Anglong District. The two suspected cadres of the HSULF, a splinter militant group in Dima Hasao District, have been identified as Somesh Badosa and Diyunmukh Kemprai. One 9mm pistol and one handmade gun were recovered from them. The four suspected NDFB-IKS cadres were arrested from east Sonitpur District. Security Forces (SFs) have stepped up their operations against the rebel groups since 14 persons were killed near Kokrajhar in lower Assam on August 5.

According to a press release from the ‘Ministry of Information & Publicity (MIP)’, NSCN-K, cadres of the Naga Army, NSCN/GPRN under “Operation Dawn” carried out the ambush at around 4:00 pm while the 5 AR were returning to Zunheboto in a convoy of four vehicles. “It is confirmed that six jawans were killed on the spot and four sustained critical injuries and more than dozen sustained less critical injuries,” the MIP claimed and further added that the number of deaths could be as high as 8 to 10. The last truck was completely destroyed after falling into a roadside ditch, while two other trucks were also partially damaged having been fired upon from close quarters, the MIP stated. “The ambush spot was immediately cordoned off and no police or administrative officials were allowed to enter until the dead soldiers were transported away,” the MIP further claimed.

Intelligence sources said that at 2 pm, the patrolling personnel discerned that a bomb was buried at the side of the village road leading to Kwatha Khnnuou, near the Trans-Asian highway No. 1. Police said that there might have been some other bombs buried along the road or hung from the tree branches. With the arrival of the additional AR personnel, a search operation was launched in the nearby areas. However, no suspects were detected. A Police officer said that the insurgents must have slipped away towards the no man’s land. Police have registered a case. There has been no claim from any insurgent group of the bomb planting.

A self-styled 'captain' of Khaplang faction of National Socialist Council of Nagaland (NSCN-K), who was arrested by the Assam Police on September 6, revealed how most of the Indian militant outfits based in Myanmar, barring the Independent faction of United Liberation Front of Asom (ULFA-I), have taken to opium cultivation as a source of income in one of Asia's biggest opium producing areas known as the Golden Triangle, spread over Myanmar, Laos and Thailand, reports The Times of India on September 7. Tobatobite Sumi alias Boni Mech, an Assamese Mech Kachari origin member of the NSCN-K, had come down from the Myanmar base last March. He told interrogators he was in the city for treatment. Giving several facts about the Myanmar base of the NSCN-K, which by virtue of being a Myanmarese rebel group in ceasefire with its Government, has 'rented' out parts of the area under its control in Saigang to the Indian outfits. If the rebel group is engaged in either gun running or opium cultivation, they have to pay 15% of their income to the Khaplang group. Sumi told the interrogators that the physical condition of the ageing 75-year-old NSCN-K supremo, SS Khaplang, a Myanmarese Naga, is far from healthy and he needs assistance to move from one place to place. Three of his four wives have died, Sumi told the interrogators.

Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants and their sympathisers to remit money obtained through extortion to their camps in Myanmar and arrested five persons in connection with this case, reports The Telegraphon September 8. Additional Superintendent of Police (ASP), Chirang, Tabu Ram Pegu, said the accused had planned to transfer INR 40,000 to a bank account in Nagaland and from there human couriers would have been used to ship the money to the outfit's camps in the forests of Myanmar. "They tried to transfer the money from the Basugaon branch of the State Bank of India (SBI) yesterday (September 7) but could not do so because of link failure at the bank. They would have tried it again today but before that we arrested them and seized the money," he said. "The cash seized from them was part of Rs 60,000 that they had extorted from one Kumar Basumatary, a timber smuggler from the Khungring area of Chirang District, some days ago," ASP said.The series of arrests began with 22-year-old NDFB-IKS cadre Daukha Narzary alias Dopthai. He was arrested from the Sundari area under Sidli Police Station of Chirang District on September 7 evening during an operation launched on the basis of a tip-off. Narzary belongs to the 40th batch of NDFB-IKS cadres and was trained in Myanmar. Based on his confession, two linkmen, identified as Kwmtha Basumatary and Swrangsar Basumatary were arrested from Rangsaidam under Basugaon Police Station in Chirang District on September 7 night and INR 40,000 was recovered from them. "Further questioning of the accused persons revealed names of their other accomplices and multiple raids were conducted and two more linkmen of the outfit, Bhim Basumatary and Jwngdao Basumatary were apprehend from Kashikotra under Sidli Police Station around 1.30pm today (September 8)," the ASP said.According to Security Forces (SFs), the NDFB-IKS has stepped up its extortion drive in the Bodoland Territorial Area Districts (BTAD) and adjoining areas though their cadres and linkmen as the outfit has been going through a major financial crunch. The militant group is using linkmen and sympathisers, mostly local youths belonging to poor families including girls, to carry out extortions. A Police source said the NDFB-IKS is using bank accounts of some persons in Nagaland to route extortion money to their Myanmar camps. "Certain percentage of the money is given to the bank account holder as commission," the source said. In order to avoid detection by the Reserve Bank of India (RBI), the funds are transferred in small amounts not exceeding INR one lakh.

Reacting to the non-cooperation move by Aghunato public, Khaplang faction of National Socialist Council of Nagaland (NSCN-K) ‘Ministry of Information & Publicity (MIP)’ in a press note stated that the “public did not just converged by itself and declared non-cooperation to NSCN/GPRN for the latter’s attack on Indian occupational forces”, reports Nagaland Post on September 8. MIP said some elements instead of focusing on the unresolved issue-- 70 years of Indo-Naga-Myanmar political conflict and the sacrifices made by NSCN for sovereignty, took advantage of the public’s longing for peace and tranquility in the area and “manipulated the emotional situation and architecture the non-cooperation declaration”. MIP said “security forces in an unprovoked attack gunned down one innocent civilian and injured another civilian at Aghunato Area last year (2015) in November 2 in which two NSCN workers were also killed”. MIP said despite offensive combing operations continuing in the area, the architectures of non-cooperation seemed to have ignored the actual sustained provocative actions of the security forces responsible for NSCN’s retaliation.It said over a dozen “NSCN workers were arrested, tortured, imprisoned and killed under Zunheboto District by Security Forces during the last 18 months”. However, MIP said NSCN had been maintaining maximum restraint and avoiding confrontation in the District to ensure public safety. This, MIP said had emboldened the occupational forces to adopt more aggressive posture in the area. MIP noted that Aghunato area had been the bastion of Naga struggle and the first Naga’s war of independence, the 1955 Indo-Naga battle was fought at Hoshepu, Aghunato as the people of Aghunato had stood by with the NSCN. “It shall come to pass and anti-national elements involved in the declaration shall be exposed and defeated,” MIP stated.

He was arrested in connection with a case related to serving of extortion letter to a businessman in the name of GNLA. Police was looking for Saiful who was instrumental in serving demand letters to some of the selected businessmen of the area. The GNLA, as part of their strategy, use local youths to identity their soft targets and serve demand letters in return of which the youths are paid scanty amount of money. Their decomposed bodies were found in a jungle on September 8, Police said.The three youths had gone to Kherapara market on August 27-morning to buy goats. Police said the kidnappers told the teenagers that they were goat-sellers and lured them with a good deal. The kidnappers had called Suliman’s parents and demanded INR 30 lakh, but scaled down the amount to INR 3 lakh when his father told them about the family’s economic condition. The kidnappers’ gang came to Daranggre area near Chunmati in Tura, West Garo Hills on September 4 afternoon to take the ransom amount and promised to release the trio on the same day. After abrogating the ceasefire agreement with the Government in March 2015, the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) has increased its extortion activities in the State (Nagaland) and is using women to transport the so-called `tax money from India to Myanmar, reports The Times of Indiaon September 12. The National Investigation Agency (NIA), which recently began a probe into the extortion racket run by NSCN-K in Nagaland, found that the outfit had prepared a list of 24 Government departments, including irrigation, social welfare and housing, in the state from where to collect 24% of government employees' salaries and funds meant for development works. In the current financial year, NSCN-K is said to be targeting collection of INR 8-10 crore from government departments and influential individuals in the state. They are learnt to have collected INR 20 lakh till July, 2016 from the irrigation and social welfare departments.According to sources, ‘finance in-charge’ of NSCN-K, S Khetoshe Sumi, was tasked by the outfit's Myanmar based leadership SS Khaplang and Isac Sumi to collect extortion money from these departments. He would call people in Government departments or meet them in person and tell them that they had to pay 24% ‘tax’ from the funds, sources said. He would move frequently between Kohima and Dimapur for the purpose before he was caught by agencies a few weeks ago.

The two were identified as Phongsa Wangsa and Leiwang Wangsa, both residents of Myanmar, the press release from the AR stated. Speaking on the occasion of its 28th martyrs' day celebration of the NDFB's western zone designated camp at Serfanguri in Kokrajhar, S. Sanjarang, the outfit's ‘information and publicity secretary’, said it was unfortunate that the peace dialogue had not been productive as a result of a lack of political will on the part of the Centre. He said the outfit had 14 rounds of dialogue with the Centre but there have been no progress in the last one-and-a half years of the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) Government. The talks were last held on June 9 last year (2015), Sanjarang said. Arrested five newly recruited Independent faction of United Liberation Front of Asom (ULFA-I) cadres from Sonitpur, Tinsukia and Udalguri Districts on September 15 night, reports The Telegraph. Additional Superintendent of Police (ASP), Sonitpur, Fakrul Islam, said three cadres of the outfit, identified as Kishor Deka, Jayanta Deka and Pranab Deka, all in their twenties and from Harisinga in Udalguri District, were picked up from a Tinsukia-bound night bus at Tezpur in Sonitpur District. According to the Police, they were on their way to Myanmar for arms training. According to sources, Das was abducted when he went for morning walk on July 25. Sampa Das, daughter of the abducted person received a ransom call from the abductors on July 26 who demanded an amount of INR 2 crores. On September 15, after a gap of 52 days, the victim was rescued by Assam Police while being taken in a van. One person namely Nurul Haque of Gamari, Ramkrishna Nagar in Karimganj who was with the victim had been arrested. No ransom was paid to the abductors.

In a series of multi directional and synchronized operations, Army and Police arrested eight cadres of Karbi People Liberation Tiger (KPLT) including ‘self-styled commander-in-chief‘(C-in-C) of a KPLT faction, Sunder Dera alias Rijak Dera, and recovered a large cache of arms, ammunition and incriminating documents from West Karbi Anglong District on September 15 night, reports The Sentinel. The official said that during confrontation with the armed rebels, own troops exercised maximum restraint and upholding the principle of use of minimum force and no collateral damage arrested the hardcore militants. Arrested cadres also include an ‘area commander’ and ‘vice chairman’ of the group who were instrumental in coordinating extortion, kidnapping and recruitment of new cadres, said official. Four rifles including one AK-47 rifle, grenades, live ammunition, extortion notices and receipts were also recovered from the cadres.“KPLT, which is in a state of disarray due to the recent successful operations by Security Forces (SF), has suffered a crippling blow,” the Army official added. He said that the elimination of two hardcore KPLT cadres and apprehension of fourteen cadres in the past one month has left the outfit leaderless and completely disorganized.

The State Government has directed the Assam Police to step up efforts to trace the nearly 38,000 illegal Bangladeshi nationals of the post-1971 stream, who have been evading arrest, reports The Assam Tribune on September 16. As per the new directives, the Superintendents of Police (SPs) of all the Districts will have to henceforth file a detailed monthly status report on the untraced infiltrators. The monthly report by the respective SPs must also carry the reasons behind the respective District Police’s inability to catch the illegal immigrants missing from their respective areas of jurisdiction. “We want an improved synergy among all the 500 police units and task forces meant for tracking down untraced Bangladeshis. The baggage of 38,000 untraced illegal immigrants is a bit too much to carry,” official sources told The Assam Tribune. The Home Department has also asked the law-enforcers to intensify search operation against the untraced infiltrators with improved intelligence sharing. It has also asked all the SPs to devise strategies to nab the illegal foreigners who are on the run, and, if necessary, put them on surveillance.

Notably, the demand has come from the ‘chairman’ of the ULFA-I, Abhizeet Axom, as depicted in the calls and text messages sent, asking contribution as party fund towards the cause of the ULFA movement. The other demand has come from Jibon Axom. A close study of ULFA reveals that every cadre from the bottom to the top hierarchy acquires a single and unique name which is neither transferable nor can be acquired by anyone else even for making calls for demand or sending press releases to the print or electronic news channels. The demand by the ULFA ‘chairman’ Abhizeet Axom has created terror and sensation among the community. A top source of the police has informed about numerous cases being registered across various police stations of the District with one in Mariani, Titabor, Teok and Jorhat Police station. The demand ranges from INR 5 lakh to INR 50 lakh. Allegations of low Police investigation and sense of insecurity have gripped the people.The Shillong Times adds that Security Forces (SF) and Assam Police engaged in counter-insurgency (CI) operation in Assam have mounted vigil against the proscribed ULFA-I which has started using social media like WhatsApp to send extortion demands to soft targets besides engaging linkmen or over ground agents to collect fund on their behalf. A senior Police official overseeing law and order in the State informed that the ULFA-I had resorted to extortion drive especially targeted at the tea estates in eastern Assam where tea executives live in remote, vulnerable areas. He informed that a senior executive of Santak Tea Estate in Sivasagar District was arrested two days back for making payment to a linkman as per extortion demand of the ULFA-I. The official said the outfit, of late, has started using social media to convey extortion demand to soft targets to escape detection by SFs. Elu Ndang said keeping in view the “current misunderstanding” between the office of the Naga Hoho and some affiliated units particularly on the question of granting of status of Indigenous Naga Tribe to Rongmei community and considering the nature of seriousness, the Naga Hoho had notified through Media on August 27, 2016, summoning the 3rd Federal Assembly. NH assembly secretary pointed out that as per the conventional practice the Federal Assembly has to be summoned at least one month ahead. Elu Ndang said the Naga Hoho was of the view that the summoning of Federal Assembly itself was “directly or indirectly responding to the issues being raised through media by different individuals and forums.”

Lalbiakzama said that the State Government prepared Road Map-IV for Bru Repatriation last year (2015) for which INR 68 crore expenditure was projected. The State Government incurred an expense of a few crores of rupees as the actual repatriation, proposed to be undertaken between June 2 and September 4 last year (2015), failed to be implemented as not a single Bru came forward to be identified as bona fide resident of Mizoram. Lalbiakzama said that the UMHA had released around INR 9 crore for last year’s process.The proposed repatriation process this year (Roadmap V) would begin by conducting identification of bona fide residents of Mizoram in the relief camps by officials from the first week of November. Lalbiakzama said a large number of Mizoram Government officials would go to the relief camps in groups and conduct identification process in all the camps simultaneously to save time and ensure early commencement of the actual repatriation. Identification process would be conducted in Naisingpara, Asapara, Kaskau, Khakchangpara, Hamsapara and Hazacherra relief camps and those willing to return would be re-settled in 13 villages in Mizoram-Tripura-Bangladesh border Mamit District.

In one of the biggest operations in the fight against terror in the North-east in recent times, the Indian Army along with personnel of Assam Police killed at least six Karbi People Liberation Tigers (KPLT) militants in a swift and surgical operation in the Nambar Reserve Forest in East Karbi Anglong District on September 23, reports The Sentinel. On receiving specific intelligence inputs on the presence of a KPLT camp in the dense Nambar Reserve Forest, Security Forces (SFs) launched a joint operation in the afternoon of September 22. On September 23, the Army troops found the camp with armed terrorists. On being challenged, the terrorists started indiscriminate firing on the troops, which resulted in severe gunfight in which four terrorists were killed. Taking advantage of the dense jungle, the other terrorists tried to escape, but they again came in contact with the Army men who were in hot pursuit of the fleeing terrorists. In the encounter, two more terrorists were killed. Altogether six KPLT militants including its two leaders were killed in the encounter.According to reports, an Army jawan was also injured during the encounter and later the jawan was admitted to a hospital, said Debajit Deury, Superintendent of Police (SP). The slain militants have not yet been identified, added Deury. One 7.62 mm self loading rifle, one Insas rifle, three pistols, two hand grenades, large number of ammunition, several sharp weapons, fired cases, solar panels and blankets, etc. were recovered from the slain militants, said the Public Relations Officer (PRO) of the Defence wing.

Police recovered a laptop, mobile phones, SD cards, wires, detonators, a powder like substance and fake identity documents from them. “The powder like substance can be explosive. A Hynniewtrep National Liberation Council (HNLC) cadre, identified as Danny Lyngdoh (35) of Nongtalang Village surrendered before the Dawki Police in West Jaintia Hills District on September 27, reports The Sentinel. Lyngdoh joined the outfit in 2000 and since then he remained in camps based in Bangladesh. The surrendered militant told Police that he decided to surrender due to several issues related to the underground outfit. “I’ve lost my freedom and now I want to restore it and I want to be part of my family again” Lyngdoh said. Police arrested another Jama'atul Mujahideen Bangladesh (JMB) cadre, identified as Azizur Rehman from Gumrah village under Katigorah police Station in Cachar District on September 27, reports The Telegraph. Police sources said Rehman, the owner of a cycle repairing shop, had given shelter to Jamirul Islam, an alleged JMB cadre, who was arrested by Kolkata Police, with help from their counterparts in Assam, on September 24. More than 45 people have been arrested so far for alleged links with JMB in Assam. Special Director General of Police (DGP) (Law & Order) Kuladhar Saikia said that Assam Police is very much concerned about growing jihadi activities in the State. While there were no casualty on either side, Police sources confirmed that some militants may have been injured in the firefight as blood stains were found near the site of the encounter. According to Police sources, a raid was undertaken based on inputs of the presence of a camp with the ‘commander in chief (C-in-C)’ of the outfit, Sohan D Shira suspected to be amongst those within the camp.The Sentineladds that the four day ‘Operation Hill storm-4’ nearly got hold of self style Commander-in-Chief (C-in C) of the GNLA Sohan D Shira, if not for the human shield that he has always taken to escape the Police counter insurgency operations. “There was a heavy exchange of fire between our men and the 20 odd militants before they escaped with incriminating weapons”, stated the Superintendent of Police (SP) East Garo Hills, D N S Marak while adding that one of the fleeing militants is suspected to be the GNLA chief. One Chinese made carbine rifle, 80 detonators and an improvised explosive device (IED) remote control detonator was recovered from the abandon make shift camp of the GNLA. “The fleeing militants could have been apprehended or killed if not for their tactical moves through the human habitat,” stated the SP.

One mobile handset was recovered from his possession. Additional Director General of Police (ADGP), LR Bishnoi said that Sanen Brahma had been working as a channel of communication between NDFB-IKS cadres and over ground workers (OGWs) in that area and also used to provide information about the movement of Security Forces (SFs) to NDFB-IKS cadres. He was reportedly engaged in arranging ration items meant for Bidai and his group. He had been also playing a very important role in siphoning off extortion money to cadres based in Myanmar through OGWs and sympathizers, he added. Bishnoi also said that the NDFB-IKS linkman had been making more than 600 calls to Batha and Myanmar-based Hanja NDFB cadre group and had collected money deposited in different banks in the District.

Suspected Garo National Liberation Army (GNLA) cadres abducted nine traders from Assam near Chokpot in South Garo Hills District early on September 29 morning, reports The Shillong Times. According to Police, of the nine traders, six were identified as Akhirul Islam (21) and Saiful Islam (30) of Shantipur, Jiarul Islam (28) of Bortol and Monirul Islam (30), Mofidul Islam (25) and Anowar Islam (35) of Kushimara. The traders, all from Mankachar town in South Salmara District of Assam, were on their way to Silkigre weekly market, which is around 14 kilometers from Chokpot town, in three pick-up vans when a group of suspected GNLA militants armed with rifles and pistols stopped the last vehicle near Songotagre village around 5.30am on September 29. Police found the abandoned vehicle near the village. “Our teams are already on the job and a search operation has been launched. We are hopeful of a breakthrough on the matter. We suspect the kidnapping to be the handiwork of the GNLA,” said South Garo Hills Superintendent of Police (SP) Anand Mishra.However, some unconfirmed reports said that the number of abductees is 12 and not nine. The reports also said two among the abducted traders escaped during the melee.

In a press release NSCN-IM through its ‘Ministry of Information & Publicity (MIP)’ has termed the detaining of Naga army officers who were on peaceful duty on September 28 by of Major Rahul and the Jawans of 35 Assam Rifles, Maram Battalion under Senapati Brigade as “highly condemnable”, an activity vitiating the peaceful atmosphere. The MIP said, the Indian Security Forces (SFs) arresting PK Akas, Kashung and N. Elvis and labeling them as extortionists involved in nefarious activities was “highly questionable”. The released said those arrested by AR were on official duty to monitor law and order situation for peaceful maintenance against destructive elements who occasionally created unlawful activities including threat to civilian lives such as bombing etc. It maintained that the detained Naga army officers were never indulged in tax collection as was alleged by AR.

A Garo National Liberation Army (GNLA) militant, identified as Balmit Marak alias Merek was killed in an encounter with Police at Dawa Nengjata village near Williamnagar in East Garo Hills District on September 30 morning, reports The Sentinel. According to Police, there were around 20 militants of the GNLA at the time of the encounter which took place around 5:30 am. Police recovered an INSAS in cocked condition, five magazines, 49 live rounds, five live 7.62 mm sniper ammo, 15 .303 live ammo, AK ammo, empty case of .303, blank cartridge, 4 charger clips, a hand grenade, seven 3.7 volt LI/ion battery and GNLA ID card of Morek Ch Marak from the site.“The militants were taking shelter there and the encounter between the SWAT team and GNLA cadres lasted for about 15-20 minutes. The cadres fled after the encounter and the police have launched combing operations to track them,” said Police, adds The Assam Tribune.

The arrested cadres were identified as Gojen Gogoi alias Rubul (29) and Basanti Bora Sonowal (30). Additional Superintendent of Police (ASP), Numal Mahatto said that Gojen Gogoi was a native of Chungajan Majgaon under Golaghat District and Basanti Bora Sonowal was a resident of Ratanpur under Chaparmukh Police Station in Sadiya in Tinsukia District. They are husband and wife. Further, he said that Gogoi actively participated in organizational activities in Upper Assam. He is closely associated with Maoist leader Aditya Bora who was arrested from Khakandaguri, Dergaon few days back and has links with Maoist leaders Pallab Borbora, Debojit Borgohain, Moina Dohotia, Uttam Nayak and Girish Bora. Gojen Gogoi joined the Maoist organization in the year 2011 at Baraghoria Sarupathar as executive member. He was involved in extortion, kidnapping and organized Maoist activities, Mahatto added.

Major Mandip Singh, Commanding Officer of a company of 31 AR, was injured in the attack between Kamjong and Kongtong. He was flown to the military hospital at Leimakhong, about 20 km away from Imphal, informed sources said. The militants used explosives and automatic rifles in the attack. The troopers retaliated, leading to heavy exchange of fire for over 30 minutes. As additional security personnel rushed from a nearby AR camp, the insurgents escaped.

Security sources informed that the woman was carrying the blankets to ULFA-I camps in Myanmar on being asked by one of the senior ULFA-I leader, Arunodoy Asom. Outfit has pitched its main camp and training camp in Myanmar jungles under the patronage of with Naga rebel group Khaplang faction of National Socialist Council of Nagaland (NSCN-K). The blankets were meant for ULFA-I cadres based in the neighbouring country in view of fast onset of winter in the area. The security forces have mounted vigil against the outfit especially in eastern Assam’s bordering areas in Tinsukia, Dibrugarh and Sivasagar Districts in the wake of the outfit’s recent strike on Hindi speaking people in remote part of Tinsukia district and reported extortion drive launched by it in the eastern Assam’s tea belt.

Hailing the Centre and the Army for the surgical strikes in Pakistan occupied Kashmir (PoK), Chief Minister Mukul Sangma on September 30 said the Government should act tough against militants in the Northeastern states, reports The Shillong Times. Speaking to media persons, Sangma said similar situation exists in the North East and beyond the international boundaries of the region. “The Centre should deal with the installations of anti-national elements on foreign soil since going beyond the international boundary is not a state subject,” the Chief Minister said. Sangma said the surgical operations were appropriate in dealing with terrorists and the Centre should continue to be aggressive in this regard. Stating that such operations were conducted even in the past without sharing it with the media, Sangma said any effective measure resorted to by the security agencies in the interest of the nation has to be welcomed and appreciated.
