Police have registered a case against Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) ‘leader’ Jiten Dutta for alleged racial abuse and treason, reports The Telegraph. Dergaon Police in Golaghat District registered a suo motu case against Dutta under Sections 153A (promoting enmity between different groups and doing acts prejudicial to maintenance of harmony) and 121 (waging or attempting to wage war or abetting waging of war against the government of India) of the Indian Penal Code. "We have registered a suo motu case against Dutta for allegedly shouting slogans patronizing ULFA and 'commander-in-chief' of the outfit's anti-talks faction, Paresh Baruah, during a rally at Dergaon on August 29 to protest against the alleged assault on pro-talks ULFA members in Nagaon by some traders," a Police source said.

The proposed peace talks between Mizoram Government and Lalhmingthanga Sanate faction of Hmar People’s Convention -Democratic (HPC-D) did not materialize as the State Government rejected the conditions put forward by the militant group, reports The Assam Tribune on August 3. “The HPC(D) faction led by Lalhmingthanga Sanate set pre-conditions like establishment of an autonomous district council under the Sixth Schedule of the Constitution in the Hmar community concentrated area and tripartite talks by inclusion of a senior official from the Centre,” a senior State Government official said. The State Government rejected the conditions as its stance was that there should be no conditions for holding talks, he said. The talks were to be held in August end. Peace parleys with the major faction led by H Zosangbera would soon resume and the next round of talks was likely to be the last official level talks as it would be elevated to the political level, he said.

Independent faction of United Liberation Front of Asom (ULFA-I) on September 4 asked two Central Public Sector Undertaking (CPSU), North Eastern Electric Power Corporation (NEEPCO) and National Hydro Power Corporation (NHPC) to quit the region or face “military action.”, reports The Shillong Times. “While NEEPCO’s 405-MW Ranganadi Hydel project caused such havoc, it is easily understood what disaster is in store in NHPC’s 2000-MW Lower Subansiri project. It will wipe out the entire downstream area. Hence both companies should shut down their operations in this (Western South-East Asia) region. Otherwise ULFA (I) will carry out a military action against them,” the statement signed by ‘Major’ Arunoday Asom, ‘assistant publicity secretary’ said.ULFA-I on September 4 warned of "armed action" if 22 model colleges, named after Bharatiya Janata Party (BJP) ideologue Deen Dayal Upadhyaya, are not renamed after prominent personalities of the state within six months, reports The Telegraph. The Shillong Times adds that in a statement e-mailed to the media here, the ULFA-I asked State Government to remove names of all “outsider Indians” from various educational institutions and rename the same after eminent sons of the soil within six months failing which it would take `punitive’ action against those institutions if they fail to comply.

Police arrested three Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) militants, identified as ‘captain’ Toishe Aye (28), ‘2nd lieutenant.’ Daniel Yimchunger (31) and ‘sympathizer’ Avito Zhotso (41), in Satakha (of Zunheboto District) and Kohima District in separate operations, reports Nagaland Post. Police informed that Toishe was arrested by Satakha Police on September 4 along with the taxi while Daniel and Avito were arrested by Kohima Police on (September 4-5) in Kohima town. police also seized 83 numbers of blank demand notes of vehicle Tax (2017-2018) and three numbers of detached blank information slips for union traders and contractors (yearly tax of 2017- 2018) both issued by NSCN (K) from the house of Daniel Yimchunger. The trio was arrested in connection with the murder of the taxi driver-cum owner, Swuduve Nakro, atChiechama village, in Kohima District on September 2. His body was recovered on September 3.

The first tripartite talks at the ‘political level’ with Kuki National Organisation (KNO) and United People’s Front (UPF) are likely to be held either by the end of this month or early next month, reports The Assam Tribune. According to ‘negotiator’ of KNO Dr Seilen Haokip, the Interlocutor had told him that the tripartite talks are likely to be held either by the end of September or in the first week of October. Suspension of Operation (SoO) terms with KNO and UPF were extended for another one year which became effective from August 31. Dr Haokip has expressed the desire to make the Joint Monitoring Group (JMG) active and vibrant once again. He rued that the JMG has become “inactive”. He also said that matters related to the ‘ground rules’ of the SoO should be confined within the ambit of the JMG. Just one meeting had been held after Dineshwar Sharma, New Delhi’s Interlocutor for the ongoing tripartite dialogues between KNO and UPF was appointed. “No political discussion” took place in the August 9 meeting.

The outfit said that because of release of water by NEEPCO from its Ranganadi project caused the catastrophic flood in the state this year in which 158 people died. The source said so far there is no report of Rohingya refugees entering the state or making attempts to cross the border for taking shelter in the state. The Army's Eastern Command made clear it didn't cross the international border. The Army further said that a fire fight was triggered after a column of the Indian Army was attacked by insurgents. "Own troops reacted swiftly and brought down heavy retaliatory fire on the insurgents," said an Army statement. The Army said Wednesday's (September 27) small operation was nothing like the Special Forces' cross-border raid to destroy two Naga insurgent camps inside Myanmar in June 2015. It added that a few media reports of casualties suffered by the Army were factually incorrect.Army was tracking the movement of NSCN-K’s Mobile 2 Unit led by ‘self-styled Lieutenant colonel’ Bopa Wangsa for quite some time, sources said. At about 4.45 am on September 27, an Army column was attacked by unidentified militants. “Own troops reacted swiftly and brought down heavy retaliatory fire of the insurgents. A large number of casualties were suffered by the insurgents. Own troops suffered no casualties. In New Delhi, Ministry of Defence (MoD) sources said without the recovery of bodies it was difficult to estimate the casualties, but they are going by the ground reports.However, earlier in the morning senior NSCN-K functionary ‘Colonel’ Isak Sumi, in a Facebook post, claimed “three Indian soldiers were killed and an unconfirmed number injured, but there was no casualty or injury on the Naga Army” during the encounter, which happened “at Langkhu village in Naga Self-Administered Zone inside Myanmar”.Earlier this month (September), the Indian Army carried out a major operation against the NSCN-K near the Indo-Myanmar border in Arunachal Pradesh. At the time, the Army destroyed a temporary hideout of the militants and recovered an AK-47 rifle, ammunition and radio sets in the operation near Votnu village in Longding District, a senior army official said. Myanmar is one of India's strategic neighbours and shares a 1,640-km-long border with a number of north-eastern states including Arunachal Pradesh, militancy-hit Nagaland and Manipur. The incident occurred around 6.30pm near the office of the tea garden on September 28 while other employees were busy with Durga Puja festivities. Police said ULFA-I had served an extortion notice, demanding INR 1 lakh, to the proprietor of the tea estate Rajib Phukan three months ago. Despite repeated intimidation and threats over telephone, Phukan refused to cough up the money. Meanwhile, on the basis of his complaint, Police conducted a couple of raids to nab the ULFA-I members suspected of being involved in the extortion bid.According to intelligence sources, an ULFA-I group with six to eight members, led by ‘self-styled sergeant’ Rupam Asom, has been targeting businessmen and tea planters in Tinsukia District for extortion for a while now. Sources point out that the ULFA-I, like several other militant outfits in the northeast, has been forced to indulge in mass extortion to deal with a severe cash crunch that has hit their ranks following the demonetisation move by the government last year. "We suspect that the same ULFA-I group led by Rupam Asom is behind the abduction. The morning after the abduction, a senior ULFA-I leader called up Rajib Phukan, the owner of Dihingia tea estate and demanded a ransom of INR 20 lakh for securing Dahotia's release. We believe that the militant group has taken the hostage inside the thick jungles along the Assam-Arunachal border. Along with our Arunachal Pradesh counterparts, we are conducting combing operations in the likely hideouts. The Army and the CoBRA (Commando Battalion for Resolute Action) are assisting us in the operations.
