On September 3, the Hynniewtrep National Liberation Council (HNLC) slammed the Meghalaya government for issuing a notice of summons to its ‘general secretary’, Sainkupar Nongtraw asking him to appear before a court and threatened that it will withdraw from the ongoing peace negotiations if such attitude continues, reports The Shillong Times. The outfit demanded that the charges against its leaders be dropped and a general amnesty is offered to them to ensure the success of the peace process. Sainkupar Nongtraw said in a statement, “Such actions not only undermine our trust in the government but also have the potential to hinder and disrupt the efforts towards achieving a lasting resolution.”

The law enforcement officials seized a cache of counterfeit Indian currency notes following the dismantling of an extensive inter-state racket in Tezpur in Sonitpur District of Assam, The Sentinel reports on September 4. The operation unfolded based on specific intelligence indicating the impending arrival of a party from Delhi to collect the counterfeit currency notes from a Tezpur-based criminal network involved in illicit printing and distribution of fake currency. The buyers from Delhi, through online transactions had paid an amount of INR 10,000,00 to acquire INR 20,000,00 worth of counterfeit currency from a person identified as Uttam Koch, who was responsible for facilitating the distribution of the counterfeit currency consignments. However, when the Delhi-based party failed to receive their expected consignment of counterfeit currency, they filed a complaint with the local authorities. Acting on this complaint, the police initiated a targeted operation at Uttam Koch's residence, leading to the recovery and seizure of the counterfeit notes.

On September 4, Deputy Chief Minister in-charge Home (Police) of Meghalaya, Prestone Tynsong said that the government had communicated to the Hynniewtrep National Liberation Council (HNLC) that it wanted the outfit’s ‘chairman’ Bobby Marwein and the ‘general secretary’ Sainkupar Nongtraw to be present in the next round of peace talks, reports The Meghalayan. He further stated that the government is waiting for the HNLC to respond and fix a date for the next round of talks. His statement came a day after the HNLC had expressed strong protest against the summon notice issued to its ‘general secretary’ Sainkupar Nongtraw despite the ongoing peace talks.

On September 6, the National Socialist Council of Nagaland–Khaplang-Nikki Summi (NSCN-K-NS), and Government of India (GoI) decided to extend the Ceasefire Agreement signed between the two for another year with effect from September 8, 2023 to September 7, 2024, reports The Morung Express. The Ceasefire Agreement has been extended to bring about a lasting peace in the State of Nagaland with the involvement of Naga people, read the agreement document. The GoI and NSCN-K-NS first entered into a Ceasefire Agreement on September 8, 2021 for one year, enabling the latter to formally join Indo-Naga peace process. The statement from the NIA came a day after the NIA arrested a “trained operative” of the People’s Liberation Army (PLA) of Manipur identified as Moirangthem Anand Singh from Imphal on September 22. An NIA spokesperson said, “Investigation so far has revealed that in furtherance of the conspiracy hatched by the leadership based in Myanmar…proscribed terrorist organisations are recruiting OGWs [over ground workers], cadres and sympathisers to augment the strength to carry out attacks on security forces and opposing ethnic groups by exploiting current unrest in Manipur. And for this purpose, the Myanmar-based leadership are collecting arms, ammunitions and explosives by unlawful means, including plunder and pillage of government facilities and resources.”

The Union Ministry of Home Affairs (UMHA) on September 26 through a notification, extended the validity of Armed Forces Special Powers Act (AFSPA) in parts of Nagaland and Arunachal Pradesh “for a further period of six months”, reports The Hindu. According to a notification, the AFSPA has been extended in whole of eight Districts and in the areas of 21 Police stations in five other districts of Nagaland. The eight Districts are Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek and Peren. In Arunachal Pradesh, the districts of Tirap, Changlang and Longding and the areas falling within the jurisdiction of Namsai, Mahadevpur and Chowkham Police stations in Namsai district along the Assam border were declared as ‘disturbed area’ under Section 3 of the AFSPA. This declaration comes into effect on October 1, 2023.

On September 27, the Manipur Government extended the imposition of the Armed Forces (Special Powers) Act (AFSPA) in the whole State — except in the jurisdiction of 19 Police Stations in seven Districts of the Imphal Valley — for another six months, reports The Hindu. The State government’s notification maintaining this “status quo” is applicable from October 1. It comes despite the army’s demand for the re-imposition of AFSPA in the valley Districts, arguing that its absence had hampered operations against insurgent groups. The Police Station areas where the Disturbed Areas Act has not been imposed are Imphal, Lamphel City, Singjamei, Sekmai, Lamsang, Pastol, Wangoi, Porompat, Heingagng, Lamlai, Iribung, Leimakhong, Thoubal, Bishnupur, Nambol, Moirang, Kakchin and Jiribam. The Army and Assam Rifles cannot operate inside the areas under the 19 Police Stations without the consent of the State Police.
