Government of India (GoI) is still in the dark about the perpetrators of an ambush on the Army in Arunachal Pradesh on April 2 as it continues a unilateral ceasefire with Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports The Telegraph on April 4. An intelligence officer stated that “It is unclear if the Khaplang group was responsible as some are suspecting other factions. The government of India still has a unilateral ceasefire with NSCN -K." Earlier this month, the Myanmar-based S.S Khaplang declared that the ceasefire with the Union government was abrogated. He also "expelled" two senior leaders, Wangtin Naga and the Arunachal-based V. Tikhak. NSCN-K already has a ceasefire agreement with the Myanmar Government - ironically, with Wangtin, an Indian, as one of the signatories. If New Delhi repeals the ceasefire officially and enters into a peace agreement with Wangtin's proposed outfit, the NSCN (K) would become a Myanmar outfit with a handful of Indian elements. Chinwang Konyak, the adviser to the Eastern Naga People's Organisation (ENPO) a body of tribal representatives from what is called "eastern Nagaland", stated that "This is a blessing in disguise as the Khaplang group will be left in Myanmar. Let them deal with Myanmar Government, it is better to part ways peacefully." Besides Nagaland, the NSCN groups have a presence in Tirap, Changlang and Longding. The Districts are of interest to the rebels as they share the border with Myanmar and are near China. The area has routes leading to the rebel camps in Myanmar.

Three Army personnel of Rajput Regiment were killed and four others were wounded in an ambush when suspected militants of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) fired on their convoy at Tupi village, along the Khonsa-Longding road, in Tirap District on April 2, reports The Times of India. NSCN-K had recently abrogated the ceasefire agreement with Government of India (GoI) which is scheduled to expire on April 28. Source stated that NSCN-K militants have already started moving towards their headquarters in upper Myanmar.

Security Forces (SFs) on April 3 recovered two unexploded Improvised Explosive Devices (IEDs) from the site of an ambush in which three army personnel were killed and four others injured, at Tupi village, along the Khonsa-Longding road, in Tirap District, reports The Hindu. With the eastern-most part of the hill State of Arunachal comprising Tirap, Changlang and Longding Districts affected by insurgency, Chief Minister (CM) Nabam Tuki appealed to Government of India (GoI) to resolve the issue once and for all, reports Nagaland Post on April 6. Sending out a strong message to the insurgent groups active in the North East, Union Minister of State for Home Affairs Kiren Rijiju on April 7 stated that no violation of ceasefire agreement would be tolerated by Government of India. Reports The Indian Express. He stated that “If any group violates ceasefire agreement, action will be taken against them. No group can operate outside the ceasefire operation area.” He also added that National Socialist Council of Nagaland (NSCN) factions not operate in Arunachal Pradesh which was against the ceasefire agreement. He also added that “The group involved in the Tirap ambush went to Myanmar and the Union Ministry of Home Affairs (UMHA) is chalking out strategies to counter such incidents.” Responding to a question on peace talk with the insurgent outfits of the region, Rijiju emphatically said that no talks were possible until the groups gave up violence and surrender.

Union Minister of State for Home Affairs Kiren Rijiju has issued a clarification with regard to the extension of Armed Forces Special Powers' Act (AFSPA) in Arunachal Pradesh, stating that 20 km border belt between Assam and Arunachal Pradesh was already declared a Disturbed Area for long time due to various "terrorist and insurgent groups" operating in Assam, reports E-pao. Minister also added that splinter group of insurgents such as Independent faction of United Liberation Front of Aosm (ULFA-I) and IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) have not only been using Arunachal Pradesh as a transit to Myanmar but also taking sanctuary in the bordering Districts with Assam. Earlier on April 8, Government of India (GoI) move to extend AFSPA to 12 Of 19 Districts caught Arunachal Pradesh Government by surprise, reports The Assam Tribune. According to sources Chief Minister Nabam Tuki who had arrived in New Delhi to take part in the North Eastern Council (NEC) meeting was caught unawares when he saw news reports about GoI move.

Union minister of state for home affairs Kiren Rijiju on April 12 hinted that Government of India (GoI) was reconsidering the decision to extend the Armed Forces Special Powers Act (AFSPA) Act in Arunachal Pradesh's Districts bordering Assam, reports The Telegraph. Earlier, Union Ministry of Home Affairs (UMHA) in a notification on March 27 had extended AFSPA to all Districts of the state that border Assam. However the decision was met with derision from almost all Non Governmental Organisations (NGO) in the State. The State Government had also criticised the decision, saying it was not informed or consulted with before the notification was issued. On April 9, Chief Minister Nabam Tuki had called on Union Home Minister Rajnath Singh to lodge a strong protest against the decision.

Arunachal Pradesh will ask Government of India (GoI) to review and reconsider the decision to extend Armed Forces Special Powers’ Act (AFSPA) to all Districts bordering Assam, reports The Times of India on April 16. Arunachal Pradesh Home Minister Tanga Byaling stated that “The State Cabinet chaired by Chief Minister Nabam Tuki which had its sitting on April 14 unanimously decided to urge the Centre to repeal the Act immediately.” The Cabinet has also resolved to plead the Centre to maintain status-quo-ante as an alternative by revoking the notification and reinstating the previous stand of extension to a 20-km wide belt in districts bordering Assam in addition to Tirap, Changlang and Longding.

Patrolling along the Indo-Myanmar border has intensified after the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) abrogated the ceasefire, reports The Telegraph on April 16. A senior security official stated that patrolling has been intensified to check militant movement. The Union Ministry of Home Affairs (UMHA) will soon impose night curfew along the border for an indefinite period and will allow movement of people only through designated routes. Also, Security Forces (SFs) have confirmed presence of NSCN-K in Nagaland and neighbouring Arunachal Pradesh, reports The Telegraph on April 16. According to the Assam Rifles, so far it has not started any operation against NSCN-K. Except some militants of NSCN-K loyal to top ‘military commander’ Niki Sumi, most NSCN-K militants based in Nagaland have joined the Reformation faction of NSCN (NSCN-R) A source in the security force said Niki and his cadres are camping inside Myanmar, not far from Noklak town in Tuensang. Noklak has been the main transit route for NSCN-K to sneak into Myanmar for the last couple of years.

SFs also arrested 6 militants of the group. APDPF was formed by some Chakma youths to carry out extortion, kidnapping in Diyun, Miao and Namsai areas. Union Minister of State (MoS) for Home Affairs Haribhai Parathibhai Chaudhary on April 29 informed the Rajya Sabha (upper house of Indian Parliament) that cadres of Upper Assam Leading Committee (UALC) of the Communist Party of India-Maoist (CPI-Maoist) are involved in anti-dam propaganda campaign over the lower Subansiri mega dam, at Gerukamukh near the Assam-Arunachal Pradesh border, reports Times of India. Anti-dam activists from different organizations of the state have stalled the work of the 2,000 MW project on the Subansiri River since December, 2011. In reply to a question by Anand Sharma, the MoS said, "The UALC is presently operating in Assam and Arunachal Pradesh and has been involved in the looting of weapons and extortion activities in the local villages. It has also been engaged in recruitment and training of cadres for the outfit in Assam. These cadres have been involved in extensive propaganda against mega dams in Assam. Against this backdrop, Assam-Arunachal border has emerged as another theatre of Maoist activity." The MoS further said that CPI-Maoist was also trying to set up organizational bases in the northeast with a view to forge ties with other insurgent groups to meet its military requirements. "The outfit has developed close fraternal ties with northeast insurgent groups like Revolutionary People's Front (RPF) of People's Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition," he added.
