A spokesman for the Assam Police said on April 2 that Bangladesh authorities had arrested 62 suspected insurgents belonging to various militant outfits operating in India’s Northeast region prior to the visit to Bangladesh of United States President Bill Clinton. Those arrested belonged to United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF). The arrests were made during a massive anti-terrorist drive and the offensive was meant to flush out militants who could pose a threat to Clinton's security.

Advani reiterated in Guwahati, on April 3, the Centre’s readiness for talks with the United Liberation Front of Assam (ULFA), National Democratic Front of Bodoland (NDFB), provided the outfits laid down arms and agreed for negotiations within the parameters of the Indian Constitution. Further, Advani said that if the militant outfits gave a positive response to the negotiation, the government could consider announcing a cease-fire with them. Assam Chief Minister PK Mahanta stated that the cease-fire agreement between the Nationalist Socialist Council of Nagaland–Isak Muivah (NSCN- IM) and Union government is seriously hindering the drive against militant outfits in Assam’s Cachar district. Replying to a query in the state assembly on April 5, he added that the Assam government has proposed setting up a counter-espionage cell to check ISI activities in the State. The Chief Minister also stated that 4533 persons have been killed and 4118 abducted during the past three years in the State. 1986 women were raped in the state. 24 tea garden managers/assistant managers/owners were kidnapped by various militant outfits of which rebels killed one while another was killed in crossfire during an encounter between militants and security forces.

The Chief Minister P K Mahanta in the State Assembly presented a 16-page statement on the involvement of Pakistan’s Inter Services Intelligence (ISI) in Assam’s militancy on April 6. The statement included a photocopy of the United Liberation Front of Assam's (ULFA) Commander-in-Chief, Paresh Baruah’s fake Bangladesh passport obtained with the help of an official of the Pakistan High Commission in Dhaka. Another photocopy of a letter written by a Pakistan High Commission official in Delhi, requesting ULFA's chief to obtain Rs. 3 lakhs from the Harkat-ul-Mujahideen chief was also included in the statement. According to the Chief Minister who spoke in the Assembly, the ISI had a six-fold objective: promoting indiscriminate violence in the state by providing support to local militant outfits; creating new militant outfits for instigating violence between ethnic and religious groups; supplying sophisticated arms and explosives to various terrorist groups; causing damage to oil pipelines and other vital installations and communication lines; promoting fundamentalism and militancy among local Muslim youth by preaching ‘jehad’; and carrying on an inflammatory propaganda to heighten communal tension between Hindus and Muslims. The Chief Minister added that the police had arrested 101 Muslim United Liberation Tigers of Assam (MULTA) activists and 60 persons belonging to other outfits during 1998 and 1999. He provided details of 17 arrested Muslim militants along with their photographs and gave details of their stay in Bangladesh and Pakistan and the type and quantity of explosives brought by them. Police have also seized audiocassettes of “highly inflammatory and communally sensitive” speeches by Maulana Masood Azhar (the terrorist released during the IC 814-hijack incident).

This decision comes amidst reports of increasing interaction between militant outfits operating in different states of the North-east region. One such meeting between leaders of the National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF), National Socialist Council of Nagaland (Muivah) (NSCN-IM) and the United Liberation Front of Asom (ULFA) was recently held in Silchar, Assam. The meeting is reported to have decided on intensifying militancy in the region with the NH 44 (connecting Tripura and Assam) as one of the main targets. Security officials believe that Pakistan's Inter-Services Intelligence (ISI) encouraged the meeting with a view to disrupt communication between the two States.
