In an appeal issued from an hideout in Bhutan on April 7, the United Liberation Front of Asom (ULFA) chief, Arabinda Rajkhowa, called on the outfit’s cadres to prepare for a long-drawn armed struggle to achieve an ‘independent homeland’. The appeal added that the outfit was not prepared for "… any solution less than sovereignty and independence…" and hence "… must be prepared for a long-term protracted struggle." However, the appeal added, the outfit was ready to hold peace talks with the Union government subject to certain conditions, primarily that the talks should be held outside India and under the auspices of the United Nations. Besides, the outfit demanded, the focus of the talks must be on their demand for an ‘independent homeland’. The appeal also said that the outfit has resolved to join forces with four other separatist groups. the names of the outfits were not revealed. It also added that the outfit opposes the State Legislature elections scheduled for May 10.

He added that according to information available with the police, a few groups of United Liberation Front of Asom (ULFA) terrorists have already sneaked into the State from their bases in Bhutan to indulge in acts of sabotage and are planning to target candidates and leaders of political parties, particularly those of the ruling party. He said that all out efforts were being made to seal the Assam-Bhutan border to prevent the militants from sneaking into Assam. Deka added that the National Democratic Front of Bodoland (NDFB) might also try to resort to violence and intimidation of voters during the polls.
