In a resolution moved in the Assam Legislative Assembly in their private capacity, on April 1, two Asom Gana Parishad (AGP) Legislators urged the Union and State Governments to accept the United Liberation Front of Asom's (ULFA's) demand to discuss Assam’s 'sovereignty' as a precondition for talks. Besides, ULFA also wants that talks should be held in a foreign country and that the United Nations should be involved in the talks. The resolution reportedly said, "If the need arises, and in the greater interest of bringing about tranquillity in the region, let the government of India and the government of Assam accept to discuss the issue of sovereignty also, as desired by these extremists organisations".

On April 2, Dima Halim Daogah (DHD) 'vice-president' Dilip Nunisa reportedly threatened to call-off the 'cease-fire' following an alleged attack by the Hmar People’s Conference (HPC) on a Dimasa (a tribe) settlement in Assam's Cachar district, on March 31. Talking over the telephone to a Kolkata-based daily, he reportedly said that the DHD would be "forced to call off the ceasefire, which came into effect on January 1, and return to the jungles if the government fails to protect the lives and property of the Dimasas". The HPC, a Manipur-based terrorist outfit, had allegedly attacked Dimasa hamlets at Chekarcham and Meghnathal and set ablaze 70 dwellings.

While a person was reportedly killed during the attack on March 31 itself, police found the dead bodies of 22 more on April 3, near Mastul hills. Four United Liberation Front of Assam (ULFA) terrorists were killed in an encounter with a joint team of Assam police and Central Reserve Police Force (CRPF) personnel, on April 5, at Silkhaguri, Bongaigaon district. The slain terrorists were allegedly planning attacks on Bongaigaon Refinery and Petrochemicals Limited (BRPL) complex, ahead of ULFA ‘raising day’, on April 7. Security forces recovered two grenades, a map of the BRPL complex, some explosive devises and a revolver, among other things, from the encounter site.

The outfit demands that, apart from a discussion on "sovereignty of Assam", the talks should be held in a third country and under the auspices of the United Nations. The petition sought a stay on the Accord that anticipates the formation of a new council––the Bodoland Territorial Council (BTC), replacing the old BAC that was created after the 1993-Agreement. The petition states that the MoS violates the terms of the old Accord and does not have the support of the larger group, the National Democratic Front of Bodoland (NDFB). This will endanger state-security and national unity, the petition added. The State Government had repealed the BAC on April 3, 2003 to pave the way for the formation of the BTC, but the petition would delay an early formation of the same. Meanwhile, the BLT criticised Narzary for filing the petition and expressed the hope that the Court's verdict would be in favour of the MoS. BLT 'general secretary' D Basumatary while speaking in Kokrajhar, on April 18, alleged that Narzary had filed the petition as he feared losing power after the BTC is created.

The outfit is protesting against the inclusion of Bodos living in the district in the Scheduled Tribe list under the provisions of the agreement signed on February 10, 2003 by the Government with the Bodo outfit, the Bodo Liberation Tigers (BLT). Police in Kolkata, West Bengal arrested two top-level terrorists of the proscribed National Democratic Front of Bodoland (NDFB) from a hotel in the city’s Park Street area, on April 30 and also recovered Rupees one million from their possession. They are group’s ‘speaker’, Sunil Brahma alias B. Simong alias B. Benga and a "captain" in the outfit’s hierarchy B. Buthang. The outfit is active in Assam. Police believe that the NDFB terrorists had come to collect ‘fund’ from Kolkata-based businessmen operating in Assam. A local court subsequently remanded them to police custody till May 6. Assam would send a police team to Kolkata on May 1, today to interrogate the detained NDFB leaders.
