The Assam Government on April 1 told the Legislative Assembly that 234 Islamist militants were currently lodged in different jails in the State, Indian Express reported. The 234 militants include as many as 150 belonging to the Muslim United Liberation Tigers of Assam (MULTA), 50 to the Harkat-ul-Mujahideen (HuM), and seven Inter-Services Intelligence (ISI) operatives. The ISI operatives, the Government said, include at least two who are citizens of Pakistan who had admitted during interrogation that they had sneaked into Assam from Bangladesh. Five of those currently in jail are also from Bangladesh. "These militants have been arrested over a period of seven to eight years, and several of them were involved in cases of sabotage and treason," Rockybul Hussain, the Minister for Forests and Environment, told the Assembly on behalf of Chief Minister Tarun Gogoi, who also holds the Home portfolio. Hussain said there was strong evidence that a number of these militants had been to Pakistan and Bangladesh and undergone training in arms. "The Government has information that these groups recruit young boys from the districts of Dhubri, Barpeta, Bongaigaon, Karimganj, Cachar, Hailakandi, Nalbari, Nagaon and Darrang and send them out for training in Bangladesh and Pakistan," the minister said. Hussain admitted that the banned Students Islamic Movement of India (SIMI) too was active in Assam, but added that no member of the group had been arrested so far in the State. "While the Government had banned SIMI in 2001, there is information that the group is still active in Assam," Hussain told the Assembly.

The report of the judicial inquiry headed by Justice (retd) R. K. Manisana Singh which was tabled in the Assam Legislative Assembly on April 2 stated that the All Adivasi National Liberation Army (AANLA) outfit incited a section of the protestors to assault residents and damage vehicles, roadside shops and houses in Beltola in Guwahati on November 24, according to Telegraph. The Manisana Singh report confirmed that some of the protestors came with weapons at the behest of the AANLA leadership. Witnesses were quoted as saying that an AANLA leader, Bikash Munda, gave INR 20,000 to a senior functionary of the All Adivasi Students’ Association of Assam to organise the rally for Scheduled Tribe status. "There was, prima facie, a case of conspiracy among some of the Adivasis at the instigation of the ANLA," Manisana Singh said in his report. The judicial inquiry revealed that administrative ineptness was also responsible for the November 24 Adivasi protest march turning into the worst instance of street rioting in Assam.

Sentinel reports that the United Liberation Front of Asom (ULFA) has planned to execute a series of disruptive acts in the Dibrugarh district during its ‘foundation day’ on April 7. The report added that a group of 10 ULFA militants headed by hardcore militant Madhurjya Gohain are already moving around Tingkhong, Tengakhat, Khowang and Sasoni areas in the district and waiting for an appropriate situation to trigger bomb blasts and kill innocent persons. The United Liberation Front of Asom (ULFA) hoisted its flags at several places in the State on the occasion of its ‘raising day’ on April 7, according to Telegraph. The outfit’s activists and supporters began the operation on April 6-night and carried it out till the wee hours of the next day in Assam and Arunachal Pradesh. The Deputy Inspector General of Police (Eastern Range) L.R. Bisnoi confirmed that the ULFA had hoisted flags. Police said the flags were raised in over a hundred villages and in several towns in Assam. In Arunachal Pradesh, they were unfurled in the Chowkham area of Lohit district. ULFA’s chairman, Arabinda Rajkhowa, also appealed to all ethnic groups and communities to unitedly fight for a "sovereign Assam."

According to sources, the Government’s decision has been guided by the outfit’s "non-action" in the run-up to and on its ‘raising day’ on April 7, an occasion when the outfit usually heightens its operations. The Government also apprised the Governor, Ajai Singh, of its intention and is now waiting for his advice before recommending the move to the Union Home Ministry.

Prakash, General-officer-Commanding (GOC) Red Horns Division stated on April 25 that due to concerted counter-insurgency operations targeting the banned United Liberation Front of Asom (ULFA), the strength of the outfit has come down to hundred odd members in Lower Assam, according to Assam Tribune. The GOC informed the media at the headquarters of the Red Horns Division in Tamulpur under Baksa district, where 27 ULFA cadres, including a woman cadre, surrendered on April 25 that "The Red Horns Division, since the last many years, is trying to put consistent pressure on the ULFA, especially in the Lower Assam area, and this has helped in restoring peace." Of the 27 cadres, 19 were from the ULFA ‘709 battalion’ while the rest of them belonged to the outfit’s 27 and 109 battalions. Some of these cadres were reportedly trained in the ULFA camps in Bhutan and Bangladesh.

According to Assam Tribune, the Guwahati Police on April 28 arrested Kazi Omar Farooq, chairman of the Manipur-based Islamist militant outfit People’s United Liberation Front (PULF), from a rented house at Sasal area. The arrest came following the earlier detention of three PULF cadres from a rented accommodation at Dispur area, The Sangai Express reported. Additional Superintendent of Police Debojit Deuri said, "During the interrogation of the three PULF cadres on Sunday, our team raided a house in Chasal and could nab Farooq today." Kazi had been hiding in the city for a long time, he added. "The arrest of the PULF cadres from states like Assam, Karnataka [In Mysore on April 27] and other places made it clear that the cadres of the outfit had been on the run from its own state Manipur," Deuri said and added that interrogation is underway to trace more clues regarding the outfit's base in Guwahati. "We have however, no confirmed information whether the outfit was conducting any recruitment in the state," Deuri said. The PULF militants who were arrested on April 27 from Guwahati were identified as Mohammad Zakria Khan , Mohammad Altaf and Firoze Khan, police added.

An unnamed senior police officer said this camp was frequently used by the ULFA, National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) militants, since they have some common areas of operation and used this vital transit camp not only for shelter but also for ammunition supply. Ten rounds of live ammunition of 12 bore pistols, seven rounds of 12 bore fired cases, eight live and five spent rounds of ammunition of AK-47 rifles, 18 live and seven spent rounds of .22 pistols, two blank detonators, 500 grams of explosive, one improvised explosive device (IED), wires, one 7.62-mm magazine of LMG and one rotating block of AK-56 were seized from the camp. A Global Positioning System device, a digital diary, two blank extortion notes signed by the ‘commandant of 709 battalion’ of the ULFA, Hira Saraniya, a Chinese camera, 20 kilograms of rice and one kilogram of Bengal gram were also recovered.
