Elsewhere, Liberal Democratic Council of Misingland (LDCM), a Mising tribal militant formation, has decided to support the movement of the Krishak Mukti Sangram Samiti (KMSS), All Assam Student Union (AASU), Asom Jatiyatabadi Juba Chatra Parishad (AJYCP), Takan Mising Porin Kebang (TMPK) and other indigenous organizations against the Lower Subansiri Hydropower Project in Arunachal Pradesh, reports The Sentinel. These revelations came following the arrest of ‘chairman’ of the LDCM, Rupam Patir alias Ruhan Patir alias Abhijit Doley on March 29 from near Darrang College in Tezpur town in Sonitpur District. LDCM has more than 500 militants spreading across Dhemaji and Lakhimpur Districts.

Separately, Tinsukia District Administration has suggested a multi-pronged strategy to crack down on illegitimate coal trade especially in Margarita Subdivision, which Communist Party of India-Maoist (CPI-Maoist) is now reportedly eyeing, besides militant groups like the Nationalist Socialist Council of Nagaland (NSCN) and ULFA, to create what is called “slush funds” to carry out subversive activity. The steps include deployment of Central Industrial Security Force (CISF) and Assam Industrial Security Force (AISF) to safeguard Coal India Ltd (CIL) properties. Besides setting up of a composite verification point at Jagun, this will have staff from Police, sales tax, forest, and excise and transport department besides CIL.

The training for the first batch was reportedly provided by National Socialist Council of Nagalim-Isak-Muivah (NSCN-I-M) somewhere along the India-Myanmar border area. The second batch was trained in Jharkhand. Those who received training have already returned to Assam. Further, one member from the State has already been inducted into the Central committee of the CPI-Maoist to give a boost to the activities of the groups in Assam.

"Security forces are maintaining vigil and frisking is on in all strategic areas. Some additional forces have also been deployed in the border areas of Jorhat, Golaghat and Sivasagar. Additional Superintendent of Police (ASP) of Sivasagar District Lamhao Dungel said, "We have got some intelligence inputs that ULFA is planning to target upper Assam to carry out subversive activities to make its presence felt ahead of its foundation day. There is a possibility of targeting Hindi-speaking people and we are paying special attention to it. We are also regularly carrying out checking and border patrolling in the district to prevent untoward incidents. The border outposts have also been directed to remain alert to thwart any kind of militant activities."

Meanwhile, Director General of Police (DGP) Jayanta Narayan Choudhury said that ULFA-ATF could carry out attack in the State on the run up to its raising day on April 7. "As they are trying to create panic in the run up to April 7, the police and the security forces have been placed in vulnerable areas to thwart their design", DGP Choudhury said. Choudhury also said, "Besides Sibsagar, Dibrugarh, Tinsukia and Jorhat in upper Assam, the ULFA cadre may also resort to violence in lower Assam districts of Darrang and Goalpara." Recent events, he said, have pointed to the growing nexus between the ULFA and CPI-Maoists. He further said, "The bomb that exploded in Doomdooma town in Tinsukia district on Saturday night was inside a tiffin box but the involvement of Maoists in the incident cannot be ruled out". The DGP said that while top ULFA-ATF leader Dristi Rajkhowa was currently holed up in Goalpara District bordering Meghalaya, two militants Babul and Pradeep Gogoi are active in upper Assam.

The Times of India reports that an attempt by the Anti-Talk Faction of United Liberation Front of Assam (ULFA-ATF) to trigger at least two blasts in Guwahati, ahead of Prime Minister Manmohan Singh's visit on April 20, has been foiled and three militants were arrested on April 17, Tinsukia District Police claimed. Police said they arrested three militants, including a woman identified as Paban Das, Jaya Boro and Ganesh Das from the District while they were on their way to Guwahati and recovered two grenades from their possession. Tinsukia Superintendent of Police (SP) P P Singh said that Paban Das was assigned by the top brass of the ULFA-ATF to bring the grenades to Guwahati and trigger blasts ahead of the Prime Minister's visit. "The three have also confessed that they were being coordinated by Babul Gogoi, a senior leader of ULFA's anti-talk faction," Singh added.

According to Kheroni Police, four armed militants entered the hardwire store in the guise of shoppers and engaged in argument with the owner, Dey, after which they took him at gun point and blindfolded him with a towel in a car. Kheroni Police later traced the vehicle near Ghilani village Donkamukam area and found 28 live bullets of AK 47, one magazine, one combat belt, a black Jacket and the towel used for blindfolding Kumar Dey. In a memorandum submitted by Chief Minister Tarun Gogoi to the Prime Minister, the State Government said Maoist activities were increasing in Assam, particularly in the upper Districts, because of their strategic location. Singh was also urged to deploy at least 125 companies of Central paramilitary forces to counter the activities of both insurgent groups and Maoists. Presently there were only 97 companies of Central forces. Besides, the State government requested the Prime Minister to consider grant of a special allocation under the 12th plan for funding a INR 3000-crore housing scheme for all State police personnel over the next five years.

The crucial aspects of the MoS include the change the Karbi Anglong Autonomous Council (KAAC) to Karbi Anglong Autonomous Territorial Council (KAATC) by amending the sixth schedule of the Indian Constitution. Further, to divide the KAAC into four administrative Districts. In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. Since the committee has not been formed, the INR 3.5 billion [INR 350-crore] economic package is also not being implemented.

Chidambaram while referring to the last round of tripartite talks with Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) held on April 9 stated that the process would be slow as the leaders of ULFA-PTF are treading very cautiously. Chidambaram said, “The Home Secretary held the talks and he has reported to me that it is making progress but it will be slow progress because there is an anti-talk faction. So the pro-talk leaders are proceeding with great caution”. The Central Government and ULFA-PTF leaders have so far held three rounds of formal dialogue and substantive discussions on the charter of demands submitted by the outfit are yet to begin.
