Pranjal Bora, a former employee of a private security agency in Guwahati, had reportedly been working as a linkman of ULFA-I militant Deepak Bora alias Bikram Asom in an extortion drive. Rubul Ali delivered the extortion money to the ULFA-I about one year back.

Garo National Liberation Army (GNLA) deserter, identified as Sengrak T. Sangma alias Bamon Rance was arrested on April 3 in a joint operation by Meghalaya Police and Army at Arabellapra in Goalpara District, reports The Telegraph. Sengrak is wanted in connection with firing on a Central Reserve Police Force (CRPF) team in 2014. Ramesh Singh, Additional Superintendent of Police (ASP), North Garo Hills stated that "He has confessed to his involvement in the firing at Bolsal Ading village in North Garo Hills, where two CRPF men were injured,". A 9mm pistol, a magazine, two rounds of ammunition and a GNLA pad were recovered from him. ASP also added that he had confessed to being involved with A'chik Matgrik Elite Force (AMEF) and A'chik National Liberation Army (ANLA).

Union Tribal Welfare Minister Jual Oram on April 5 announced that six communities of the state would be given Scheduled Tribe (ST) status within the next four to five months, reports Times of India. Making an election statement while campaigning for BJP candidates for the Bodoland Territorial Council (BTC) polls in Kokrajhar, Oram said, "I cannot give a time frame but six communities — Koch-Rajbongshis, tea tribes, Tai Ahoms, Morans, Motoks and Chutiyas — will be given ST status in four to five months. The case of ST status to these six communities is lying with me. The group of ministers has already prepared a note. We are changing the modalities of granting tribal status."

Security Forces recovered a huge quantity of explosives buried at Dhansirighat near Tulip tea garden in Sonitpur District on April 6, reports The Telegraph. According to Sonitpur Superintendent of Police (SP) Sanjukta Parasar, the explosives were buried near a river bank under Dhekiajuli Police Station and were recovered last night adds Business Standard. She said the team recovered 75 detonators and other explosive materials from the site and added; investigation was on to ascertain who were behind the matter.

Assam, Manipur and Meghalaya continue to account for the bulk of insurgency-related incidents in the Northeast although the incidents have steadily increased in Meghalaya in the last eight years compared to the other militancy-inflicted states, reports The Telegraph on April 12. Union Ministry of Home Affairs (UMHA) report stated, "The security situation in some of the north-eastern states, which has remained complex for quite some time because of diverse demands advocated by various militant outfits, has been gradually improving in terms of reduction in violent incidents/civilians killed/security forces killed etc. in 2013 and 2014. However, in Assam casualties have gone up because of terrorist attacks by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) in December 2014." While comparing the situation in the Northeast during the past eight years, the report pointed out that violent incidents have come down from 1,489 in 2007 to 824 in 2014 and the number of civilians killed has decreased from 498 to 212. In 2014, 212 civilians and 20 security personnel were killed in the 824 militant-related activities in the Northeast. In 2013, 107 civilians and 18 security forces were killed in 732 incidents. A comparative analysis of the violent incidents reveals that in 2007, Assam had recorded a figure of 474 while in 2014, the figure had dropped to 246. In 2007, Manipur had recorded a figure of 584 while the same in 2014 was 278. Nagaland has also shown a marked improvement with 77 incidents in 2014 compared to 272 incidents in 2007. While the figures in Assam, Manipur and Nagaland have significantly dropped, the narrative for Meghalaya was different. From 28 incidents in 2007, Meghalaya recorded 179 extremist-related incidents in 2014. The report also stated, “The militant outfits of the neighbouring states have encouraged, trained and nurtured the Garo militant groups like the A'chik National Volunteers' Council (ANVC) and Garo National Liberation Army (GNLA), Independent faction of united Liberation Front of Asom (ULFA-I), NDFB-IKS, United Achik Liberation Army (UALA) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN -IM) also have their 'command structure' in Garo hills." However, the ANVC was disbanded in December 2014 in Tura, West Garo hills, along with its breakaway faction, the ANVC-B, after a memorandum of settlement (MoS) was signed with the outfits in September 2014.

The process of updating the NRC now will facilitate the inclusion of the names of the persons and their descendants who appear in the NRC of 1951 or in any of the electoral rolls up to the midnight of March 24th, 1971, or in any one of the other admissible documents of the pre-1971 period. This will prove their presence in Assam on or before March 24, 1971. The distribution of application forms for inclusion of one's name in the NRC will begin from the last week of April. This will be followed by field verification from June 2015. The draft NRC is scheduled to be published on October 31 and the final one on January 31, 2016.

Defence Public Relation Officer (PRO) Leutinent Colonel Suneet Newton said that during the search operation an encounter took place with NDFB (S) cadres. It is suspected that the senior hierarchy of NDFB-IKS, involved in the Adivasis massacre on December 23, 2014, was in the group with whom contact was established. Democratic Liberation Front (UDLF), headed by one Rajesh Chorki, has joined hands with a forum of other northeast rebel groups, the Liberation Front of West Asia and South East Asia, led by the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) ‘chairman’ S.S. Khaplang, last week, reports The Telegraph on April 30. According to intelligence sources here, Chorki, a former "press secretary" in the Democratic Liberation Army (UDLA), broke off and formed the new faction in Barak Valley. A top Police official in Cachar District said Chorki, who is in a hideout of the NSCN-K in Nagaland, had recently met Joint Secretary (Northeast), of the Union Home Ministry, Shambhu Singh, while the latter was in Dimapur in February 2015. But he decided to team up with the joint forum, according to a press release of the outfit.

Union Minister of State (MoS) for Home Affairs Haribhai Parathibhai Chaudhary on April 29 informed the Rajya Sabha (upper house of Indian Parliament) that cadres of Upper Assam Leading Committee (UALC) of the Communist Party of India-Maoist (CPI-Maoist) are involved in anti-dam propaganda campaign over the lower Subansiri mega dam, at Gerukamukh near the Assam-Arunachal Pradesh border, reports Times of India. Anti-dam activists from different organizations of the state have stalled the work of the 2,000 MW project on the Subansiri River since December, 2011. In reply to a question by Anand Sharma, the MoS said, "The UALC is presently operating in Assam and Arunachal Pradesh and has been involved in the looting of weapons and extortion activities in the local villages. It has also been engaged in recruitment and training of cadres for the outfit in Assam. These cadres have been involved in extensive propaganda against mega dams in Assam. Against this backdrop, Assam-Arunachal border has emerged as another theatre of Maoist activity." The MoS further said that CPI-Maoist was also trying to set up organizational bases in the northeast with a view to forge ties with other insurgent groups to meet its military requirements. "The outfit has developed close fraternal ties with northeast insurgent groups like Revolutionary People's Front (RPF) of People's Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition," he added.
