A youth from Assam's Hojai District, who has been engaged in petty trade in Jammu and Kashmir, is suspected to have joined terror groups, reports The Times of India on April 9. Police suspected Qamer Uz Zaman might have joined Hizb-ul-Mujahideen (HM), but refused to divulge further details. National Investigation Agency (NIA) is likely to take up the investigation into Zaman joining terrorist organisation. A picture of Zaman with an automatic rifle has also gone viral in social media. Zamann's mother Shahira Khatun said that if her son has joined any militant organisation, the Government should mete out "extreme punishment". "We have no qualms even if he is killed. If he has really gone the wrong path against the country, he shouldn't be spared. After all he left our family in the lurch. We tried desperately to contact him in the last several months, but failed," Khatun said. Police said that Zaman, a resident of Daily Market in Jamunamukh area of the Hojai District, left for Kashmir three years back and was running a garment shop there. Assam Director General of Police (DGP) Mukesh Sahay said that the State Police along with its Jammu and Kashmir counterpart is investigating the matter. "Police is looking into the credentials of the person. So far, we are not in a position to share further details as the investigation is still underway," Sahay said. Hojai Superintendent of Police (SP) Ankur Jain said that Zaman did not contact his family for the last four to five months, prompting the family members to lodge a complaint with the Police. "The person also left behind his wife and a daughter in Hojai. We are doing the background check of the person concerned. It has been confirmed that his last working place was in J&K," Jain said. Another senior police official said that NIA is also investigating the case. "Whatever information we get about Zaman will be provided to the NIA for taking forward the investigation. On jihadi activities, Union Minister of State for Home Affairs of India Kiren Rijiju on April 4 said that some agencies were trying to foment trouble in Northeast, particularly in Assam. "We are tracking them so that the agencies cannot make their presence felt," Rijiju said.

A youth from central Assam's Hojai district, identified as Qamer Uz Zaman has reportedly joined the Kashmir militant group Hizbul Mujahideen , reports The Telegraph on April 9. The incident came to light after a picture of him holding an automatic rifle went viral on the social media on April 8. It described him as having joined Hizbul Mujahideen with the codename "Dr Hurairah". Director General of Assam Police Mukesh Sahay stated that matter had come to his notice and they have got in touch with Jammu and Kashmir police and central intelligence agencies to verify it. He also added that ‘Hizbul Mujahideen is a J&K-based organisation and we have not found its footprint in Assam so far. We also do not have any report of youths from Assam joining it’. Qamer's family said he had gone to Kashmir three years ago to trade in garments but went missing after April 2017. They also added that Qamer had joined Nowgong College but could not complete his graduation. His family said he went to the US in 2011, returned to Assam in 2014, stayed in Nagaon for about three months and went to Bangladesh the same year. He returned to Assam in 2015 and went to Kashmir soon after. Sources said he worked as a labourer in a company in the US. Though no activity of Hizbul Mujahideen has been detected in the state so far, 56 members of Jamaat-ul-Mujahideen Bangladesh (JMB) were arrested from Barpeta, Chirang, Baksa, Nalbari, Bongaigaon and Goalpara Districts after a blast Burdwan blast in 2014, reports The Telegraph. A dozen JMB activists are still absconding. Among the JMB members arrested from Assam, 12 were trained in madarsas in Simulia, Bolpur and Burdwan in Bengal while the rest were trained in Assam

The committee stated that ‘During a tripartite meeting chaired by Rajnath Singh on April 26 last year, which was attended by Assam chief minister Sarbananda Sonowal, and senior officials of the home ministry, the minister assured to continue the dialogue as frequently as possible saying that dialogue helps in finding out the means for solution. Talks were held after two-three months during the UPA tenure. So, we were hopeful that talks would continue for finding a solution. But to our utter dismay, it is already one year but no dialogue has so far been held.

Assam Sattra Mahasabha a leading religious institution associated with Hindu tradition of Vaishnavism in Assam stated has supported the Joint Parliamentary Committee’s step to grant citizenship to Bangladeshi Hindus, reports The Asian Age. The stand of the Sattra Mahasabha faced the strong protest across the state with numerous organisations coming out openly opposing the Sattradhikars (Head priests). Additionally, a Bharatiya Janta Party (BJP) Member of Parliament (MP) Bijoya Chakraborty alleged Bangladeshi Muslims are a bigger threat to Assam than Hindus from that country, countering opposition to the Citizenship (Amendment) Bill, 2016 reports The Hindu on April 20. The Bill seeks to amend the Citizenship Act of 1955 to make ‘persecuted’ Hindu, Sikh, Buddhist, Jain, Parsi and Christian migrants from Afghanistan, Bangladesh and Pakistan, eligible for citizenship. Organisations such as the All Assam Students’ Union (AASU) and Krishak Mukti Sangram Samiti (KMSS) have said they will not allow the BJP to implement its plan not to allowing Hindu Bangladeshis in the State by tweaking the Citizenship Act. They have also asked the Mahasabha heads to quit.

The Central government and Naga armed groups are said to have finalised the substantive portions of the peace accord which is likely to be signed before the monsoon session of Parliament, reports Indian Express on April 26. The accord, according to officials does not change the boundary of states; provides autonomous Naga territorial councils for Arunachal and Manipur; a common cultural body for Nagas across states; specific institutions for state’s development, integration and rehabilitation of non-state Naga militia and the removal of the Armed Forces Special Powers Act. RN Ravi the Government Interlocutor stated that ‘Yes, we are pretty close to finalising the (Naga Peace) accord’. Talks between Ravi and Naga bodies, the Naga National Political Groups (NNPGs) — comprising the representatives of six influential Naga rebel groups — and NSCN-IM are currently taking place in Delhi. One issue still being negotiated is a “symbolic one”, wherein Naga groups are demanding a separate flag for the state. The Centre has, however, made it clear to the Naga groups that it will not be able to concede that demand in the peace accord.Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam. The accord also provides for a common cultural body for Nagas across states which will be statutory in nature. This body, which is envisaged as a socio-political platform, with “no political role”, will have representatives from all Naga tribes. The Naga armed groups will stand disbanded after the accord and the non-state armed militia who are eligible will be absorbed in central or state forces. Those who are not eligible will be rehabilitated by the government. The accord also promises the removal of AFSPA from Nagaland as a logical consequence of these actions. The accord does not involve any change in the boundaries of the states, thereby allaying fears in Manipur about the deal. It preserves the paramountcy of the Manipur state government while providing for an autonomous Naga territorial council in the state. Besides Manipur, there will be an autonomous Naga territorial council in Naga-majority areas of Arunachal Pradesh but not for Assam.
