The statement was issued by 'information and publicity secretary' B. Erakdao. United Liberation Front of Asom (ULFA) said that the creation of Bodoland Territorial Council (BTC) in Assam would 'create political chaos' in the State. According to media reports, the ULFA also flayed the creation of the Council on the ground that the Indian Constitution does not prescribe for 'self-determination' by a small group. The message that appeared in its mouthpiece, Freedom, was reportedly sent to the vernacular press through a fax message. ULFA's message also referred to Sanmilita Janagosthiya Sangram Samiti (SJSS), a co-ordination body of various non-Bodo groups agitating against the BTC. The SJSS was quoted in the message as saying "We will not allow it (BTC) to happen. Once the BTC is formed, we will not only lose our political identity but will be driven out by the Bodos, who have already been systematically attacking the non-Bodos to clear the proposed BTC area".

Delayed reports said alleged Bodo Liberation Tigers (BLT) abducted 17 non-Bodo villagers from Utterkuchi village, Barbari police station limits, Nalbari district, on August 3. The BLT, an Assam-based terrorist outfit, is currently under a cease-fire agreement with the Union government. Reports indicated BLT has possibly retaliated to the alleged abduction of seven BLT cadres by suspected United Liberation Front of Asom (ULFA) terrorists, on August 2, from the Subankhata Bazar. The BLT is reportedly insisting on a hostage swap with the ULFA. The authorities were trying to negotiate with the BLT to secure the release of the captives, when reports last came in.

Report said a group of eight motorbike-riding persons, suspected Bodo Liberation Tigers (BLT) cadres, allegedly beat up and threatened forest officials near Boko in Assam's Kamrup district, on August 3. The group allegedly fired in the air when the officials refused to release a seized raft allegedly carrying an illegal timber consignment and later managed to flee. A media report of August 28 indicated that Assam's Criminal Investigation Department (CID) has held Surrendered United Liberation Front of Asom (SULFA) leader Jayanta Hazarika responsible for the June 21, 2001-Moran Polo Club massacre in Dibrugarh district. Unidentified gunmen had killed 13 SULFA members in that incident. CID investigations held that Jayanta Hazarika had hired professional killers from Manipur to carry out the killings because he wanted to get rid of his former accomplices. While the suspect is on bail, the CID has moved the court to get the order quashed. The CID has also reportedly claimed that it has evidences against the suspect.

He said, "We would take action if anybody was found paying extortion money to militants as that would tantamount to aiding and abetting terrorism". The police chief issued the 'warning' after news reached of the alleged payment to United Liberation Front of Asom (ULFA) of 'protection money' by officials of the Oil and Natural Gas Corporation (ONGC), Oil India Limited (OIL), and the Numaligarh Oil Refinery. However, oil industry officials have denied they received any demand notes from the ULFA.
