On August 1 a bill proposing amendment to the Sixth Schedule of the Indian Constitution to give effect to the Bodoland Territorial Council (BTC) was tabled by the Minister of State for Home Affairs I D Swami in the Lok Sabha (Lower House of Indian Parliament). While seeking approval of the House for the creation of the BTC that was agreed to, among other things, during the agreement signed on February 10, 2003 with the Bodo Liberation Tigers (BLT), he said that the Government was also planning to formulate a rehabilitation scheme for approximately 800,000 non-tribals under the BTC’s jurisdiction. Although the Sixth Schedule in its existing form lays down provisions for the administration of tribal areas in Assam, Meghalaya, Mizoram and Tripura, yet it does not have provisions for the creation of autonomous council for the plain tribes like the Bodo Kachari. Following amendment, the BTC would be created as an autonomous self-governing body within the State of Assam with such legislative, administrative and financial powers as delegated to it.

According to a media report on August 7, the arrested National Democratic Front of Bodoland (NDFB) general secretary Govinda Basumatary has indicated that "confidence-building" measures were necessary if the group were to join negotiations with the Government. However, he reiterated the pre-conditions that the group’s demand for a ‘sovereign’ Bodoland should be included in the talks-agenda and the talks should also be held in a foreign country. Speaking on the occasion of 57th Independence Day on August 15 at Judges Field in Guwahati, Assam Chief Minister Tarun Gogoi said that the Government had an "open mind" on holding talks with various terrorist outfits active in the State. He said, "Our doors for peace talks with any militant groups are open. Violence is not the answer to any solution, and so the militants should shun the path of killings and bloodbath and join the mainstream by holding peace talks with the government." However, he added that the terrorist groups should not put any preconditions for talks. National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA), the two most active outfits in the State, want, among other things, sovereignty issue to be included in the talks agenda and that talks should be held in a foreign country.
