Barua has reportedly asked ‘action commander’ Lal Deka to strengthen the organizational base of the outfit in the Bongaigaon, Dhubri and Goalpara districts of lower Assam and to launch a fund collection drive. Union Minister of State for Defence and Parliamentary Affairs, Bijoy Krishna Handique, said in Guwahati on August 27 that the United Liberation Front of Asom (ULFA) has split into pro and anti-talks factions. This development, according to Handique, has created problems in the efforts to bringing peace in Assam, even though the Centre was open to negotiations. In an interview to The Sentinel, the Minister said, "The ULFA leadership is sharply divided on the issue of talks, with one faction in favour of negotiations and the other faction against it. The government will have to tackle this new problem." He also stated that there was no need for mediators during talks between the Government and ULFA.
