Centre has opened back channel communication with the Anti-Talks Faction of the National Democratic Front of Bodoland (NDFB-ATF) and is in the process of fixing the pre-condition for starting dialogue, reports Shillong Times. Union Home Minister, P Chidambaram said “There are back channel contacts with NDFB chairman Ranjan Daimary. Some more steps have to be taken before talks begin. I don’t think it is correct to say that the talks have failed. Talks have not started with the Ranjan Daimary group. I think, once the talks start with the Daimary group, after the pre-conditions are satisfied, we should expect that the talks will move towards a successful conclusion”.

on August 3, Dimasa National Democratic Front (DNDF) laid down arms in a surrender ceremony jointly organised by Dima Hasao District Police and the Indian Army at Haflong in Dima Hasao District. Of the 27 members of the outfit, only 19 participated in today’s ceremony, while the remaining eight had allegedly gone out of the District to chalk out a post-surrender “strategy”. The surrendered cadres included ‘chairman’ Layung Dimasa and ‘commander-in-chief’ Camera Dimasa. The team laid down 17 different types of arms and ammunition, including AK-series rifles, 1,400 live ammunition and 11 grenades. Dima Hasao Superintendent of Police V.K. Ramisetti said “DNDF emerged as an influential rebel outfit after kidnapping a senior physician from Haflong town in October 2010. It was also behind the kidnapping of three employees of Indian Oiltanking Ltd in December 2010. We hope surrender of the cadres will end law and order problems in the district, which had continued even after DHD-J’s surrender.”

Pro-Talks Faction of United Liberation Front of Asom (ULFA-PTF) on August 5 sought amendment in the Constitution of India for finding “meaningful” ways to protect the rights and identity of indigenous people of Assam dropping its earlier demand of Sovereignty, reports The Hindu. In the ‘charter of demands’ submitted to the Home Minister P. Chidambaram, Arabinda Rajkhowa, the Chairman of ULFA-PTF, said that “We demand Constitutional and political arrangements and reforms, including protection of the identity and material resources of indigenous population of Assam”. On the issue of Paresh Baruah’s (ULFA-ATF) opposition to any dialogue with the Government if ’sovereignty’ issue is not on the table, ULFA-PTF ‘Foreign Secretary’ Shashadhar Choudhury said, “Baruah himself is yet to make any comment about the peace process. We hope that one day he will join in the talks,” he said adding that of late there has been no contact with Baruah and he is “probably” living in Myanmar now. On the fate of ‘General Secretary’ Anup Chetia, who has been in detention in Bangladesh since 1997, Shashadhar Choudhury said, “the government of India officials told us that Chetia will be in India in soon, may be in weeks.”

Based on intelligence inputs, SFs launched an operation and first apprehended a ‘commander’ of KCP (N), Joychandra alias Ingsosa alias Dilip. Based on Joychandra’s revelations, SFs raided a house near Bihutoli at Rajgarh Road and arrested Langamba alias Lenin (30) and his associate Yumnam Udai Singh (34). Three computer sets, four mobile phones with nine SIM cards, two pen drives, a driving licence and cash worth INR 45,000 were recovered from their possession. “Preliminary investigation suggests that the group members are not only using Guwahati for shelter but are also trying to invest money in business activities here. We are trying to study the documents stored in the computers seized from them, find out the quantum of money and what sectors or business activities they were investing in,” a Police source said. The police here had earlier arrested leaders and cadres of Manipur-based outfits like the UNLF, KCP, PLA and PREPAK from Guwahati.

The survey will be carried out along the Lathitilla-Dumabari stretch in Patherkandi block of Karimganj District followed by one at Boroibari in Dhubri District. While Karimganj has a 92km border with Bangladesh, the one with Dhubri stretches for 134km. Of this, over 300 acres in Karimganj and 190 acres in Dhubri are under adverse possession of Bangladesh. The joint border survey will be carried out on August 17 in Karimganj in the presence of ‘Major General’ Girish Kumar, Head of the boundary cell in the Ministry of External Affairs, and Sonmai Baruah, the Director of Land Records.

Six firearms, including that of AK series rifles, and a grenade were recovered from the bodies of the slain militants. An Army soldier was injured during the gunfight. The UDLA was formed by some breakaway leaders and cadres of the United Liberation Front of Barak Valley (ULFBV), a militant outfit that laid down arms and returned to the mainstream in 2008. The UDLA is headed by Dhaniram Reang and has approximately 50-60 cadres, who mostly operate in the tri-junction of Assam, Mizoram and Tripura.

Two militants of Muslim United Liberation Tigers of Assam (MULTA) were arrested in a joint operation by the Army and Police in Simalgandi Resabasti near Bolbola in Goalpara District on August 28,reports The Times of India. The arrested militants have been identified as Akabor Ali (30), and Mohammad Anol Haq (22). Security Forces(SFs) recovered a 12 bore rifle from the duo.

The trooper was identified as Dipak Mitra. Adivasi National Convention (ANC) on August 30 passed a resolution to demand and work towards a separate 'Adivasi Land' from Dhubri to the upper reaches of the Brahmaputra, reports The Times of India. The convention, held Guwahati for the first time, was participated by Adivasi militant groups such as the Birsa Commando Force (BCF) and the Adivasi Cobra Force (ACF) who are in ceasefire with the Government. "It was decided that to bring an end to all the miseries of the Adivasi community. A strong step needs to be taken and for which a separate land for the community was the need of the hour," said Joshua Barjyo Munda, spokesperson of the convention.
