A person identified as, Gautam Timung, was killed in Police firing when protester tried to remove a portion of railway lines at a place between Doldoli and Dhansiri on the Diphu-Dimapur line in Karbi Anglong District on Aug 1, reports The Shillong Times. Earlier, the rail-tracks along the same stretch were repaired following the removal of another portion. The protesters were demanding the creation of an “autonomous state” comprising Karbi Anglong District in Assam.

People protested against imposition of curfew and clashed with the police near Matipung reserve forest on Diphu town’s outskirts, adds The Telegraph. The people attacked on-duty cops, forcing the latter to open blank fire. No one, however, was injured in the skirmish. Protesters attacked and damaged the All India Radio (AIR) station and set ablaze two forest department offices in Diphu town. The protesters also attacked the Axom Sahitya Sabha building, which also houses the Diphu museum, at Lorulangso in Diphu town of Karbi Anglong District. The mob’s attempt to set ablaze the building was, however, foiled by police who reached the site immediately after receiving reports about the incident. Further, unidentified arsonists set ablaze a local Congress office at Phuloni and a Public Works Division (PWD) inspection bungalow at Dengaon in Karbi Anglong District. The disturbance also spread to Bokajan & Hamren subdivision where mobs set ablaze three buildings, including two inspection bungalows, a local education department office and a timber-laden truck respectively. A Police source said more Security Forces had reached the hill district today to boost strength of the existing eight companies of Army and Central Armed Police Forces. Meanwhile, former ‘publicity secretary’ of the now-disbanded United People’s Democratic Solidarity (UPDS), Wajuru Mukarang, said that people were angry because the Centre had lied to them, saying no new state was possible without putting in place a States Reorganisation Commission (SRC) first, reports The Telegraph. UPDS leader, Wajuru Mukarang further said, “We were never satisfied; that was not what we wanted. We were made to sign the memorandum of settlement.” Mukarang warned that if the Government could betray them, they could go back to militancy too. Also, Hill State Democratic Party (HSDP), which is demanding a State comprising Karbi Anglong and Dima Hasao District, has called a 100-hour Bandh (strike) from August 5.

Fifteen persons, including eleven Policemen and four civilian were injured during clash between Police and protesters at Dongkamukam in Karbi Anglong District on August 2, reports Assam Tribune. Violence started at Dongkamukam in West Karbi Anglong when around 300 men and women surrounded the Dongkamukam Police Station demanding immediate release of seven persons detained for inciting violence. This was followed by lathi charge by Policemen and stone pelting by protesters. Finally, Police opened fire after 11 of them sustained injuries during stone pelting by the protesters. Meanwhile, a 600-metre portion of railway line was uprooted by the protesters at Langsoliat, between the Diphu and Borlangpher rail stations, causing temporary suspension of rail services. Also, incidents of arson were also reported from Diphu, Sikarighat, Bakaliaghat, Taralangso, Panditghat and Dengaon areas in the District.

The CM, said, “Violence will not solve any problem. It will rather compound matters. Only through non-violent and democratic, peaceful means all problems can be resolved amicably across the table. The doors for negotiations are always open for those who abjure violence”. He, however, warned, “No one can be allowed to take law unto their hands.” In addition, the Joint Action Committee for Autonomous State (JACAS) accepted an invitation for a discussion from CM, but said it would participate only if the discussion was tripartite and included the Central Government, reports Times of India. The first firing incident took place when a group of KPLT militants armed with sophisticated weapons, attacked the Uttarborbil Police Outpost under Howraghat Police Station at around 8.46pm on August 7. The militants fired indiscriminately and lobbed grenades at the police outpost with the help of rocket propelled guns (RPG). The police retaliated and the exchange of fire continued for about 10 minutes. Later, the militants fled from the spot under the cover of darkness. No casualty was reported. In the second incident, a vehicle carrying chickens was attacked by suspected KPLT militants at Deopani under Sarupathar Police Station in Bokajan Sub-Division of the District. The occupants of the vehicle escaped unhurt, even as the vehicle suffered minor damage.

ABSU further reiterated that creation of Bodoland is the "only option" for safeguarding the rights of the Bodos because the administrative arrangements under the Sixth Schedule of the Constitution are fraught with many shortcomings adds Times of India. Further, according to sources in the Chief Minister’s Office (CMO) a missive was sent to the Union Ministry of Home Affairs (MHA) on August 8, requesting it to increase the number of additional forces from 15 to 20 companies. Ten companies have already arrived. The other factor for apprehension, the sources said, is the overlapping demand for states. The area of the proposed Kamtapur overlaps with “Bodoland” and the demand for a separate state comprising Karbi Anglong and Dima Hasao Districts overlaps with “Dimaraji” state. “There could be problems between the agitating groups and those for and against statehood. One does not know what is in store. We have clearly explained our position to the Centre,” a source said.

The State Government is planning to ask for additional forces from the Government of India to deal with the situation arising out of the agitations launched by different organisations demanding separate states, reports Assam Tribune on August 11. Meanwhile, rising incidents of extortion and kidnapping in the Bodoland Territorial Area Districts (BTAD) have become a major cause of concern, and efforts are on to nab the group involved in such illegal activities, said DGP, JN Choudhury. DGP further said that the Centre has already sent 25 companies of forces since the agitations for separate states began and the State is planning to seek more forces to deal with the situation. He also said that a group of 20 to 25 militants belonging to the NDFB-IKS are operating in the Districts of Kokrajhar and Chirang and they have their bases in the Ultapani area. The group is targeting middle level and small traders, which has created panic among the people. He said strategies have been formulated to deal with the group and hoped that the SFs would be able to contain the menace soon.

Chief Minister (CM), Tarun Gogoi on August 13 met Congress president Sonia Gandhi and Union Finance Minister P Chidambaram to apprise them of the prevailing situation in Assam following the decision of the Centre to create Telangana, reports Assam Tribune.CM, Tarun Gogoi also sounded the alarm that the Maoists and insurgent groups might take advantage of the situation to create trouble in the State. He further pointed that all the trouble spots had either national or international borders. The BTAD area has borders with Bhutan, while Karbi Anglong and Dimasa Hasao areas border Nagaland, where insurgent groups have strong bases, he added. Inspecting the security measures at the parade ground at Khanapara in Guwahati on August 13, Director General of Police (DGP) J N Choudhury said that both ULFA-I) and the I K Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) are trying subversive activities in the state. "While the ULFA hardliners [ULFA-I] may try to attack some areas in upper Assam, the Songbijit faction [NDFB-IKS] may try to carry out strike in lower Assam's Kokrajhar, Bongaigaon, Gossaigaon, Kajalgaon and Chirang areas. They may target oil installations, mostly pipelines. We have alerted our forces already," said Choudhury. Sources said that cadres of the two militant outfits have sneaked into various parts of the state. "Earlier, the cadres used to sneak in groups, but this time they are trying to come in one by one, making it slightly difficult for us to track them," said an Intelligence Officer. Bipul Brahma (45) was injured in the explosion at the bus stand, while no one was injured in the other blast near the BTC office. The bomb disposal squad recovered later another unexploded bomb from there. The union has been very strident and is taken very seriously by the Centre along with the Pro-Talks faction of National Democratic Front of Boroland (NDFB-PTF). Negotiations will be held separately with the different Bodo groups, NDFB, Bodo National Conference (BNC), ABSU and All Koch-Rajbongshi Students’ Union (AKRSU). AKRSU has demanded a separate Kamtapur State. The number of Security Forces (SFs) killed in extremist-related violence in Assam has drastically come down in the last three years as most of the militant groups are now in ceasefire with the government, reports The Telegraph on August 27. According to figures available with the State Home Department, the number of SFs killed by militants has gone down from 14 in 2011 to four in 2012 to only two this year (till June).The number of incidents of militancy-spawned violence has also plummeted in the state this year compared to previous two years. The number of incidents of militant violence in Assam has decreased to 124 this year (up to June) compared to 213 in 2011 and 264 in 2012. The SFs attribute it to some major militant groups, including the Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) led by Arabinda Rajkhowa and the Ranjan Daimary faction of the NDFB-RD coming to the negotiating table.“As a result of this, the number of deaths of civilians killed by extremists has also declined. The number of civilians killed in the state in militancy up to June this year is 10 compared to 29 in 2011 and 39 in 2012,” an official source said. He said that though militant violence has come down in the state, there has been no let-up in extortion in the state. The source said that extortion is being carried out by militants as well as a section of former militants and criminals. “A large number of extortion cases were being reported from the Bodoland Territorial Areas District (BTAD). The I.K. Songbijit faction of the NDFB [NDFB-IKS] is involved in large scale extortions in the BTAD and adjoining areas,” the source said.

The Bodo Coordination Committee called the strike demanding reservation for Scheduled Tribes in the Rabha Hasong Autonomous Council (RHAC).“We are not against the Rabha Hasong Autonomous Council. But we want all tribes living in the area to get the opportunity to send their representatives to the council. We were surprised when the state election commissioner declared the list of the council’s constituencies twice in a day,” said Kanishka Hazowary, ‘president’ of BCC.“When the state election commissioner declared the first list, we accepted it because 25 of the 36 constituencies were reserved for Scheduled Tribes and the rest 11 were general. With the date for tripartite discussion on an autonomous state of Karbi Anglong and Dima Hasao Districts drawing near, non-tribal groups in the two Districts are under fear of being isolated and neglected under a new system of governance, reports Times of India on August 29. The Centre and State Government are scheduled to discuss the demand for autonomous or separate State with Joint Action Committee for Autonomous state (JACAS) representing the two Districts on September 2. The non-tribal population in Karbi Anglong District, which include Assamese and Bengali-speaking people, account for about 43 per cent of population of the District, while in neighbouring Dima Hasao District, the non-tribal population is a shade higher at about 44 per cent. A delegation of Karbi Anglong District's Bengali-speaking people met Chief Minister (CM) Tarun Gogoi on August 27 and urged him to take all steps to protect their rights in the event of the District getting upgraded from the present autonomous District set up to an autonomous state. Another delegation of Assamese-speaking people met CM, Gogoi on August 26 and pleaded for the same protection.

Minister for welfare of plains tribes and backward classes Rajiv Lochan Pegu told The Telegraph that a meeting has been convened on August 29 with organisations from the council area to discuss and clear apprehensions over the polls.“We are committed to holding the polls in September by getting all stakeholders on board,” Pegu said, adding that 75 per cent of work related to the polls has been completed. However, the Non-Rabha Co-Ordination Forum (NRCF) on August 27 staged a protest rally demanding exclusion of non-tribal villages from the proposed council area, reports The Telegraph. “The election department of Assam has arbitrarily proceeded to conduct the council elections. Therefore, we demand a halt to it because non-ST people in 91 villages shall severely be affected,” Shahjahan Ali, president of the forum, said.

The organisation has also requested Chief Minister Tarun Gogoi to arrange meetings with the Prime Minister, the Union Home Minister and the UPA chairperson so that they can be apprised of the demands of the Koch Rajbongshi people. AKRSU ‘president’ Biswajit Roy on August 27 said that a delegation of the AKRSU and Greater Cooch Behar People’s Association on August 26 met officials of the Union Ministry of Home Affairs (MHA) for preliminary discussions on their demands and submitted a map and other documents relating to the proposed Kamatapur. Roy said that along with the demand for creation of a separate state of Kamatapur, granting of status of Scheduled Tribes to the Koch Rajbongshi people would be the main demand of the AKRSU during the tripartite talks. The All Koch Rajbongshi Students' Union (AKRSU), which is leading the demand for a separate state of Kamatapur for the Koch-Rajbongshi community, has threatened to call off talks if the first round scheduled on September 3 does not turn out to be encouraging. The All Bodo Students' Union (ABSU), on the other hand, which is demanding a separate state of Bodoland, has also threatened to review its decision to suspend the 24-hour rail blockade it had called on September 10 after the tripartite talks to be held on September 4.
