A total of 46 militants of the newly formed insurgent outfit, National Liberation Front of Bodoland (NLFB), surrendered with a huge cache of arms and ammunition in two days in Kokrajhar District of Assam, reports East Mojo. On August 7, 14 militants of the NLFB surrendered themselves and the other 32 militants surrendered on August 8. According to sources, NLFB Commander, B Harfa was amongst the surrendered militants. The surrendered militants assembled at Jharbari forest range and Police brought them to Kokrajhar. Six AK-47 rifles, two carbines, self-loading rifles and .303 rifles each, one 9mm pistol, three hand grenades, and a large number of cartridges have been seized from their possession. With the fresh surrenders, a total of 69 militants of Liberation Front of Bodoland (NLFB) have laid down their arms till date. On July 22, National Liberation Front of Bodoland (NLFB) Chief M Batha alias Binod Mushahary along with his 22 associates surrendered with sophisticated arms and ammunition at Lalpool Police outpost in Udalguri District of Assam.

On August 10, a total of 21 militants of the National Liberation Front of Bodoland (NLFB), including self-styled (ss) 'commander' B Jangkrikhang and top leader of the outfit, B. Gwswkhang, laid down arms at Singimari LP School in Tipkai under Parbatjhora subdivision of Kokrajhar District in Assam, reports Northeast Now. Bodo leader Prithviraj Narayan Dev Mech, who played the role of mediator in bringing the outfit to the negotiation table, was present on the occasion. Top NLFB leaders, Thulunga Bssumatary, B. Bokho and M. Batha received the NLFB members at Tipkai and took them to Kokrajhar where a designated camp is being set up. They deposited eight sophisticated arms including AK -47, AK -56 and SLRs and 10 grenades. NLFB chief, M. Batha said, so far 120 members of the outfit from Kokrajhar and Chirang Districts have returned to the mainstream. The remaining 200 cadres from Udalguri, Sonitpur, Biswanath and other Districts will also come over ground shortly, he added. On August 7, 14 militants of the NLFB surrendered themselves and the other 32 militants surrendered on August 8. On August 10, Security Forces (SFs) carried out a joint operation in Tinkupani Reserve Forest of Tinsukia District in Assam. On August 11, four militants of the Yung Aung faction of National Socialist Council of Nagaland- Khaplang (NSCN-K-YA) were arrested near the Assam-Arunachal Pradesh border of Tinsukia District in Assam, leading to recovery of assault rifles and other weapons in follow-up operations reports East Mojo. The arrestees have been identified as Osa Gangsa, Pumla Pansa, Panglang Gangsa and Jangang Patadam. Three MQ 81 assault rifles, 294 live rounds, seven magazines, three mobile phones and other camp materials were recovered during the search operation.

Since last one year, KNLA militants were surrendering in small numbers. On August 14, the United Liberation Front of Asom- Independent (ULFA-I) announced an extension of its unilateral ceasefire for three more months. The decision to extend the ceasefire has been taken by ULFA-I bears significance at a time when both the outfit and the Government expressed willingness to come to the talks table. At the same time, the ULFA-I, unlike previous years, has not given any call to boycott the 75th Independence Day celebrations. In the 40-year-old history of the ULFA-I, the outfit for the first time, has not announced any shutdown on Independence Day.

On August 17, tension along the Mizoram-Assam border escalated again when Assam Police personnel guarding the Assam border allegedly fired at three civilians from Mizoram, including two women, while they were trying to pick up foodstuff from a friend within Assam territory, reports East Mojo. According to sources, the incident occurred at around 2 AM on Tuesday at Aitlang Tlangpui area of Hailakandi District in Assam, when three residents of Vairengte town of Kolasib District in Mizoram went to the area to take normal supply of meat from their friend identified as Nibus, a resident of Bilaspur of Kokrajhar District in Assam, who invited them over. The three civilians have been identified as Lalchhandama, Lalduhawmi and Vanlalrovi. On reaching Aitlang Tlangpui area, the three Mizoram residents heard a loud whistle from Nibus, who was also at the border point, and when they whistled in response, Assam Police personnel, who was guarding the Assam border, suddenly opened fired towards the three Mizoram residents. While Lalduhawmi sustained a minor injury on her arm, the rest of them escaped unhurt. Lalduhawmi was released from Vairengte hospital after being administered first aid.

On August 19, two persons were arrested and heroin worth over INR 4,5000,000 was seized from their possession at Jorabat village of Kamrup Metropolitan District in Assam, reports East Mojo. According to sources, acting on specific information regarding the shipment of a drug consignment from Manipur, a Police cordon was set up near Jorabat outpost under Basistha Police Station and during checking, 60 packets of heroin weighing about 660 grams packed in plastic soap cases were seized from a truck. The arrestees i.e., the driver of the vehicle and another person has been identified as residents of Thoubal District in Manipur. A case has been registered in this connection at Basistha Police Station in Guwahati, Assam and investigation is in progress.

The 15 arrested includes All India United Democratic Front (AIUDF) leader Md Fazlul Karim Qashimi, Abu Bakkar Sidique alias Afga Khan Avilekh, Saidul Hoque, Mozidul Islam, Faruk Hussain Khan, Khandakar Nur Alom, Jawed Mazumder, Md Nadim Aktar, Mujib Uddin, Mortuza Hussain Khan, Yaseen Khan, Basiruddin Laskar, Saiyad Ahmed, Arman Hussain and Rafiqul Islam. In between August 20 and August 21, these 15 persons were arrested from Kamrup (Rural), Darrang, Barpeta, Dhubri, South Salmara, Goalpara, Hojai, and the Barak Valley districts of Hailakandi, Cachar, Karimganj and Baksa Districts. According to sources, the arrestee worked in a tyre shop in Jorabat area of Guwahati of Kamrup Metropolitan District in Assam. Fifteen people, including an Assam Police constable, a senior leader of the state unit of Jamiat Ulema-e-Hind, a medical student and a journalist, were arrested from various Districts on August 20 and 21 for their social media posts supporting the extremist group’s takeover of Afghanistan. The arrested people have been booked under several sections of the Unlawful Activities (Prevention) Act (UAPA Act), Information Technology Act (IT Act) and Code of Criminal Procedure (CrPC).

The one killed has been identified as Nurul Islam. On August 23, a joint team of Assam Police and BSF (Border Security Force) raided an arms smuggling racket at Badarpur town of Karimganj District in Assam and arrested Nurul Islam and his accomplice, Lling Khiamn. Four pistols and one pen pistol were recovered during the raid. According to sources, during interrogation, Nurul Islam claimed there were more arms in his possession, which he had secured in a hideout. “He led a team of Police Officials to the spot and there he pushed one of the constables and snatched his gun. Moments later, he started firing and in retaliation, the Police had to open fire”. Police claimed that Islam was killed in retaliatory firing. The accused, Nurul Islam, was immediately rushed to the Karimganj Civil Hospital, where he succumbed to his injuries.

At present, the surrendered militants are kept in a camp at Sonai Khowrang area of Udalguri District under Udalguri Police Station in Assam. According to sources, the surrendered militants deposited eight AK-56 rifles, two SLRs with magazines, four homemade pipe guns with three bottles of gunpowder, five HE-36 hand grenades with detonators, one F228 pistol with magazine, two 7.61mm pistols with magazines, one 7.65 mm pistol with magazine and 228 rounds of ammunition. This is the fifth time in a month that the militants of NLFB laid down their arms in Assam. Altogether 150 members of the outfit including NLFB chief, M. Batha have surrendered so far.

This statement came just days after the Assam Police arrested 16 people from different parts of Assam for “supporting Taliban”. Many people in Assam are under the scanner of the Assam Police for “sympathizing Taliban,”said Chief Minister Himanta Biswa Sarma. The Assam Police has arrested only those individuals “whose social media posts hint at violent intents,” he further added. He also clarified that that social media posts, for which 16 people were arrested, advocated armed struggle. According to sources, trucks loaded with cement, coal and other materials, were on their way to a cement factory at Umrangso in Dima Haso District when they were stopped at Diyungbra at around 8.30 PM on Thursday and attacked by the group. A cement factory’s refusal to yield to the DNLA’s extortion demands recently may have probably triggered the attack.

United Liberation Front of Asom-Independent (ULFA-I) leader Paresh Baruah has asked the Arunachal Pradesh Government to grant permanent residence certificates (PRCs) to the Assamese people residing in the State for ages, reports The Hindu on August 28. ULFA-I commander-in-chief Paresh Baruah, in a letter to Arunachal Pradesh Chief Minister Pema Khandu, said the Assamese people had been denied their right to obtain PRCs despite living in the frontier State for generations, even before the North East Frontier Agency came into existence in 1951.The area under this agency became Arunachal Pradesh.“ Arunachal Pradesh has always been kind to its Assamese-speaking community over the years. However, Assamese speakers, who are natives of the land… are now in danger of expatriation,” Baruah said in the letter.
