Six cadres of the Alpha and Charlie companies of the United Liberation of Asom (ULFA) ‘28 Battalion’ in the Tinsukia district surrendered before the Police and laid down their arms on December 2. They were identified as, Diganta Moran a.k.a. Sanu Rangpi, Dadul Dowerah a.k.a. Dhilon Dowerah, Pranab Rajkhowa, Dalit Moran, Kula Moran and Danny Bora. They deposited an AK-56 rifle with two magazines, a Belgium-made 12 bore pump action gun with seven rounds of ammunition, a .56 pistol with 14 rounds of ammunition, a .36 high explosive grenade, 7 kg of TNT and two coils of flexible wire.

A surrendered United Liberation Front of Asom (ULFA) cadre, identified as Bogadhar Gogoi, was killed by two ULFA militants on December 3 at Bordoibaam village under Tengakhat police station of Dibrugarh district for allegedly helping the army to track down ULFA cadres, reports Telegraph. They warned the State Government of another unrest in Assam if it goes ahead with its decision to accord ST status to the six communities. Former Bodo leader Daorao Dekhreb Nazrary said both New Delhi and Dispur should remember that the existing tribal communities, who are the sons of the soil of Asom, must not be affected by granting of ST status to more communities of the State.

Meanwhile, the locomotive and two sleeper coaches of the Kamrup Express were partially damaged in a bomb blast on the tracks between Bokajan and Khatkhati stations in the Karbi Anglong district on December 4-night. Police suspect the hand of the Adivasi National Liberation Army (ANLA) in the blast. Although police recovered two wires from the blast site, it was not clear whether a timer or a remote-controlled device was used to trigger the crude bomb. The sub-divisional police officer of Bokajan, Satyen Gogoi, said, "The crude bomb was hidden in the ballast on the track. Had it been kept right under the track, the impact would have damaged the track and derailed the train."

United Press International quoting intelligence source reports that the United Liberation Front of Asom (ULFA) has launched a massive extortion drive in Guwahati. The outfit set a one-week deadline for traders and business houses to pay the ransom. According to security forces (SFs) engaged in counter-insurgency operations in Assam, the ULFA ‘commanders’ Hira Sarania or B. Dutta signed most of the extortion notes, which were delivered through messengers. Most of the business houses were, however, reluctant to report the incident to the police. "It created panic among them only after they started getting telephone calls from the ULFA rebels to pay the money in a week," an unnamed senior security official said. He said most of the calls came from western Assam districts or from the neighboring State of Meghalaya.

According to police, the militants were taking shelter in various parts of the city with the intention of unleashing a reign of terror across the city. “We have managed to avert some serious sabotage in the city, which these militants were planning to carry out,” claimed Debojit Deori, Additional Superintendent of Police (City). Every truck passing thorough the Bengal-Assam border at the Sri Rampur Gate has to pay up INR 150. Each commercial taxi is charged INR 150 per month. The NDFB takes a two per cent cut from all salaried employees and charges INR 2-3 lakhs per annum from tea gardens. They also charge three per cent from the money meant for education projects like Sarva Shiksha Abhiyan 'Education for All' campaign. The report added that though the amount of money demanded by the militants is less, the target base has been increased. Sentinel quoting police source reports that three persons, including the son of a Congress party leader, were abducted by the United Liberation Front of Barak Valley (ULFBV) militants armed with AK-47 rifles at Kharolbasti in the Hailakandi district along the Assam-Mizoram border on December 31. The abducted persons were identified as Hussein Ahmed, Abdul Noor and Abdul Khaliq. They were campaigning for Abdul Khaliq Laskar alias Kuti, a Congress candidate for the Baldabaldi panchayat (local self government) president post. Abdul Khaliq was later released on the same night with a note addressed to the candidate demanding INR 10 lakhs for the release of the duo.

Three United Liberation Front of Asom (ULFA) militants were killed by security forces in the Dibru Saikhowa National Park located across Dibrugarh and Tinsukia districts on December 31, Telegraph reported. The army’s team from the 11 Guards Regiment stationed at Chabua in Dibrugarh district carried out the operation. A makeshift camp of the outfit was also destroyed. “We have recovered one 9mm pistol, two hand grenades, two IEDs, 400 rounds of ammunition, detonators, rations and other materials from the makeshift camp of the outfit,” said Col D.K. Singh, the commanding officer of the army unit. “Our forces approached the area by boat last evening. As they advanced towards a secluded hut which was the militants’ makeshift camp, they were fired upon from automatic weapons. Our forces fired back and in the ensuing gun battle, three ULFA cadres were killed while the others escaped. A hunt is on to track them down,” Col Singh added.
