The arrested have been identified as Mizanur Mondal, Jahirul Islam, Kahinur Ali Sheik, Arush Ali Sheik, Sahedul Sheik and Jalil Ali Sheik. All the arrestees were involved in the killings of four Bodo youths at Joypur in Kokrajhar District on July 20, that triggered violence in Kokrajhar which later spread to Chirang and Dhubri, killing around 100 people and rendering more than four lakh people homeless.

Two militants, suspected to be cadres of the United Liberation Front of Asom (ULFA) and Garo National Liberation Army (GNLA), were killed in an encounter with the army and Police at Maladhara under Lakhipur Police Station of Goalpara District on December 1, reports The Telegraph. The slain duos have been identified as GNLA ‘corporal’ Nazrana K. Marak and ULFA ‘lance corporal’ Sumanto Roy. A Police source in Goalpara said that acting on a tip-off that a group of ULFA and GNLA militants were on their way to Lakhipur bazaar to abduct a businessman, the Police and army started checking vehicles at all the entry points to Lakhipur town and on spotting the duo the Police asked them to stop. Instead, the duo started firing and in retaliatory fire by the Security Forces the two militants were killed.

The MLA’s who claimed to have received extortion threat are Rupjyoti Kurmi (Mariani constituency), Debabrata Saikia (Nazira constituency), Bolin Chetia (Sadiya constituency) and Dilip Moran (Doomdooma constituency). Border Security Force (BSF) has started cracking down on labour agents who place Bangladeshi migrants to various industries in West Bengal and north-east, The Times of India reports on December 11. Through these agents, BSF has started identifying the migrants who have come in the past few months and pushed them out. In the past couple of months alone, close to 200 migrants have been pushed out, some traced to as far as Kerala. In addition to this, BSF has identified 32 out of 866 border outpost areas on the eastern border through which maximum illegal migration takes place. "We have redeployed our existing forces in a manner that there is greater strength and vigil on these outposts," said an official. Most of these areas fall in Petrapole and Malda of West Bengal and Dhubri District in lower Assam. To improve its vigilance capabilities, BSF is also adding 509 composite border outposts across the eastern and western border.

While 173 persons were killed in such clashes occurring in the BTC areas during the period from 2003 to December 5, 2012. The State government informed the Assembly that so far 5,776 cases were registered in connection with the ethnic violence that erupted in July this year in the BTC area and out of these 15 cases were handed over to the Central Bureau of Investigation (CBI). So far, 532 persons were arrested in connection with this particular spell of communal violence.

Hussain said that 77 persons, including Bodoland Territorial Council (BTC) administrator Mono Kumar Brahma, have been arrested for possessing illegal weapons, twelve of these arrested people are members of the Ranjan Daimari faction of the National Democratic Front of Bodoland (NDFB-RD), one a cadre of the Muslim United Liberation Tiger of Assam (MULTA), and one a National Santhal Liberation Army (NSLA) militant. Hussain stated that a total of 109 persons died in the recent wave of ethnic violence in the Bodoland Territorial Area District (BTAD) in July, August and November of which 28 were shot dead. He added that 78 of the dead were Bengali-speaking Muslims, 20 Bodos; two from other communities and nine persons are yet to be identified. "In the BTAD area, the Ranjan Daimary faction of the NDFB has about 150 cadres, the KLO has about 50 cadres and NSLA has about 125 active militants. Governor along with Senior Karimganj District administration officials, Police and BSF officers surveyed the border from the air. According to a Border Security Force (BSF) source, Governor, J.B Patnaik told the officials that the Union Home Ministry had already cleared the plan for two border stretches in Dhubri and Karimganj Districts. He said a high 49.34-metre-long electronic sensor fence would be installed between Dhubri and Sisumara along the border, as physical fencing is not possible on this stretch as it is prone to flooding and erosion. Further, Governor also told the officers that an additional BSF battalion would soon be deployed along the 128-km Cachar-Karimganj border, taking the number of battalions manning that stretch to four. The Governor grieved the fact that though the norm for the distance between the two border outposts of BSF along the country’s international borders was 3.5km, the distance between two outposts in the Cachar-Karimganj sector was 4.1km.

Assam has witnessed a steady increase in kidnapping and extortion cases over the past few years. According to the latest figures compiled by the State Crime Records Bureau, there has been a spurt in kidnapping and extortion cases in the state since 2004, The Telegraph reports on December 26. The total number of abduction cases registered in different Police Stations across Assam has gone up from 1,659 in 2004 to 3,785 in 2011. This year (2012) up to October, altogether 3,229 kidnapping cases have been registered so far and it is likely to cross last year’s figure by the end of the year. The crime figures for November are still under compilation. Like kidnapping, extortion cases have also shown a rising trend. Compared to 388 extortion cases registered in 2004, the figure has jumped to 992 in 2011. Till 2012, October 879 extortion cases have been registered in the state. Things have reached such a stage that even legislators are not being spared by the extortionists. Many MLAs, from different political parties, have reportedly received extortion demand from the United Liberation Front of Assam -Anti-Talks Faction (ULFA-ATF) in the past few months. The legislators who received extortion demands are Bolin Chetia from Sadiya Assembly constituency, Rupjyoti Kurmi from Mariani, Debabrata Saikia from Nazira and Bharatiya Janata Party (BJP) legislator from Doomdooma constituency, Dilip Maran. They were all allegedly asked to pay INR 20, 00, 000 each. Most of the kidnappings and extortions are taking place in Tinsukia, Dibrugarh, the four BTAD Districts and in their adjoining areas. In addition, the number of breach of trust cases registered was 802 in 2009, 992 in 2010, 933 in 2011 and 1,060 up to October, 2012. Similarly, the number of cheating cases registered was 1,098 in 2009, 1,326 in 2010, 1,453 in 2011 and 1,404 up to October, 2012.
