According to a recent study by the Northeast Research and Social Work Networking (NERSWN), a non-governmental organization (NGO) based in Assam’s Kokrajhar District the children in four conflict-hit Districts in Assam and Manipur are facing death, torture and distress, reports The Telegraph on December 2. The study which was conducted in Kokrajhar and Chirang Districts in Assam and Imphal West and Tamenglong Districts in Manipur found that children were being forced to join militant outfits, arrested by security forces on charges of being rebels, taking up arms out of curiosity or had lost their parents in insurgent attacks and were displaced. The report said that the forced recruitment of children into insurgent groups has become a common phenomenon in Manipur and 100 of the 147 children living in an observation home in Churachandpur District were found to be involved in insurgency. The report also said “Over 3.14 lakh people were internally displaced in Kokrajhar District alone in 1996 and 1998. They spent over three years in relief camps. More than 1.26 lakh children were forced to live in camps in pathetic condition for more than 15 years. The clash in 2012 that affected Kokrajhar, Chirang, Dhubri and Bongaigaon Districts left over 4.85 lakh people displaced.” It said 26 of the 45 people killed in Kokrajhar and Baksa in May 2014 by suspected Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants were minors.

On December 1, a prime accused in the grenade blast (October 23) at Sonarpar village in Dhubri District, Abdul Bellal Hussain, and two of his accomplices, identified as Ennus Ali and Aminul Haque, were arrested by the Police, reports The Telegraph. Hussain was arrested from a Hatsinghimari-bound bus at Krishnai in Goalpara District by a police team and his accomplices were arrested from Fakirganj in Dhubri District. A Police source said on October 23, a gang of extortionists, led by Hussain, had hurled a hand grenade at the house of Faizal Haque, a teacher of Sonarpar village. Hussain reportedly called up Haque, introduced himself as a “Maoist” and demanded INR 1.5 million. When Haque did not give the money, Hussain and his gang threw the grenade. Officer-in-charge of Fakirganj Police station J. Sarma said Hussain and his accomplices did not have militant links but were a gang of extortionists who intimidated traders in Fakirganj.

In another incident, a special team of Border Security Force (BSF) Intelligence Wing and Police personnel launched a joint operation on December 2 at Gumrah area in Cachar District and arrested one person, identified as Nazmul Islam Laskar, along with Fake Indian Currency Notes (FICN), reports The Sentinel. FICN worth of INR 150,000 in denomination of INR 500 was recovered from his possession. BSF spokesperson Deputy Inspector General (DIG) Satish Budakoti said that the consignment came from Bangladesh and was supposed to be utilised for local areas like Gumrah, Kalain, Jalalpur and bordering villages.

That two traders, identified as Isab Ali and Jamal Khandakar, were abducted from Helchaguri in Baksa District on December 2 and their bodies were recovered at Mainamata under Labdanguri Police station in Barpeta District. Though no organization has claimed responsibility for the incident, initial reports suggest that the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) is behind the incident. The Telegraph adds that five persons from Barapeta village had gone to neighbouring Helsiguri village for some work when they came across a group of militants. Baksa Deputy Commissioner Vinod Seshan said they suspect the involvement of NDFB-IKS, but “cannot confirm it now”, since Investigations are going on. The Army, police and Central Reserve Police Force (CRPF) are carrying out a joint operation to arrest the culprits.

Supreme Court, on December 3, came down heavily on Government of India (GoI) saying that it cannot remain a “mute spectator” to the 50-year-old border dispute between Assam and Nagaland, reports Assam Tribune. A bench headed by Justice T. S. Takur stated, “You (Centre) are the one who is supposed to act and resolve it. You have done nothing in terms of our earlier order. You cannot remain a mute spectator to the border dispute.” Outlining the questions relating to the dispute, it said, “There are two issues. One is what is the border? Another is what should be the border? We can decide the first issue. Second one can be decided by experts. Alteration of border is a political issue.” The bench is hearing the original suit filed by Assam under a provision of the Constitution nearly 26 years ago.

Zofest, the Cultural festival of the Mizos, scheduled to begin from on December 3 at Haflong in North Cachar District of Assam could not start due to reported objection from militants of Hmar People's Convention- Democracy (HPC-D), reports The Shillong Times. Lalhmachhuana, president of Mizo Zirlai Pawl (MZP), Mizo Students Association, which has been organising Zofest said that an emergency meeting of different organisations was being held after which the future programme would be chalked out. He added that the outcome of the meeting of organisations including Hmar Inpui, the apex body of Hmars was being awaited for making further decisions. MZP sources said that Manipur-based HPC-D which has been at loggerheads with Mizoram Government objected to the Zofest at the last moment as Mizoram Chief Minister (CM) Lal Thanhawla was invited to attend the three-day festival as chief guest.

The CBI has sought State Government sanction prosecute Mohibur Islam alias Ratul, the accused, who is on the run at present. A CBI letter stated, "Investigation in the case has revealed that Mohibur, a suspended Police constable, had committed offences of promoting enmity between different groups of society on grounds of religion, race and his acts were prejudicial to maintenance of harmony and peace in Kokrajhar District. However as per law, the sanction of state government is required to launch prosecution against the accused."

Border Security Force (BSF) officials in Dhubri sector in Dhubri District claimed that strict vigilance along the Indo-Bangladesh border has helped them arrest trans-border miscreants, illegal migrants and recover a huge amount of goods and Fake Indian Currency Notes (FICNs) this year, 2014, reports The Telegraph on December 7. Sources said till November 30, BSF jawans (troopers) manning the border had arrested 17 anti-nationals, trans-border criminals and Bangladeshi nationals and recovered cattle, drugs, FICNs and other smuggled goods valued at INR 30 million. The BSF has 45 border outposts (BOPs) in Dhubri District along the 134 kilometers long border with Bangladesh, including 45 kilometers riverine border. Of the 45 BOPs, 17 BOPs are located on the Brahmaputra sars (sandbars), a BSF official said. However, many of the border outposts like the ones on Chowki sar, Ghaspara, Salapara and New Diwaner Alga are in danger of being gobbled up by the Brahmaputra. Floods have affected most of the border outposts located on the sars, report added.

Also, according to the reports, the Independent faction of United Liberation Front of Asom (ULFA-I) is facing severe financial crunch, which has made the outfit desperate to indulge in acts of violence to make its presence felt, reports The Assam Tribune on December 11. Security sources said that the militant outfit is finding it difficult even to run its camps in Myanmar due to paucity of funds. There are times that the senior leaders of the outfit even find it difficult to make payments for procuring rice. In the face of threats of rebellion from the cadres, the leaders of the ULFA-I are desperate to boost its coffers and there have been attempts by them to launch an extortion drive. Sources also added that ULFA-I is also not in a position to send its own cadres to serve demand notes and they mostly send couriers to deliver such letters. Sometimes the demands are made over phone. The negotiations are also carried out over phone. A few senior leaders of the outfit are camping in Mon District of Nagaland and from there they are contacting businessmen in upper Assam District in their bid to collect funds. The report concludes that the situation has now totally changed and there have been instances of people simply ignoring the demand notes of the outfit.

One person, identified as Honor Kro, was killed by suspected Karbi People's Liberation Tiger (KPLT) militants in Valughat Mantaro village under Dokmoka Police station in Karbi Anglong District on December 10, reports Nagaland Post. According to the Police, suspected KPLT cadres dragged out Honor Kro from his house and axed him to death. Dibrugarh District Superintendent of Police (SP) Rana Bhuyan said that Moran has deposited one AK-81 rifle, one Chinese grenade, three magazines and 79 rounds of ammunition. Having joined the banned terrorist group in 2011, Moran had undergone training in Myanmar. Bhuyan said he had been sent around a month back to carry out sabotage work in Upper Assam. The Assam Tribune adds that While surrendering his arms, Moran said that currently at least four training camps of the ULFA-I are operating inside Myanmar with around 250 cadres, apart from some Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants. Meanwhile, the questioning of arrested Sahanur Alom, one of the key persons of the Jama'atul Mujahideen Bangladesh (JMB) in Assam and other members of the outfit arrested in Assam and West Bengal revealed that the JMB was trying to establish a full-fledged network in Assam, particularly in the Muslim-dominated areas and trained up several persons specifically for the purpose, reports The Assam Tribune on Decembers 14. Security sources said that at least ten people were specially trained by the JMB for establishing the network of the outfit in Assam. They have already fanned out to different parts of Assam to try and motivate persons to join the fold of the outfit. “The security agencies are now aware of the network of the JMB in Assam. But it is premature to reveal the names of the key persons who are still at large,” sources added. According to the reports, the JMB started trying to establish bases in Assam after the ethnic riots in the Bodoland Territorial Autonomous Districts (BTAD) area in 2012 where more than a hundred people were killed. The JMB took advantage of the situation and started exploring the possibility of expanding bases in the State. Sources said that “It is now an established fact that a number of persons from Assam were trained in West Bengal, but no one still knows the exact number of the members of the outfit in the State. The exact number of the JMB operatives in the State would be ascertained only after the entire network of the outfit is busted.” Sources also said that one Bangladeshi national, who is a key operative of the JMB, visited Assam a few times and he also visited Meghalaya and Tripura.

Assam's list of active militant groups has just got a bit longer with the entry of Jama’at-ul-Mujahideen - Bangladesh (JMB), Times of India reported on December 16. Forest Minister Rockybul Hussian, in a written reply to a question from All India United Democratic Front (AIUDF) legislator Hafiz Bashir Ahmed in the assembly on December 15, stated that the eight 'active militant groups in Assam' are United Liberation Front of Assam (ULFA) - Independent, National Democratic Front of Boroland (Songbijit), Karbi Peoples Liberation Tiger (KPLT), Kamatapur Liberation Organization (KLO), Harkat-ul-Mujahideen (HuM), Muslim United Liberation Tiger of Assam (MULTA), CPI (Maoists) and JMB. The Minister said that from January 2001 till November this year, 6,483 ULFA militants, 2,881 NDFB, 346 KPLT, 50 KLO, 14 HuM, 106 MULTA, 80 CPI (Maoists) and 10 JMB module rebels have been arrested. Of the eight, currently, only three are active, which include MULTA, HuM and JMB, he added. The inactive radical groups are Harkatul-Jehad-al-Islami (HuJI), Muslim United Liberation Front of Assam (MULFA), People United Liberation Front (PULF), Islamic United Reformation Protests of India (IURPI) and Islamic Security Force of India (ISFI). He stated that from 1995 till date, 626 members of these radical groups have been arrested.

Sonitpur Superintendent of Police (SP) Sanjukta Parashar said a couple, identified as Jolen Narzary, 44, and his wife Belsree Nazary alias Kareng, 40, were carrying the arms on a bike and were arrested at a checkpoint near the bridge. The recoveries included a HK-33 rifle, an M39 grenade launcher along with 80 rounds of ammunition, 16 grenade shells and 17 SIM cards. Police suspect the arms were meant for I. K. Sonobjit factions of the National Democratic Front of Bodoland (NDFB-IKS) and the couple was bringing it from Nagaland. According to a police source, the NDFB-IKS as well as other militant organisations are suspected to be supplying arms from Nagaland via Dimapur to a militant group in Arunachal Pradesh bordering Sonitpur District in Assam.

An unnamed official of the Union Ministry of Home Affairs (UMHA) stated, “Assam was the immediate target of the JMB module detected after an accidental blast on October 2 in West Bengal’s Burdwan. Arrested accused have told counter-terror officials that a dossier-like hit-list of around 40 to 50 Bodo leaders was prepared by the JMB members in which their photographs and other details were mentioned. These Bodo leaders were to be killed in retaliation of anti-Muslim riots in the Bodoland Territorial Area District in the last two years.” He also added, “It seems that around 100 improvised explosive devices (IEDs) prepared by the Burdwan module were meant for Assam. Initially, the suspicion was that the IEDs were being transported to Bangladesh as claimed by some lower rank members of the module. But now, the NIA has reasons to believe that the IEDs were being sent to Assam may be through Bangladesh. Two suspected militants of the Norrok X Momin-led United A’chik Liberation Army (UALA) were killed in an encounter with Security Force (SF) personnel at Nala, near Thantipahar village in Goalpara District, on December 18, reports The Shillong Times. Goalpara district Police Chief N. Gogoi informed that that the incident occurred at around 4am when an Army team backed by Assam Police personnel was out on patrol duty spotted movement of the militants. He said that around 5 to 6 persons were crossing the area taking advantage of the darkness when they were spotted and challenged. In the reported exchange of fire two militants were killed while the rest fled taking cover of the darkness. SF personnel recovered two pistols, two powerful 36 high explosive hand grenades, 2 crude bombs, two detonators, two gelatine sticks, UALA documents, seven rounds of live AK ammunition and seven rounds of live 7.65 ammunition for pistols.

A Police official stated that “The operation was carried out following confessions by Nur Jamal Haque, a resident of Pakalagi village (Baksa) adjacent to Panpara village (Barpeta). He was arrested from Chirang on December 19. The explosives were kept buried near his residence,” He is the twelfth jihadi activist to be arrested in the State. The Assam Tribune further adds that Nurjamal was a trained cadre of the JMB and he was a close associate of Sahanur Alom, one of the key men of the Bangladesh based militant outfit in the State. The security team rescued Sushil Deb, a trader of Bongaigaon who had been abducted by the militant group As per the local sources the NDFB-IKS militants had a frequent movement in the jungle area bordering Bhutan and were involved in a number of abduction and extortion cases. One M-16 rifle, one AK-56 rifle, one Indian Small Arms Systems (INSAS) rifle, which was snatched from the forest guards in Kokrajhar District in October by the militants, two pistols, three grenades and 570 rounds of ammunition were recovered from the dead militants. Suspected militants belonging to IK Songbijit faction National Democratic Front of Bodoland (NDFB-IKS) killed 48 Adivasis at five different places in Sonitpur and Kokrajhar Districts on December 23, reports Times of India. According to the details provided by the Police, the killings started at around 5pm from Maitalubasti area in Sonitpur District. Twenty-three bodies were recovered in the area that is located inside the Pabhoi Reserve Forest bordering Arunachal Pradesh. Ten dead bodies were also recovered from Phulbari and six from Batasipur villages in the same District. Later, the militants shot dead three persons at Pakhriguri village in Kokrajhar District, Police added. The militants also targeted Ultapani village in Kokrajhar District from where six bodies were recovered. Following the attacks, Additional Director General of Police (ADGP-special branch) Pallab Bhattacharya said, "We are still trying to ascertain the number of casualties. The places where the killings took place are remote and close to the Bhutan border," he said. ADGP-Pallab Bhattacharya further said, "We had information that the outfit would carry out retaliatory attacks but it was difficult to pinpoint the locations." Meanwhile, curfew has been clamped in Rangapara, Thelamara, Dhekiajuli and Biswanath Chariali areas of Sonitpur District, reports The Hindu. Late at night, the Army was called in to maintain law and order in affected areas adds Times of India. Further, Manas National Park located in Baksa District been closed for three days in the wake of the killings, reports The Telegraph. Police arrested two NDFB-IKS linkmen, Suklai Basumatary (25) and Arun Narzary (26), were held from Batachipur and Kharaibari areas in Sonitpur District, reports The Shillong Times. The duo was allegedly in close touch with the militants who killed over 40 Adivasis in the District. One of the arrested militant Suklai Basumatary had named two NDFB -IKS militants, Sunil of Rowta and Mahanto of Mazbat, who were involved in the Batachipur killing. Altogether eight militants were involved in the incident. Sonitpur Superintendent of Police Sanjukta Parasar said, “Eleven companies of central paramilitary forces have already arrived in the district and were deployed. The people in the relief camps have begun to return home after deployment of these forces,” she further added.

Around 2,86, 270 persons are taking shelter in the 139 relief camps set up in the Districts of Kokrajhar, Chirang, Sonitpur and Udalguri following the incidents of terrorist attack on villagers on December 23 and 24, said a press release issued by the Assam State Disaster Management Authority (ASDMA) on December 30, reports The Assam Tribune. IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) targeted Adivasi villages on December 23 in Kokrajhar, Chirang and Sonitpur District. 81 people were killed in the violence and retaliatory violence that followed the incidence.

Chief Minister Tarun Gogoi on December 30 said it was the joint failure of the Central and State security agencies in preventing the massacre by NDFB-IKS militants in Bodoland Territorial Area Districts (BTAD) and Sonitpur in spite of having prior information, reports The Assam Tribune. “We will initiate a judicial probe to identify the lapses on our part, if any, in checking the carnage and fix responsibility,” Gogoi stated. “The State agencies had received the inputs around 12 noon on the very day when violence first broke out and the Central input came around 3 pm. It was around 4 pm that militants first triggered violence,” he stated, adding that the intelligence inputs were shared by Subsidiaries of Multi Agency Centre (SMAC), the agency responsible for sharing intelligence inputs.

The cadres were identified as Dhanajoy Barman alias Dayal alias Jiten alias Sonaton alias Mridul (23) and Gopal Barman alias Joydev alias Joy (20). They deposited one HK-33 German assault rifle, magazines, 25 rounds live bullets and two hand grenades. Kokrajhar Superintendent of Police said Dhanajoy was the "commander" of Kokrajhar and Dhubri Districts and carried a cash reward of INR 500,000 on his head. He joined the KLO in 2010 and was trained along the Nagaland-Myanmar border and was involved in many heinous activities in the area.

With improvement in overall situation in NDFB-IKS violence hit areas, the number of refugees in relief camps decreased to nearly 270,000 on December31, reports The Shillong Times. According to a release by the Assam State Disaster Management Authority (ASDMA), 2,70,370 persons are staying in 135 relief camps in Kokrajhar, Sonitpur, Chirang and Udalguri districts at this moment. “The number of relief camps and camp inmates has come down during the past 24 hours owing to the improvement in the security scenario,” it said. Around 2.86 lakh persons were sheltered in 139 relief camps in these four districts on December 30.At present, over 2.22 lakh people are staying at 91 relief camps in Kokrajhar. It is followed by Chirang, where nearly 34,000 people are staying in 25 camps. The authorities are running 10 relief camps in Sonitpur and nearly 10,000 people are staying at this moment in these places. Udalguri is having nine camps housing around 4,000 inmates.
