On February 1, army personnel called off the anti-United Liberation Front of Asom (ULFA) operation in the outfit’s chief Paresh Baruah’s native village, Jeraigaon, in the Dibrugarh district following demands by the villagers, according to Telegraph. However, army authorities maintained that the operation was “routine in nature” and has been called off only because “the security think tank felt it had served its purpose”. Residents of the village on January 31 had blocked National Highway 37 and the adjacent rail track and had forced the army to hand over two arrested youths, one of them the brother of an ULFA cadre, to the police.

In the recent issue of its mouthpiece, Freedom, released on February 1, the outfit said that it is keen on holding talks at the platform of the United Nations in front of the entire world. The outfit also expressed doubts on the sincerity of the Government on the issue of talks and alleged that a conspiracy was hatched to invite only a small group of the PCG for talks. The ULFA said that the guns of the outfit would become silent only when the conflict between India and Assam head towards a political solution.

Assam Minister of State for Home, Rockybul Hussain, in a written reply to a question raised by member of the Legislative Assembly, Dilip Kumar Saikia, said on February 6 that the Centre and State Government are of the view that the Government and the United Liberation Front of Asom (ULFA) should come into an agreement to suspend operations simultaneously to create a congenial atmosphere for talks, reports Assam Tribune. Hussain said that operations by the security forces targeting the ULFA would be stopped once such an agreement for suspension of operations is signed. In another reply to another question by T. P. Das, the Minister said that since the first meeting with the People’s Consultative Group (PCG), as many as 70 subversive activities took place in the State and public properties worth Rs 95,70,300 were damaged. He said that during the period, four Army personnel, 12 civilians and 12 militants were killed. During the same period, 13 ULFA militants and three militants of the Muslim United Liberation Tigers of Assam (MULTA) have surrendered.

According to Assam Tribune, the Union Government and the People’s Consultative Group (PCG) on February 7 agreed, during a meeting at New Delhi, on a series of confidence building measures (CBMs) to bring the United Liberation Front of Asom (ULFA) to the negotiation table. A joint statement stated that the Government of India has agreed to examine and initiate a series of CBMs with regard to human rights violations and to examine the release of detained ULFA leaders in consultation with the State Government. PCG member Arup Borbora said, "We discussed with the government representatives all the issues in a positive atmosphere. We want to pave the way to bring both sides to the negotiating table."

The National Democratic Front of Bodoland (NDFB) has refused to begin peace talks unless the Union Government provides information about the whereabouts of seven senior members who went missing during Operation All Clear in Bhutan in December 2003. NDFB 'commander-in-chief' Ranjan Daimary alias D.R. Nabla told Telegraph that "Delhi has to prove its sincerity by providing information on the seven leaders". The missing militants include the outfit’s 'publicity secretary' B. Erakdao, B. Habrang, B. Fwjoukhang, Jwkhrub, Derhasa, Onsula and Udla. Daimary claimed that the missing leaders had been taken into custody by the Royal Bhutan Army just before the start of Operation All Clear. He claimed they were now "in the hands (custody) of either India or Bhutan".

The scheme, which would be retrospectively effective from April 2005, would provide a stipend of Rupees 2000 per month for three years to each surrendered militant and an immediate grant of Rupees 1.5 lakh.

According to Telegraph, Police arrested five hardcore United Liberation Front of Asom (ULFA) militants from different parts of the Guwahati city on February 10. They are suspected to be responsible for the series of grenade attacks in the run-up to the Republic Day celebrations on January 26. Additional Superintendent of Police, Rajen Singh, said: "With the arrest of the ULFA cadres we are now on the verge of cracking almost all the cases related to the recent grenade attacks in the city." One M-20 pistol, an Austria-made grenade, 13 rounds of ammunition and two magazines were recovered from the arrested who were identified as Bubul Deka alias Gajen Deka alias Mansur Ali, Chandan Baishya alias Prabin Thakuria, Mohammad Piyar Hussain, Abdul Salam alias Hamid and Ratan Sarkar.

On February 10, eight civilians and a security force (SF) personnel were killed during clashes that erupted between the villagers and SFs following the alleged custodial death of a suspected United Liberation Front of Asom (ULFA) militant at Kakopathar in upper Assam's Tinsukia district, according to The Hindu. The ULFA cadre, whom the villagers described as a civilian, was detained by the army on February 6 and his dead body was subsequently recovered. Villagers protesting against the killing blocked the national highway and were marching to attack the police station at Lajum when the police personnel opened fire killing eight civilians. 12 SF personnel were injured in the incident. The State Government has imposed curfew in Kakopathar and Makum.

Normal life was affected in Assam on February 13 following a 12-hour bandh (general strike) called by the United Liberation Front of Asom (ULFA) to protest against the killing of nine persons in police firing and death of Ajit Mahanta in Army custody at Kakopathar in the Tinsukia district, according to The Hindu. There were, however, no reports of any untoward incident from any part of the State. The Court of Inquiry ordered by the Army into the custodial death of Ajit Mahanta of Dirak Gosain village also begun on the same day with the three-member panel recording the statements of Mahanta's widow and mother at Army's Dinjan base in upper Assam.

Chaudhury, Ramen Das and Bimal Das, it had been holding since January 22, somewhere near the Kaziranga National Park, according to Telegraph. Additional Superintendent of Police, Nityananda Goswami, informed, "They (the hostages) contacted us after being freed and wished to go home directly from the spot instead of coming to Karbi Anglong again."
